Calls for the deployment of UN troops to eastern Ukraine with immediate effect: a) a full-time peacekeeping mission, the UN Mission to Eastern Ukraine (UNMEU) to be established, the aim of this mission would be to: i. maintain current borders as they stand ii. establish a known presence in the area to make a disincentive to violence iii. report on any ongoing or previous breaches of international law that may have occurred b) subsequently all parties directly involved in the ongoing conflict will adhere to any ceasefires agreed upon, where previously they have failed to do so, and appropriate action can be taken swiftly in the event that they are broken in any capacity. 2. Proclaims for a new referendum to take place in Eastern Ukraine so that: a) a decision can be made independently of any individual sovereign nation, i.e. through UN arbitration, so that an outcome can be reached through the population of Eastern Ukraine themselves, rather than the will of individual governments. 3. Demands the descaling of the Russian military presence in the Crimea a) To decrease the probability of conflict spreading to other areas along the current Russia-Ukraine border b) To de-escalate tensions to create a more conducive environment for political discussion, bearing in mind the political fall-out that resulted in its annexation c) So that if talks prove successful, discussions are more likely to be extrapolated to the Crimea as well as eastern Ukraine, in order to appease the situation there Main Submitter: Jordan

1. 4. Urges Ukraine to recognise that building closer ties with the European Union may hinder future negotiations with opposing factions;

5. Calls Upon all forces involved in the conflict to respect the sanctity of human rights in respect to the United Nations Human Rights Charter;

Asks that Russia facilitate the naturalization process for immigrants of Ukraine to Russia specifically by:a) Loosening the age requirement of 18 to state that adults who serve as parents or guardians to children may decide to make their dependants Russian citizensb) Changing the requirement of five years of residence in Russia to a legal five year work contract or two years of residencec) Instituting language and cultural requirements to facilitate the assimilation of Ukrainians into Russia

7. Demands that, upon resolution of the current situation, the Ukrainian governmenta) protects the Russian language and traditional cultural ties to Russia within Ukraine by, including but not limited to:i. Introducing Russian culture into schoolsii. Allowing Russian holidays to become national holidaysiii. Making Russian an official language of Ukraineb) ensures free access to both Ukraine and Russian media sources,c) upholds economic ties to both Russia and the EUd) continues dialogue with current rebel groups to ensure their satisfaction

8. Further urges the UNHCR to help all refugees and internally displaced people in areas of conflict such as the Donbass region by methods similar but not limited to:1. Ensuring all refugees and IDPs are identified and sheltered via the UNHCR in accepting neighboring countries or in peaceful parts of the Ukraine1. Helping integrate refugees and IDPs back into society by offering training programs and providing job opportunities1. Ensuring all children below the age of sixteen are provided with education1. Ensuring appropriate medical attention and consolation programs are provided to those affected by the conflict1. All refugees are to remain under the protection of the UNHCR until Ukraine reaches the stability to accommodate them herself

9. Authorizes that the UN to set reparation against colonizing nations that damaged economies of colonized nations in the past 100 years of the current date and would include :a) Reparation payments will take into account the countrys GDP and the amount of damage that said country caused to its colonies.i. No time span will be placed on the reparationsii. Payments will expire under mutual agreement of both the former colony and the colonizer iii. If nations cannot afford said payments because of economic hardship then the reparations will be delayed until the economy recovers to a sustainable level b) Independent commissions will be monitored by the UN but leaders from impartial nations will lead the commission i. Decision of the Independent commission can be appealed in the international court of justice

10. Recommends the establishment of an international criminal tribunal to combat corruption in African nations and charge their leaders instead of the local judicial system

11. Requests border states to use the responsibility to protect in-order basic human dignity of the refugees and would include a) Financial support by UNICEIF and other UN organization i. monetary support will also be provided by the UNii. dependent on the number of refugees said country takes in and financial needb) Will designate areas that are refugee safe where resources are not effect by the conflict

12. Asks for the implementation of a ceasefire across Russian - Ukrainian borders which aims return both Russian and pro-Russian Ukrainians on separate lands and limit the influence and communication between the two sides:a) Appoints peacekeepers to monitor the borders to ensure that the ceasefire is supervised by external forces,i. peacekeepers are to be armed with non-lethal weaponry to be able to defend themselves without risking other lives,ii. non-lethal weaponry such as tear gas and electroshock weapons,b) peacekeepers are to be given a list of requirements and characterizations that guide them to who is allowed to cross the border,i. the list would include general notes such as no weaponry or smuggling of drugs etc. ii. the list would also include more specific notes such as no influential protestors whether for Russia or the Ukrainian government,c) Reports showing who entered and developments across the borders are to be submitted to the United Nations and the European Union on fortnight bases,d) Calls upon the Russian government to stop supplying the Ukrainian rebels whether financially or in weaponry and to cut off all resources supplied to the pro-Russian Ukrainian rebels,i. ensures that this takes place over a 10 day period of time

Demands the creation of a UN sponsored organization called the International Coordination Mechanism in Ukraine (ICMU) comprised of representatives of the international community to examine proposals for a political settlement and to monitor negotiations regarding the Ukrainian conflict, with issues such as but not limited to;a) Negotiations between Ukraine and the international community to grant Ukraine the following assurances:i. Additional allocations of financial assistances to ensure relative economic stability,ii. Extensions on current loans granted by the European states,iii. Potential review of the Ukrainian application to the EU/North Atlantic Treaty Organization (NATO) after internal deliberations regarding the implications it may present to the East-West relations,b) Facilitating negotiations between the Eastern Ukrainian government, Eastern Ukrainian rebels and the representatives of the Russian Federation where they may negotiate upon the following assurances granted towards the Eastern Ukrainian rebels for their compliances;

14. Calls for a re-referendum that would be moderated by the International Coordination Mechanism In Ukraine (ICMU), to decide upon the future of the Crimean area and Eastern Ukraine, through the execution of the following points: a) Calling for the Crimean people to repeat the Crimean referendum within 6 months from now regarding the issue of joining the Russian Federation, and for all member states, international organizations, and specialized agencies, to formally recognize the legal and endorsed annexation of the Autonomous Republic of Crimea to the Russian Federation on this basis if the referendum is successful,b) further holding a referendum in the area of Eastern Ukraine, regarding the expanded autonomy to the level of a Special Administrative Region (SAR) of the Eastern Ukrainian area with the consent of the Ukrainian government with the following compliances assured:i. The Russian Federation will guarantee that the sovereignty and territorial integrity of the newly created confederation of the eastern rebel provinces similar to the protected state of Russia, and will only come into force should the eastern provinces become a new state,ii. Russia shall be tasked with the limited disarmament of the rebel forces once they are under Russian security guarantees,iii. Certain energy or related economic agreements will be conducted between the two states,15. Calls upon all member nations to keep in consideration the welfare and growth of the Ukrainian economy, and to consider the following major points such as but not limited to:a) Expanding and further developing relations and ventures with the international community, so as to promote mutual economic expansion and circulation of resources through the establishment of a forum dedicated towards the growth of the Ukrainian economy and encouragement of microeconomic entrepreneurship as well as the integration of private corporations engaging in the promotion of entrepreneurship, innovation, market dynamics, and also resource circulation through ways such as but not limited to:i. strengthen foreign relations with OPEC nations, and exhorts them to reduce the production of oil so to allow for global economic growth,ii. forum for business people and entrepreneurs to congregate and discuss ideas, and to promote international business ventures through the fostering of trade among nations,iii. knowledge flow of developed technologies b) recommends members of the international community to review their economic and foreign policy, and consider ending any current sanctions against Ukraine, the Ukrainian rebel forces, and/or its neighbouring nations, primarily the Russian Federation, on the grounds of mutual economic gains as well as humanitarian needs with the following goals and points in return such as but not limited to:i. providing a stable environment for economic growth in Ukraine in order for it to independently repay its foreign debts,ii. calling for the government of the United States to consider the implications concerning its domestic and worldwide ethanol industry especially with the current falling crude oil prices, and thus to that extent, consider the cessation of United States-imposed economic sanctions upon the Russian Federation, as well as for European Union (EU) leaders to discuss the potential of the cessation of EU-imposed economic sanctions on Russiac) Seeks the negotiation of the provision of loans towards Ukraine by the International Monetary Fund (IMF), World Bank, European Union (EU), in order for Ukraine to fully pay its debts owed to the Russian Federation due to past energy deals,i.Seeks that the loans be used as a mechanism to show the willingness on the Ukrainian part to fully compensate Russia as a part of their energy deals,ii.Agreeing that with the provision of the past payments, Russia would end its embargo upon the sale of natural gas and petroleum towards Western Ukraine, d) having the ICC launch anti-corruption campaigns and punish any perpetrators

Urges the creation and deployment of UN peacekeeping mission named Mission of United Nations for Peace in Ukraine(MUNPU) under the jurisdiction and guidelines provided by chapter 7 of the UN Charter, in partnership with the Organization for Security and Cooperation in Europe (OSCE), in order to:a) Facilitate and monitor a ceasefire by:i. Issuing verbal warnings to the violating partyii. Utilising non-lethal weaponry to impede and capture violatorsiii. Placing economic sanctions on the identified partiesiv. Try captured violators in UN setup unbiased courtsb) Enforce peaceful protest,c) Disarm illegally armed rebel groups,d) Stabilize the government of Ukraine,e) Protect civilians and human rights.
