Data so far
• Responses and data gaps– 19 FDTs, 23 Questionnaires
• Mapping MTEF to PEAP– First time ever

Initial findings
• 1A: Concentration and distribution of aid– N.B. This is mock-up of PEAP engagement – But, numbers of instruments as best proxy– Clear clustering related to PEAP
• 1B: DP characteristics– Nothing unimportant higher standards for leading DP – Leading DP particular emphasis on:
• Dialogue skills and credibility; in-country sectoral and aid modality expertise
– Actively engaged DPs: • HQ support, policy alignment & credibility with other
DPs
Initial findings
• 1C: Sectoral patterns and engagement– figures do not look reliable past 2007-08
(predictability?)– Notable short-term patterns emerging:
• Major aid ↑ in roads/energy
• ↑ in public admin and in security/conflict
• ↓ in GBS
• education and esp health ongoing high levels

Peer review packs
DPs will receive two peer reviews.• Mapping onto PEAP• Report 1- Overall findings• Report 2- DP findings• Comment form
In addition, your own results.
Peer review timetable
We need to decide on dates for following:
• Send out pack to peer reviewers
• Peer reviews returned to ODI
• Reviewed with GOU
• PRs sent back to original DP
• Original DP respond to ODI with any changes
• Re-processing data by ODI
N.B. 20th Nov team in Kampala
• Returning DP reports (for info)
Beyond the Peer Review:next steps
Towards the Interim Report
Full ODI Team in Kampala (19th Nov–1st Dec)
• Analysis of finalised DP returns• Presentation and discussion workshops
with GoU and DPs re findings and recommendations– SWG budget workshops if possible– Dates to be decide (suggest 21st)
• Interim report mid Dec• Presentation at PEAP Review (tbc)
Interim Report
• Based on ToR using material from:– AIM (FDT, Questionnaire), peer
review, other evaluation materials
• Report will set out: – Methodology and process– Findings– Recommendations for
• SWG process • Division of labour implementation
SWG process
ODI option paper presented, Option 4 chosen – GOU based with additional support
• ODI role- providing SWG process design (Dec), preparing data for sectors (Jan)
• The rest is up to the SWGs - where the hard work begins
• Outputs of SWG process sent to ODI team from which we prepare final report
