And with good reason. At least two people have died there in the last month; the first be- ing a woman who was “sucked” un- derneath a train and the second a young boy who fell into the nearby Elsieskraal Canal during heavy rains. The Death that Calls, which be- longs to Metrorail, has become a se- rious headache for crime fighters due to its accessibility. Pedestrians, children, vagrants and criminals gain easy access due to the ineffective fencing and the neighbourhood, Metrorail and the individuals themselves are reeling under the consequences. TygerBurger was recently accom- panied by Abraham Smith, the ad- viser of the Sector 1 Goodwood Community Policing Forum (CPF), during an inspection of the terrain. He explains: “On 24 January last year we submitted a petition of over 400 signatures on behalf of the Townsend Estate (the lower part of Goodwood) to Metrorail and the City of Cape Town. It entailed the conditions between Goodwood sta- tion and Vanguard bridge. Our con- cerns are the vagrancy, copper theft and people killed by trains.” He also points out the clear foot- path next to the railway lines, which people use daily despite secu- rity guards patrolling the area. The corroded fence which was erected to separate the tracks from the canal has also deteriorated com- pletely and the fence separating Protea Road from the tracks is wholly ineffective. According to Smith, the fences serve no purpose whatsoever and are of “grave concern for public safety”. “There’s no perimeter fencing and no rehabilitation regarding this land,” he adds. “Due to this easy access, a seven- year-old boy slipped into the canal and was drawn along at approxi- mately 50 kilometres per hour!” While walking on the land, Tyger- Burger talked to a local homeless person, Cedric Fredericks. Apparently he’s been living there for a long time. He claims children play next to the canal almost daily. “There are so many, and they swim,” he says. Since the petition, Metrorail has erected a fence just beyond the Goodwood train station, but this serves little purpose according to Smith.     crime in Townsend Estate is

    housebreaking. These crimi-

    nals would jump over the fence

    and then onto the train, which

    would at that point still be trav-

    elling slowly enough after stop-

    ping at Goodwood station.

    Mthuthuzeli Swartz, regional

    manager for Metrorail Western

    Cape, confirms that fencing pri-

    marily demarcates boundaries.

    He said Metrorail continues

    to repair fences and informal

    access routes as part of a

    planned infrastructural capital

    project with funding approved

    at least 12 months in advance.

    The region spent R6 million

    in the last financial year to

    mend and replace broken fenc-

    ing. Repairs are planned and

    prioritised annually in terms of

    risk assessment and imple-

    mented according to available

    funding.

    The cost of erecting palis-

    sade fencing is approximately

    R1 000 per metre while the re-

    pair of fencing could be any-

    thing from R1 000 to R10 000 per

    opening depending on the level

    and extent of the damage and

    type of fencing.

    Hundreds of openings have

    been made as informal thor-

    oughfares across the rail re-

    serve. As a result, vandalism is

    perpetual, maintenance costly

    and unsustainable at this rate.

    Swartz says the root cause of

    informal access needs to be in-

    vestigated.

    Swartz commends theprovin-

    cial department of transport

    and public works for contribut-

    ing R4.2 million over the next

    three years to assist Metrorail

    to fence off some critical areas.

    Mending fences costs R6m

    Copper theft is rife due to the easy

    access to railway tracks, which also

    becomes a target for criminals, as

    Smith points out.

    Vagrancy is also a big problem in the stretch of land between the tracks and the Elsieskraal Canal.

    opdok vir privatemense, soos n

    As ek n bus wil neem, dan

    moet ekmet die Bellville-bus na

    die middestad ry, vanwaar ek

    weer n bus na Voortrekkerweg

    in Goodwood moet neem. Dan

    moet jy ver stap ombyKarl Bre-

    mer uit te kom! Vir n persoon

    met artritis is dit tog nie reg

    nie!

    Sy het haar probleem by ver-

    skeie gesondheidsliggame en

    ander owerhede aangemeld,

    hul huise kan vervoer. Die Ty-

    gerberg-hospitaal het glad nie

    so n diens nie, hetTygerBurger

    by navraag vasgestel.

    Binne n paar jaar sal die My-

    Citi-busdiens egter die saak

    heelwat vergemaklik.

    As iemand op die oomblik n

    bus wil gebruik om van Botha-

    sig na Goodwood te gaan, is dit

    die maklikste om van die Gol-

    den Arrow-busdiens gebruik te

    maak, verduidelik Vos. Hy be-

    klemtoon egter dat die munisi-

    paliteit slegs vir Dial-a-Ride

    verantwoordelik is, wat tans op

    tender is.

    Mulder sluit af om n beroep

    te doen op die kinders van ouer

    Togs Sports Bar was net een van die vyf

    Goodwood-drankpersele wat in Julie ge-

    sluit is omdat dit nie voldoen het aan re-

    gulasies nie.

    Sedert die perseel gesluit is, het die eie-

    naar, Johan Brand, en sy werknemers aan

    die werk gespring om al die foute reg te stel

    en n meer as n maand is hulle uiteindelik

    naby aan voltooiing.

    Volgens Brand het dit hom egter n totaal

    van R110 000 gekos. Hy moes onder andere

    sy uitgang en aanwysbordjies vervang, n

    harde vuuralarm installeer, n brandkamer

    vir n parapleeg bou, asook sy brandtrappe

    wyer maak.

    Op 11 Julie was daar net een klant, die

    kroegman en ek. Toe stap daar skielik meer

    as tienmense in. Gesondheid, die brandweer

    en die polisie was hier teenwoordig, s hy.

    Nadathulle al die foute gedentifiseerhet,

    het hullemy getallesertifikaat gevat en daar-

    op geskryf dat dit nou herroep is.

    Ek het nou skuld van by die R110 000. Ek

    het geen inkomste nie, so ek kan nog niks te-

    rugbetaal nie. Jy kan niks anders doen nie,

    s hy. Hy gee toe dit is noodsaaklik om by

    die rels te bly, maar hy wonder of dit mis-

    kien die regtemanier is omdiewet toe te pas.

    Volgens Brand kon die perseel miskien ge-

    durende die week gesluit wees vir herstel-

    werk en oor naweke weer oop wees. Dan kan

    hy die deure vir twee weke sluit om die gro-

    ter take af te handel.

    Wyksraadslid Cecile Janse van Rensburg

    was juis baie trots op die gentegreerde ope-

    rasie in Julie. Dit is glad nie maklik om vir

    iemand te s hy moet sy winkel sluit nie,

    maar dit is baie belangrik die gemeenskap

    is veilig wanneer hulle na hierdie perseel

    gaan, het sy destyds ges. Sy s sulke gente-

    greerde operasies sal n groot rol speel om

    die sentrale sakedistrik van Goodwood weer

    vir ondernemings aanloklik te maak.

    Helping street people that is the aim of

    theTygerbergAssociation forStreetPeo-

    ple (TASP) who are gearing up to get

    homeless people off the street.

    They delivered a presentation at the Sub-

    council 4 meeting on Thursday where they

    explained what they will be doing.

    The plan is to assist as many street people

    as possible and roll the plan out to as many

    areas as possible.

    To date areas which have been successful

    include Ravensmead and Uitsig.

    We need to stop the people from moving

    to the street, says Linda de Vries, chairper-

    son of the Tygerberg Association for Street

    People.

    We need to create a network of support

    for the peoplewho are on the street. Our pro-

    gramme has various phases. The first phase

    will be where the group of street people who

    are to be assisted participate in a one-day

    workshop to evaluate their needs. The sec-

    ond and third phase consists of a six-month

    long workshop where there will be one on

    one sessions as well as group sessions.

    She says the workshops will focus on as-

    sisting the homeless people with leadership

    skills, team building, project management

    and also provide themwith the skills tomen-

    tor each other. So far we can see that the

    people who are taken off the streets really

    work hard at what they want, she says.

    They have goals and plans for their lives

    and that iswhatwewant to assist themwith.

    Workingwith them is a humbling anduplift-

    ing experience for all of us.

    De Vries says another important thing

    which the street people are assisted with is

    financial skills.

    New innovative research in Chronic

    Obstructive Pulmonary (Lung) Disease to be

    done at Mediclinic Panorama

    Patients who suffer from moderate to severe Chronic Obstructive

    Pulmonary Disease (COPD) can now partake in a research study

    that will evaluate a new therapy designed to increase lung

    performance and reduce breathing problems related to chronic

    obstructive pulmonary disease.

    Mediclinic Panorama was selected as the 3rd clinical site in the

    world, to take part in this study. To date 14 patients have been

    treated, including the first two patients at Mediclinic Panorama.

    This treatment uses a device orientated approach as opposed to

    daily medication and is scheduled as an outpatient procedure (no

    overnight in hospital). Possible qualifying patients for this study,

    would be over 40 years old, with a 10 year history of smoking,

    stopped smoking at least six months ago, suffer from COPD and

    have ongoing symptoms, such as shortness of breath.

    With COPD, airway nerves can cause bronchoconstriction which reduces air flow

    throughout the lungs and makes breathing difficult. Using a bronchoscope, this new

    procedure aims to disable airway nerves and open airways which make breathing easier.

    The idea for this procedure is more than 50 years old. At that time, nerves in the neck were

    surgically cut to treat severe shortness of breath caused by asthmaorCOPD.

    Research patients will follow a 365-day (1 year) post treatment process. The intended

    benefits of the use of this therapy in the treatment of COPD, is to provide lasting

    improvement in lung function, resulting in easier breathing while improving the patient's

    quality of life.

    Since the treatment, I clearly breathemuch easier, and I can also walk much longer without

    getting short of breath. I am happy that at the age of 83 years I have undergone this

    treatment commentedMrMay, the first patient treatedwithTLDworldwide.

    Whilst the technology was invented in America, the research study at Mediclinic Panorama

    is led by Professor CT Bolliger (MD, Ph.D., FCCP, University of Stellenbosch) assisted by

    Pulmonologists, Dr's T.Biebuyck and J.Theron. Patients who are interested to partake in this

    About 300 wooden crosses in remem-

    brance of every rhino killed have been

    removed in Bothasig on Sunday and re-

    placed with plastic crosses, which were

    donated by Total Control ElectricWhole-

    salers

    Late in 2011, a groupof people came togeth-

    er and decided to do something to create

    awareness in the Cape Town area regarding

    the poaching scourge affecting our SouthAf-

    rican rhino population. At that stage, the

    known number of rhinos differed, depend-

    ing who you spoke to, but was hovering

    around the 450 mark.

    Ward councillor, James Vos, gave the

    green light for Save the Rhino to erect cross-

    es next to Bosmansdam Road for each rhino

    killed and since then the number of crosses

    has grown exponentially.

    The need for sponsors to supply crosses

    and for volunteers to plant them is always

    high.

    As a result, the most viable option was to

    remove the wooden crosses and replace

    them with plastic ones.

    Dave Morley, owner of Total Control Elec-

    tric Wholesalers, donated 600 meters of con-

    duit, and 600 connectors, to enable the group

    to make 600 plastic crosses.

    Save the Rhinos Mara Louw concludes:

    We encourage all interested parties to join

    In response to the letter published

    last week (Traffic dept staff should

    ders email to an incident at Platte-

    kloof on the N1 outbound where a

    female traffic officer was spotted

    talking on a cellphone which she

    held to her ear.

    The officer was driving her offici-

    al vehicle at the time.

    Thankyou to SLM for being so ob-

    servant even to the extent of noting

    the number on the side of the vehi-

    cle. SLM also informed the traffic

    department on a telephone number

    reflected on the traffic vehicle.

    I was very concerned about the

    poor example set by the official and

    enquired aboutwhat steps had been

    taken to address it.

    The vehicle belongs to the provin-

    cial traffic department and was the-

    refore not driven by a municipal

    traffic official.

    I have forwarded the letter aswell

    asmy queries to the provincial traf-

    fic departmentwhere itwill be follo-

    wed up.

    I would like to assure SLM that

    the municipal traffic officials are

    subjected to stringent measures to

    be an example to other road users.

    If valid complaints from the pu-

    blic are received, the directorate of

    safety and security views it in a se-

    rious manner.

    Officials found guilty of miscon-

    duct can bewarned, punished by lo-

    sing the equivalent of one of more

    daysof their salaries of evendismis-

    sed.

    An official was dismissed last ye-

    ar when found guilty of bribery.

    hand theres the pretty damning picture

    about rising fuel prices and subsequent

    tives, like retrenchments, that come with

    On the other, we have our not-so-youth-

    ful ANC youth league, that simply de-

    mands land, electricity, houses, andHelen

    Zilles resignation and they want it now.

    At Mondays protest in Cape Town,

    some of the youths got it all wrong with

    placards about the war in Palestine...

    The youth league has been threatening

    Patricia de Lille for a while now to make

    the city ungovernable. In their attempts

    thus far, property has been damaged, peo-

    ple have been seriously injured, even

    killed. De Lille said she wouldnt tolerate

    it, and stood her ground thus far.

    Obviously this is not good for our econo-

    my. Investors hold on to theirmoney, sala-

    ry increases are decreasing, while living

    costs as well as tax pressure to support

    the growing number of the unemployed

    are forever on the up.

    We as citizens of a beautiful country and

    great city are on our own. We have to fend

    for ourselves, as promises from the senior

    ranks are vastly different from action.

    Hierdie brief is na aanleiding vandie skrywe

    deur Hans (Die plekke nog beset, Tyger-

    Ons het dieselfde probleem gehad van

    mense wat in die gestremde parkeersone

    hier in Brighton Square, Kraaifontein, on-

    wettig parkeer.

    Ek het die probleem onder die aandag van

    Spar (die ankerhuurder), sowel as die seker-

    heidspersoneel gebring en het slegs n skou-

    er-ophaal-reaksie gekry.

    Dit het genoodsaak dat ek by Spar se hoof-

    kantoormoes aanklop. Spar-hoofkantoor het

    my verseker hulle sal die probleem oplos.

    Dieselfde dag het een van Spar Brighton

    Square se bestuurders my geskakel om my

    te verseker hulle werk aan die probleem

    langer as n jaar al! Ek het aan die persoon

    voorgestel omrooi kegels voor die gestremde

    parkeerplekke te gebruik tot tyd enwyl hulle

    die probleem uitstryk. Een uur later het

    hulle massiewe rooi kegels voor die ge-

    stremde parkeerplekke gehad!

    Dit is net jammer dat ons mense so ge-

    voelloos is om op hierdie parkeerplekke

    sonder skaamte stil te hou.

    ing times of Oscar Pistorius, claimed the at-

    tention of thousands who have not previous-

    ly been interested.

    I have beenunable to acquire any informa-

    tion regarding the criteria by which the par-

    ticipants are judged.

    No one has been able to answer the many

    questionswhich arise from the participation

    of the physically disadvantaged. Perhaps

    there is a reader, or for that matter, your re-

    porting staff, who can supply the answers to

    the many questions now being raised.

    Does a person have to be physically handi-

    capped to participate?

    Does a person with an arm missing (or

    both) have to compete against persons who

    have a leg, or both amputated? Do swimmers

    with onearmcompete against thosewith one

    leg?Do thementally retarded also qualify for

    the Paralympics? There are so many ques-

    tions.

    wou vir hulle die beste gee.

    Sy dink met heimwee aan al die herinne-

    ringe. Hy het altyd die lekkerste kos ge-

    maak enwas die beste geselskap. Hywas ook

    lief vir lees. Ons het altyd gegrap dat hy n

    regte huishoender was. Hy was verskriklik

    lief vir kuns,musiek en om in sy tuin tewerk

    dit was terapeuties vir hom.

    Sy s: Ons mis hom. Hy het altyd n vuur-

    tjie aangesteek en die hele gesin het lekker

    saamgekuier, maar ons weet hy is in n plek

    waar ons almal eendag sal wees. Dit is hoe-

    kom ons sy lewe wil vier.

    Die Hugo Lambrechts-musieksentrum het

    n studieleier met buitengewone eienskappe

    verloor. Leon was volkome gerig op die akti-

    witeite van die sentrum.

    Afgesien van sy pligte as skoolhoof en ad-

    ministrateur in kunstige beplanning en per-

    soneelontwikkeling, het hy ook opleiding ge-

    gee in klarinet, orkes- en ensemble en het

    selfs bygedra tot die verfraaiing van die sen-

    trumgeboue en -gronde.

    Hyhet dikwels sommer self syhande indie

    grond gedruk. Hy is gerespekteer as eksami-

    nator oor die hele land en vir verskeie baan-

    brekersprojekte, soos die jaarlikse Hugo

    Lambrechts-konsertfees en die SAMRO-Hu-

    bert van der Spuy se nasionale musiekkom-

    petisie.

    Hilda Boonzaaier, n musiekonderwyser

    en baie goeie vriend van Leon, s hy het n

    groot nalatenskap agter gelaat. Hywas baie

    goed virmusiek in die algemeen. Hy het deu-

    re oopgemaak vir baie mense en studente.

    Hy het groot drome gehad en kon altyd men-

    se kry om saammet hom te droomen die gro-

    ter prentjie te sien. Sy s hy het baie won-

    derlike veranderinge by die musieksentrum

    aangebring en nooit die doel uit sig verloor

    om dit nog te verbeter nie. Hy was n goeie

    persoon en ons mis hom.

    brechts-musiektrust, s: As vriend het ek

    Leon waardeer as n passievolle mens ver-

    knog aan sy gesin wat sy liefde vir musiek

    gedeel het en aan musiek as vakgebied, die

    Hugo Lambrechts-musieksentrum, sy kolle-

    gas en die studente, vertel hy. Hugo Lam-

    brechts was sy lewe lank trots op die sen-

    trum wat Leon die afgelope 26 jaar uitgebou

    het tot n sentrum van uitnemendheid.

    voorsitter, s Leon was enig in sy soort.

    Lion President Clive Fox

    was recently honoured for

    his years of service in the

    Merriman Lions Club when

    he received a beautiful Sen-

    ior Builders medal and lapel

    pin from Lions 410A district

    governor, Jimmy Lang.

    Fox is a shining example of

    dedication, ashehasvoluntari-

    ly served his community for 29

    years through Lions member-

    ship.

    During this time he has in-

    troduced and acted as sponsor

    for at least 25 newmembers. As

    a result, the International As-

    sociation of Lions Clubs has

    recognised his contribution

    with the medal and pin.

    Fox, however, wasnt the on-

    ly person to be honoured by the

    Lions during the meeting.

    Ferdie Laubscher was the

    beneficiary of a framed Appre-

    ciation Certificate.

    He and his family have sup-

    ported the Lions cause vigor-

    ously, so it was just a small to-

    ken of appreciation.

    The club is located in Good-

    wood and prides itself on serv-

    ing the areas of Goodwood,

    Parow, Bellville and beyond.

    Charity fair cos I am Special

    The almost continual increase of petrol

    prices are of great concern and local ward

    councillor and chairperson of De Grendel

    Subcouncil, James Vos, is urging national

    government to help ease the burden.

    The fact of the matter is that these price

    increases will affect the price of goods across

    the country.

    South Africans, already struggling with

    rapidly rising living costs, will be forced to

    pay higher taxi fares, and increased transpor-

    tation costs will push up the cost of food over

    time, says Vos.

    Over the last 10 years, the fuel price has, on

    average, increased by 11 % per year. This is

    far above the official inflation rate which has

    hovered around 6 %.

    According to Vos there are two key ways in

    which government can smooth out the impact

    of fuel price increases over time; and to even

    lower the price of fuel.

    There must be a comprehensive review of

    all levies and taxes placed on the price of fuel

    to determine which ones, in which quantity,

    continue to be justified in the light of the sub-

    stantial impact they have on the economy.

    And secondly, the Central Energy Fund

    must re-examine the formula it uses to calcu-

    late the basic fuel price, he explains.

    Currently, the formula is overly-sensitive

    to short term fluctuations in the price of oil

    and the rand/dollar exchange rate.

    The Department of Energy has already con-

    ceded that such a review is necessary, but

    hasnt initiated the process.

    Vos concludes: The Democratic Alliance

    believes that, given the significant economic

    pressure on our people, this formula must be

    reviewed as a matter of utmost urgency to

    help South Africans maintain and improve

    their standard of living.

    Di geldinsamelingsdag vir Dirkie van

    Melkbosstrandword op 15 September by die

    Melkbosstrand se 4x4-renbaan gehou.

    Dirkie het in 2008 by KTM SA begin werk

    om sy vakleerlingskap as motorfietstegni-

    kus te voltooi. Gedurende 2009, op die ouder-

    dom van 21, is Dirkie met Non-Hodgkin

    Lymphoma (limfklierkanker) en leukemie

    in sy rugmurg gediagnoseer. Dit was n ag-

    gressiewe kanker. Hy moes toe sy opleiding

    by KTM staak. N chemoterapie het Dirkie

    n beenmurgoorplanting ondergaan van n

    skenker inAmerika. Die kostewas R900 000.

    Van die koste is gedek deur die Fellows for

    Cancer-groep in Melkbosstrand, wat kan-

    kerlyers met hul mediese koste bystaan.

    Dirkie was di groep se eerste begunstigde.

    Dirkie, n absolute motorfietsliefhebber,

    het in Januarie vanjaar weer begin werk in

    wat hy as sy droom-loopbaan beskryf by

    KTM se Kaapstad-tak.

    In April 18 maande na sy oorplanting

    het Dirkie n terugslag beleef toe die kanker

    weer teruggekeer het. Hy het sedertdien

    weer chemoterapie ondergaan en is nou in

    remissie. Die Suid-Afrikaanse Beenmurgre-

    gister konweer daarin slaag omdie skenker

    in Amerika te kry.

    Hoewel Dirkie se mediese fonds by die

    werk vir die chemoterapie betaal, dek hulle

    slegs n klein gedeelte van die oorplanting

    self. Die oes van die beenmurg in Amerika

    en die vervoerkoste om die beenmurg in die

    land te kry, beloop sowat R250 000. Dit sluit

    danooknie anderbykomendemediesekoste

    in nie. Hy het sowat R300 000 nodig en dit

    is die rede vir ons geldinsamelingsprojek,

    s Dirkie se ma, Elana.

    Dit beloof om n heerlike gesinsdag te

    wees met iets vir alle ouderdomme.

    Daar sal drie klasse wees waaraan motor-

    fietsryers op n sirkelroete, wat grotendeels

    op sanderige oppervlak is, kan deelneem.

    Verskeie uithouwedrenne sal aangebied

    word. Vermaak vir oud en jonk, waaronder

    gelukkige trekkings, n springkasteel, gesig-

    verf, verskeie stalletjies en kos- en drank-

    verkope sal ook aangebied word.

    Registrasie is die oggend tussen 07:30 en

    08:30. Die eerste wedren begin om 08:45.

    Inskrywings is R150 per deelnemer, R40

    vir toeskouers en R20 vir kinders jonger as

    18 jaar oud..
