The City of Cape Town appointed a contractor, Peters Transport Company, for tree-pruning at Birch’s property in Children’s Walk on 5 June last year. During the process of cutting the trees, the workers from Peters Transport Company caused damage to his roof sheets, steel sliding gate, wall and guttering when one of the tree branches fell. “The gate was made by an artist friend of mine who is now dead so I would rather fix it myself,” says Birch, “I just want someone to take responsibility for what has hap- pened and pay for the damages.” Over the last eight months, Birch has been in contact with the contractor, Makkie Peters, as well as the city to determine who is liable to pay for the damage. According to local ward councillor, Tandeka Gqada, the contractor is liable to pay for the damages caused as a result of the accident. Birch supplied Peters with a quote amounting to R20 183.70 for the repairs, but Peters informed him that he is not able to pay the amount as he does not have high-risk insurance. Gqada informed TygerBurger that a meeting between the project manager, Peters Transport and the city was held where Peters advised them that he had sourced quotes to have the gate repaired and was in contact with his insur- ance company Santam, who was prepared to cover the costs. However, according to Curt Hendrikse from Santam, they have not approved the claim and they are still busy with the paperwork. Birch feels the city should have checked the contractor’s application documents and insured that he had the correct insurance for the project he tendered for. “As of 1 July 2011, The City of Cape Town insists that the companies it contracts must have public liability to the val- ue of R20 million prior to undertaking any projects of such a nature,” says Gqada, “if the company does not have the liability in place, they are considered non-responsive in terms of the tender process and the tender cannot be award- ed to them. Peters Transport Company was appointed be- fore that date, so the aforementioned regulations did not apply to them”. Birch feels let down by the City of Cape Town for not in- tervening in the situation by taking stricter action on the contractor to ensure that he reimburses Birch for the dam- ages and he is still awaiting payment. What’s feller to do?JESSICA BOTES

What was supposed to be a simple tree-felling hasturned out to be a nightmare for Penhill resident GregBirch, who’s been struggling for almost eight monthsto get compensated for the damage incurred after oneof the tree branches came tumbling down.

The City of Cape Town appointed a contractor, PetersTransport Company, for tree-pruning at Birch’s propertyin Children’s Walk on 5 June last year.

According to local ward councillor, Tandeka Gqada, thecontractor is liable to pay for the damages caused as a resultof the accident.

Birch supplied Peters with a quote amounting toR20 183.70 for the repairs, but Peters informed him that heis not able to pay the amount as he does not have high-riskinsurance.

Gqada informedTygerBurger that a meeting between theproject manager, Peters Transport and the city was heldwhere Peters advised them that he had sourced quotes tohave the gate repaired and was in contact with his insur-ance company Santam, who was prepared to cover thecosts. Morsige rivier plaJESSICA BOTES

Tips to guard against crimeThe police want residents to be more awarewhen it comes to crime.

In recent weeks there has been an in-crease in incidents involving theft from ve-hicles and housebreaking.

To avoid vehicle related crime:When you park your vehicle make sure

that the doors and windows are closed andlocked.

Fuel price pressures taxisDESIREÉ RORKE

With the new petrol increase of 34 centsper litre taking effect today, thousands oflocal commuters might feel the pinch inweeks to come.

The petrol price now stands at R10.65 perlitre for 95 Octane.

The South African National Taxi Council(Santaco), last week called a meeting to dis-cuss the impact of rising fuel prices on theindustry, and fare increases might be inevi-table – although not immediate – said Santa-co spokesperson Vuyisile Mente.

He said a decision on whether or not tohike fares would be taken in the comingweeks.

Santaco said it feared hiking fares furthermay result in them losing customers.

Meanwhile, local commuters who are al-ready struggling to get to and from work, areworried as to how this decision might affecttheir daily lives.

Liniwe Booi, who lives in Bloekombos andtravels to the Kraaifontein taxi rank everyday, is just one of many who will not be ableto afford taxi fare after an increase.

She currently pays R6 one way, whichworks out R12 a day and R252 per month, forthe 10km route per day.

The majority of taxi commuters out ofKraaifontein live in Bloekombos and Wal-lacedene.

“I will have no other choice but to walk,if the fares go up again,” a despondent Booitold TygerBurger.

Taxi owner Xolani Radebe feels an in-crease will be bad for business.

“Commuters will look to other forms oftransport such as trains and Golden Arrowbuses, if we increase our fares for taxis,” hesaid.

“All the taxi owners will have to meet anddiscuss all the factors involved before we

even think of an increase,” he said.Gary Ronald, spokesperson for the Auto-

mobile Association of South Africa (AA),told TygerBurger this fuel hike was mainlybased on current exchange rates, as the priceof crude is stable.

“We could see another increase at the endof February when the fuel levies are adjust-ed,” he added.

Many daily taxi commuters in Kraaifontein will be affected if taxi fares increase after the latestfuel hike.

Lindiwe Booi will have to walk to and fromwork, should the taxi fare increase.

Kleinvlei police are calling on all pe-ople who have applied to renew theirfirearm licence to come fetch their li-cences. About 20 people have appliedfor firearm licences but nobody hascome to collect their licence.

If you have applied, you are urgedto come to the police station and seeif your licence has arrived.

Time to renewgun licencesGun owners are reminded that gun licencesmust be renewed every year.

The South African Police Service in the Wes-tern Cape would like to remind licensed fire-arm owners that during 2012 many licences is-sued in terms of the Firearm Controls Act (Act60 of 2000) will expire, and need to be renewed.

This process is not automatic, and a licenseewill have to submit an application 90 days priorto the expiry date at his or her local police stati-on in terms of the mentioned legislation.

They would also like to encourage firearmowners to make an enquiry at their police stati-on where an application was submitted, as li-cences are often left uncollected.

The ownership of a firearm is not only gover-ned by legislation, but is also a huge responsibi-lity and the police therefore appeal to firearmowners to take all necessary care.

The doors of the Eva Krotoa Sub-stance Abuse Recovery Health Cen-tre will soon be opened as prepara-tion is under way for its launch inFebruary.

This is the initiative of BishopGail Lawrence, a community leaderliving in Electric City.

“The morale in our communityhas taken a dip as a result of crimi-nal activities which are fuelled bythe habits of drug addicts in ourcommunity,” Lawrence said.

The Centre has qualified counsel-lors and facilitators who workclosely with the faculty of socialwork at Stellenbosch University.

This centre only caters for theneeds of women as Lawrence be-

lieves that there are not enough re-hab centres for women. Their goalis to give women a second chanceat life, to find themselves and havethe opportunity to sort their livesout.

“Ashumansweall fail and shouldbe given a second and sometimesthird chance,” said Lawrence.

The women at the centre will betaught life skills and go throughcourses like needlework, computerliteracy, hair dressing and styling,as well as cooking and baking class-es.

The centre is named Eva Krotoa, after the Khoi woman who was a do-mestic to Jan van Riebeeck and hiswife Maria. She became fluent inDutch and then worked as a transla-tor for Dutch settlers who wanted to

Major marchsays no todrug abuse

GARY VAN DYK

Drug abuse among youth is becoming a big-ger danger in communities.

Recent research and surveys in the areaby the Former Tik Addicts Reach Out(FTARO), and Mothers Against Drug Abuse(MADA) have revealed there is a lot moreat stake if the problem is allowed to spiralout of control.

“The issue of drug abuse among youthshas become so worrying that if nothing ur-gent is done about it our future as a nationmay be shattered,” says Dhakir Christiansof the organisations.

“The manifestation of the dangers of drugabuse among the youth is not far fetched asit can be clearly seen in the alarming ratesof crime perpetrated by young people in allcommunities.

“Unfortunately most of these problemsbeginathomebecause theyare getting thesebad habits from their domestic situations.

“Whatever is done in the family, the childwill most likely follow suit and this has theeffect of posing greater problems that affectall those around them in their communitiesand at school.

“In some cases this filters to the child whocomes from a good home but is drawn todrug abuse through peer pressure. Thisbreaks down the good foundations thatthere are in many homes and we have foundthat this trend has been increasing in recentyears.”

With these problems in mind the two or-ganisations are planning a major anti-drugmarch in Belhar and would like to invite thecommunity, interested organisations andschools of Belhar and the surrounding areasto participate in this awareness campaign.

The proposed march will start at BelharHigh in Suikerbossie Street, and end at theReading Room in Chestnut Place.

While the school is still gearing up to cele-brate the new classrooms at the school, thenew hall became the venue for celebrationwhen two visitors were on hand to give thema cheque for R22 000 for the project at theschool.

Last year in November we covered the sto-ry of a group of men attending the MightyMen conference in KwaZulu-Natal who soldboerewors rolls to raise money for theproject in Delft (TygerBurger 9 November,Manne Braai vir Delft-kinders). This dona-tion was a result of their hard work.

Epilepsy warningA tragic accident in Elsies River hasprompted warnings to epilepsy suffer-ers.

Epilepsy South Africa would like to ex-press their heartfelt condolences to thefamily of the driver – who apparently hadepilepsy – who crashed his car into a pri-mary school in Elsies River. (www.tyger-burger.co.za article dated 20 January,Toddlers seriously injured in crash atschool.)

They also extend support to the fami-lies of the children injured during the ac-cident, praying for their speedy recovery.

Clearly, this is a matter that touchedmany people as evidenced by the 496 com-ments posted on the website relating tothis accident.

Getting a driver’s licence is a signifi-cant moment for any person; it representsfreedom of movement and independence. However, it also represents the seriousresponsibility of practising road safety.

As the only national organisation serv-ing people with epilepsy, we recognisethat if you have epilepsy, this responsibil-ity is even greater. Thus, you shouldmake the decision about whether it is safefor you to drive after careful considera-tion of both your doctor’s advice andSouth African law.

The law regarding driving and epilepsydiffers quite considerably in differentparts of the world. According to the SouthAfrican National Road Traffic Act (Regu-lations 99 and 102, section 15) you are notpermitted to drive if you have uncon-trolled epilepsy.

Apart from this, deciding whether youshoulddriveornot is left to the individualconcerned and his or her doctor. The deci-sion is based on the type and severity of

seizures, and the degree to which they arecontrolled. Studies have shown that peo-ple with uncontrolled seizures do have anincreased risk of a car accident; peoplewhose seizures are controlled, however,do not have a significantly increased risk.

As a general rule a person with epilepsyshould be seizure-free for two years be-fore driving. Regular follow-up examina-tions by a neurologist are essential andcompliance with prescribed treatmentand accurate reporting of seizures, amust.

Even if your seizures are controlledand your doctor has given you the OK todrive, it’s important to always rememberthe following:

. If you changeor stopyourmedicationsuddenly, stop driving until your doctoradvises you it’s safe to be on the roadagain;

. If you have a seizure for the first timein years, stop driving and consult yourdoctor;

. Don’t drive when you’re tired, stressed or ill, as you’re more likely tohave a seizure at such times, and

. Never drink and drive. An inability todrivedue to epilepsy can

be very frustrating and a blow to yoursense of independence.

It is important to note that all seizurescount, even minor ones, no matter howyou view your condition.

If a person with epilepsy continues todrive while seizures are uncontrolled he/she will not be covered by insurance andwill not only be committing a legal of-fence, but placing him/herself and otherroad users at risk.

For further information and ideas onstaying mobile and independent, contactyour nearest branch of Epilepsy SA.

“As so iets jou tref, word jy letterlik en figuurlik in diedonker gelos.

Daarlangs die see het ekweer my voete ge-vind.

Free call for city queryThe first free-call telephone de-vice in an informal settlementhas been installed inFisantekraal.

This pilot project enables resi-dents to contact the City of CapeTown with their municipal ac-counts and service-related queries.

This follows the installation of atotal of 50 free-call lines in city facil-ities, including libraries and mu-nicipal offices to improve commu-nication with residents.

The project is the next phase ofthe city’s free-call services for anew24-hour free-call line to improveservice delivery, specifically foruse in informal settlements.

At the launch of this pilot projectlast week, executive mayor of CapeTown, Patricia de Lille said fivemore free call lines will be installed

in other informal settlements “oncewe have reviewed the effectivenessof system”.

The call centre receives on aver-age 83 000 calls per month, she said.

“This administration is fullycommitted to building a caring cityfor all Capetonians. For us to real-ise this, we must constantly exploreways to provide the best possiblelevel of service to all communities, most especially to the poor.

“In order to ensure that we pro-vide quality services and to ensurethat we are responsive to citizens’needs, the city has a number of com-munication channels available toresidents to lodge their com-plaints,” she said.

The telephone device will beplaced in a central and secure loca-tion to ensure that it is easily acces-sible to the rest of the community.

Big YES to Wetlands DayIn celebration of World WetlandsDay tomorrow (Thursday), theCity of Cape Town will be hostingvarious wetland education pro-grammes as part of its Youth En-vironmental School (YES) pro-gramme.

To date, the city has set asideover 30 areas within the metroboundary to be managed as na-ture reserves, many of which sup-port wetlands. These reserves in-clude Milnerton’s Table Bay Na-ture Reserve and the TygerbergNature Reserve.

Programmeswill also behostedat wetland areas outside these re-serves, such as Intaka Island at

Century City from 09:00 to 13:00.Contact Paul Arends on

021 487 2567 for more informationon the Intaka Island programme.

Finally, displays will be set upfor the general public at the Mil-nerton and Brooklyn/Rugby li-braries during the month.

The theme for 2012 is “Wetlandsand Tourism”, which emphasisesthat responsible tourism sup-ports wetlands and people. Tour-ism can have both positive andnegative impacts on wetlands, and also on Cape Town’s uniqueand irreplaceable biodiversity.World Wetlands Day is a time tohighlight wetlands as great plac-

es to visit, but to also stress theneed for care and respect of wet-land environments.

The YES programme activitieswill all revolve around environ-mental education, wetlands andnature reserves and theYES teamwill involve over 2 000 learnersfrom Cape Town.

Programmes will feature activ-ities such as purification experi-ments, water droplet pledges andanalysis of wetland samples, andare aligned to the curriculum.

For more information visitwww.capetown.gov.za/naturere-serves or www.capetown.gov.za/youthenvironmentalschool.

World Wetlands Day will be celebrated at wetland areas all overCape Town, such as Intaka Islandat Century City.

Nonracial sport in W CapeMARK WARD

The state of non-racialism and de-velopment in Western Cape sportwill be the subject of an independ-ently hosted symposium.

Cheryl Roberts, a respectedsports activist who in recent yearshas actively campaigned for femaleparticipation in sport, will host theevent in conjunction with the Sportand Recreation Council of the Cityof Cape Town.

The former table tennis star, whoparticipated at Olympic level, saidthe reason for the hosting of theseminar is the slow pace of transfor-mation in South African sport ingeneral.

“This is a platform to engage indialogue and conversation aboutour guiding principle, which is ofcourse non-racialism in sport,” saidRoberts.

“It will focus on, and try to thrashout, what we should know and im-plement when we talk about devel-opment and developing sport.”

The event will take place on Sat-urday 4 January from 09:00 at theAthlone Stadium.

According to Roberts, the sympo-sium is independently hosted.

It is open to all, especially offi-cials and administrators at provin-cial level, leaders of sports councils, district associations, club and com-munity sports structures, coachesand selectors, tertiary educationsports officials and government of-ficials.

“We need many minds to be ex-posed to non-racialism in sport.

Twenty years after sports unifi-cation, following decades of anti-apartheid sport struggle, we havebeen catapulted into an era of mon-ey and professional sport, with

class, colour and gender imbalanc-es,” said Roberts.

“Development is vital for everysport if they are to survive into thefuture, but participation has, overthis period, dwindled.

“I don’t think the emphasisshould be on elite participation buton building the foundation of sport,in conjunction with local govern-ment and sports federations.

“By implementing developmentprogrammes, we must work from anon-racial perspective.”

Additionally, all delegates attend-ing the symposium will receive acopy of Roberts’ book titled No Nor-mal Sport In An Abnormal Society–

Struggle For Non-Racial Sport inSouth Africa: From Apartheid ToSports Unity.

For more information please callCheryl Roberts directly on 082 6918547.

Morris on loan to SantosTHOMAS CAROLUS

Engen Santos has comfirmed therumours surrounding Bafana cen-tral defender, Nasief Morris whowill be joining the Landsdownebased club for the remainder of theseason.

Goolam Allie, the Santos chair-man, confirmed that the formerRacing Santander defender hasjoined “The People’s Team’’.

“The deal for Morris is done, it’sa loan deal for six months,” said Al-lie.

After having displayed a poor de-

fence for the opening half of the sea-son, Santos will look forward toMorris returning them to their glo-ry days of being a defensive strong-hold.

Morris is the second big name tojoin the ranks of the team duringthe January window period, follow-ing the confirmation of former Kai-zer Chiefs and Orlando Piratesstriker Gert Schalkwyk.

In an attempt to clear up specula-tions regarding the coaching staff.Allie has made it clear that he is noway rushing to make a change forthe sake of making a change.

His beliefs draw from the fact thatEngen Santos has assembled theirstrongest squad for a number ofyears. As it stands, Duncan Crowiewill continue to hold the reignswith Boebie Solomons still main-taining his position on the techni-cal team.

This announcement does notspell out the end for current headcoach Solomons, in fact he was partof the decision to bring Crowie tothe forefront, indicating the teamneeds rejuvenating. “We reached apoint where we had to do some-thing,” said Solomons.

Hellenic backwith new ideas

LIAM MOSES

Former Premier Soccer League team Hel-lenic have reformed almost eight yearsafter closing down when their PremierLeague franchise was sold to Benoni Pre-mier United.

The team, which is now based in Milner-ton, started training in November last yearand will field three teams in the SuperLeague of the Cape Town Tygerberg FootballAssociation.

According to GrantVeitch, operationsmanager at Hellenic, the club was restartedafter he and MarkByrne, former Hellen-ic player and coach, and the current direc-tor of football, ap-proached the Haji-dakis family to pur-chase the namingrights.

The Hellenic namewas then superim-posed on to BloubergCity Football Club, and a large contingent ofstaff set up shop at the team’s Tygerhof base.

Veitch says developing Cape Town’s abun-dant football talent will be the main aim ofthe team for the immediate future.

“We think there is something missing inCape Town football at the moment. There arecertain clubs and academies around that saythey are the benchmark for youth develop-ment,” said Veitch. “We believe that thebenchmark should be at another level, which we think we can offer.”

The club will function primarily as a foot-ball academy, hoping to develop players thatthey can sell on to professional sides for aprofit, and Veitch hopes that the Hellenicname will help to attract these talentedyoungsters to Milnerton.

Veitch says that he and Byrne also hope

to rebuild the Hellenic brand to its formerglory. “The name will attract a lot of atten-tion and we then have to live up to that ex-pectation. It’s very important that this nameis lookedafter, to thebest of ourability,” saidVeitch.

“And our aspirations are to get Hellenicto where it was all those years ago, up intothe PSL. It’s a very long-term project, but atthe same time it’s something that we are do-ing as a 10 to 15 year programme.”

Hellenic have three coaches for each oneof the three teams currently at the club, as

well as a dedicatedgoalkeeping coachand a biokineticist.

The size of thecoaching staff is muchlarger than mostteams of Hellenic’ssize, but it is the quali-ty of the individualswhich is even moresurprising.

Byrne himself is theformer head of devel-opment at Udinese, while respective u-17and u-13 coaches Ne-

ven Payne and Cecil Ntlebi held the same po-sitions at the original team before it closeddown.

Veitch said that three of the coaching staffare Union of European Football Association(UEFA) accredited and one has the highestlevel of South African Football Association(SAFA) coaching certificate. According toByrne, the high number of staff memberswill help the club to develop the players tech-nically, mentally and physically.

“We have said that our programme is todevelop the individual holistically,” saidByrne.

“I have played overseas, I have coachedoverseas, I know the levels that are required, and it’s hard. We have too many players whogo overseas and then within a year comeback again because they can’t survive.”

Clayton Williams (in blue), of Grassy Parkbased side Evertonians, jumps to control theball ahead of Matroosfontein player Junaid Ismail at the Greens in Manenberg on Sunday29 January. The teams played to a 00 draw in a Metropolitan Premier Cup playoff match.
