W e have been cajoled numerous mes by some within the San Luis Rey Sail & Power Squadron to contribute to the squadrons under the topic of Flag Equee. Now, for my first aempt, I would like to present some informaon on proper flag equee. As a rered member of the military I have always had a reverence for the American Flag and it’s meaning. W e have been

cajoled numerous

times by some

within the San Luis Rey Sail &

Power Squadron to contribute

to the squadrons under the

topic of Flag Etiquette.

Now, for my first attempt, I

would like to present some

information on proper flag

etiquette.

As a retired member of the

military I have always had a

reverence for the American

Flag and it’s meaning.

Much of the material quoted

in this article is from The Flag

What does the Flag really mean

to us as a nation and as individ-

24 hours a day if the flag

is properly illuminated

moved on. These world

renowned ships represent

our heritage; the best of the

past. With layers of billowing

white sails, scores of lines

and a jargon that reverber-

ates through our society they

truly represent the romance

of the seas. The ships will

move down our coast from

San Pedro to San Diego and

then to Dana Point. The

public draw of these ships

represents an incredible

marketing opportunity for

USPS. USPS has been allocat-

ed display booth space at

each location.

Conference. It was determined

and hoped that with electronic

communication and the ability

to hold electronic meetings this

would reduce the time and

financial burdens on everyone

involved with district meetings.

Our upcoming meeting in

Laughlin will be the first time

we will be holding the sequen-

tial Council and Conference

meetings. Hopefully, everything

will go smoothly but please be

patient if events do not unfold

exactly as scheduled.

By Conference time the Tall

Ships Challenge will have made

its way through California and

D28 and D13 have been

cooperating to take

advantage of this Tall Ship

opportunity. D13 will repre-

sent USPS in San Pedro with

3 booths and 2 of the new

virtual boat handling simula-

tors (New technology in the

midst of old). Balboa will

have a booth with 1 of the

simulators at Dana Point.

IN MEMORIAM—P/C Kenneth Willrich, AP

Reno, NV. Submitted by P/C Adriaan Veldhuisen, SN

It is with sadness and a sense of loss that I report that

Kenneth Willrich, Past Commander of SLRSPS (1997)

passed away May 2, 2014, at the age of 79. Ken was born

in Jamaica and was my friend and role model since 1998.

He was responsible for my joining the squadron and then

convinced me to teach and accept leadership responsibil-

ity.

Ken earned his Captain’s License in 1969 and enjoyed his

life traveling the world as a commercial airline pilot for

TWA. He earned 17 Merit Marks.

Ken played clarinet with the Maytan Concert Band and

was a member of the Northern Nevada Garden Railroad

Society. He is survived by his beloved wife Dolores

Willrich, hios brother Edmund, 3 children and 5 grand-

children. Per Ken’s wishes, his remains were scattered

over Alaska.

National Chief Commander for

2014, of Baton Rouge, LA. joined

the Baton Rouge Squadron in

1976 as a college sophomore so

his father would let him take the

boat out by himself. His first job

was on the squadron phone

committee. He went on to serve on the Executive

Committee, Seamanship instructor, Chairman of Local

Boards, Administrative Officer, Executive Officer, and

Squadron Commander. He continues to serve as

Newsletter Editor, Instructor Development Chairman,

Operations Training Chairman, and Membership

Chairman.

In District 15, he has served as Computer Systems

Committee Chairman, Rules Committee Chairman,

Nominating Committee Chairman, Administrative

Officer, Executive Officer, and Commander. Continued on P. 4

U.S. Flag Etiquette Continued from P. 1

When displayed either horizontally

or vertically against a wall, the union, or

blue field, should be uppermost and to

the flag's own right, that is, to the

observer’s left. When displayed in a

window, the flag should

be displayed the same

way, with the union to

the left of the observer

in the street. (Image #1).

No other flag or pennant should be placed above, or, if on the same level, to the right of the flag of the United States of America, except dur-ing church services conducted by naval chaplains at sea.

The flag of the United States of

America should be flown at the

peak when it is flown on the

same staff with the flags of

States, cities, or localities, or

pennants of societies (Image

#2).

When flags are flown on adjacent staffs, the flag of the United States of America should be hoisted first

and lowered last. No flag or pennant should be placed above the flag of the United States of America or to the right of the flag of the United States of America. (Image #3).

When the flag of the United States

of America is displayed

with another flag against

a wall with crossed staffs,

it should be on the flag’s

own right, and its staff should be in

front of the other flag. (Image #4).

The flag of the United States of

America should be at the center and

the highest point of

the group when a

number of flags or

pennants are

displayed. (Image #5).

When the flags of two or more

nations are

displayed, they are

to be displayed on

separate staffs of

the same height. International usage

forbids the display of the flag of one

nation above that of another nation

in time of peace. (Image #6).

The flag of the United Nations or

any other national or international

flag should not be displayed equal,

above, or in a position of superior

prominence or in place of the United

States Flag at any place in the

United States or any Territory of the

United States of America. However,

it is not unlawful to do so at the

headquarters of the United Nations.

Now, how does this apply to the dis-play of the U.S. Ensign on our boats?

The Flag Code also states:

The U.S. national ensign, sometimes called "50-star" or "Old Glory," is the proper and preferred flag for all U.S. vessels. Your boat should wear it from 0800 until sunset, and when you enter or leave port during daylight or at night, weather and rig permitting. While in port, if you leave your boat and will not return before sunset, lower and stow the national ensign before you go.

The national ensign worn by a vessel must be the flag of her registry—not necessarily that of the owner or operator.

Generally, the national ensign should be displayed at the peak of the gaff, i.e., the outer end of the spar extending aft from the mast of your boat—if your boat has a gaff. If it does not, fly it from the flagstaff at your boat's stern. If your boat has an over-hanging boom or an outboard motor, your flagstaff may be offset to starboard (preferably) from your boat's centerline.

On a sportfishing boat, where a stern staff might interfere with the gear, and vice versa, the practice is to fly the ensign from a halyard rigged amidships on the after part of the superstruc-ture.

Marconi-rigged sailboats may fly the ensign from the leech of the aftermost sail (or from the back stay), approximately 2/3 the distance up its length. This puts it in about the same position it would occupy if the boat were gaff-rigged.

At anchor or made fast, the ensign should be flown from the stern staff of all boats. The U.S. national ensign has a 10:19 hoist/fly ratio.

The United States Power Squadrons, the worlds largest boating educational organiza-tion, developed an updated code for displaying flags on boats in 1998. This code, devised in consultation with the U.S. Coast Guard, Coast Guard Auxiliary, New York Yacht Club, and other yachting authorities, elimi-nates confusion and will help you show proper respect for each flag and pennant you fly.

Meet C/C Baldridge in Laughlin, NV contd. From P.2

His first national job was as a member of the national

Computer Systems Committee in the mid 80’s. He went

on to chair that committee and serve on the Marketing

and Planning Committees. He was an aide to Chief

Commanders Gordon, Kennedy, and Jensen and has

served as the Assistant National Secretary, Secretary,

Administrative Officer, National Executive Officer, and

now as Chief Commander. He is a Life member with 30

Merit Marks.

Married in 1983, Robert and Nancy Baldridge have two

boys, Taylor and Noah. The entire family enjoys boating

aboard their SeaRay, MUCH ADO, mostly in the rivers

and lakes of Louisiana and along the Gulf Coast. Com-

mander Baldridge’s two sons, Taylor and Noah, have

joined the Baton Rouge Squadron hoping their father

would let them take the boat out by themselves.

LAKE MOHAVE SPS HOSTING D28 2014

FALL COUNCIL AND CONFERENCE IN

LAUGHLIN, NEVADA, 3-5 OCTOBER 2014

Lake Mohave SPS is happy to be the hosting squadron for the D28 2014 Fall Council & Conference which is being held in Laughlin, Nevada, at the Riverside Resort Hotel & Casino, 3-5 October 2014. Late September, early October, is a wonderful time of the year in the Tri-State area and we would love to see all of you join us at this Council and Conference.

LMSPS is a small squadron but it gets plenty of action in during the spring and summer months. The Spring/Summer edition of Life on the Colorado, a publica-tion of the Mohave Daily News, once again featured the squad-ron in an interview with Lt/C Mike Accardo, the squad-ron’s Education Officer, who gave an in-depth review of the topics including in the ABC Safety Course offered by the squadron to the local community members each spring and fall. The article also included photos from a squadron overnight trip, a cleanup crew participating in the Colorado River Cleanup event, and Mike’s grand-daughter who is actively involved in his teaching efforts by being proud grandpa’s #1 Assistant! A copy of this article will be handed out at the Fall Council/Conference.

The LMSPS is small and is looking forward to hosting the Council/Conference in October. If you plan to come to the Tri-State area early (see discounted hotel rates), let us know and perhaps we can arrange to get you out for a beautiful day on Lake Mohave. Please note: Council/Conference room reservation deadline is 3 September. We would also appreciate receiving your Registration Form no later than 25 September. A copy of all hotel and reservation

he returns home. I agree with him, his Squadron, indeed does turn out the nicest newsletter in our District. It is a superb publication which he receives on paper and I receive electronically.

The migration to fully electronic publications in new and better formats will occur over time; it does not need to be instantaneous. I only suggest that we all need to look at what others are doing and embrace with open minds the best that is offered. We need to do this today, not tomorrow! The quarterly news-letter from my 80 member boat

owners association has had 4 editors in its 16 year history. It has evolved from a couple of black and white Post mailed pages, to color, to the standard electronic format and finally to a new interactive linked series of indexed pages attached to a blog and information reference database. Each editor has moved it forward to a new level embracing evolving technolo-gies and our members’ needs. I believe that all of us within USPS need to make these evolutionary changes to keep moving forward today.

I recently noticed that one of our

squadrons is using SailAngle to offer

its members a one click way to

confirm their attendance at events. I

am very impressed. This is fantastic

but required an effort to get mem-

bers to use SailAngle and respond

this way; a problem they obviously

have solved. Many members have

never logged on, or say “Why should I

use SailAngle?” What is the point I

will just wait for the monthly news-

letter”; just like this one you are now

At the March Change of Watch — I spoke of the need for our Squadrons, our District and all of USPS to embrace new technologies and methods of communica-tion. I still firmly believe that a failure to do this will lead to a very rapid decline, aging out, of our organization. Since assuming this office in March, it had been my desire to have a series of electronic bridge meetings and possibly an electronic council to test this con-cept within our district and make everyone more comfortable with the process. For various reasons this has not yet happened and for that I must apologize to all D28 members. It is my sincere desire to rectify this very soon.

When I spoke of embracing new technologies, I did not mean that we need to abandon all of our old ways and communication techniques; simply that not changing and moving forward in a rapidly changing world will lead us nowhere. After the March Conference I received an email from one of our members. He was a bit offended and angry, think-ing that I was demanding his squad-ron change the way information is distributed. He travels a lot, does not carry a computer and enjoys reading his “Very Fine Traditional Squadron Paper Newsletter” when

reading. The electronic confirmation

allows the Squadron to better prepare

for events and improve its members

experience.

At this conference we will focus on

technology and ways to move forward.

It may be a round table discussion or a

presentation. The exact agenda format

is not set yet. Accommodating the new

Council Conference format requires more

complex scheduling. A more detailed outline

will be emailed to the membership, and also

posted on SailAngle.

Someone once wisely said “The Future is

Today”. As we get older and technology

races forward at an ever dizzying

pace, it becomes more difficult to

embrace the future and all of its

changes. Even though I spent my

entire career advising others about

technology and designing new tech-

nologies, I also find it difficult to

abandon old ways and embrace new ideas. It

After learning new ways time and again, I

have become lazy and fallen behind many of

my peers to whom every new gadget is a

great wonder. I sincerely believe that there is

enough energetic, committed new young-

blood members at all levels within our mem-

bership to move us forward and embrace new

ideas and the changes they will bring. Seek

them out within your ranks. Encourage them,

do not criticize them, listen to them and do

not lecture them. Allow them to try new ide-

as. They will stumble, just like we did, and

sometimes they will fail, just like we did; but I

guarantee that if we all work with them and

let them lead us we will all be the better for

it. Let’s all move forward into “Today’s Fu-

ture”.
