If the measured CPICH Ec/No value which UE has reported is lower than -10 dB, then it is used directly in defining the initial code power value. Otherwise 6 dB is subtracted from the measured CPICH Ec/No value, keeping the outcome in -10 dB at least; produced Ec/No is used in defining the higher initial code power value.

6 dB is subtracted from the measured CPICH Ec/No value, which UE has reported, for defining the higher initial code power value. This is the original implementation in RU10
