    The Department of Transportation (DOT) and the Board of Transportation Commissioners are requesting approval to expand the boundaries of the Palms Parking Meter Zone in Council District 10 and the adoption of the existing parking meter rate to the expanded boundaries. This item was approved at the Board of Transportation Commissioners regular meeting on May 10, 2012. The Special Parking Revenue Fund (SPRF) will support the cost of purchasing, installing and maintaining the expanded parking meters. The new meters will not provide incremental net revenue in Year One due to the upfront costs for implementation. However, the City will see a gain in net revenues over the useful life of the meter.

    Background

    The DOT is requesting approval to expand the boundaries of the Palms Parking Meter Zone and to establish parking meter rates for the expanded area within the Tenth Council District. This item was approved at the Board of Transportation Commissioners regular meeting on May 10, 2012. The Los Angeles Municipal Code (LAMC) Section 88.00 established specified parking zones and rates for eighty two zones in July 2008.

    At the request of the Tenth Council District, the DOT conducted a parking study in May 2011 within the South Robertson-Venice area to install parking meter I pay stations to further encourage parking turnover and to create available spaces for customers of local business. The results of the parking study were presented to the Tenth Council District in August 2011 and to the various stakeholders in February 2012 to determine the community's receptiveness to the concept of expanding the Palms Parking Meter Zone. A letter of support was presented to the Board of Transportation Commissioners from the South Robertson Neighborhood Council (SORO N.C.), the Tenth Council District and DOT recommending the expansion of the Palms Parking Meter Zone and the existing meter rate of $1.00 per hour.

    Per the California Vehicle Code Section 22508, the California Department of Transportation will need to approve the request to establish the parking meter zone and rates before any ordinance can be adopted, as one of the requested street segments is a designated state route.

    Fiscal Analysis

    The DOT is recommending to install247 parking meters in the expanded boundary. The 2011-12 Adopted Budget, Special Parking Revenue Fund (SPRF) provided capital funding for the purchase of 500 new meters and contractor costs. There is sufficient funding available within the Capital Equipment appropriation to purchase the 247 meters and to support contractor costs to install the meter poles. The DOT reports that one-time installation costs will be incurred in Year One and are estimated at $840 per meter. The on-going operational costs to support the daily functions of the meter are estimated at $151 annually per meter. The operational costs include collections, communications, systems and transactions costs. These costs support the cost for the City's contractor to collect the coins from the meter; meter vendor fees for communications technology (cellular data costs and access to meter data in vendor's central management system); and fees for transmission of credit card transactions to the processor.

    Based on this information, the installation of these new meters will result in the following net revenues (See Attachment 1). In Year One, there will be a loss in revenue due to upfront costs incurred to purchase and install the meters. In Year Two, the net revenue is estimated at $88,426 and in subsequent years the net revenue is estimated at $147,953 for the useful life of the meter.

    This will be a prudent investment as the City will see a return on this investment in Year Two while the useful life of the meter is estimated at seven years.

    RECOMMENDATIONS

    That the Council and Mayor:

    1. Approve the request to expand the boundaries of the Palms Parking Meter Zone as requested and;

    2. Approve the adopted meter rate for the Palms Parking Meter Zone of $1.00 per hour in the expanded zone and;

    3. Request the City Attorney to submit the draft Ordinance amending Subsection 38 of Section 88.00 of the Los Angeles Municipal Code for adoption, once the California Department of Transportation has approved the proposal per the California Vehicle Code.

    FISCAL IMPACT STATEMENT

    There is no General Fund impact should these actions be approved. The Special Parking Revenue Fund (SPRF) provided annual funding for Capital purchases in the 2011-12 Adopted Budget to support this purchase and for On-going maintenance costs in the 2012-13 Adopted Budget. These recommendations comply with City Financial Policies in that sufficient special fund revenues are available and eligible for this purpose.

RECOMMEND to the City Council for their APPROVAL of the boundary amendments to the Palms Parking Meter Zone and the adoption of the existing meter rate for that zone, and PRESENT and ADOPT the attached draft ORDINANCE, subject to Caltrans and City Attorney approval as to form and legality, as a combined action to amend the boundaries of the Palms Parking Meter Zone and to implement the recommended meter rate.

    4. DIRECT the Commission Executive Assistant to forward two copies of this report and draft ordinance to the City Clerk for transmittal to the City Council.

    BACKGROUND

    On March 24, 2010, Councilmember Herb J. Wasson, Jr. of the 1Oth Council District submitted a letter (attached) to the General Manager of the Department of Transportation (DOT) requesting the Department to conduct a parking study within the South Robertson-Venice area to install parking meter I Pay Stations to provide a reasonable level of parking occupancy and turnover at the following street segments:

    Venice Boulevard (North and South) between National Boulevard and Cattaraugus Avenue, National Boulevard (east side commercial frontage) between Venice Boulevard and Culver City city limit south of Venice Boulevard, Hutchinson Avenue (west side commercial frontage) between Venice Boulevard and Culver City city limit south of Venice Boulevard

    Parking demand in the South Robertson-Venice area had grown over the years and with anticipation of the Expo Rail Line opening in late Spring of 2012, the lack of available parking and turnover will have detrimental effect on the businesses in the area. The Councilmember supports the use of "2-Hour" parking time limit to encourage parking turnover, to curtail ail-day parking by Rail commuter, and to create available parking spaces for the customers of the local businesses. A letter of support was received from the South Robertson Neighborhood Council (SORO N.C.) on April 25, 2012.

    DISCUSSION

    California Vehicle Code Section 22508 authorizes local jurisdictions to establish parking meter zones and rates for such zones by adopting ordinances. And that no ordinance adopted by any local authority to this Section, with respect to any state highway, shall become effective until the proposed ordinance has been submitted to and approved in

    writing by the Department of Transportation (Caltrans). Venice Boulevarcl is a clesignatecl state route 187 (SR187). The bounclaries ancl rates of over 82 Parking Meter Zones (PMZs) have alreacly been established by orclinance in the Los Angeles Municipal Cocle (LAMC) Section 88.00. The proposecl bounclary expansion of the Palms Parking Meter Zone ancl implementation of the meter rate for this zone will require approval from Caltrans before any acloption of an ordinance amending LAMC Section 88.00. Pursuant to Section 22.484 (g) (2) (A) (1) of the Los Angeles Administrative Code: "no ordinance regulating the manner of the use of public streets and other public ways for travel, including the use and operation of vehicles or the placing of obstructions thereon, or ordinance enacted in the exercise of any other power relative to traffic conferred upon local authorities by any law, shall be adopted unless such ordinance shall have first been submitted to and approved by the Transportation Commission or unless adopted by a vote of at least two-thirds of the members of the Council in favor thereof'.

    Parking Study Results

    At the request from Councilmember Herb J. Wasson, Jr., a parking study was conducted. The parking study recorded, for each block on an hourly basis from 10 AM to 2 PM, the posted parking restriction, number of parking spaces available and the license plates of the vehicles occupying each space. These data was then analyzed to determine the effectiveness of enforcement of the existing time limit parking restrictions on each block, how efficiently the available parking spaces were being utilized, how long vehicles were parking, and what percentage of time the parking spaces were occupied throughout the day.

    Almost all of the studied blocks within the parking study area were commercially developed, and some had existing "1- and 2-Hour'' parking restrictions. The results showed that nearly half of the studied street segments had average daily parking occupancies of more than 70 percent and had average parking durations more than one hour beyond the posted time limit, and despite the posted time limit parking restriction, some studied blocks had average turnovers of less than 2 cars per space per day.

    The expected benefits to the study area from the implementation of parking meters would be as follows:

    • By charging for the use of the parking space, peoples' willingness to stay longer is reduced thereby increasing the turnover of parking spaces and producing an increase in the number of potential customers that can park on a block during a business day

    • Meters installed on blocks with at least 70 percent occupancy produce a short-term reduction of occupancies and an increased probability that customers will be able to find a parking space near the business

    • Meters provide an enforcement tool, making it easier for Traffic Officers to identify time limit parking violations and do a more efficient job of enforcing parking violations in the entire area with a fixed amount of officer deployment.

    " Meter revenues are deposited into the Special Parking Revenue Fund (SPRF); which can be used to eventually finance the cost of providing an off-street parking lot in the area.

    Stakeholder Meeting

    Department staff met with the 1Oth District Council office, the various Neighborhood Councils in Palms and Robertson South- Venice area, including the SORO N.C., and the local business and residential community reps on February 22, 2012 to present the results of the parking study and to determine the community's receptiveness to the idea of expansion of the Palms Parking Meter Zone and to include a larger boundary north of Venice Boulevard, up to the Santa Monica Freeway. Installation of parking meters will only be on Venice Boulevard and on the commercial frontages at intersecting streets north and south of Venice Boulevard. And that installation of parking meters at other locations within the boundary may be installed through submittal and validation of a petition by either the business owners or the residents on a per block basis.

    Based upon the data supporting the need for on-street parking; the desire to provide a reasonable level of parking occupancy and turnover, and letter of support from both the SORO N.C. and the Tenth Council District, the Department of Transportation recommends the expansion of the Palms Parking Meter Zone and the existing meter rate of $1.00 per hour.

    The installation of approximately 247 parking meters on the requested street segments will increase the availability of parking spaces and the accessibility of businesses to customers by improving parking space turnover.

    A draft ordinance amending the Los Angeles Municipal Code to reflect the expanded boundaries and the existing meter rate of the Palms Parking Meter Zone is attached. The Department recommends that the City Council approve the expanded boundaries and the adopted meter rate for the expanded parking meter zone, and adopt the ordinance as a combined action. DOT further recommends that the City Council authorize DOT to install parking meters on both sides of Venice Boulevard between Cattaraugus Avenue and Culver Boulevard and on the commercial frontages at intersecting streets north and south of Venice Boulevard after a valid petition is received for the installation of parking meters and the ordinance establishing the boundaries and the meter rates of the Palms PMZ becomes effective.

    FISCAL IMPACT STATEMENT

    There is no fiscal impact to the City's General Fund. The SPRF will fund the cost of implementing and maintaining the expanded parking meter zone. The increase to the SPRF revenue from the expanded boundary amendments and meter rate to the Palms Parking Meter Zone is estimated to be approximately $185,250 annually. The City may also gain additional General Fund revenue from the issuance of parking citations at the newly installed parking meters.

    Section 1. Amend Subsection 38 of Section 88.00 of the Los Angeles Municipal Code (LAMC) by adding the following:

    "38. Palms Parking Meter Zone- $1.00 per hour.

    (a) The zone includes all streets within an area bounded by the following street segments;

    (I) Santa Monica Freeway between Robertson Boulevard and Cattaraugus A venue.
