Cooperative Extension (CE)

CE is an institution within land grant

Universities established to conduct research

and outreach to the public using both

campus and county based local programs.

The institution was established by Smith

Lever Act in 1914, using USDA's

partnership with land-grant universities to

conduct research and education in

agriculture.

Then the program progressed adding other

disciplines such as Nutrition, Natural

Resources, 4H youth development, Master

Gardening in both rural and urban areas.

Historical Background

During World War I – CE focused in

increasing agricultural production—

emphasis in increase of wheat production.

In the Depression Era:

o The focus was in efficient exchange of

goods; establishing marketing

cooperatives and networking of sellers

and buyers.

o Nutrition and health education was

added.

During world War II:

o The focus was to secure food increase.

o Established 4H programs to train and

encourage future farmers.

Post World War II, emphasis was on

technology innovation; with increase in

population came increase in feeding

capacity.

Today-adapting to changing times-

extension programs expanded into urban

areas with emphasis in food security, health

of people, and health of environment.

The University of California Cooperative

Extension

UCCE was established in 1914, the same

year as the establishment of the Smith Lever

Act that legislated the national cooperative

Extension system in the land grant

universities.

UCCE is under the Division of Agriculture

and natural resources (UC ANR) of the

University of California. UC ANR links the

people of California to the University of

California to receive practical solutions to

everyday problems through local expertise,

nine Research and Extension Centers, and

statewide programs. UC ANR offers

programs and activities all over the state.

UCCE Mission and Goals are to:

Conduct applied research and;

Teach the public and encourage adoption of

information to:

o Improve food production and ensure

food security,

o Live healthy life (improve health and

nutrition),

o Develop youth skills, leadership and,

good citizenship,

o Maintain better environment.

For strategic vision to 2015; visit

Role of County based UCCE staff

UC ANR has housed UCCE programs in

almost all counties with partnership of

county governments established via a

Memorandum of Understanding (MOU).

County programs are conducted by the

leadership of Academic advisors:

o Conducting local research and education

for adoption by local businesses,

residents and institutions.

o Linking the campus faculty at UCB,

UCD, UCR and Merced and experiment

stations researchers and educators and:

Bringing cutting edge technology

and information to local problem

solving.

Identifying local issues/problems

for research to be done on the

campuses and experiment stations.

UCCE Riverside County

The County of Riverside is one of the

pioneer counties to establish a UC

cooperative Extension department; just 3

years after the establishment of the UC

Cooperative extension.

A MOU signed in May of 1917 established

100 years partnership between UC and the

County of Riverside.

In the partnership:

o UC provides researchers (advisors) and

educators in agriculture, nutrition and

consumer sciences, and 4H youth

development. In 1980 UC ANR added

another important component, the

Master Gardener program.

o We have 18.25 UC paid FTE: 5.25

academic advisors researchers and

educators and 12 educators.

o The county of Riverside provides

operational budget (such as leases,

communication, supplies, travel, etc.)

and support staff: currently 5 FTE.

o UCCE Riverside’s direct budget in

2016-2017 was ~$3.24 m. of which:

o UC’s contribution ~ 79% and the

county’s contribution ~21%.

o In addition to the direct funding and

staff assignment, UCCE Riverside

also receives services (research and

education) from 5 University paid

cross county advisors from Imperial

and San Bernardino counties as well

as researchers from the various

campuses and experiment stations.

o UCCE Riverside also train and work

with volunteers in the 4H and

Master Gardener programs with

estimated value of services

exceeding $13.5 m. per year.

o Overall, UC Cooperative Extension

is creating activities (provides

means for conducting programs)

worth more than $23.82 for every

$1 funding of the county.

UCCE Riverside County Programmatic

Areas: Some highlights of projects and

activities 2016-17

Advisors conducted 73 research and

educational projects: 35 in agriculture

and 25 in Nutrition and 4H combined,

13 in sustainable environment.

Educational meetings attendances run

~3,330 for agriculture; 11,735 for

nutrition and consumer sciences; ~400

in 4H and 199 events in MG.

Examples of research and educational

programs include:

Crop Production

Crop Disease Crop Disease Management

Evaluation of strategies to protect young grapevines of Canker Disease, the viticulture

advisor is working to develop protocols.

Subtropical horticulture and Farm Management:

Mitigating the high cost of water in southern California avocado production: High density planting trial is being

evaluated for effects on yield, irrigation water use

efficiency, pruning, returns and production costs.

UCCE Riverside County Program Report 2016-17 cont’d

The vegetable crops program continuously tackles crop

diseases to save crop losses: Here the advisor is

showing diagnosing celery diseases: Fusarium culture inoculation—recommendation grower improves

transplanting practices.

Viticulture varietal selection: The viticulture advisor in collaboration with USDA evaluated 9 USDA

advanced selections: 4 green, 3 reds and 2 blacks (all

seedless). Long term project resulted in Valley Pearl, early green registered and available for early

marketing and attracting high returns.

Excessive lemon fruit drop in the Coachella Valley;

collaborative research is ongoing to determine the cause. The subtropical horticulture advisor is conducting grower

survey to assess production practices.
