INTRODUCTION1.

Message from the UEFA General Secretary1.1

TheUEFAFutsalCupisthepremiereventforFutsalclubsinEurope.LastyearthenumberofentrantstakingpartinEurope’spremierFutsalclubtournamentroseto45clubs,from44thepreviousyear(thetitleholderbeingautomaticallyentitledtodefendthetrophyaswellasthedomesticchampionclubfromthatassociation).The2009/10UEFAFutsalCupwillsee48clubsfrom47associationsenter.

Asfromthe2006/07seasonanewformatwasintroducedtakinginapreliminaryround,amainroundandaneliteround,beforeculminatinginthesuccessfulFutsalCupFinalsplayedintheformofaFinalFourwithfourteams.

Thisformathasprovensuccessfuloverthepastthreeseasons,inthatithasencouragedfirsttimeentriesfrommanyassociations,whilemaintainingthehighlevelofthegameplayedthroughoutthelatterstagesofthecompetitionandattheFinals.Thisyear’sfinalmatchwasnoexceptionplayedinthewonderfulsettingoftheEkaterinburgPalaceofSport,withInterviúMadridbeatingthehostsEkaterinburg5-1.

TheFutsalCuphasbecomeestablishedontheEuropeanstage.ThisisthefourthtimethatUEFAhasproducedaUEFAFutsalClubManual.Inconjunctionwiththeestablishmentofthenewformat,andtogetherwithyourassistance,wehavebeenworkingtoincreasetheinterestinFutsalandespeciallytheentertainmentforthefans.

ButfornowitismydutyandpleasuretowishalltheteamstakingpartintheforthcomingUEFAFutsalCup2009/10theverybestofluck!

Definitions 1.2

Thefollowingwordsshallhavethefollowingmeanings:

“Manual”meansthisUEFAFutsalCupClubManual;

“BrandIdentity”meanstheUEFAFutsalCupbrandidentitydevelopedbyUEFA;

“Clubs”meansthefutsalClubsparticipatingintheUEFAFutsalCup;

“Final”meanstheUEFAFutsalCupFinals,playedonaFinalFourbasis;

“Host”meansthehostclubofthematchormini-tournament;

“LOC”meanstheLocalOrganisingCommitteeappointedbythehostclubtoorganisethematchormini-tournament;

“Logo”meanstheUEFAFutsalCupLogo;

“UEFAFutsalCupMaterials”meansalltheapplicationsdevelopedbyUEFAaspartoftheBrandIdentity;

“CompetitionRegulations”meansUEFA’sRegulationsoftheUEFAFutsalCup;

TheClubManualisdirectlylinkedtothe2009/10RegulationsoftheUEFAFutsalCupandcontainsfurtherinformationandguidelinesforparticipatingclubs.

ThisManualshouldbeusedinconjunctionwiththeRegulationsoftheUEFAFutsalCupwhichshallalwaysprevailintheeventofconflictwiththecontentoftheManual.

Additionally,itshouldbenotedthatwhilesectionsoftheManualcontainextractsfromtheCompetitionRegulations,theCompetitionRegulationscontainmatterswhicharenotcoveredbythisManual(forexample,competitionsystem,playereligibility,disciplinarylawandprocedures,etc).

Wheneverreferenceismadetoamini-tournament,thesameprinciplesmaybeappliedtotheorganisationofasinglematch,withtheappropriateadjustments.

InthecaseoftheFinals(playedonaFinalFourbasis),responsibilitieswillbedefinedundertheStagingAgreementbetweenUEFAandthefinalistclubs.

Clubsattainexperienceinorganisinghigh-levelcompetitionmatches,whichexperiencemayalsobeappliedinthepreparationoftheirdomesticleaguematches.

Responsibilities1.5

Inhostingamini-tournamentormatchinthiscompetition,theHostisresponsiblefororganisingthiseventaccordingtotheCompetitionRegulationsandforimplementingtheguidelinescontainedinthisManualasfaraspossible.

TheHostisrequestedtoassistthevisitingteamsandtheUEFArepresentativesinanymattersrelatedtothemini-tournamentormatchandtheirtravelarrangements(e.g.customsformalities,delayeddeparture,forcemajeureevents).

Moreover,theHostisresponsibleforensuringasafeandsecureenvironmentfortheparticipatingteams,officials,referees,UEFArepresentativesand,notleast,thespectators.Inthisrespect,werefertotherelevantUEFAregulationsaswellastosection3.10ofthisManual. TheHostmustobserveanydeadlinessetandrespectanydecisionstakenbytheUEFAAdministration.Furthermore,inordertoprotecttheUEFAFutsalCupBrandIdentity,theHostmustobservetheprovisionsasstipulatedinthisManual.

The Competition 2.1

Introduction2.1.1

TheninethseasonoftheUEFAFutsalCuphasaformatwithapreliminaryround,amainroundandaneliteround,playedintheformofmini-tournaments,followedbytheFutsalCupFinals,playedintheformofaFinalFour(2semi-Finals,abronzemedalmatchandaFinal).

Dependingonhowmanyclubsenterthecompetition;theUEFAadministrationmayformgroupsforthequalifyingstagedraw,takingcoefficientsoftheparticipatingclubsintoconsiderationasfaraspossible.

Theeliteroundiscomposedoffourgroupsoffourteams,withthetopfourclubsinthecoefficientrankingsenteringtheCompetitionasseededteams.Thetwelveremainingteamsaretheclubswhoqualifiedinthemainround.

TheUEFAAdministrationmayeventuallysendUEFAinspectorstothepotentialhostcountriesbeforeDraw1inordertodefinewhichClubswillbeorganisingthemini-tournamentsinthepreliminaryandthemainround.Afinalappointementwillbemadebasedontheabove-mentionedcriteriaandthereportssubmittedbytheUEFAinspectors.

Forthedesignationofmini-tournamenthosts,UEFAmayalsotakeintoconsiderationClubswhohavehostedamini-tournamentinthepastseasons.

Elite round2.2.2

UEFAAdministrationwillassignthehostsofthefourmini-tournamentsoftheeliteround,basedontheUEFAMatchDelegates’reportsand/oronthefollowingcriteria:

Forthedesignationofmini-tournamenthosts,UEFAmayalsotakeintoconsiderationClubswhohavehostedamini-tournamentinthepastroundsand/orthepastseasons.

Iftherearefewerclubsinterestedthanmini-tournamentstobeallocated,theUEFAAdministrationwillconductadrawtodeterminethehosts.

Shoulditnotbepossibletoallocatethemini-tournamenthostsatthetimeofthedraw,theteamsinagivengrouphavetoagree,withinasetdeadlinefollowingthedraw,astowhichofthemwillhostthemini-tournament.Ifnoclubsagree,theUEFAadministrationwillproceedwithadraw.

Workshop2.3

UEFAwillorganiseaWorkshopfortheHostsofthePreliminaryRoundandMainRoundmini-tournamentson2 - 3 July 2009 atUEFAHeadquartersinNyon,Switzerland,inconjunctionwiththedrawforthepreliminaryandmainround.

UEFAwillinviteonerepresentativefromeachofthehostclubs,ideallytheTournamentDirector(seesection3.2)andonerepresentativefromeachofthehostassociationstoattendtheworkshop.Thesepersonsmustbefluentinenglish.

ThepurposeoftheworkshopistolookintothetopicsandguidelinescontainedintheFutsalCupClubManual2009/10andtogivethetournamenthoststheopportunitytosharetheirviews,experienceandideasonhowtoraisetheleveloforganisationingeneral.

Financial Provisions2.4

TheHostand/oritsassociation,asagreedbetweenthetwoparties,mustcoverthecostsfortheprovisionofthefacilitiesandservicesspecifiedintheCompetitionRegulations.

Qualifying Stage2.4.1

Inprinciple,theHostretainsitsreceiptsandbearsallorganisationalcosts.

TheHostbearsthefollowingcostsforthevisitingteams:

UEFAwillcredittheassociationoftheHostwithanamountof€10,000tocoverthecostsofboardandlodgingoftheofficialUEFArepresentativesi.e.referees,UEFAMatchDelegate,UEFARefereeObserverandTournamentAdministrator(ifappointed),aswellasanycostsincurredduetoapossiblepreliminarysitevisit.

TheUEFAcontributionsarecreditedtotheclubsviatheirnationalassociations.

Preliminary Round, Main Round, Elite Round2.5.1

Memberassociationsandtheiraffiliatedorganisationsorclubsareauthorisedtoexploitthecommercialrightsofthemini-tournamentswhichtakeplaceundertheirrespectiveauspices.

AllcontractsontheexploitationofmediarightstotheUEFAFutsalCupmustcontain:

Article48oftheUEFAStatutesaswellastheregulationsgoverningtheimplementationofArticle48 ●asanintegralpartofthecontract;and

astipulationguaranteeingthatifanyamendmentsaremadetotheregulations,oranyother ●applicablecodes,guidelinesorregulationsissuedbyUEFAfromtimetotime,thensuchcontractsmustbeadaptedtoincorporatetheamendedprovisionswithin30daysoftheregulations,codesorguidelinescomingintoforce.

AllagreementsandarrangementspertainingtotheexploitationofthecommercialrightsmustbepresentedtotheUEFAadministrationonrequest.

EachclubmustprovideUEFAfreeofchargeandatleast24hourspriortokick-offofeachmatchwithaccesstotelevisionfrequencyinformationforreceivingthebroadcastsignalatalocationofUEFA’schoice.ThesebroadcastscanberecordedbyUEFAinparticularforthepurposesenvisagedinthisparagraphandacopyoftherecordingshallbemadeavailablefortherespectivehomeclubuponrequest.Ifthesignalisunavailableforwhateverreason,memberassociationsandtheiraffiliatedorganisationsorclubsundertaketoprovidetoUEFAfreeofcharge,inDigibeta(orifnotavailable,inBetacamSP)format(orsuchotherformatasmayberequestedbyUEFA)arecordingoftheentirematch,tobesenttoadestinationofUEFA’schoiceforreceiptwithinsevendaysofthematch.TheclubshallensurethatthepersonowningrightstotheabovematerialsgrantsUEFAtherighttouseandexploitandauthoriseotherstouseandexploit,byanyandallmeansandinanyandallmediawhethernowknownorinventedinthefuture,throughouttheworld,forthefulldurationofsuchrights,upto15minutesofaudioand/orvisualmaterialfromeachmatch,freeofchargeandwithoutpaymentofanyassociatedclearancecosts.TheclubacknowledgesthatsuchusemaybeaimedinparticulartodirectlyorindirectlypromotetheUEFAFutsalCup,includingwithprogrammesproducedbyoronbehalfofUEFA.

Memberassociations,theiraffiliatedorganisationsand/orclubsmaynotuseorauthoriseanythirdpartytouseanyoftheUEFAFutsalCuptrademarks,musicoranygraphicmaterialorartisticformsdevelopedinconnectionwiththeUEFAFutsalCupinprogrammes,promotions,publicationsoradvertisingorotherwise(includinginconnectionwiththeexploitationofcommercialrightsthattheyarepermittedtoexploitbytheseregulations)withoutthepriorwrittenconsentofUEFAorifnotspecificallypermittedintheseregulations.

Thecommercialrightsmustbeexploitedincompliancewithrelevantlawsandregulations.

Clubsshallnotparticipatein,orallowanythirdpartytouserightsgrantedbytheclubin,anyaggregationofcommercialrightsinanywaythatwouldpermitthirdpartiestocreateanassociationwiththequalifyingroundoranyotherroundoftheUEFAFutsalCup,anymini-tournament,theUEFAFutsalCup

UEFAistheexclusive,absolutelegalandbeneficialownerofthecommercialrightstotheFutsalCupFinals.UEFAexpresslyreservesallsuchcommercialrightsandshallbeexclusivelyentitledtoexploit,retainanddistributeallrevenuesderivedfromtheexploitationofsuchcommercialrights.

FortheFutsalCupFinals,UEFAhastheexclusiverighttoappointpartners.AnysuchpartnersappointedbyUEFA(andanyotherthirdpartydesignatedbyUEFA),aswellastheirproductsand/orservices,maybenefitfromtheexclusiverighttoexploitcertaincommercialrightsinandtotheUEFAFutsalCupanditsmatches.TheclubsmusttakethenecessarymeasurestoensureimplementationandenforcementoftherightsgrantedbyUEFAtopartners.Noclubpartnerorotherpersonacquiringanyofthecommercialrightsfromorthroughclubsmaypresentitselfasapartnerof,orotherwiseassociateitselfwiththeFutsalCupFinals.

Thesponsorshipapproachfromthisseasonwillbeacombinationofcentralisationandlocalsupport.

PresentingsponsorandOfficialballsupplieroftheUEFAEuropaLeaguewillalsobethePresentingsponsorandOfficialballsupplierfortheUEFAFutsalCupFinals.Bothpartnerswillenjoy,associationrights,eventsponsorshiprightsandproductcategoryexclusivityfortheUEFAFutsalCupFinals.Thesebrandswillbringequitytothecompetitionandpromoteit.TheremainingsponsorshipinventorywillbegivenbacktotheLOCtogivethecompetitionlocalflavourandofcourselocalsupport.UEFAwillassisttheLOCtoselltheremainingsponsorshippackages.

TheoutcomeofthesitevisitmaybethatUEFArequeststheHosttoprovidealternativefacilitiesofahigherstandardthanthoseoriginallyproposed.

Thecostsoflocaltransport,boardandlodgingoftheUEFArepresentativemustbeassumedbythenationalassociationoftheHostwhowillreceiveacontributiontocoverthecostsoftheofficialUEFArepresentatives,aswellasthecostsincurredatthesitevisit(refertosection2.4aswellastoArticle25oftheCompetitionRegulations).

Ifvisitingclubarrivemorethanonedaybeforethestartofthetournament,thehostmustbearthecostsoftheairportpick-up.However,anyotherlocaltransportneedsuntilonedaybeforethefirstmatchmustbebornebythevisitingclub.

Spectator Insurance

Insurance of Hall owner and operators

Thehostclubhastoinitiateandtoensurethattheinvolvedowners/operatorshavetheirownadequateinsurancecoverinplaceandhavesignedthereleaseofliabilitydocuments.Thehallowners/operatorshavetosecureadequatethirdpartyliabilityinsurancecoverespeciallyintheirstatusasownersofprop-erty,ground,infrastructureandinstallations.

Inanycase,thehostclubandthehostassociationshallensurethatUEFAisincludedinallinsurancepoliciesasdefinedinthepresentparagraphandshallholdUEFAharmlessfromanyandallclaimsforliabilityaccruinginrelationtothestagingandorganisingoftherelevantmini-tournament.

AtanytimeUEFAmayrequest,fromanyoneinvolved,inwritingandfreeofcharge,releasesofliabilityand/orholdharmlessnotes,and/orconfirmationsorcopiesofthepoliciesconcernedinoneofUEFA’sofficiallanguages.

General Facilities 4.1

General Hall Conditions4.1.1

MatchhallmustbeingoodconditionintermsofboththeirplayingsurfaceandfacilitiesandmustfullycomplywiththeLawsoftheGame.Itmustconformtothesafetyandsecuritydirectivesofthecompetentcivilauthorities.

Temporarystandsmaynotbeused.

Matchhallsmustbelocatedwithinaone-hourbusdriveoftheteamaccommodation.

UEFArecommendsplayingpreferablyonfloatingwoodenfloors,butsyntheticandrubberfloorsarealsoacceptedforthequalifyingstage.ThedimensionsmustbeinaccordancewiththedimensionslaiddownintheFIFAFutsalLawsoftheGameforInternationalMatches;thepitchmustmeasureatleast38mx18m.

Thehallcapacityshouldofferatleast500individualseatsinthepreliminaryround,atleast1500inthemainroundandtheeliteround.FortheFutsalCupFinals,thehallmusthaveacapacityofatleast5’000seats.Aparkinglotshouldbeatdisposalforthepublicandmediarepresentatives.Teambusesandofficialcarsmusthaveaspecialparkingspacenearthematchhallentrance.

Sufficienthigh-qualitysanitaryfacilitiesmustbeprovidedinallsectorsinsidethearenaforbothsexes.Asareference,theratioof65%maleto35%femalemustbeappliedtocalculatethenumberofsanitaryfacilitiesrequired.Thesanitaryfacilitiesmustbeevenlyspreadwithinthesector.Theminimumrequirementforsanitaryfacilitiesbasedontheaboveratioisasfollows:

Accreditation System5.8

Aswellasensuringthesecurityoftournamentparticipantsandrestrictingaccesstokeyareas(dressingroomsandpitch),anaccreditationsystemensurestheconsistencyofaccessforthetournamentparticipantscontributestoaprofessionalimage.

Inprinciple,anaccreditationcard(withoutaticket)willallowtheholderentranceintoandaccesswithinthestadium,inspecifiedareas.

However,accreditationpassesdonotnormallyallowaccesstoaseatinthestadium.

Interviewsarenotpermittedbefore,duringoraftermatchesonthefieldofplayitselforinitsimmediatevicinity.However,“uponarrival”,“halftime”,“superflash”and“flash”interviewscantakeplaceunderthefollowingcircumstances.“Uponarrival”interviewsareallowedwithcoachesandplayersupontheirarrivalatthehall,atapre-determinedlocationwhereafixedcameracanbepositioned.A“halftime”interviewmayonlybeconductedinthedesignatedarea(either“super-flash”or“flash”interview),andtheclubsareobligedtomakeoneoftheirlistedteamofficalsavailableforthispurpose.“Superflash”interviewscanbeconductedafterthematchinadesignatedarealocatedbetweenthefieldofplayandtheplayers’tunnel.“Flash”interviewstakeplaceafterthematchhasfinishedinanareabetweenthefieldofplayandthedressingrooms.Forpost-matchinterviews,asaminimumrequirement,bothteamsmustmaketheurteammanager/coach,aswellasatleasttwokeyplayers,i.e.playerswhohadadecisiveinfluenceontheresult,available.Allinterviewlocationsmustbepre-determinedbythehostclub,or,inthecaseoftheFutsalCupFinals,bytheUEFAmediaofficer.Playersmaynotbeinterviewedduringthehalf-timeinterval.

Press Conferences6.1.4

Foreachstageinthecompetition,regardlessofthenumberofjournalists,teamsmustholdapre-matchpressconferencethedaybeforeamatchsothatthemediacanmeetthecoachandsomeplayers.Thetwopressconferencesshouldbearrangedsothatamediareportercanattendbothconferences,andsothatmediadeadlinesinthecountriesconcernedcanalsoberespected.

Thereshouldalsobeapost-matchpressconferencewithin15minutesoftheendofthematch.

Eachpressconferencemustbeattendedbyatleasttheheadcoachoftheteamplusoneorpreferablytwokey players.

EachpressconferenceshouldbeconductedbythepressofficeroftheClub,assistedbytheappointedinterpreter(s).Unlessalternativearrangementshavebeenagreedbeforehandbytheclubsconcerned,theHostisresponsibleforprovidingaqualifiedinterpreter.

Afterthematch,aMixedZonewillbesetupforthemediaonthewayfromthedressingroomstotheteamtransportarea.AllplayersareobligedtopassthroughtheMixedZonebutarenotobligedtogiveinterviews.Thisareashouldonlybeaccessibletocoaches,playersandrepresentativesofthemedia.Inprinciple,allaccreditedmediamaybeallowedaccesstotheMixedZone,spacepermitting.

Unlessprotectionnetsobstructtheview,alimitednumberofphotographersmayworkindefinedareasbehindtheadvertisingboardssituatedbetweenthegoalsandthecorners.Inparticularcircumstances,specialdispensationtoworkinotherareasmaybegivenbythepressofficerofthehomeclub(orbytheUEFAvenuedirector/mediaofficerfortheFutsalCupFinals).Photographersmayonlychangeendsathalf-timeor,ifnecessary,duringtheintervalbeforethestartofextratime.Photographersmayattendpost-matchpressconferencesifthereisroomtoaccommodatethem.However,nophotographyisallowedinthemixedzone.
