1 Opening of the meeting

The Chairman opened the meeting and welcomed all delegates. He expressed his thanks to the South African National Committee for inviting TC 3 to hold its meeting in connection with the General Meeting 2005.

2 Approval of the draft agenda, document 3/770B/DA

The agenda was approved, document 3/770B/DA. Revision B, containing some minor updates, had been made available as a meeting document.

3 Report from the Chairman of TC3

3.1 Extension of the term of office

The Chairman reported that his terms of office had been extended until 2008-11.

3.2 1906 Awards 2005

The Chairman reported that two experts working in the TC3 area had been nominated for the 1906 Award this year:

Ms. Anette Schwuchow(Germany)(function in the TC: member of SC 3C/JWG 11 with ISO/TC 145): She has long been an active member of SC 3C/JWG 11 and provided excellent contribution in developing the multipart IEC-ISO dual logo 80416 series of standards.

Mr. Anders Nilsson (Sweden) (function in the TC: member of TC3/MT16): For his very active and constructive contribution in the revision of IEC 61082. He put much emphasis on establishing rules for the preparation of documentation that reflect industrial needs and that are easily applicable.

As none of the awardees were present at the meeting it was decided that they should be informed by an e-mail expressing the appreciation at the meeting of their work.

4 Note of the approval of the minutes from the previous meeting of TC3 in Eindhoven 2004-09-30/10-01, document 3/747/RM

The approval of the minutes was noted. No comments had been submitted within 2 months after their circulation, and no comments were made at the meeting.

5 Reports from the co-ordination meetings with ISO TC10 Officers in Stockholm 2004-10-14, document ISO/TC10 STAG N27, and with TC3 Officers in Geneva 2004-04-11 and 04-12, document 3(Geneva/Secretariat)5A

The meetings were noted. ISO/TC10 STAG N27 had been made available as a meeting document 3(Cape Town/Secretariat)7.

There was no discussion.

6 Report from the Secretary of TC3, including actions taken as a result of the minutes, document 3/781/INF

The Secretary presented his report, document 3/781/INF. There was no discussion.

7 Consolidated procedures for standards in database format, document 3/768/INF

7.1 Consideration of the status of the document; SMB approval, documents SMB/3070A/QP, SMB3070A/RV

It was noted that the consolidated procedures had been approved by the SMB.

Mr. Sheldon informed that they will be physically included as a new Annex J in a revised version of IEC Supplement to the directives first at the end of the year. They shall nevertheless be applied at once, since they have been approved.

Dr Radley asked about the format for supplementary instructions to this annex: In SC3D they had met the reaction that an “INF-document” would not have the required formal status.

However, after some discussion it was concluded that it would be appropriate to use this document kind provided that the title of the document and the introduction of it would express the message clearly.

Later on a proposal was drafted and the following was accepted.

Decision 1: TC3 decided in Cape Town that for supplementary instructions to the annex J of the IEC Supplement to the ISO/IEC Directivs the following template should be used:

Document kind: INF

Title: TC/SC x-instruction for the maintenance and validation of IEC 6xxxx DB

The text should start: This instruction is a supplement to the ISO/IEC Directives, Annex J and is valid for …….

The document was approved by TC/SC x at it s meeting …..;

8 IEC 60617 Graphical symbols for diagrams

8.1 Report on the status of the IEC60617 database and on the implementation of the procedures, document 3/785/INF

The Secretary presented the report, document 3/785/INF. There was no further discussion.

8.2 Report from the Validation Team for IEC60617 on validated graphical symbols in the IEC60617 database, document 3/784/INF

The Secretary presented the report, document 3/784/INF. There was no further discussion.

8.3 Principles for the introduction of symbols into the database

The result of the circulated document 3/777/DC was presented as a meeting document 3(Cape Town/Secretariat)4. As the commenting time was finished just before the meeting, no observations had been prepared, but the comments were roughly discussed at the meeting.

It was noted that there is an interest for further elaboration of the principles. Three countries (DE, JP, and NO) had shown interest for doing so.

Decision 2: TC3 decided in Cape Town that the principles for the introduction of symbols into the database will be further discussed at the co-ordination meeting with Chairmen and Secretaries (in May). If feasible a proposal for the setting up of a PT for further development of the principles will be circulated.

8.4 Report on PT 30 – Alarm and signalling symbols

There was no report from the PT30.

The Chairman recalled that at the last meeting in Eindhoven TC3 had decided that if the PT30 did not deliver at least a partial result within 6 month the PT should be disbanded.

Both he and the Secretary had been in contact with the PT convenor Mr Stejskal and understood that he obviously did not have any time to spend on this project. But they had also received further indications that the intended symbols are really required by users, and that national standard projects had been stopped, since they were waiting for results.

Efforts had therefore been made to reorganize the project and make a restart. Sweden had offered to supply a convenor. Mr Stejskal had been informed about this.

The Secretary told that he the day before the meeting had received a telephone call from Mr Stejskal where he had said that he was positive to such a solution, and also offered to supply the material he had available as an input to the continued work.

Decision 3: TC3 accepted in Cape Town the proposal for reorganisation of PT30. It was also decided that a new call for members to the PT30 should be distributed to the National Committees.

8.5 Report from PT32 on the elaboration of the text parts of IEC 60617, document 3/790A/INF

Mr Sirviö, member of PT32 presented the report, document 3/790A/INF on behalf of Mr Araki, which unfortunately was not present at the meeting due to an accident.

The work is proceeding well.

On a question about the French version, M. Codet confirmed that the French NC can prepare the French versions of the actual texts in a short time as soon as the English versions are complete, since the basic part of the texts already exists in the earlier printed publications.

The texts will then be subject to validation before inclusion in the database.

8.6 Activities with regard to symbols for fibre optics technology

The Secretary informed that his attention had been drawn to document 86/237/MCR on IEC 61930 Ed. 1 by Prof. Ikeda, and had therefore contacted the Secretary of TC86 by an e-mail, available as document 3(Cape Town/Secretariat)3, suggesting a revision of the report and also offering support from TC3

He had so far got no response, but noted that TC86 were meeting in Cape Town as well and therefore tried to contact the Secretary about the outcome, but so far without success.

8.7 Proposed extension of validity for IEC/TR 61352

It was noted that document 3/793/MCR on IEC/TR 61352 had been distributed just before the meeting, suggesting extension with a minor editorial update of the publication.

8.8 Proposed revision of IEC/TR 61734

It was noted that document 3/794/MCR on IEC/TR 61734 had been distributed just before the meeting, suggesting revision of the publication. In principle it is an editorial update also in this case, but it is more comprehensive than in 8.7 and will therefore require more work.

8.9 Listing on its entry page of countries using IEC 6617 DB

M Codet pointed out that some countries in Europe using the IEC 60617 DB as the reference for National standards, including France, are not yet listed on the entry page to the database.

Decision 4: TC3 decided in Cape Town to encourage the National Committees using IEC 60617 as a reference for their National standards to check that they are appropriately listed on the entry page of the database. If not, IEC/CO should be contacted in order to make relevant changes.

9 IEC 60848 GRAFCET specification language for sequential function charts

It was noted that M. Noël Bouteille had been appointed convenor of MT33, set up for the maintenance of IEC 60848.

10 IEC 61082 Preparation of documents used in electrotechnology

10.1 Report from the Convenor of MT 16, document 3/780/INF.

The Convenor of the MT16, Mr. Brückner, reported that the work is now done and the document submitted for FDIS voting.

He expressed his thanks to the team members for the work carried out. It had been a very active and well working group.

IEC 61082-1 Ed. 2 will replace IEC 61082-1, -2, -3 and -4 (all Ed. 1)

A question was raised about what will happen with IEC 61082-6 Ed. 1, the index.

Decision 5: TC3 decided at its meeting in Cape Town that IEC 6182-6 Ed. 1 shall be withdrawn when the IEC 61082-1 Ed. 2 is being published. There is no need for updating since all the content of IEC 61082 is now contained in one publication with free text search.

Decision 6: TC3 decided at its meeting in Cape Town that MT 16 should return to “low level activity”. Mr. Brückner will stay as MT convenor for the documentation of experiences and provision of yearly reports to the plenary. The rest of the MT is in principle disbanded, but the members may stay to support the convenor. The National Committees and the MT members should be informed.

10.2 Circulation of the FDIS for IEC 61082-1 Ed. 2, document 3/771/FDIS.

It was noted that this document was circulated the week before the plenary meeting with a closing date 2005-12-16.

10.3 Result of the questionnaire on IEC 61082-2, document 3/767/INF

It was noted that the result of the questionnaire indicated that no part 2 with further examples should be developed.

The questionnaire indicated, however, an interest for branch related application publications (Technical reports), so far insufficient for the start of an NWIP.

It was also noted that this interest could be focused as a supplement to the “ISO/IEC documentation” system discussed during the workshop.

11 IEC 61175 Industrial systems, installations and equipment and industrial products, Designation of signals

11.1 Report from the Convenor of MT 17, document 3/782/INF

The Convenor of the MT17, Karl-Anker Thorn, presented his report, document 3/782/INF. The work is finished and the IEC 61175 Ed. 2 had just been published.

The Chairman expressed his thanks to the group for the work done.

Decision 7: TC3 decided at its meeting in Cape Town that MT 17 should return to “low level activity”. Mr. Thorn will stay as MT convenor for the documentation of experiences and provision of yearly reports to the plenary. The rest of the MT is in principle disbanded, but the members may stay to support the convenor. The National Committees and the MT members should be informed.

11.2 Result of the voting on the FDIS for IEC 61175 Ed. 2, and the subsequent publication

The positive vote and the subsequent publication of IEC 61175 was noted.

12.1 Report from the Convenor of MT 18, document 3/791/INF.

12.3 Status of ISO PDTS 16952-1

It has been reported from ISO/TC10/SC10 that the manuscript for publication of ISO/TS 16952is presently being prepared for publication.

12.4 To consider the revision of IEC 61346, coordination with ISO/TC10/SC10

The revision in general had been discussed during the workshop and was therefore not repeated here.

The Secretary draw the attention to document 3WS(Cape Town/Secretariat)1 about identification and marking of conductors, and explained the background for it, including the withdrawn IEC 391.

Decision 8: TC3 decided at its meeting in Cape Town that MT18 should study the document and propose further action, either:

• to include the topic it in IEC 61346 at a suitable place;

13 IEC 61355 Classification and designation of documents for plants, systems and equipment

13.1 Report from the Convenor of MT 19.

13.2 Revision of IEC 61355, coordination with ISO/TC10/SC10

The Convenor of the MT 19 told that the revision work has been defined and experts to the MT have been nominated.

At least one expert involved in the work in ISO/TC10/SC10 is expected to become member.

A first meeting is planned to be held after this plenary meeting.

19.2 Report from IEC TC3 - ISO/TC10 JWG15 - Management data (meta data) for documents - and relevant decisions

There was no specific report from the JWG15.

However, the document 3/782/INF and 3(Cape Town/Secretariat 2) collates some information on ongoing activities in other organizations.

The Secretary informed that the earlier attempts to start a project in the area of archiving had not been successful. The work as such was supported, but we could not get the required number of experts neither from IEC nor ISO.

He told also that discussions were ongoing with ISO/TC10 to involve also ISO/TC46 in order to make an effort to start a JWG with three TCs involved.

As a comment to this it was noted also that JTC1/SC34 and SC23 have ongoing activities in related areas.

Decision 9: TC3 supported at its meeting in Cape Town the attempts to involve also ISO TC46 in the attempts to start a project on archiving.

The Chairman of SC3C, Mr. Nakamura, reported in accordance with document 3(Cape Town/SC3C)10, attached to these minutes as Annex A.

As a comment, Prof. Ikeda added that 5 P-members and 1 O-member had participated in the meeting.

22 Report from the Chairman of SC3D - Data sets for libraries - and relevant decisions.

The Chairman of SC3D, Mr. Radley, reported in accordance with document 3(Cape Town/SC3C)9 attached to these minutes as Annex B.

The concerns about the DB work not being shown in the project list were emphasized. SC3D does not have any other project presently, and this gives in fact not a true picture of the work going on.

Decision 10: TC3 decided at its meeting in Cape Town to ask IEC/CO for an extension of the functionality in project database in order to make it possible to see also the ongoing database work.

Regarding the concern that JP had not nominated any VT member, Prof. Ikeda promised to bring this question back to the JPNC.

23 Draft Strategic Policy Statement decisions taken in the sub-committees, document SMB/2692/R

From SC3C no additions are expected, but it will be further checked.

From SC3D was reported that some adjustments will be made.

24 Report on activities related to Sector Board 3

The Chairman reported that the activities in SB 3 seemed to have been low: no meeting of SB3 has been held since the previous meeting of TC3. A meeting was scheduled, but later cancelled without provision of any new date.

25 Report on activities related to the Memorandum of Understanding (MoU) between IEC, ISO, UN/ECE, etc concerning standardisation in the field of electronic business.

The Secretary presented a mail from Gabriel Barta, Secretary of MoU MG, urging TC3 and TC93 to take more active part in the activities.

The Chairman said that we are aware of this and that we follow the written distributed information. However, we have difficulties to justify travel costs, for activities on a “meta level”, and have therefore difficulties to attend meetings.

The Secretary presented the agenda for the present meeting of MoU MG (in Beijing, practically colliding with our own), and indicated that there are indeed subjects of interest to us.

The conclusion was that we will do our best to be informed and to inform MoU MG of subjects of interest, but can, also for the future, be able to do so by correspondence only.

26 Report on activities related to ACET and ACET4.

The Secretary informed that the last co-ordination meeting of TC3 officers had been held in Geneva in conjunction with the ACET Area 4 and ACET meetings, in order to make it easier to participate. The main topics had been material specifications and the work program, see documents ACET/237/INF and ACET/238/INF.

It was also noted that SMB had disbanded ACET at its meeting in Cape Town.

27 Future work in the area of documentation; stage 0 projects

29.1 IEC TC16 Basic and safety principles for man-machine interface, marking and identification, document 3/792/INF

The liaison officer, Dr. E. Selvik presented his report, document 3/792/INF.

A discussion took place clarifying the text of the report. In the sentence: The questionnaire on the need for concept of “noiseless earth” (or “clean earth”) resulted in that there is no need for this concept, neither for protective earth nor for functional earth, the meaning is that the combination is not needed (but protective earth and functional earth per se, still are).

29.2 IEC TC44 Safety of machinery - electrotechnical aspects

We are still missing an appointed Liaison officer.

Mr. Thorn presented, however, how explicit requirements for documentation with reference to TC3 publications are included in the present revision of IEC 60204.

(A question was raised: is it is possible to have a “contact person” but not a formal liaison officer? If so, then Mr Thorn can take on that job.)

29.3 IEC TC65 Industrial-process measurement and control

We are still missing an appointed Liaison officer.

It was suggested that Mr Döbrich (working in SC3D and SC65B) could be contacted (he was not present at that point of time in the meeting)

29.5 IEC TC111 Environmental standardization for electrical and electronic products and systems

The Secretary informed that he had taken part in an ad hoc meeting TC111/ad hoc WG2 in Barcelona where working groups for material declarations and environmental information had been discussed. In this context the wish to create a liaison with TC 111 had been expressed because of the future handling of IEC/PAS 61906. (See documents 111/27/DC, 111/29/INF.).

NOTE: At its later meeting in Cape Town TC 111 took the following decisions.

Decision 02/01: TC111 recommends to USNC and FRNC to prepare 2 NPs:

• 1 NP from USNC on Material Declaration

• 1 NP from FRNC on Environmental Information of Products

considering the guidelines agreed in document (111/27/DC), the comments contained in 111/29/INF and the discussions held on October 20th TC 111 Cape Town meeting.

Decision 02/02: TC 111 agrees to establish:

• WG 1 “Material Declaration”, under the convenorship of US project leader, with the condition that the US NP will be approved.

• WG 4 “Environmental Information of Products”, under the convenorship of FR project leader, with the condition that the FR NP will be approved.

29.6 ISO TC10 Technical product documentation

The report from the liaison officer Mr J. Aagaard, was available as a meeting document 3(Cape Town/Aagaard)5. As it had been distributed first in connection with the meeting the Secretary presented it.

It was noted that meetings with ISO/TC10 and SCs are planned to be held in May 2006 in Oslo. It was therefore proposed that the co-ordination meeting with TC 3 officers should be held in conjunction with these meetings in order to make it possible to have also a coordination meeting with ISO TC10 on the same occasion.

Decision 11: The proposal to plan for a TC3 co-ordination meeting with TC3 officers and another coordination meeting with ISO TC10 in May in Oslo was supported. The possibilities should be investigated further.

29.7 ISO TC184/SC4 Industrial automation systems: External representation of product definition data.

No specific report was available

29.8 TC100 Audio, video and multimedia systems and equipment

Prof. Ikeda informed that IEC 62261 Television metadata will be made available as database standard, expected by the end of this year.

Mr. Radley said that the application of the methods of IEC 61360 had been considered in this context but not accepted.

It was noted that the work on database standards are not at all reflected in the work program.

Since last year there is a possibility to monitor the changes in the database on specific URLs. We should investigate if it is possible to link these to the project database in order to reflect the ongoing work. See decision above under item 22.

31 Marketing efforts: Reports from the National Committees.

Mr Kato from JP informed that ten IEC standards have been transferred to Japanese standards: IEC 61175, IEC 61355, IEC 61346-1, -2, IEC 62023, IEC 62027, IEC 61282, IEC 61666, and that work was going on to transfer IEC 81714 series and IEC 82045-1 and IEC 62079, and also the DB standard IEC 60617 is under study.

M. Codet informed that IEC 60617 DB standard had been demonstrated at an exhibition in France.

Mr. Ikeda asked how other Asian countries are applying IEC 60617. The Chinese delegate informed that they presently use it in paper form, but that they are considering turning it into a National database standard.

32 Use of the TC3 web site on the IEC-server http://tc3.iec.ch. Presentation pages on the web

The Secretary informed that we are still using the “old” web site. An earlier offer by the IEC/CO to use a new design had not been utilized, since this would require either specific software, or that the updating should have to be made through a person in the IEC/CO. This would hinder our immediate access to the site which is seen as a big disadvantage.

The Secretary of SC3D informed that he had started the updating of the SC3D part of the site.

33 Date and place of next meeting 2006. Preliminary planning for 2007.

Date and place of the next TC3 meeting 2006 is not yet fixed.

We know that we are not at the time of the plenary meeting not on the list of participants in the IEC 2006 GM in Berlin, but there might still be some chances.

M. Codet offered Paris as a potential possibility if Berlin fails. Such a meeting would however need to be held in advance of the GM, and therefore very early (August/September)

Other possibilities are therefore still investigated.

Regarding the Co-ordination meeting with TC3 officers, we will try to have this in connection with the planned ISO/TC10 meetings in Oslo in May 2006.

The GM 2007 will be held in Paris, and M. Codet informed that requests for invitation will need to be sent to the French NC in the beginning of November this year, if we want to apply. It was decided that this should be done.

Report from the Chairman of SC3C (Meeting document 3(Cape Town/SC3C)10)

Main results since the last meeting in Eindhoven including decisions taken in SC 3C plenary meeting in Cape Town during 17-18 October 2005

1 Consolidated procedure to be followed

Procedures for the maintenance of the IEC standards in database format (IEC 60417, IEC 60617 and IEC 61360) approved by SMB will be used for maintenance of IEC 60417 as an immediate action without preparing supplementary procedural information for the time being. Consequently, two standing documents will have no effect.

• It was reported that 3C/1355/AC was circulated to drawing member’s attention its importance to active participation for maintenance of IEC 60417 through Validation Team 60417 in database using process.

2. Status of IEC 60417/ISO 7000 joint database

Since the composistion of IEC 60417 and ISO 7000 in database format in June 2004, some new features were added such as “extended search function”, “enhancement of the history function of a single graphical symbol” and “Print overview.”

• It was decided to issue a DC for three months to poll the members view on the JWG 11 proposal of a common classification scheme for the IEC 60417-ISO 7000 for graphical symbols for use on equipment in database format, and to improve the “Print overview” to collect graphical symbols also by application fields (TC/SC) using the “grid” option with the support of IEC CO.

3. VT 60417 Activity

10 change requests for 16 graphical symbols, all of which were requested by product committees, were issued for evaluation, most of which were validated successfully. 42 graphical symbols were released; the rest were referred back to the proposer.

• It was decided to set up a Project Team with Mr. Arto SIRVIO as Project Leader nominated by FI NC with the following tasks:

o to develop graphical symbol “Do not immerse in any liquid” taking into account received comments to be circulated as a CD; and

o to provide further details of rationale in particular in relation with existing graphical symbols and safety signs, and on the understandability or comprehensibility for users.

Administrative Circular will be circulated to inform the set up of the new project team and to ask nomination of experts.

4 Activities of Project Teams

• PT 24: To develop a set of harmonized graphical symbols for general purpose for use by general public with secondary field of application on medical electric equipment. Seven

• PT 27: To develop 13 graphical symbols for diagnostic imaging functions to be mainly used on radiological equipment; 2CD under circulation (comments until 2006-01-06).

• PT 28: To develop 23 graphical symbols for patient and equipment positioning to be mainly used on radiological equipment; all graphical symbols were published; PT 28 will be disbanded.

• PT 31: To develop graphical symbols for use on diagnostic X-ray equipment; 1CD is under circulation (comments until 2005-11-04).

• PT 29: To develop graphical symbols in the maintenance project IEC 60974-1 being already in use in TC 26 field; There was no report from Project Leader. It was decided to remind SC 3C/PT 29 that it is required to send an activity report to SC 3C.

5 JWG 11 Activity with ISO/TC 145

5.1 Major results in four JWG11 and its Task Force meetings

Meetings of:

• JWG 11: GENEVA in March and VIENNA in August 2005.

• JWG 11 Task Force: TREVISO in February and VIENNA in August 2005.

ISO 80416-4 Ed.1, Basic principles for graphical symbols for use on equipment - Part 4: Guidelines for the adaptation of graphical symbols for use on screens and displays (icons); approved by IEC and ISO and published by ISO in August 2005.

5.2 Common classification scheme for graphical symbols for use on equipment

Ad hoc Task Force of JWG 11 finished its work on a common classification scheme for graphical symbols in publications IEC 60417 and ISO 7000 in database format; Output will be issued as a DC for three months to poll the members view on the JWG 11 proposal.

6 Documents circulated under comprehensive procedure

Four items were discussed in the Cape Town meeting.

• The request of TC 16 regarding correction of the title of IEC 60417-5018: Functional earthing; Functional grounding (US); It was discussed and confirmed that SC3C will wait until the result of 16/449/CDV is available.

• Graphical symbol for "electronic image, general" (3C/1248/CD); It was recognized there were inconsistensies between the proposed Title and Graphical symbol, and decided to

• Graphical symbols to provide information on packages for batteries (3C/1353/DC, 3C/1390/INF); It was decided to set up a new PT in cooperating with TC 35 and ISO/TC 145/SC 2 (Safty sign). TC35 is invited to nominate Project leader.

7 Liaison activity

• “Time delay CBR (circuit breaker) with limiting non actuating time 0,06 s” (SC/17B:3C/1224/INF); There is the same graphical symbols standardized by TC 26. No response from SC17B to SC3C liaison statement.

• Graphical symbols for use on telephone and telefax equipment (ITU-T: 3C/1317/DC, 3C/1374/INF); Since there was no response from ITU-T, SC 3C will apply the procedures for maintenance of IEC 60417.

8 New work items in SC 3C

Following the basic agreement on first proposal in last SC 3C plenary meeting in Eindhoven, the Chairman proposed Phase 2 proposal in Cape Town meeting which includes specific actual work items to be proceeded in SC 3C under the cooperation with ISO/TC 145/SC 3.

The need for new aspects in maintaining IEC 60417 database in the light of ISO 7000 being joined to IEC graphical symbols for use on equipment. They included improvement of user interface of the database, correction of editorial inconsistency, survey of obsolete and not used symbols, evaluation system for better user-friendly graphical symbols in the different user view point (professional and consumers) and the common sense of the symbol element for easier understanding of graphical symbols.

The proposal was well met the need of participants and decided to circulate a DC.

9. On further fragmented circulation of CDVs, RVCs, FDISes and RVDs

1 Name and scope of the Subcommittee

The name and scope are unchanged. No matters were raised referring to the minutes of the Eindhoven meeting.

2 New publications since last meeting

2.1 IEC 61360-1

An MCR will be issued later this year proposing an amendment starting with CD stage at February 2006.

2.2 IEC 61360-2

The proposals and discussions concerning the new edition of the common EXPRESS model have resulted in a document that is currently under ballot as ISO New Work Item/CD Ballot for ISO 13584-42 ed2, PLIB Part 42, Description methodology: Methodology for structuring part families. The ballot is open until 2005 -12-20 and IEC SC3D has been invited to comment on the document. The set of documents are available and can be obtained from the IEC SC3D secretariat.

After the ISO ballot, the comments will be gathered and a new document will be prepared for the ISO DIS stage. It is expected that from the ISO DIS stage, the document will be relatively stable and it is currently planned that at the ISO DIS stage the IEC 61360 -2 new edition will enter the CDV stage in parallel.

2.3 IEC 61360-3

The SMB has approved the consolidated procedures (SMB/3070/QP) and indicated they should be placed in Annex J of the directives. An MCR (3D/140/MCR) has been issued on IEC 61360-3 to withdraw this part and replace it with the consolidated procedures.

A working group document is available extending the consolidated procedures with specific maintenance requirements and explanations for the IEC 61360 database (3D/WG/112). Following the comments from Japan, the question of the status of such a document was discussed and it was agreed that a common approach within TC3 is desirable. The recommended solution is to have an INF document which should be entirely adequate and appropriate with a title indicating that these requirements have to be followed by the committee and that there is a clear statement in the document to that effect.

The FDIS publication has been accepted with twelve P-members in favour and one against. The new edition has been published at 2005-03 as IEC 61360 -4 edition 2.0. This publication is available as a paper standard as well as in CD-ROM format. This is the last publication of the IEC 61360 content as a paper standard before moving towar ds the database as a standard.

An MCR has been issued on IEC 61360-4 to withdraw this part and replace it with the dictionary database as the standard.

2.5 IEC 61360-5

The first edition of IEC 61360 -5 was published at 2004-04. Comments were made by Japan and are under discussion in ISO TC184/SC4/WG2. Possibly a TC will be made to correct the errors that have been identified. An MCR will be issued later this year confirming that the publication remains unchanged until 2006. Next year a new MCR will be issued reflecting the decisions on the way in which to make corrections to IEC 61360 part 5.

3 Working Group 2

Actual changes in the active membership since Montreal 2004: We welcome Dr. Drumm from Germany as a new member to the working group. We also welcome Mr. M ülhens from Germany as a German representative to SC3D and as member of the working group.

Scope: Using existing definitions, terminology and practices to set standards for preparing technical data element types that can be used:

• to prepare a standard schema for classification according to function and technology as appropriate

• to define data element types that describe the properties of electric components and systems

• to establish subsets selected from the list of data element types suitable for character izing individual classes.

3.1 WG2 meetings

Three regular meetings have been held since the Eindhoven meeting, in Tokyo, Japan February 2005, Munich, Germany in May 2005 and Cape Town South Africa October 2005. Two ad –hoc JWG meetings have been held as well with ISO TC184/SC4/WG2.

The first occasion took place on November 10 th 2004 in Hagen (Germany), which was a coordination meeting between the Secretary of IEC SC3D and the convenor of the ISO ISO/TC184/SC4/WG2 on the proposals for a new edition of the common EXPRESS model as defined in IEC 61360 part 2 and ISO 13584 part 42.

The second occasion took place on April 20th 2005, alongside the ISO/IEC JWG1 meeting in Paris (France). Here, many members from ISO/TC184/SC4/WG2 were present and IEC SC3D was represented by its Chairman and Secretary. A further discussion took place on the latest proposals and draft version of a new edition of the common EXPRESS model. Another topic was the presentation of the newly developed XML schema (OntoML) by LISI/ENSMA capturing (partly) the common EXPRESS model.

3.2 Statements from Working group 2 held in Cape Town, South Africa 2005:

The following are extracts from the report of the meeting of WG2 held in Cape Town on 17 -18 October 2005.

a) It has now become possible to do updates of the SC3D website. The SC3D Secretary, Addie Dijkstra, can now perform these updates and has made a start by cleaning up the opening page (see tc3.iec.ch/txt/sc3d.htm).

b) Some discussion is continuing on moving the TC3 and its subcommittees to the new website environment as it is not clear if maintenance can be carried out in the same manner.

c) The content of the document on Classifying DET (3D/WG/109) has been used in the ISO/IEC JWG1-part3 Experience report. The content will also be considered for the amendment of IEC 61360 -1.

d) Mr. Wolfgang Wilkes has taken up the task to bring all dictionary related information on the EXPRESS model into one document. He is intending to create a file for system parsing purposes as well as a consolidated file that contains the explanatory text for the human reader. It was agreed that such a document will be available for download from ISO and IEC.

e) It is the opinion of both Mr. Wilkes and Mr. Pierra that capturing styling rules in generic EXPRESS software would be difficult to achieve if not impossible. Mr. Pierra was also against as a matter of principle as EXPRESS should not be read by the human reader but by machine. Mr. Radley has a different opinion to this and finds a well structured EXPRESS file helpful in detecting inconsistencies or errors.

f) Validation and quality assurance of dictionary content remains an important issue that has not been getting proper attention at the OIDDI meetings. Open issues are which validation tools to use, their availability and if there should be an authority for quality assurance.

g) It has become clear in a joint meeting with ISO TC184/SC4/WG2 that versioning rules on unreleased dictionary content are quite different between ISO and IEC. A separate paper has been started explicitly defining the versioning rules on the scenarios that can occur in the DB for unreleased and released items (3D/WG/129).

h) Further alignment between ISO 13584 and IEC 61360 through a reorganization of the existing content to the standard series of both ISO 13584 and IEC 61360 has not yet been investigated as was planned last year due to the (unexpected) amount of effort that was required of preparing the changes to the common EXPRESS model. The goal for alignment remains unchanged however

4 IEC 61360 database

The only prerequisite requirement left undone to make the transition from a paper standard to a database stand is the mass update of the content reflecting the latest publication of IEC 61360-4.

Software has been made available for management of change requests using similar procedures and templates to those in use for the symbols databases. It is also proposed to make available other information for download such as documentation, conversion and input tools, EXPRESS schema, XML schema and dictionary snapshots in SPF and XML formats.

A proposal has been made from the German NC to add environmental properties to the IEC 61360 DB. This will be dealt with as maintenance work and not as a NWIP, which was the original proposal, but further work is required. There is also a question of scope concerning this proposal and it has to be investigated which IEC, and possibly ISO, committees should be involved.

A proposal has also been received from SC65B/WG10 for the addition of classes and properties relating to measuring instruments. The IEC SC3D/WG2 had received an excellent presentation by the appointed liaison officer Mr. Döbrich from TC65 and it wa s agreed that further discussion should take place on ways in which the proposals can be taken further.

4.1 Export facilities and format conversions

The specification for import and export (3D/WG/070 and 088) have been updated and will be distributed and publi shed as standing documents at the SC3D website.

The export conversion software producing a STEP physical file has been further improved and checked with the help of Toshiba. Currently no syntactical errors are reported.

A draft XML schema has been produced by members of TC184/SC4/WG2. Following this, a prototype tool for converting exported dictionary data to this format has also been demonstrated.

Some work has been done by LISI/ENSMA since the last version of the XML schema was issued in June but still further work is required. The work carried out includes:

• Defining the schema according to a modular structure, using one global schema and several local schemas

• Specifying the mapping from Plib to XML

• Specifying the mapping from XML to Plib

• Extracting from the documentation explanatory text on definition to be included into the schema

In about 3 or 4 months it is expected to have a schema available that can get an official status. The schema should be available for download when agreed and published.

4.2 Validation Team

A call for nominating experts to a validation team was made (3D/138/AC). The period for the initial set -up of the VT has ended although there remains a standing invitation to the NCs to nominate members at all times. The present membership is given in document 3D/WG/122. Current membership of the VT includes: Czech Republic, Finland, Germany, Italy, Netherlands, United Kingdom,

A response was received from JP who will not nominate any members to the VT for the moment. It is felt that the reason s given by Japan for not making nominations are not entirely valid and advice and assistance are requested from TC3 in resolving this matter.

4.3 Language variants

The German members of WG2 have agreed to create a document describing usage scenarios and proposal for implementation of language variants in the IEC 61360 DB taking into account the proposals for amending the ISO/IEC information model.

It is recognised that IEC will not be responsible for filling alternative language content, this will be the respo nsibility of the NCs. However, it is unclear whether language variants maintained by NCs in the DB could actually be recognized as a National standard. This will have to be discussed further with IEC CO.

5 Liaisons

5.1 TC93

The interoperability project set up b y TC93/WG6 has now finished and the final report on the results has been published by IEC as a Technical Report. It is not known whether the WG proposes further action on this topic.

Recent exchanges of correspondence with the secretary of TC93 mean that both committees have been kept informed of some aspects of one another’s work.

5.2 ad-hoc Joint Meetings with ISO/TC184/SC4/WG2, document 3D(Eindhoven/dijkstra)02

In the past year there have been two JWG meetings between IEC SC3D and ISO/TC184/SC4/WG2.

During the discussions it became apparent that configuration rules on criteria for changing dictionary elements and the effects on the attributes such as code, version, revision and status will be difficult to harmonize. There is a particular difference on managing work in progress (proposed content that has not passed the validation stage). IEC SC3D allows changes to the content of a proposed item while being under review and discussion without changing its version or revision. The IEC 61360 configuration rules take effect on dictionary content that is validated and part of the standard. ISO TC184/SC4/WG2 is imposing their configuration rules including change of version and revision starting as the item is proposed. IEC 61360 will be maintained as a database standard including associated maintenance procedures and proposed content (non -validated) will not be available for download from the database.

The liaison between ISO TC184/SC4 and IEC SC3D has been reconfirmed following the initiative from ISO TC184/SC4 (see document TC 184/SC4 N1968). Mr. Hiroshi Murayama has been appointed as liaison officer from ISO TC184/SC4 to IEC SC3D. The meeting confirmed the nomination of Mr Addie Dijkstra as liaison officer from SC3D to ISO TC184/SC4.

Both committees (ISO TC184/SC4/WG2 and IEC SC3D) continue the fruitful co-operation and have the intention to keep the common EXPRESS models(s) COMMON.

5.3 IEC TC65

A proposal for liaison from TC65 nominated Mr. Udo Döbrich as liaison officer and this was agreed by the meeting. He will try to attend IEC SC3D meetings as well as IEC SC3D/WG2 meetings if convenient and report on matters of mutual interest to SC3D and SC65B. As such Mr. Döbrich can report the status at both committees.

It is proposed to organize an informal meeting with SC65B to align the views on how to proceed with the proposals that have been sent in for addition to the IEC 61360 DB.

5.4 IEC TC40

A request for liaison has been received from TC40. It will be investigated whether it is possible for Mr. Paul Friedrich, Secretary of TC40, to be present at the next IEC SC3D/WG2 meeting in Eindhoven to discuss how to set up the liaison with TC40.

5.5 ecl@ss

It has been decided to postpone any action on the liaison request from ecl@ss until the issues have been clarified and we are certain that the SMB will approve a request to establish the liaison. In the meantim e, it will be suggested to the organisation that they can seek representation on SC3D/WG2 through the German National Committee.

5.6 OIDDI

Establishing a formal liaison with OIDDI will wait for establishment of OIDDI as an organization.

5.7 Future liaisons

It is considered that formal liaisons should be established with TCs or SCs as and when they make request for significant additions to the IEC 61360 database.

6 Results of the SC3D meeting, October 18th, 2005 in Cape Town

6.1 ISO/IEC JWG1

The second meeting of ISO/IEC JWG1 was held at AFNOR in Paris, France 2005 -04. Here, it was accepted that the draft guide had become far too technical and that different parts were required aimed at different audiences. As a result, the guide has been split up in three parts:

1. Management overview, 2. Technical guide and 3. Experience report.

Draft versions of the three parts to the ISO/IEC JWG1 guide have been circulated and at the next meeting on 21/22 of November in Delft, Netherlands, the three parts will be reviewed and

any existing overlap discussed.

6.2 OIDDI: Open and Interoperable Domain Dictionaries Initiative

OIDDI met in 2005-06 in Paris. Here several Teams (Administrative, Technical, Marketing) were established to work on open issues.

Procedures to start a European project for establishing OIDDI as an organization have been initiated. It is unclear what the current status is nor the project plan that was made.

7 Current projects

A list of projects currently being undertaken by SC3D has been updated and annexed to the minutes of the SC3D Cape Town meeting.

It is noted that it is still the position that work carried out on the content of IEC database standards is neither recorded nor recognized in the programmes of work that are registered in the IEC CO database. Since this is li kely to form a substantial part of the work of some TCs and SCs in the future, it is felt that IEC procedures should be modified to recognize this kind of work.

2 TC3 decided at its meeting in Cape Town that the principles for the introduction of symbols into the database will be further discussed at the co-ordination meeting with Chairmen and Secretaries (in May). If feasible a proposal for the setting up of a PT for further development of the principles will be circulated.

3 TC3 accepted at its meeting in Cape Town the proposal for reorganisation of PT30. It was also decided that a new call for members to the PT30 should be distributed to the National Committees.

4 TC3 decided at its meeting in Cape Town to encourage the National Committees using IEC 60617 as a reference for their National standards to check that they are appropriately listed on the entry page of the database. If not, IEC/CO should be contacted in order to make relevant changes.

5 TC3 decided at its meeting in Cape Town that IEC 6182-6 Ed. 1 shall be withdrawn when the IEC 61082-1 Ed. 2 is being published. There is no need for updating since all the content of IEC 61082 is now contained in one publication with free text search.

6 TC3 decided at its meeting in Cape Town that MT 16 should return to “low activity level”. Mr. Brückner will stay as MT16 convenor for the documentation of experiences and provision of yearly reports to the plenary. The rest of the MT is in principle disbanded, but the members may stay to support the convenor. The National Committees and the MT members should be informed.

Mr. Thorn will stay as MT 17 convenor for the documentation of experiences and provision of yearly reports to the plenary. The rest of the MT is in principle disbanded, but the members may stay to support the convenor. The National Committees and the MT members should be informed.

8 TC3 decided at its meeting in Cape Town that MT18 should study the document 3(Cape Town/Secretariat)1 and propose further action, either:

• to include the topic it in IEC 61346 at a suitable place;

• to include it in a forthcoming revision of IEC 61666; or

• in waiting for this revision, possibly publish suitable parts of the document as a PAS.

9 TC3 supported at its meeting in Cape Town the attempts to involve also ISO TC46 in the attempts to start a project on archiving.

10 TC3 decided at its meeting in Cape Town to ask IEC/CO for an extension of the functionality in the project database in order to make it possible to see also the ongoing database work.

11 The proposal to plan for a TC3 co-ordination meeting with TC3 officers and another coordination meeting with ISO TC10 in May in Oslo was supported. The possibilities should be investigated further.
