Strike COI Spiral 1 Lessons Learned Cont.Operational Issues:

Ubiquitous User access to information does not exist - still in a “need to know” environment, not “need to share”

– Need COCOM permissions to get access to data Required MG Bromberg request to get access to limited CENTCOM data Did not get access to CENTCOM TBMCS data

– Need IA policy implementation change for system to enterprise accounts The need for Net Enable Command Capability (NECC) is critical for information sharing

certification and accreditation Service Orientated Architecture (SOA) does not eliminate the need for Service Level

Agreements (SLA)– Need Enterprise solution for Security Implementation – NCES

“Bleeding edge” technology has a learning curve– Not all COTS/GOTS technologies support them – issues for legacy systems– Time required using new technologies is difficult to predict and may extend

development timelines – It is critical to work through the process and technology issues to obtain Warfighter

capability

Metcalfe’s Law – “The value of the of a network is proportional to the square of the number of users of the system (n2)”

Using asynchronous services can require opening many ports– IA impact because of bigger holes in the firewall

– Warfighter will need a Geospatial viewer (Google earth, etc.) Translation services will have to be developed
