Chairman's WelcomeI have great pleasure in welcoming you to the third Urban Land Institute conference in Ireland.

Our cities and in particular Dublin, Cork, Limerick and Galway are the engine room of the Irish economy and home to over 50% of the country’s residents. Sustaining them and ensuring they are great places in which to live is critical to the future of the country and its citizens. They must provide for commerce and deliver sustainable thriving communities for current and future generations.

The title of our conference is “Good Density. Dividends. Drivers and Debates”. We have assembled a superb line up of Irish and international leaders with excellent experience of high-quality development projects. They have each contributed to the densification of cities whether it be in residential, mixed used or in the provision of infrastructure to support increased density.

We have delegates from many parts of the public and private sectors and our aim is to continue the conversation on how we can learn from best practise internationally and create sustainable the cities of our future. As a not for profit multidisciplinary organisation ULI is well placed to facilitate such an important conversation.

David Browne, B Arch, FRIAI, RIBA, ARB

President RIAIManaging Director RKDAs Managing Director of RKD and President of the Royal Institute of the Architects in Ireland, David is one of Ireland’s preeminent design leaders promoting the value that architecture brings to society for the benefit of all. He is internationally recognised for his ability to unite and lead design teams, advancing a legacy of architectural excellence built over four generations. In recent years, David has been primarily involved in business development with RKD while continuing to work on early project concept design, masterplanning and practice management. He is a long established leader within RKD, an international firm driven by design thinking.The practice offers a comprehensive and bespoke architectural service, closely managed to meet the needs of individual commissions and design proposals are created to make the best of the unique potential of each property according to the requirements of their clients.

Arthur CollinsPrincipal, Collins Enterprises

Arthur Collins is the co-founding Principal and President of Collins Enterprises, LLC, a real estate development and management company focused on urban redevelopment in metropolitan markets from Virginia/Washington DC to Boston. Founded in 1991, the company special-izes in urban mixed-used development including apartments, retail and office space. Mr. Collins sources new projects and manages the timely delivery of the company’s redevelopment initiatives in all markets. Collins has built a reputa-tion for successfully managing projects from $20 million to $125 million for institutional and high-net-worth investors. Mr. Collins has been a member of the Urban Land Institute for 35 years where he is a Key Leader and Chairman of the Westchester/Fairfield District Council. Mr. Collins has been a trustee for the Conway Graduate School of Land Planning, and a Real Estate Advisor for Kent School in Connecticut. He is often asked to speak on land-use and creative urban design at Yale, Columbia University and Pace University, where he is active in the Land Use Law Center at Pace Law School. He holds a B.S. from the University of Oregon and a Master’s degree in Urban Design from the University of Pennsylvania.

Tom DunneChair, ULI Ireland

Tom Dunne, chair of the Ireland Council of the ULI, is the former Head of the School of Surveying & Construction Manage-ment in Technological University Dublin. Following 10 years in the private sector, he lectured in urban economics, property valuation and housing for many years in the university. He is a former president of the Society of Chartered Surveyors Ireland and now chairs the Residential Tenancies Board.

Janet Cafferky, Senior Associate, Mason Hayes Curran; Chair of ULI Ireland Young LeadersJanet is a senior associate on our Real Estate team. Janet has broad experience in acting for investors, developers, financial institutions and receivers in the acquisition, disposal and leasing of commercial, residential and mixed use real estate assets. Janet has particular expertise in the private rental sector, multi-family developments, portfolio sales and real estate development transactions.

Rachel KennyDirector of Planning at An Bord PleanálaRachel graduated from UCD with a Bachelors of (Civil) Engineering and Masters in Regional and Urban Planning. She is currently Director of Planning Operations with An Bord Pleanála. Ra-chel’s an experienced Planning Director with a demonstrated history working in the planning and development industry. Having worked in senior planning and management roles for over twenty years in various planning authorities, An Bord Pleanála and in the private sector, she has extensive Urban Planning, Strate-gic Planning, Leadership, and Project Planning expertise. As well as being an active member of the Irish Planning Institute (past president and Fellow of the IPI), Rachel is currently Chair of the Management Board for the National Bio-diversity Data Centre, having previously been a member of Comhar, the National Partnership for Sustainable Development.

Nuala GallagherDirector for Economy, Bristol City CouncilNuala has been working in urban development internationally for over 20 years; she took up the role as Director for Economy of Place with Bristol City Council in July 2018. Preceding that she was Director of City Centre Development with Belfast City Council where she established a new Regeneration and Development Department for the city. Prior to that she was Head of Regeneration with the London Borough of Newham; leading one of the largest regeneration projects in Europe; ranging from post-Olympic projects in Stratford to Canning Town and the Royal Docks. She has worked in New York City in both private and non-profit sector, leading on sustainable urban development as well as teaching at Columbia University’s Graduate School of Architecture, Planning and Preservation. A registered architect and urban designer, earlier work included housing in local government in Ireland, community projects in India and an architect in the private sector.

Ilona McElroyPartner, Real Estate Leader, PwC

Ilona McElroy is a partner in the firm's asset and wealth management practice. Ilona specialises in international tax struc-turing, assisting investment banks and asset managers structure and manage global asset management businesses. Ilona has considerable experience advising on a wide range of cross border tax matters relevant to structuring mutual funds, hedge funds and private equity funds. Ilona has a specific focus on real estate as an asset class and takes up the role of firm real estate tax leader.

Brian GaffneyDirector, Property Finance, Bank of IrelandBrian joined Bank of Ireland Group in 2005 and held various roles in Private Banking, Corporate Banking and Group Risk before re-joining Corporate Banking in early 2016. Brian is currently a Director in Corporate Banking Property Finance Group where he leads the Development Finance team which has responsibility for managing all Bank of Ireland Group development lending >€5m for New Homes, Build to Rent, Purpose Built Student Accommodation and Commercial sectors. Prior to Bank of Ireland, Brian worked for KBC Bank (formerly IIB Bank). Brian is a graduate of University College Dublin and UCD Smurfit School of Business.

Johannes Menge is, as part of Zoku’s global rollout team, responsible for the expansion of Zoku into major European cities, based out of Amsterdam. In July 2016, he joined the team which today consists of six people wholly focused on Zoku’s expansion strategy to grow the brand into a global network of hotels over the next 10 years. Johannes has 10 years’ experience in hotel operations and hotel real estate. Before joining Zoku, he worked at CBRE Hotels in Dublin within consultancy and valuations. Prior to that, Johannes worked in various operations and corporate finance positions with Kempinski in Germany, China and Switzerland. Johannes has a BBA in International Hospitality Management from Hotelschool The Hague. Zoku is an accommodation provider that facilitates living and working for the travelling professional in an innovative way, creating a new category in the hotel industry. Zoku’s first flagship property is located in Amsterdam, and new properties are under development in Copenhagen, Vienna and Paris.

Mr. Murphy has served as the Irish Minister for Housing, Planning and Local Government since June 2017. He has been a TD for the Dublin Bay constituency since 2016, and previously from 2011–16 for the Dublin South-East constituency. He previously served as Minister of State at the Department of Finance from 2016 to 2017.

Deirdre NagleSenior Planning Lawyer, MHC

Deirdre is a Partner and Head of our Planning and Environmental Law team. She practises in both contentious and non-contentious planning and environmental law. Deirdre advises and represents state bodies, banks, developers, contractors, engineers, and other construction professionals on energy, planning and environmental matters. Prior to joining the firm Deirdre worked for a state body responsible for the development of energy infrastructure. She has extensive experience in advising and acting for state bodies on major projects relating to all aspects of the consenting process including compulsory acquisition.

Brian is responsible for developing Hines’ Ireland projects. He established the Hines platform in Ireland which currently has more than €2.3 billion of retail, office and residential assets under management, in addition to a major development pipeline which includes an additional €500 million of retail development and over 4,000 residential units. He re-joined the firm in 2011 having previously worked with Hines in Russia in the 1990's. In between, he ran his own successful development management and investment advisory firm based in Dublin which focused on large urban regeneration, university campus developments and housing PPP projects. Brian is a graduate of Architecture from the Dublin Institute of Technology and obtained an MBA at the University of Chicago. He currently serves as a Trustee of the Urban Land Institute Europe and is a member of the ULI Irish National Council.

Pat O’Sullivan is Head of Real Estate Research in AIB and works in the Real Estate Finance team. Pat has over 25 years’ experience of working in the financial markets. He is the author of a number of publications on the housing and PRS markets in Ireland, the most recent being ‘PRS and the Irish Rental Market ’ which examines the issues facing the rental market in Ireland and the role PRS plays in helping to alleviate these problems. AIB Real Estate Finance is a leading senior debt provider for Land & Development Finance and Commercial Real Estate Finance in Ireland. AIB Real Estate Finance has a strong multidisciplinary team of lenders and industry professionals with a deep understanding of the real estate sectors. Pat is a graduate of University College Dublin and Dublin City University has a BA and MA in Economics, an MSc in Investment and Treasury and is a CFA.

Following an MBO recently of his old firm, WK Nowlan Real Estate Advisors, Dr. William Nowlan established Oracle Real Estate Strategies. This company will offer strategic advice to property owners with complex property situations. Dr. Nowlan has more than 40 years’ experience investing in Irish commercial property. Prior to forming W K Nowlan Real Estate Advisers in 1996, he was Head of Property Investment at Irish Life Assurance plc from 1985 to 1995. He was a member of the Committee of Management of IPUT (Irish Property Unit Trust, one of the largest institutional property investors in Ireland) from 1997 to 2007. He is a member of the Irish Town Planning Institute, a fellow of the Royal Institute of Chartered Surveyors and a former Chairman of both the Royal Institute of Chartered Surveyors Ireland and the Royal Institute of Chartered Surveyors Europe. He was also a member of the RICS Governing council in London. He was the founding Chairman of the Irish Property and Facilities Managers’ Association. He was also Visiting Professor in the University of Ulster and lecturer in Town Planning at University College, Dublin.

Susan TjarksenManaging Director, Cushman & WakefieldSusan Tjarksen co-founded KIG CRE, a multifamily brokerage in 2015, and joined Cushman & Wakefield in 2018. With more than 30 years of real estate experience working with both private and public investment institutions throughout the country. Prior to brokerage, Susan was a leader in apartment and mixed-use development, having planned, built, designed, financed and delivered projects totaling more than $3.5 billion in revenue. She has also successfully developed and sold 12,000 residential units, 2,500 hotel rooms and more than 2M square feet of retail and office space. Susan is a member of the Forbes Real Estate Council, Roosevelt University’s MBIRE Advisory Board and the Lincoln Park Builders Club of Chicago. Susan holds a Bachelor of Finance from The University of Illinois at Urbana–Champaign and completed her master’s work in finance as a Rotary International Fellow at Essex University, Colchester, England.

Kevin Nowlan joined the Board of Hibernia as Chief Executive Officer in November 2015 following the internalisation of WK Nowlan REIT Management, the Investment Manager. Prior to this Kevin held the same position in the Investment Manager from its inception in 2013 and previously held senior roles in NAMA and Treasury Holdings and was MD of WK Nowlan Real Estate Advisers. He is a Chartered Surveyor with more than 20 years’ experience in the Irish property market, including commercial agency, property management, investment, development and development financing, commercial loan portfolio management and debt restructuring. He has a BSc in Estate Management from the University of Ulster, an MBA from Ulster Business School and a Diploma in Project Management from Trinity College, Dublin.
