monly referred to as UEFA Euro 2012 or simply Euro2012, was the 14th European Championship for men’snational football teams organised by UEFA. The finaltournament, held between 8 June and 1 July 2012, wasco-hosted for the first time by Poland and Ukraine, andwas won by Spain, who beat Italy 4–0 in the final at theOlympic Stadium in Kiev, Ukraine.[1]

Poland and Ukraine’s bid was chosen by UEFA’s Exec-utive Committee in 2007.[2] The two host teams quali-fied automatically while the remaining 14 finalists weredecided through a qualifying competition, featuring 51teams, from August 2010 to November 2011. This wasthe last European Championship to employ the 16-teamfinals format in use since 1996; from Euro 2016 onward,it will be expanded to 24 finalists. Euro 2012 was playedat eight venues, four in each host country. Five new sta-diums were built for the tournament, and the hosts in-vested heavily in improving infrastructure such as rail-ways and roads at UEFA’s request. Euro 2012 set at-tendance records for the 16-team format, for the highestaggregate attendance (1,440,896) and average per game(46,481).Spain became the first team to win two consecutive Euro-pean Championships, and also three straight major tour-naments (Euro 2008, 2010World Cup and Euro 2012).[3]Spain had already gained entry to the 2013 Confedera-tions Cup by winning the 2010World Cup, so runners-upItaly qualified instead.[4] As at Euro 2008 in Austria andSwitzerland, both 2012 host nations were eliminated in

1 Bid process

The hosting of the event was initially contested by fivebids representing seven countries: Croatia–Hungary,Greece, Italy, Poland–Ukraine, and Turkey.[5] In Novem-ber 2005, after an initial consideration of the bid data byUEFA, both the Greek and Turkish bids were eliminatedfrom the process, to leave three candidates.[6]

In May 2006, this was followed by a second round of theselection process, which among other included visits byUEFA to all candidates.[7] The final decision was due tobe announced on 8 December 2006 in Nyon, but this waspostponed to “give bidding associations more time forthe fine-tuning of their bids”.[8] On 18 April 2007, thePoland–Ukraine bid was chosen by a vote of the UEFAExecutive Committee, at a meeting in Cardiff.[2]

Poland–Ukraine became the third successful joint bid forthe European Championship, after those of Belgium–Netherlands (2000) and Austria–Switzerland (2008).Their bid received an absolute majority of votes, and wastherefore announced the winner, without requiring a sec-ond round. Italy, which received the remaining votes,[2]had been considered favourites to win the hosting, but in-cidents of fan violence and a match fixing scandal werewidely cited as factors behind their failure.[9][10][11]

There were some later alterations from the initial bid plan,regarding the venues, before UEFA confirmed the eighthost cities in 2009.[12][13] During the preparation processin Poland and Ukraine, UEFA repeatedly expressed con-cern about their preparation to host the event, with differ-ent candidates reported as being alternative hosts if theydid not improve;[14][15] however, in the end, UEFA af-firmed their selection.[16]

2 Qualification

The draw for the UEFA Euro 2012 qualifying com-petition took place in Warsaw on 7 February 2010.[17]Fifty-one teams entered to compete for the fourteen re-

maining places in the finals, alongside co-hosts Polandand Ukraine. The teams were divided into nine groups,with the draw using the new UEFA national team coef-ficient for the first time in order to determine the seed-ings. As defending champions, Spain was automaticallytop seeded.[18] The qualifying process began in August2010 and concluded in November 2011. At the conclu-sion of the qualifying group stage in October 2011, thenine groupwinners qualified automatically, along with thehighest ranked second placed team. The remaining eightsecond placed teams contested two-legged play-offs, andthe four winners qualified for the finals.[18]

Twelve of the sixteen finalists participated at the previ-ous tournament in 2008. England and Denmark madetheir return to the Euro, having last participated in 2004,while Republic of Ireland returned after a twenty-fouryear absence to make their second appearance at a Eu-ropean Championship. One of the co-hosts, Ukraine,made their debut as an independent nation (before 1992Ukraine participated as part of the Soviet Union). Withthe exception of Serbia – according to UEFA’s ranking atthe end of the qualifying stage – Europe’s sixteen highest-ranked teams all qualified for the tournament.

2.1 Qualified teams

The following sixteen teams qualified for the finals:[19]

2.2 Final draw

The draw for the final tournament took place on 2 De-cember 2011 at the Ukraine Palace of Arts in Kiev,Ukraine.[20][21] The hour-long ceremony was hosted byOlga Freimut and Piotr Sobczyński, television presentersfrom the two host countries.As was the case for the 2004 and 2008 finals, the six-teen finalists were divided into four seeding pots, usingthe UEFA national team coefficient ranking.[22][23] Thepot allocations were based on the UEFA national teamcoefficient rankings of the sixteen finalists at the end ofthe qualifying competition in November 2011.[24] Eachnation’s coefficient was generated by calculating:

• 40% of the average ranking points per game earnedin the UEFA Euro 2012 qualifying stage.

• 40% of the average ranking points per game earnedin the 2010 FIFA World Cup qualifying stage andfinal tournament.

• 20% of the average ranking points per game earnedin the UEFA Euro 2008 qualifying stage and finaltournament.

Aside from the coefficient, three teams were automati-cally placed in Pot 1. Ukraine and Poland were both as-signed to Pot 1 as the two host nations, despite the fact thattheir rankings were the two lowest in the tournament; thisalso occurred in 2008 when the co-hosts Switzerland andAustria were also ranked below all other qualified teams.As defending champions, Spain were also automaticallyassigned to Pot 1, though their UEFA ranking at the timeof the draw was coincidentally also the best.In the draw procedure, one team from each pot was drawninto each of the four groups. The draw also determinedwhich place in the group teams in pots 2–4 would take(e.g. A2, A3 or A4) to create the match schedule. WithPoland were automatically assigned in advance to A1, andUkraine to D1, Pot 1 only had two teams as Spain and theNetherlands were to be drawn into position one in eithergroup B or C.[23][25] The balls were drawn by four formerplayers who had each been part of European Champi-onship winning teams: Horst Hrubesch, Marco van Bas-ten, Peter Schmeichel and Zinedine Zidane.[26]

3 Venues

Eight cities were selected by UEFA as host venues. In areturn to the format used at Euro 1992, Euro 1996 and

Euro 2008, each of the four groups’ matches were playedin two stadiums. Host cities Warsaw, Gdańsk, Wrocław,Poznań, Kiev, and Lviv are all popular tourist destina-tions, unlike Donetsk and Kharkiv, the latter of whichreplaced Dnipropetrovsk as a host city in 2009.[27]

In order to meet UEFA’s requirement for football infras-tructure improvements, five new stadiums were built andopened in advance of the tournament. The remainingthree stadiums (in Kiev, Poznań and Kharkiv) underwentmajor renovations in order to meet UEFA’s infrastructurestandards.[28][29] Three of the stadiums are categorised asUEFA’s highest category stadiums. The transport infras-tructure in Poland and Ukraine was also extensively mod-ified on the request of UEFA to cope with the large influxof football fans.[30]

UEFA organised fan zones in the eight host cities. Theywere located in the centre of each city, with all 31matchesshown live on a total of 24 giant screens. The zones en-abled supporters to come together in a secure and con-trolled environment. The Warsaw Fan Zone occupied120,000 square meters and accommodated 100,000 visi-tors. In all, the fans zones had a 20% increase in capacitycompared to Euro 2008.[31]

3.1 Stadiums

A total of 31matches were played during Euro 2012, withUkraine hosting 16 of them and Poland 15.

3.2 Ticketing

Tickets for the venues were sold directly by UEFA viaits website, or distributed by the football associationsof the 16 finalists. Applications had to be made dur-ing March 2011 for the 1.4 million tickets available forthe 31 tournament matches.[40] Over 20,000 were fore-cast to cross the Poland–Ukraine border each day duringthe tournament.[41] Over 12 million applications were re-ceived, which represented a 17% increase on the 2008finals, and an all-time record for the UEFA EuropeanChampionship.[42] Owing to this over-subscription for thematches, lotteries were carried out to allocate tickets.Prices varied from €30 (£25) (for a seat behind the goalsat a group match) to €600 (£513) (for a seat in the mainstand at the final). In addition to individual match tickets,fans could buy packages to see either all matches playedby one team, or all matches at one specific venue.[43]

3.3 Team base camps

Each team had a “team base camp” for its stay be-tween the matches. From an initial list of thirty-eightpotential locations (twenty-one in Poland, seventeen in

Ukraine),[44] the national associations chose their loca-tions in 2011. The teams trained and resided in theselocations throughout the tournament, travelling to gamesstaged away from their bases.[45] Thirteen teams stayed inPoland and three in Ukraine.[45]

4 Broadcasting

According to UEFA requirements, TP ensured approx-imately 2х70 Gbit/sec data communication speed fromPolish stadiums and 2х140 Gbit/sec between Poland andUkraine. This was required due to the fact that thematches were broadcast in HD quality.[46] The multi-lateral production utilised 31 cameras to cover the ac-tion on and around the pitch at every match, with ad-ditional cameras following activities around the game,such as team arrivals at the stadiums, interviews, and me-dia conferences.[47] The official Euro 2012 broadcastingcentre was located at the Expo XXI International Cen-tre in Warsaw.[46] The tournament was broadcast live byaround 100 TV channels covering the whole world.[48]150,000,000 people were expected to watch the matcheseach day.[49]

5 Match ball

UEFA Euro 2012.[50] The ball is named after the origi-nal Adidas Tango family of footballs; however, the Tango12 and its variations have a completely new design. Vari-ations of the ball have been used in other contemporary

competitions including the Africa Cup of Nations and theSummer Olympics. It is designed to be easier to dribbleand control than the reportedly unpredictable Adidas Jab-ulani used at the 2010 FIFA World Cup.[51]

6 Squads

7 Match officials

On 20 December 2011, UEFA named twelve refereesand four fourth officials for Euro 2012.[52] On 27 March2012, UEFA issued the full list of 80 referees to be usedin Euro 2012, including the assistant referees, the ad-ditional assistant referees, and the four reserve assistantreferees.[53] Each refereeing team consisted of five matchofficials from the same country: one main referee, twoassistant referees, and two additional assistant referees.All of the main referees, additional assistant referees, andfourth officials were FIFA referees, and the assistant ref-erees (including the four reserve assistant referees) wereFIFA assistant referees.[54][55] For each refereeing team,a third assistant referee from each country was named toremain on standby until the start of the tournament to takethe place of a colleague if required.[55] In two cases, forthe French and Slovenian refereeing teams, the standbyassistant referees took the place of one of the assistantreferees before the start of the tournament. Continu-ing the experiments carried out in the UEFA ChampionsLeague and UEFA Europa League, the two additional as-sistant referees were used on the goal line for the first timein European Championship history with approval fromthe International Football Association Board.[52]

Four match officials, who served only as fourth officials,and four reserve assistant referees were also named:[52][53]

8 Results

UEFA announced the schedule for the 31 matches of thefinal tournament in October 2010,[57] with the final con-firmation of kick-offs times being affirmed following thetournament draw in December 2011.[58]

8.1 Group stage

The teams finishing in the top two positions in each ofthe four groups (highlighted in tables) progressed to the

quarter-finals, while the bottom two teams were elimi-nated from the tournament.[59]

Tie-breaking

If two or more teams were equal on points on completionof the group matches, the following tie-breaking criteriawere applied:[60][61][lower-alpha 2]

1. Higher number of points obtained in the matchesplayed between the teams in question;

2. Superior goal difference resulting from the matchesplayed between the teams in question;

3. Higher number of goals scored in the matchesplayed between the teams in question;[lower-alpha 3]

4. Superior goal difference in all group matches;

5. Higher number of goals scored in all group matches;

6. If two teams tie alone (according to 1–5) after hav-ing met in the last round of the group stage theirranking is determined by penalty shoot-out.

7. Position in the UEFA national team coefficientranking system;

8. Fair play conduct of the teams (final tournament);

9. Drawing of lots.
