MESSAGE FROM THE PRESIDENT
Dear members,
The last two Continental Congresses, for Asia and Europe, were held at the beginning of the
month.
The ACC Congress in Bahrain saw the election of Sheikh Osama Ahmad Al Shafar, of the United
Arab Emirates, as President. He replaces Hee Wook Cho, who unfortunately has been suffering ill
health for quite some time. My congratulations go to Sheikh Osama, and I would also like to
take this opportunity to sincerely thank Mr Cho, who headed the ACC since 2005 and made a
valuable contribution to the development of cycling on the continent. My sincere thanks also go
to retiring Secretary General Boo Woong Choi, who will now be replaced by India Cycling
Federation General Secretary Onkar Singh. I congratulate him for his election to this role.
Before Congress we held a highly successful and animated UCI Sharing Platform which saw
presentations given by nine Federations: Syria, Iran, Indonesia, India, Jordan, East Timor,
Myanmar, Thailand and Lebanon. It is very pleasing to see the motivation of our Federations to
share their experiences and explain how they deal with issues particular to their region.
The UEC Congress a few days later in Brussels saw the re-election of David Lappartient as
President and my congratulations also go to him for this re-election.
As always, it was a pleasure to address these two Congress meetings, outline the great progress
we have made and continue to make in cycling, and thank them all for their contribution and
support.
On the sporting side, the UCI Para-cycling Track World Championships in Los Angeles were a
great success. Well done to our newly-crowned UCI World Champions. I would also like to
acknowledge the work of the Organising Team for their sterling work in staging this magnificent
event at short notice, and the 20 National Federations who sent athletes to the event.

the possibility to register their events on the international calendar or their athletes for different
UCI events, the Extranet provides access to numerous administrative and practical documents. It
also contains all the previous newsletters.
UCI NEWS
Questionnaires on women's cycling
In order to create a guide covering the various development strategies for women's cycling
implemented within National Federations, we would ask you to complete the attached
questionnaire and return it to us along with any additional documents related to your strategy
which will allow us to understand the details.
If you currently have no strategy in place, please complete this questionnaire so that we may
understand the reasons why.
Please return your completed questionnaire by email before 24th March 2017.
It is absolutely essential that National Federations return these questionnaires. They will allow
us to understand and analyse the implemented strategies, in order to share best practices with
all Federations.
UCI Sharing Platform
On 1st March 2017, the third Sharing Platform on the Asian continent was held in Manama
(Bahrain). Fifty-five people representing all 42 National Federations in the Asian Cycling
Confederation took part in the event. Delegates played an active part, with ten of them having
prepared presentations that looked to share one aspect of cycling in their respective countries.
Representatives of the Syrian Arab Cycling Federation, who were in attendance despite the tragic
situation in their country, moved the audience by emphasising the positive aspects and benefits
that our sport can bring during the rebuilding of their nation.
Continental Confederations' Congresses
The Asian Cycling Confederation (ACC)'s Congress took place on Friday 3rd March, also in
Manama. In front of representatives from 40 of the 42 National Federations affiliated to the
ACC, Sheikh Osama Ahmed Al Shafar (UAE) was elected President. At the same time, Mr Onkar
Singh (India) was appointed Secretary General, taking the baton from Mr Boo Woong Choi, who
was praised for his work in recent years.
Two days later, on 5th March, it was the turn of the Union Européenne de Cyclisme to hold its
elective Congress in Brussels, capital of Belgium and Europe. As the only candidate, Mr David
Lappartient was re-elected by acclamation. At the same time, Mr Enrico Della Casa was
reappointed Secretary General of the UEC.
2017 UCI Road World Championships - Bergen
We would like to remind National Federations who haven’t yet done so that they should book
their hotel in Bergen as soon as possible. With hotel space limited in the beautiful Norwegian
city hosting the UCI Road World Championships next September, it is therefore essential that
you do this immediately in order to guarantee accommodation for your athletes and all
delegates from your Federation who are travelling to Scandinavia. For more information, please

Race Eligibility
National Federations are reminded that they must ensure that UCI Teams, National Teams and
Club Teams under their care check their eligibility for overseas races for which they have been
sent invitations.
In accordance with UCI Regulation 1.2.019, illegal participation in races may result in UCI licence
holders becoming liable to sanctions and/or penalties according to UCI Regulation 1.2.021.
UCI Licences
National Federations are reminded that they must provide the full complement of UCI licences at
registration, as per the categories stated in UCI Regulation 1.1.010.
Qualification system for the 2017 UCI Road World Championships
The qualification system for the 2017 UCI Road World Championships in Bergen (NOR) has now
been published on the UCI website.
Race Circulation Guide
A new resource available online gives National Federations a great tool to further develop their
race organisation capabilities and is a useful reference for all race organisers in order for them
to develop best practices and move with increasingly complicated road race convoy situations.
As safety is first and foremost the UCI’s primary concern in any road race, we urge NFs to
conduct refresher courses based on the Race Circulation Guide in the near future.

Quotas
Qualifying quotas for the 2017 UCI Track Cycling World Championships presented by Tissot are
available on the UCI website at the link below.
Additional quotas for Continental Champions, World Champions and Olympic Champions, in
accordance with Articles 9.2.025, 9.2.026, 9.2.027 and 9.2.027bis are also available here.
Unused quotas
We would ask National Federations to inform the UCI as soon as possible - via [email protected] - of
any quotas you do not wish to use, so that we may inform the reserve nations.
Registration
May we remind you that online registration for riders participating in the 2017 UCI Track Cycling
World Championships presented by Tissot must be done via the UCI Online Registration
Systembetween Monday 20th March and Sunday 2nd April 2017 at noon (CET) at the latest.
Staff accreditation
Each participating Federation must register all persons included in the delegation by using
theUCI Online Accreditation System before Sunday 2nd April at 12.00 (CET).
The same login and password must be used for both online systems.
The number of accreditations will be altered depending on the number of athletes participating
in the World Championships. Nevertheless, a maximum of 29 accreditations are permitted per
nation. More information can be found in the Event Manual available here.
Official accommodation
We would like to remind you that the roads in Hong Kong are not open to cyclists. The hotels
closest to the velodrome have been reserved by CSE. We would strongly encourage teams to
book accommodation by contacting [email protected] at CSE in order to benefit from the
best possible deal.
Reminder: 240 rollers and trainers provided by TACX at the 2017 UCI Track World
Championships presented by Tissot
TACX have offered to bring 240 rollers and trainers to Hong-Kong for the UCI Track World
Championships presented by TISSOT. TACX will set up a ‘neutral’ warm-up area in the track
centre with up to 30 trainers and rollers for all riders to use at their own convenience.
Additionally, they will make the remaining 210 rollers available to the National Federations for
the duration of the event, training days included. The models of the trainers and rollers
available will be as follows:
Antares
In order for us to plan the distribution as best as possible, we would ask you to let us know
byemail how many trainers and rollers you need for the period. Please get back to the UCI
before 22nd March, 2017. The rollers will be distributed directly at the track in the teams’
storage.
Furthermore, TACX has kindly offered the used rollers to the National Federation for the price of
€70 excl. VAT. If you are interested in that offer, please contact [email protected] before or during
the event. After the event, an invoice will be sent directly to the National Federations and the
transport will need to be arranged individually.
Nominations and elections for the UCI Athletes’ Commission - Track Cycling
representatives
As communicated in the December 2016 Newsletter, a new voting system has been established
in 2017 to increase the number of members on the UCI Athletes' Commission from 13 to 16.
This change will ensure complete men/women parity - which had previously been reserved for
the Olympic disciplines - across all eight disciplines of our sport (road, track, BMX, mountain
biking, para-cycling, cyclo-cross, trials and indoor cycling).
Nominations
The 16 representatives on the Commission shall be elected for a term of four years, from the
2017 UCI Congress to the subsequent UCI Congress in 2021. In order to be eligible, candidates
must currently be active or not have retired from the sport more than four years before the
election date. Further information, including the eligibility criteria and the application process,
can be found here.
Applications may be submitted until Wednesday 29th March 2017. Candidates are requested to
send their CV to the following address: [email protected].
The final list of candidates will be published on the UCI website five days before the start of the
World Championships. The results will also be communicated via www.uci.ch.
Elections
Elections for the two track representatives - one woman and one man - on the UCI Athletes'
Commission will be held at the 2017 UCI Track Cycling World Championships presented by
Tissot in Hong Kong, on Tuesday 11th April during the official training sessions. An appropriate
area will be set up at the track centre access points.
Any athlete participating in the Elite World Championships is eligible to vote for the two
representatives of the relevant discipline.

BMX RACING
UCI BMX Supercross World Cup
Rainbow Pass
National Federations and UCI BMX Teams are informed that the Rainbow Pass system for the UCI
BMX Supercross World Cup is changing. It is no longer necessary for federations or teams to
apply using the on-line system. Instead, each national team and UCI BMX team will receive 10
Rainbow Passes which are valid for all UCI BMX Supercross World Cup events in 2017. These can
be used by any team staff who attend the event. The passes can be picked up at the first World
Cup event of the season that is attended by the team.

National Federations are reminded that the UCI Online Registration System for the UCI BMX
Supercross World Cup in Papendal (NED) opens on 13th April 2017 at 12:00 CET, and closes
on27th April 2017 at 12:00 CET.

National Federations are reminded that the UCI Online Registration System for the UCI BMX
Supercross World Cup in Heusden-Zolder (NED) opens on 20th April 2017 at 12:00 CET, and
closes on 4th May 2017 at 12:00 CET.
BMX FREESTYLE
Licences
Please be aware that BMX freestyle riders can contact the National Federations to apply for a
cycling licence. From 1st January 2017, a valid cycling licence as defined in Part I of the UCI
Regulations shall be required to enter the UCI BMX Freestyle Park World Cup and 2017 UCI
Urban Cycling World Championships.
Regulations
As of last month the newest version of the BMX Freestyle Park Regulations is online. It involves
changes to the duration of the runs, mechanical failures, practice times, points table, and the
requirement of a licence for Pro riders for 2017.
TRIALS
2017 UCI Trials Commission meeting and Organisers Seminar
The UCI Trials Commission meeting took place at the UCI Headquarters in Aigle (SUI) on 14th
March 2017.
The 2017 UCI Trials Organisers seminar took place at the UCI Headquarters, in Aigle (SUI), on
16th and 17th March 2017.
UCI Trials World Cup Best Event 2016
The trophy for the best event in the 2016 UCI Trials World Cup series was awarded to Antwerp
(BEL) for the third year in a row.
PARA-CYCLING
Para-cycling commission Meeting in Los Angeles
Taking advantage of the 2017 UCI Para-cycling Track World Championships to gather all of its
members together, the first annual meeting of the Para-cycling Commission was held on 6th
March in Los Angeles. Several important topics were discussed, such as the development of
para-cycling among young people, the qualification system for the Tokyo Games in 2020, the
allocation of quotas for the World Championships, and the use of recumbent tricycles. These
different points will be studied throughout 2017, with the aim of submitting new plans to the
UCI Management Committee meeting next September.
UCI Para-cycling Road World Cup - Maniago and Ostend
The first leg of the 2017 UCI Para-Cycling Road World Cup will be held in Maniago, Italy,
on12th-14th May. The second will be held immediately afterwards, in Ostend, Belgium,
on 18th-21st May. We would like to remind you that our online registration system will be open
on 5th-19th April and 12th-24th April respectively. We thank you in advance for your timeliness
and remind you that late entries will not be accepted. The document containing all registration
dates for 2017 is available on our website here.
A test event for recumbent trikes will be held in Ostend on Thursday 18th May, over the same
course used for the first World Cup races. This test will resemble a time trial along the
riverbanks, although the results will not be official - the aim is to test the feasibility of the
potential use of this type of tricycles in UCI events. Further information will be communicated
soon.
Agitos Foundation workshop
On 9th-10th March, the UCI took part in the first workshop organised by the Agitos Foundation
in Bonn, Germany. It was an opportunity for the various International Federations to exchange
knowledge on the development of their sport, on the training of their officials and classifiers,
and on their ways of working with the different National Federations and National Paralympic
Committees. This highly informative meeting will allow us to improve these different aspects by
taking inspiration from each Federation that already has experience in these matters.
INDOOR
2017 UCI Indoor Cycling World Championships
Following the site visit held at the end of February, the UCI is pleased to confirm that the newly
renovated infrastructures at the “Messe Dornbirn” do meet the requirements to host the 2017
UCI Indoor Cycling World Championships in November.
At this stage, ticket sales are well underway with about 2/3 of the 9,000 tickets available (3-day
tickets) already sold. As expected, the number of spectators from neighbouring countries like
Germany and Switzerland will be very high.
The World Championships will be organised by a 12-person Organising Committee. Most of the
team members can draw on many years of experience. Many were involved in the 2002 and
2008 World Championships and have held different positions at other World Championship
events. On top of that, the organisers will rely on significant support from local volunteers and
Indoor Cycling clubs.

2017 UCI Cycle-ball World Cup
For the National Federations who haven’t yet sent their registrations, please proceed as soon as
possible as per the information submitted separately.

MASS PARTICIPATION EVENTS
2018 UCI Gran Fondo World Series
After the Qualifiers held in Poznan (POL), Lorne (AUS) and Dubai (UAE) in the second half of
2016, the season restarted in early March with events in Indonesia and New Zealand. The next
rounds are scheduled for Pafos, Cyprus (24th-26th March) and Bathurst, Australia (1st-2nd
April), two events which are joining the Series for the first time. Across the entire season,
nineteen events in total will grant qualifying spots in 8 official age groups for the 2017 UCI Gran
Fondo World Championships which will be held in Albi (France) on 24th-27th August.

Mountain Bike International Commissaire course
The Next Mountain Bike International Commissaire course is scheduled in November 2017. The
UCI Technical Team soon will start application process following the article 1.1.054. This said,
that all the National Federations who have trained ountain Bike Elite National Commissaires in
their country, will be invited to submit their candidates. More information will be provided
directly by email.
Elite National Commissaire course
The UCI Technical Team continues to work closely with National Federations and Continental
Confederations helping to deliver Elite National Commissaire courses in different countries. We
would like to address this message to the National Federations, who might have potential
candidates willing to join Elite National Commissaire courses outside their country.
In order to ensure a better coordination, it would be very helpful if the National Federations
could provide us some additional information by filling in the following survey.
