8!t a time in &hich the cessation of hostilities agreement has increasingly deteriorated, it is paramount that all parties to theconflict and those States see'ing a peaceful resolution, demand ci%ilian protection measures be ta'en,: said theCommission, calling on all parties to cease the unla&ful attac's on ci%ilian areas, especially humanitarian locations andspecially protected sites under international humanitarian la&(

)he Commission said it has repeatedly noted that international humanitarian la&2s foundational principle of distinction –&hich underlies a number of &ar crimes – requires all parties to a conflict to distinguish bet&een la&ful and unla&fultargets( )he recent unla&ful attac's are %iolations of international humanitarian la&, and some are &ar crimes, theCommission said(
