The driving force behind the pro- posal is Milnerton resident Powell Platt whose property fronts onto Ot- to du Plessis Drive. “In recent times there has been an increasing disturbance from traffic on this road, and in particu- lar from one specific category of ve- hicle – these truck tractors hauling containers between Cape Town har- bour and the SATI container depot in Killarney Gardens,” Platt wrote in a letter to the city. Platt says the continual operation of these vehicles at all hours of the day and night causes a tremendous noise nuisance. “Irrespective of whether they are carrying full or empty containers, they are extremely noisy road users and each passing truck can be dis- tinctly heard. Empty containers rattle on their trailers and as the ro- ad deteriorates, this is getting wor- se,” he says. Platt adds it is not only the physical force of these vehicles travelling that create a disturbance but their engines as well. “Many of these truck tractors are older models, with Cummings engi- nes resulting in excessive noise ge- nerated from their exhaust brakes. The thudding noise as these brakes are applied can be heard from a dis- tance and in terms of decibels of the- se older vehicles at 109Db is equiva- lent to a jet taking off. The World Hearing Authority offers 75Db as a safe level and a busy street at 80Db,” he explains. He says this noise negatively af- fects individuals living, working, learning or visiting a property fa- cing this road. “As an example 15 rigs have been counted in a 20 minute period, and it is not uncommon that over an ex- tended five hours they will run con- tinuously at seven minute intervals in either direction. They have been heard from 03:50 in the morning un- til after midnight.” Platt says the widening of the ro- ad to accommodate the MyCiTi bus lanes have also brought the traffic some three metres closer to every home. Owners now complain of wall mounted pictures shifting, walls cracking and windows vibra- ting due to the air displacement caused by these big rigs passing by. . To page 3.     Local residents hope a proposalto reroute heavy-load trafficfrom Otto du Plessis Drive willbe favourably received by the ci-ty council.

    In recent times there has beenan increasing disturbance from

    traffic on this road, and in particu-lar from one specific category of ve-hicle these truck tractors haulingcontainers between Cape Town har-bour and the SATI container depotin Killarney Gardens, Platt wrotein a letter to the city.

    Platt says the continual operationof these vehicles at all hours of theday and night causes a tremendousnoise nuisance.

    Irrespective of whether they arecarrying full or empty containers,they are extremely noisy road users

    and each passing truck can be dis-tinctly heard. Empty containersrattle on their trailers and as the ro-ad deteriorates, this is getting wor-se, he says. Platt adds it is not onlythe physical force of these vehiclestravelling that create a disturbancebut their engines as well.

    Many of these truck tractors areolder models, with Cummings engi-nes resulting in excessive noise ge-nerated from their exhaust brakes.The thudding noise as these brakesare applied can be heard from a dis-

    Local police are investigating the circumstan-ces surrounding human remains found in afield in Table View last week.

    The skeleton was discovered on Wednesdaymorning in the bush bordering Gie Road. Poli-

    ce responded to the call at 07:30.The skeletons arms and legs were spread

    open and womans clothing was found in abundle next to it. The body was removed bySalt River mortuary, where an autopsy willdetermine the gender of the deceased.

    An inquest docket with number 79/04/2012was opened.

    ThePeopleLivingWithCancer (PLWC)Can-cer Buddies organisation has been ear-marked as one of the beneficiaries in thespectacular Want ons Kan/Cause we Can!concert.

    PLWC Cancer Buddies was established in2000 by Linda Greeff and Carl Liebenberg,both of whom are cancer survivors.

    The organisation develops volunteercounselling guidelines and support thathelps people who have been diagnosed withcancer.

    After a person has been diagnosed withcancer, that is when he or she needs all thesupport they can get, says Greef.

    The aim is to provide support to newlydiagnosed cancer patients when treatmentstarts, to assist with the initial adjustmentto the process. This service ensures that acancer patient and their caregivers have ac-cess to support services near their treatmentunits. We need them to be cancer survivorsand not cancer victims.

    The organisation offers a buddy supportnetwork where cancer patients can interactwith and receive advice and support fromcancer survivors who have a similar profile,disease and treatment protocol.

    She says the importance of support whilelearning to live with cancer is fundamentalto developing a true cancer survivor ap-

    proach.Dealing with each chapter of survival in-

    volves more than medical management itrequires attention to your psychological, so-cial, emotional, spiritual, working and prac-tical needs as well.

    Developing a patient active approachwhich empowers the patient to take somecontrol over the process and which encour-ages them to see healing as more that justphysical, is an important outcome the can-cer buddies tries to achieve.

    Greef says talking with someone who hassurvived cancer and has regained their lifeoffers hope and a sense of empowerment.

    Through empowerment comes a positiveattitude, which has a profound effect on theoutcome of the treatment.

    PLWC has branches in the Western Cape,Eastern Cape, Gauteng and in Mpumalanga.

    Currently they are trying to set up supportgroups in all the small communities such asDelft and Bishop Lavis.

    Greef says a challenge they face is fundingwhich is always a problem.

    We are in need of funding and thats whywe are so grateful to be a beneficiary of theCause we Can! concert. We need to rendera service to people. We are trying to appointtwo social workers to assist the people whoneed cancer support in this crucial time.

    Local police are warning residents tobe alert when locking up before goingto be after two house robberies in Par-klands last week.

    We are highly concerned about the in-crease in house robberies, said Lieute-nant Elizabeth Munro from Table ViewPolice.

    She asked the communities to be awareof their house safety and install a safety

    gate. In most of the house robbery cases,the suspects gained entrance through un-locked and open doors and through win-dows without burglar bars.

    On Wednesday 4 April at 20:15 the resi-dent of a house at Northumberland Close,Parklands was held at gun point and tiedup. The robbers gained access to the housethrough an open door. The suspects tookBlackberry cell phones, laptops, a SonyPlaystation and fled the scene in the com-

    plainants car. No arrests have been made.On Thursday 5 April at 01:52 a resident

    of the Muirfield complex was in bed, whenshe heard noises in her house. She wentto investigate and saw four men with bala-clavas. One of the men shined a torch inher face, and asked where the safe was. Af-ter searching the house they took four lap-tops, cash and cellphones. They fledthrough the bathroom window after so-meone knocked on the door.

    House robberies on the rise

    . From page 1.As a possible solution Platt proposes that

    these vehicles make use of an alternativeroute.

    The proposal is accompanied by a reportshowing the time and economic effect ofusing two possible alternative routes.

    The present route along Otto du PlessisDrive, right into Racecourse Road, left intoKoeberg Road and on to Potsdam Road co-vers a distance of 14,5km with 16 traffic lightintersections.

    The first alternative route, which accor-ding to the AA is the quickest, will see atruck exiting the harbour at Paarden Eiland,turn right onto the N1 Paarl, onto the N7 andthen off at the Potsdam interchange. Thearea is minimal residential and only has onetraffic light intersection. The total distanceis 19,4km.

    The second route follows the same routeonto the N7. The truck will then turn off atthe Plattekloof off-ramp, onto Koeberg Roadand on to Potsdam Road. This route also by-passes all residential areas and is only mini-mally further that the route the vehicles pre-sently use. The total distance is 17,2km with

    six traffic intersections.In comparison this route also proved to be

    the most economic in terms of fuel consump-tion, vehicle maintenance and carbon emis-sions.

    The present route along Otto du PlessisDrive, right into Racecourse Road, left intoKoeberg and on to Potsdam Road covers adistance of 14,5km with 16 traffic light inter-sections.

    Platt says the MyCiTi service was introdu-ced to alleviate traffic along Otto du Plessis.But these heavy vehicles are taking up anyrelief with its attendant road degradation,pollution, congestion, etc. The Blaauwbergdistrict spatial development plan indicatesMarine Drive and Otto du Plessis Drive asa scenic drive with historical connectionand the N7 as an urban freeway. The Pots-dam/N7 interchange was a R70m constructi-on which gives easier access to the KillarneyGardens industrial area, but is not being uti-lised by container traffic, Platt said.

    The letter has been signed by 20 affectedparties who support the proposal.. The city could not finalise a response at

    the time of going to press.

    Reroute of containertrucks proposed

    middel vanmusiekkonsertewat elke aandopverskillende dorpe gehou gaan word.

    The worlds largest art project for chari-ty will be launched on Table View beachthis coming Saturday.

    Ashley Cooper and Filip Cederholm fromPeace Love and Photography aim to raise 10million US dollars with their worldwideABCharity project.

    Cooper, a Canadian actress and artist andCederholm, a top photographer from Swe-den, gave up their careers and dedicatedtheir lives to make this project a reality.

    They started Peace Love and Photogra-phy, a blog and web series about their jour-ney around the world creating art for chari-ty.

    ABCharity is just one of the art projectsthe visitors to their blog can follow online.It entails having children form the letters ofthe alphabet in 26 different countries.

    The couple produces, films, photographs,edits and creates all the art found on theirsite themselves.

    They are completely self funded and hopeto find sponsorswhocanhelp themto realisetheir dream.

    The launch event in Table View will seesome 700 children from Langa and Khayelit-sha form an A on the beach with TableMountain as a backdrop. This will then bephotographed and be posted on their blog.

    The children are from the Amy BiehlFoundation, Project Playground and LoveTo Langa projects.

    The day will include live music, givea-ways and fun activities on the beach.

    Through this project the couple aims to in-spire children, leaving them with the feelingthat they have participated in creating achange for the future.

    The first event atBloubergstrandwill takeplace at 15:30.

    Global art is for charityAshley Cooper with some of the children in Langa that are being helped by Project Playground.This is one of the projects that is supported by Cooper and Filip Cederholms ABCharity project.

    Goodwoods JG Meiring High School re-cently travelled all the way to Melk-bosstrand to get their hands dirty andclean the beach.

    Some 47 refuse bags filled with rubbishmeant the day was a huge success.

    The cleanup was organised by the highschools very own eco-club known as theLeague of Environmentally Aware Fanatics(Leaf).

    The Youth Safety Ambassadors Pro-gramme initiative received a helping handfrom Eerstesteen Environmental Education

    Centre, which informed them of a suitablelocation and provided the resources.

    Later in the day the 47 refuse bags werefilled with rubbish ranging from plastic bot-tles to old clothes, all of which were scatteredaround a two kilometre stretch of beach.

    Surveys of what rubbish were collectedwere also completed so they could be sent toan international beach cleanup organisa-tion to help with research.

    Leaf aims to make the cleanup a traditionat JG Meiring High and expand the projectevery time, thereby following their motto ofcreating awareness and inspiring action.

    The South African Social Security Agency(Sassa) seems to be blaming pensioners, pa-rents and caregivers for the recent mayhemin the pay-out of social grants.

    Both the minister of social development Ba-thabile Dlamini and Sassa CEO Virginia Pe-tersen have repeatedly given assurances thatthe re-registration of beneficiaries necessita-ted by the changeover to the Cash PaymasterSystem would not disrupt grant payments.

    Sassa now admits that several system glit-ches delayed the payment of grants since 2April. In a full-page advertisement in the Busi-ness Report on Sunday, Sassa blames theseglitches on beneficiaries who panickedand put pressure on the system.

    This blame-shifting is unacceptable, saidMike Waters, DA shadow minister of social de-velopment in a statement last week.

    The grants system is a national competen-cy managed by Sassa, which falls under thedepartment of social development. Sassa andthe department therefore have joint responsi-bility to ensure that grants are paid out time-ously during the re-registration process.

    According to him the advertisements wouldhave cost Sassa at least R213 000 or the equi-valent of 177 old age grants or 803 child supportgrants.

    We have previously asked the chairpersonof the portfolio committee on social develop-ment to give feedback on the management ofthe re-registration process and the vetting ofSassa officials involved in grant pay-outs.When this invitation is accepted, we will ques-tion Sassa on the reasoning behind the adver-tising campaign and the steps taken to addressthe glitches in the system.

    Visitors to the Blaauwberg ConservationArea (BCA) now have the option to spend thenight under the stars following the launchof a new overnight facility.

    The BCA presents one of the few view-points in the world from where one can seetwo proclaimed World Heritage Sites: TableMountain and Robben Island.

    The mayoral committee member for eco-nomic, environmental and spatial planning,Belinda Walker, on Thursday visited thenew overnight facility.

    The 1 445 hectare reserve offers evidenceof early human occupation, with shell mid-dens (dung hills) dating back some 15 000years. The reserve also conserves the site ofthe 1806 Battle of Blaauwberg. On Blaauw-berg Hill, several buildings were construct-

    ed during World War II, including a radarstation, a lookout and a mess room.

    The radar station has been revamped intoa sleeping room for four people in two bedsand two bunkbeds.

    There is also a little lounge with a sofaand coffee table, a kitchen, a toilet and ashower and a view to die for, said Walkerafter visiting the facility.

    I was thinking of staying there myself butunfortunately I had to get back to work, sheadded.

    Overnight visitors can drive to the stationgaining access to the reserve through thegate on the eastern border of the reserve.

    Booking of the facility will be donethrough the city and should be open to thepublic within the next couple of weeks.

    It is meant for everyone so it will be af-fordable, Walker said.

    When would allarrive alive?At last count, almost 200 people had beenkilled on South African roads over theEaster weekend, 13 of them in the WesternCape.

    Although this figure is down comparedto 2011, this in no way minimises the im-pact from loss of lives.

    Easter is a time of worship for Christi-ans celebrating the resurrection of Jesus,it is a joyous time to spend with family andfriends; not intended for mourning.

    On 3 April, Western Cape minister oftransport and public works Robin Carlisleexpressed his hope for no fatalities in theprovince on the roads at Easter. This wasnot to be.

    While the authorities have done every-thing in their power from Operation Exo-dus to the Arrive Alive Road Safety Cam-paign to keep South Africans safe on theroads, the same cannot be said of the moto-rists.

    The primary and ultimate responsibili-ty rests with the person entrusted behindthe wheel. Every driver is well aware ofthe murderous implications of drivingdrunk, speeding and driving unroadwort-hy vehicles, yet many, in the foolhardy be-lief that it will never happen to me, risktheir lives, that of their passengers and in-nocent fellow motorists.

    Pic proves pollutionis not normalWith regards to TygerBurgers 4 April articleentitled Pollution within limits? in relati-on to the Chevron Refinery:

    I took this picture on Monday, 2 April, onmy way to gym in Table View along KoebergRoad while I sat in traffic. Surely the assu-rances they are giving us with regards to airpollution being within normal limits is inac-curate!

    The thick, black smoke, which resembledoil burning, billowed from the smoke stackand carried on for at least five minutes.

    The smoke continuously formed a blackcloud. Because I was in traffic I was able tosee firsthand how the wind took the smokeas I moved along Koeberg Road, down intoBlaauwberg Road and then into Gie Road. Itmoved over the neighbourhoods of TableView and Parklands and then dispersedright over the homes. So according to Che-vron this is perfectly normal and within li-mits. Surely not!

    Another thing that always confuses me: I

    work in Montague Gardens and live in Dur-banville, so I drive past the refinery on Plat-tekloof Road every day.

    I noticed the air pollution monitor units onoccasions always in the parking lot in therefinery or along the perimeter fence closeto or in the refinery itself. Surely these unitsshould be located in the suburbs of TableView and Parklands and Montague Gardenssurrounding the refinery monitoring the im-pact of their pollution?

    I can without a doubt say one thing, andthis is just from my personal observationsonly as a private citizen. Over the past 12 ye-ars of driving to work and home and past therefinery every day, twice a day, I have seena marked increase in the amount of smoke/pollution that is being emitted from the refi-nery into the air. As of late its almost as ifthere is a permanent haze around the areaof the refinery.

    I have lived on Blaauwberg Road, TableView for the past five years. A month aftermoving into Table View in March 2007, Iwrote an article complaining about thesmell in the area and the symptoms I wasexperiencing. At the time I was not awarethat this was from Chevron. My eyeswouldburnandwater andmychestwouldclose up for no reason at all. Up until thatpoint, I had never suffered from asthmaor a bad chest. I was 44 years of age at thetime. At the time, I was advised that Che-vron would be in contact with me. Theynever contacted me. I went through a fewverybadmonthshealthwise after that andeventually, I was diagnosed with asthma.

    What I fail to understand is that whenI am out of the area my chest is fine, butwhen back at home, my chest closes upand I also now suffer with hayfever.

    Upon arriving home at 22:40 last night(3 April), there was once again the mosthorrific, strong sulphur type smell in theair. This is not the first time we have expe-rienced this. This occurrence is pretty re-gular and mostly late at night. I think itstime for Chevron to be honest with the pu-blic as to how much of this rubbish theyare spewing into the air on a regular basisand what they intend doing to clean uptheir act.

    Once again, I have to point out the obvi-ous and that is, that this affects the elder-ly, babies, people with respiratory pro-blems and causes permanent respiratoryproblems in otherwise healthy people.

    I dont feel sorry for the young men withtheir excessively loud car music systems,the fact that they dont have the personali-ty to attract attention any other way orthat they face a future of deafness.

    I feel sorry for those people on night du-ty who struggle to sleep during the day,the nurses, doctors, police officers and allthe others whose reflexes may be a littleslower because some idiots inconsidera-tion has not allowed them to get enoughsleep. I also wonder, as there is a by-lawto control this noise, why the police arenot more reactive?

    Staff at the Sanccob rehabilitation centrein Table View have of late been honingtheir parenting skills something fierce.

    In March the centre took 113 Hartlaubsgull and 14 African penguin chicks under itswing.

    Two weeks ago 71 Swift Tern chicks werealso placed in the foster care of the centresvolunteers.

    The birds were rescued from the top of abuilding in the V&A Waterfront. The chickswere left alone by their parents while hunt-ing for food. Maintenance work to the build-ing frightened the chicks and caused someof them to accidentally fall from the roof intothe ocean.

    Bruce Dyer from the department of envi-ronmental affairs and the staff of the TwoOceans Aquarium fortunately came to theflustered chicks aid and transported themto the Southern African Foundation for theConservation of Coastal Birds (Sanccob).

    At Sanccob the chicks received stabilisa-tion and de-worming fluid, identificationnumbers and were examined for any physi-cal injuries.

    During the next couple of weeks the chickswill be fed mullet fish once a day, and receivevitamins to help build their strength.

    Once the birds pass the centres releasecriteria which includes waterproofing eval-uations and flying tests, they will receiveidentification rings and be released at Rob-ben Island where they can be monitored.. The Swift Tern is commonly found on

    coastlines in the south-east Atlantic Ocean,the Indian Ocean and the western PacificOcean.

    In southern Africa they are a commonsight at marine shores and estuaries withsome 6 000 breeding pairs remaining.

    Some 71 Swift Tern chicks are currently beingcared for at Sanccob.

    It is that time of the year whenproud Harley-Davidson enthusi-asts have the opportunity to showthey care by taking part in theKids In Dire Straits (Kids) BlanketRun.

    Organised by the Harley OwnersGroups Cape Town chapter (HOGCape Town) this annual initiative isopen for participation by all Harleyriders even those not associatedwith a club.

    The event is held in associationwith the Rotary Club of Blouberg andPick n Pay who supply the much-needed blankets.

    This year the run takes place on 15April.

    Bikerswill depart from theparkingarea on top of Signal Hill at 09:00 andfinish at the Eden on the Bay shop-ping centre in Bloubergstrand.

    Entry is R100 and includes a blan-ket for donation and a special eventbiker pin.

    The Rotary Club will distribute theblankets to street children and allproceeds after costs are also donatedto the Rotary Club.

    The blankets and pins will be soldat Eden on the Bay and a containerwill be available where the blanketscan be donated.

    Whilst the ride in from Signal Hillis only open to Harley-Davidson mo-torcycle riders, the general public iswelcome to support the initiative andbuyblankets fordonationat thedesti-nation.

    The Harleys will be parked on thelawn in front of the restaurants at theshopping centre and promise to be asight to behold.

    Last year a total of 189 Harleys tookpart and the organisers hope to ex-ceed 200 this year.

    After a recent name and line-up change,Silent Side are gearing up to launch theirdebut album, Unbroken, on Saturday.

    Music fans may know the band as Skye-clad, the name they were using until theydiscovered a European band with the samename.

    When TygerBurger interviewed the bandin 2009, they had just enjoyed considerablesuccess on the Mxit Music playlist.

    Since then, Bonita van Wyk (vocals andacoustic), Ray Schoeman (rhythm guitar)and Paul Anagnostakis (lead guitar) havebeen working with their new drummer, MattCatto and new bassist, Darion Garisch.

    They have been teaching new memberstheir songs, and of course, recording their al-bum.

    The recording process has been obnox-iously long, Ray says, adding: We wantedit to be perfect.

    By obnoxiously long, Ray means that theytook a year and a half to record Unbroken,but conflicting work schedules have alsomade it a little more difficult to record the

    album in a normal time-frame.Unbroken was recorded at HeyPapaLeg-

    end Studios and was produced by Ross andMyles McDonald and Hannes Burger.

    Paul says now that they have the album,they can start sending it off to radio stationsand use it for marketing the band.

    Bonita refers to silent Sides music asemotional, melodic, rock.

    It sounds weird, but its because thereisnt a genre for it yet, Ray says, beforequickly pointing out: Please not that we arenot emo.

    Although they recorded an EP, Listen, un-der their old name, Unbroken is Silent Sidesfirst full-length album.

    They will be launching it at Banned RockLounge in Table View on Saturday. GerhardBurger, the bands ex-drummer will be doingan opening set, before Chris Tait and Row-land Gutsche warm the stage.
