T he Wisconsin Department of Transportation (WisDOT) is conducting environmental reviews and preparing design plans to reconstruct County KR from County H to Old Green Bay Road, a distance of about 2.8 miles, in Kenosha and
Racine counties. The project will upgrade the existing two-lane rural roadway to a four-lane urban roadway from County H to Old Green Bay Road. New bridges will replace the existing two at-grade railroad crossings, and a new structure will replace the existing bridge over the Pike River.
The project also includes improvements to maintain traffic operations in all directions at the County KR intersections with WIS 31 and Old Green Bay Road.

Need for the Project
The reconstruction of County KR will address the following four issues: travel demand; roadway deficiencies; system linkage and route importance; and safety concerns.
Travel Demand
The existing roadway infrastructure is not adequate to handle the increased travel demand expected from planned economic development and land use plans.
y The existing two-lane rural road-way handles about 9,000-9,500 vehicles per day.
y Local land use is changing from agriculture to urban. Current land use changes, including the new Foxconn development, will increase travel demand.
y Future traffic volume on County KR is expected to more than double to between 18,000-20,000 vehicles per day by the year 2042, causing traffic operations to surpass the two-lane capacity of the existing County KR.
y The Villages of Somers and Mount Pleasant both are updating local land use plans to account for and manage even more land use chang-es and associated development.
Roadway Deficiencies
The current County KR configuration is not adequate for projected travel demand.
y County KR does not meet standards for distances required for vehicles to come to a complete stop.
y There are no bike or pedestrian facilities along most of the roadway.
y Narrow shoulders are inadequate for vehicle refuge.
y Inadequate cross slopes cause poor drainage.
System Linkage and Route Importance
County KR is an important link between I-94 and WIS 31.
y County KR serves population and employment bases in the cities of Kenosha and Racine and the expand-ing employment in Mount Pleasant.
y The Eastern Racine County Transpor-tation Task Force identified a need to improve mobility and travel time between I-94 and the city of Racine as it is the largest city in Wisconsin without direct freeway access.
y Functional improvement plans for the Racine County Comprehensive Plan 2035 and the Kenosha County Comprehensive Plan recommend preserving right of way for a future four-lane expansion of County KR between I-94 and the lakefront.
Safety
The current roadway configuration cannot operate safely under antici-pated traffic projections.
y Fifty crashes occurred on County KR between 2013-2017.
y The crash rate exceeds statewide average crash rates.
y A crash analysis recommends intersection and capacity improvements.
Project Purpose
The project will upgrade the County KR infrastructure to accommodate the anticipated increase in travel demand generated by local economic development plans and projects and to maintain an important link between I-94 and WIS 31.

Railroad CrossingsJurisdictional Transfer Agreement
Kenosha and Racine counties currently own and maintain County KR; however, WisDOT and the two counties formally agreed via a jurisdictional transfer agreement to collaborate on the reconstruction of County KR to address growing travel demand and improve mobility in the project corridor. The agreement allows WisDOT to complete design and construction activities for the project.
After construction is complete, WisDOT will return jurisdiction of the roadway to the counties for control and maintenance.
Bike and Pedestrian Facilities
The project will incorporate 10-foot multiuse paths to improve circulation for nonmotorized users and connect to existing and planned trails and sidewalks in the area.
The County KR reconstruc-tion project includes new bridges over the Canadian Pacific and Union Pacific railroads that intersect the roadway. The new over-passes will provide safety benefits by eliminating the risk of vehicle-train crashes at crossings. The new bridges will also improve mobility and traffic opera-tions by eliminating vehicle delays and queues waiting for trains to clear crossings.
Environmental Assessment
WisDOT is preparing an environmental assessment for the project that will evaluate a no-build alternative and a build alternative and assess potential natural, cultural, social and economic impacts of the project. WisDOT is surveying the area to identify wetlands, potential historic and archaeological resources, and properties with environmental hazards. After the environmental assessment is published, WisDOT will hold a hearing to obtain public input before final approval of the assessment.

What’s Next?
After tonight’s meeting, WisDOT will review public comments, refine engineering plans and prepare the environmental assessment (see Page 3). A public hearing on the EA will be held fall/winter 2018 to obtain comments on the proposed reconstruction project. WisDOT will then complete final engineering and environmental permit applications, pending approval of the final environmental document. Racine County, Kenosha County and the Village of Mount Pleasant will be responsible for right of way acquisition, and construction is expected to begin in spring 2021.
