INTRODUCTION1.

Message from the UEFA General Secretary1.1

TheUEFAFutsalCupisthepremiereventforFutsalclubsinEurope.LastyearthenumberofentrantstakingpartinEurope’spremierFutsalclubtournamentroseto45clubs,from44thepreviousyear(thetitleholderbeingautomaticallyentitledtodefendthetrophyaswellasthedomesticchampionclubfromthatassociation).The2009/10UEFAFutsalCupwillsee48clubsfrom47associationsenter.

Asfromthe2006/07seasonanewformatwasintroducedtakinginapreliminaryround,amainroundandaneliteround,beforeculminatinginthesuccessfulFutsalCupFinalsplayedintheformofaFinalFourwithfourteams.

Thisformathasprovensuccessfuloverthepastthreeseasons,inthatithasencouragedfirsttimeentriesfrommanyassociations,whilemaintainingthehighlevelofthegameplayedthroughoutthelatterstagesofthecompetitionandattheFinals.Thisyear’sfinalmatchwasnoexceptionplayedinthewonderfulsettingoftheEkaterinburgPalaceofSport,withInterviúMadridbeatingthehostsEkaterinburg5-1.

TheFutsalCuphasbecomeestablishedontheEuropeanstage.ThisisthefourthtimethatUEFAhasproducedaUEFAFutsalClubManual.Inconjunctionwiththeestablishmentofthenewformat,andtogetherwithyourassistance,wehavebeenworkingtoincreasetheinterestinFutsalandespeciallytheentertainmentforthefans.

ButfornowitismydutyandpleasuretowishalltheteamstakingpartintheforthcomingUEFAFutsalCup2009/10theverybestofluck!

Definitions 1.2

Thefollowingwordsshallhavethefollowingmeanings:

“Manual”meansthisUEFAFutsalCupClubManual;

“BrandIdentity”meanstheUEFAFutsalCupbrandidentitydevelopedbyUEFA;

“Clubs”meansthefutsalClubsparticipatingintheUEFAFutsalCup;

“Final”meanstheUEFAFutsalCupFinals,playedonaFinalFourbasis;

“Host”meansthehostclubofthematchormini-tournament;

“LOC”meanstheLocalOrganisingCommitteeappointedbythehostclubtoorganisethematchormini-tournament;

“Logo”meanstheUEFAFutsalCupLogo;

“UEFAFutsalCupMaterials”meansalltheapplicationsdevelopedbyUEFAaspartoftheBrandIdentity;

“CompetitionRegulations”meansUEFA’sRegulationsoftheUEFAFutsalCup;

Use of the Manual 1.3

TheClubManualisdirectlylinkedtothe2009/10RegulationsoftheUEFAFutsalCupandcontainsfurtherinformationandguidelinesforparticipatingclubs.

ThisManualshouldbeusedinconjunctionwiththeRegulationsoftheUEFAFutsalCupwhichshallalwaysprevailintheeventofconflictwiththecontentoftheManual.

Additionally,itshouldbenotedthatwhilesectionsoftheManualcontainextractsfromtheCompetitionRegulations,theCompetitionRegulationscontainmatterswhicharenotcoveredbythisManual(forexample,competitionsystem,playereligibility,disciplinarylawandprocedures,etc).

Wheneverreferenceismadetoamini-tournament,thesameprinciplesmaybeappliedtotheorganisationofasinglematch,withtheappropriateadjustments.

InthecaseoftheFinals(playedonaFinalFourbasis),responsibilitieswillbedefinedundertheStagingAgreementbetweenUEFAandthefinalistclubs.

Clubsattainexperienceinorganisinghigh-levelcompetitionmatches,whichexperiencemayalsobeappliedinthepreparationoftheirdomesticleaguematches.

Responsibilities1.5

Inhostingamini-tournamentormatchinthiscompetition,theHostisresponsiblefororganisingthiseventaccordingtotheCompetitionRegulationsandforimplementingtheguidelinescontainedinthisManualasfaraspossible.

TheHostisrequestedtoassistthevisitingteamsandtheUEFArepresentativesinanymattersrelatedtothemini-tournamentormatchandtheirtravelarrangements(e.g.customsformalities,delayeddeparture,forcemajeureevents).

Moreover,theHostisresponsibleforensuringasafeandsecureenvironmentfortheparticipatingteams,officials,referees,UEFArepresentativesand,notleast,thespectators.Inthisrespect,werefertotherelevantUEFAregulationsaswellastosection3.10ofthisManual. TheHostmustobserveanydeadlinessetandrespectanydecisionstakenbytheUEFAAdministration.Furthermore,inordertoprotecttheUEFAFutsalCupBrandIdentity,theHostmustobservetheprovisionsasstipulatedinthisManual.

COMPETITION2.

The Competition 2.1

Introduction2.1.1

TheninethseasonoftheUEFAFutsalCuphasaformatwithapreliminaryround,amainroundandaneliteround,playedintheformofmini-tournaments,followedbytheFutsalCupFinals,playedintheformofaFinalFour(2semi-Finals,abronzemedalmatchandaFinal).

Dependingonhowmanyclubsenterthecompetition;theUEFAadministrationmayformgroupsforthequalifyingstagedraw,takingcoefficientsoftheparticipatingclubsintoconsiderationasfaraspossible.

Theeliteroundiscomposedoffourgroupsoffourteams,withthetopfourclubsinthecoefficientrankingsenteringtheCompetitionasseededteams.Thetwelveremainingteamsaretheclubswhoqualifiedinthemainround.

Memberassociationsandtheiraffiliatedorganisationsorclubsareauthorisedtoexploitthecommercialrightsofthemini-tournamentswhichtakeplaceundertheirrespectiveauspices.

AllcontractsontheexploitationofmediarightstotheUEFAFutsalCupmustcontain:

Article48oftheUEFAStatutesaswellastheregulationsgoverningtheimplementationofArticle48 ●asanintegralpartofthecontract;and

Aswellasensuringthesecurityoftournamentparticipantsandrestrictingaccesstokeyareas(dressingroomsandpitch),anaccreditationsystemensurestheconsistencyofaccessforthetournamentparticipantscontributestoaprofessionalimage.

Inprinciple,anaccreditationcard(withoutaticket)willallowtheholderentranceintoandaccesswithinthestadium,inspecifiedareas.

Interviewsarenotpermittedbefore,duringoraftermatchesonthefieldofplayitselforinitsimmediatevicinity.However,“uponarrival”,“halftime”,“superflash”and“flash”interviewscantakeplaceunderthefollowingcircumstances.“Uponarrival”interviewsareallowedwithcoachesandplayersupontheirarrivalatthehall,atapre-determinedlocationwhereafixedcameracanbepositioned.A“halftime”interviewmayonlybeconductedinthedesignatedarea(either“super-flash”or“flash”interview),andtheclubsareobligedtomakeoneoftheirlistedteamofficalsavailableforthispurpose.“Superflash”interviewscanbeconductedafterthematchinadesignatedarealocatedbetweenthefieldofplayandtheplayers’tunnel.“Flash”interviewstakeplaceafterthematchhasfinishedinanareabetweenthefieldofplayandthedressingrooms.Forpost-matchinterviews,asaminimumrequirement,bothteamsmustmaketheurteammanager/coach,aswellasatleasttwokeyplayers,i.e.playerswhohadadecisiveinfluenceontheresult,available.Allinterviewlocationsmustbepre-determinedbythehostclub,or,inthecaseoftheFutsalCupFinals,bytheUEFAmediaofficer.Playersmaynotbeinterviewedduringthehalf-timeinterval.

Press Conferences6.1.4

Foreachstageinthecompetition,regardlessofthenumberofjournalists,teamsmustholdapre-matchpressconferencethedaybeforeamatchsothatthemediacanmeetthecoachandsomeplayers.Thetwopressconferencesshouldbearrangedsothatamediareportercanattendbothconferences,andsothatmediadeadlinesinthecountriesconcernedcanalsoberespected.

Thereshouldalsobeapost-matchpressconferencewithin15minutesoftheendofthematch.

Eachpressconferencemustbeattendedbyatleasttheheadcoachoftheteamplusoneorpreferablytwokey players.

EachpressconferenceshouldbeconductedbythepressofficeroftheClub,assistedbytheappointedinterpreter(s).Unlessalternativearrangementshavebeenagreedbeforehandbytheclubsconcerned,theHostisresponsibleforprovidingaqualifiedinterpreter.

Unlessprotectionnetsobstructtheview,alimitednumberofphotographersmayworkindefinedareasbehindtheadvertisingboardssituatedbetweenthegoalsandthecorners.Inparticularcircumstances,specialdispensationtoworkinotherareasmaybegivenbythepressofficerofthehomeclub(orbytheUEFAvenuedirector/mediaofficerfortheFutsalCupFinals).Photographersmayonlychangeendsathalf-timeor,ifnecessary,duringtheintervalbeforethestartofextratime.Photographersmayattendpost-matchpressconferencesifthereisroomtoaccommodatethem.However,nophotographyisallowedinthemixedzone.

Eachphotographermustobtain–andsignfor–aphotographer’sbibbeforethematchandmustreturnitbeforeleavingthehall.Thebibmustbewornatalltimes,withthenumberclearlyvisibleontheback.
