As the year draws to a close, IOM Pakistan has reiterated its commitment to support migrants, refugees, disaster- affected communies and displaced persons through various planning exercises including commitments in the 2017 Pakistan Strategic Response Plan (SRP), the Common Country Assessment, and through its contribuon to SDG 10 in reducing inequalies between migrants and non- migrants by facilitang dignified, humane and orderly migraon. Situation Overview

During 2016, the volume of Afghan refugees and undocumented migrants returning to Afghanistan steadily increased with an estimated 232,566 undocumented individuals having returned by November 2016. As per current estimates, approximately 0.7 million undocumented Afghans continue to reside in Pakistan. In coordination with IOM Afghanistan, IOM Pakistan is supporting information collection, dissemination and in-kind assistance to returnees.

Multi-Year Humanitarian Programme for Natural Disaster Preparedness, Response and Recovery in Pakistan

The Natural Disasters Consortium (NDC) continues to support at-risk and affected communities through its’ multi-sector preparedness, response and recovery activities. In this quarter, a review workshop was held with consortium partners to consolidate lessons learnt from Year 1 programming and pave the way for harmonized approaches in the upcoming year to programme implementation, monitoring and learning and collecting beneficiary feedback. The programme is a four year programme funded by DfID/UKAid.

Research on Improved Shelters for Responding to Floods

As part of the shelter research project, approximately 1000 shelters in flood affected areas of Southern Pakistan were assessed to understand the relative disaster resilience, cultural acceptability and sustainability of differing shelter typologies. Shelter experts from ARUP International Development visited Pakistan and held technical and programmatic meetings with relevant government counterparts and members of the Shelter Working Group (SWG). Representatives from ARUP also discussed testing physical simulations for floods and rains which will be conducted at the NED University of Engineering and Technology in Karachi. The physical test facility is being constructed and will include a testing tank for standing and rainwater simulations.

Undocumented Afghans

IOM Pakistan has commenced activities to establish an evidence base for informing humanitarian actors’ potential responses for Afghan returnees. Plans for the design and roll-out of a comprehensive Return Intentions Survey are being finalized to inform relevant stakeholders on the returnees’ critical needs, return intentions and profiles including vulnerabilities. Monitors have also been deployed on the Torkham border crossing, which has been used by 87% of the undocumented returnees in 2016, to conduct flow monitoring and inform weekly situation updates on return trends and vulnerabilities in 2017.

Migration Study

As part of IOM’s cross-regional study to understand the drivers, modalities, and hazards involved in migration from Pakistan and Afghanistan toward Europe, primary data collection is close to completion. With the support of colleagues from the Regional Office, enumerator trainings were also conducted in Islamabad, Peshawar, Lahore, Mirpur and Karachi. Population groups surveyed include Afghan nationals, Pakistani voluntary returnees, families of migrants and potential migrants.

Data was collected in key migration hubs of Pakistan including Karachi, Lahore, Rawalpindi, Gujrat, Gujranwala, Peshawar, Abbottabad, Parachinar and Haripur. Research teams are currently analyzing preliminary data sets; results will inform the final outputs of the study including a detailed research report, population-specific snapshots and migration fact sheets.

Migration Health Department

IOM Pakistan’s Panel Physicians will attend the 2016 CDC-IOM Southeast Asia Regional Panel Physicians Workshop in Manila, Philippines on 5th and 7th December 2016.

The Australian Department of Immigration and Border Protection is going to conduct an audit visit to IOM Migration Health Assessment Centers (MHACs) between 9th—16th December 2016

Humanitarian Communications

IOM supports displaced and returning populations affected by complex crises in North-West Pakistan through its Humanitarian Communications programme (HComms). Activities targetting the caseload from Khyber Agency have concluded as displaced populations have returned to areas of origin. During this quarter, 472 awareness sessions were organized through which 4,164 male and 3,596 female beneficiaries from Khyber and North Waziristan Agencies of the Federally Administered Tribal Areas (FATA) were sensitized regarding the return timelines and assistance packages in general, with a particular focus on eligibility criteria and returns related cash assistance.

In coordination with the FATA Disaster Management Authorities (FDMA), information campaigns to support returns to North Waziristan, South Waziristan, Kurram and Orakzai were finalized. Two Public Service Announcements (PSAs) and eight newspaper advertisements regarding return schedules and cash compensation for returnees were also developed and disseminated.

Shelter, Settlements and Gender Based Violence (GBV) Workshop

In collaboration with IOM Geneva, the IOM-led Shelter Working Group (SWG) in Pakistan, organized a workshop on Shelters, Settlements and Gender Based Violence (GBV) Risk Reduction in Islamabad. 26 participants from across the country were trained to incorporate GBV Risk Reduction practices in shelter strategies.

Migration Management and Counter-Trafficking

A study mapping and assessing service provision for returning migrants, conducted in partnership with the Institute of Social and Policy Sciences (ISAPS), was launched in September and well received by stakeholders, at a roundtable discussion on Readmission in Pakistan. The Fourth International MONITOR Steering Meeting was held in Islamabad in September to update various stakeholders on activities and achievements under the European Union (EU)-funded ‘Pilot Initiative to Monitor Readmission in Ukraine and Pakistan (MONITOR)’ project. The meeting brought together representatives from the Ministry of Interior, Ministry of Foreign Affairs, Federal Investigation Agency and Directorate General of Immigration and Passports and Ministry of Overseas Pakistanis and Human Resource Development.
