INTRODUCTORY REMARKS BY THE CHIEF EXECUTIVE OFFICER

We welcome you to the Uganda Institute of Banking and Financial Services (formerlyknown as the Uganda Institute of Bankers). As detailed in the Training Calendar , theInstitute offers a broad range of programs in banking, finance and related disciplinessuited to the needs of today’s financial services professional. The Institute’s trainingprogrammes comprise a mix of the following:

Professional Certification – notably the flagship Chartered Banker Program; Short, Executive and Specialized Courses and Certifications including in the area

of Digital Skills ; Post Graduate courses including the Masters in Financial Services .

The Institute enlists the services of a sizeable pool of trainers drawn from a mix ofacademia and industry and some of its programs are run in collaboration withuniversities and training / certification bodies of international standing.

The Institute’s programs are distinguished by their inclination towards the professionaland practical as well as responsiveness to the demands and standards of today‘sfinancial services industry. We invite you to enroll with us and share in the uniqueexperience presented by our training programs.

PROFILE

The Uganda Institute of Banking and Financial Services (UIBFS), formerly The UgandaInstitute of Bankers, is the leading provider of training for Uganda’s financial sector.Starting out in 1967 as a local centre of the then Chartered Institute of Bankers, London(now London Institute of Banking & Finance), the Institute attained autonomy in 1990.The Institute is a Body Corporate registered under the Companies Act (Cap 110) of theLaws of the Republic of Uganda as a Company Limited by guarantee. The objectives ofthe Institute are inter alia; to Promote, Encourage, Protect and Advance Knowledge andEducation in the Principles and Practices of Banking and Financial Services and toPrescribe and Inculcate High Ethical and Professional Standards Among its Members.The Headquarters of the UIBFS are located at Plot 10 Buganda Road, Kampala -Uganda.

The Institute is a Membership organization comprising of: institutional (or corporate)members, (which include Commercial Banks, Credit Institutions, Micro Deposit TakingInstitutions, and Development Banks operating in Uganda) and Individual Membersranked variously as Fellow, Associate, Ordinary and Student Members, all of whommake annual subscriptions towards the proper running of the Institute. The Governor ofthe Bank of Uganda is the Patron of the Institute.

The supreme organ of the Institute is the Annual General Meeting (AGM), whichappoints the Council and the Board of Directors for governance and policy oversight.The Board is currently composed of ten (10) Non-Executive Directors; RepresentingCorporate Members, the Bank of Uganda and the rest of the members of the Institute.The Chief Executive Officer and Executive Director of the Institute are ex-officiomembers of the Board. The Institute also has a Council that performs a largely advisoryand supportive role currently comprising of 11 members.

The overall objective of the training course is to improve the professional capacities of

bankers in financing various actors along agricultural value chains.

The course has two components, namely; :

APPRAISAL OF AGRIBUSINESS

Target groupThe main target groups of this training programme are loan officers, branch managers

involved in agricultural lending, credit analysts managing agribusiness cases.

Relationship officers/managers and other technical staff involved in agricultural credit

will also be interested in the programme.

Pre requisites

A good understanding of the typical financial statement (balance sheet, profit and

loss statement, cash flow statement) of small and medium enterprises (SMEs)

and businesses eligible for loans above 10,000 USD;

Be capable of assessing credit risk of SMEs on the following basis:

Overview of training

Appraisal of agribusinesses course focuses on the technical knowledge a loan officer

needs to have in order to appraise an agricultural business case.. The training is

contextualised to Uganda. The training comprises two modules:

Practical data collection and risk assessment of agricultural businesses, including

field visits.

The agricultural credit cycle (detailed treatment) including the specificities of

agricultural financial statements and appraisal techniques of an agricultural

business case.

Mode of delivery

Flexible design to fit to the work life of the participants.

A blended learning approach is applied, comprising a combination of classroom

training complemented by e-learning and field visits.

The training is designed in such a way that it does not interfere with participants’ usual

business. It requires the physical presence of the participants during 12 full week days,

4 half-days on Saturdays and study via e-learning over a 12-week period.

AGRICULTURAL VALUE CHAIN FINANCING (AVCF) – STRATEGIES, RISKS &OPPORTUNITIES

Target groupThe main target group of this training programme are staff with responsibility in theAVCF strategy of their financial institutions or have assumed responsibilities indisbursing loans linked to the AVCs. Typically, this training will be of interest to HeadOffice staff involved in AVCF (in the Credit Risk department or in the “Agricultural Unit”of a financial institution) or, branch managers involved in AVCF.

PrerequisitesIn order to obtain best outcomes, the participant shall:

- Have experience in SME financing – possess a good understanding of risksinvolved in SME lending;

- Have experience (or being in preparation for a manager position) in the riskdepartment, business development, agricultural unit, etc;

- Have experience in the loan decision making process.It is not necessary to have any experience in neither agribusiness, nor possess abackground in technical agriculture. It is also not necessary to have prior experience asa loan officer.It is also not necessary to have participated in the ‘Appraisal of Agribusiness’ trainingprogramme, although having done so carries an advantage.

The Certified Credit Management program leads to the award of the Certified CreditManager qualification of the Uganda Institute of Banking & Financial Services.
