This is according to a city of Cape Town interim manager for public lighting, following a complaint from a Forest Heights resident about the constant burning of street lights in Eerste River. Wim Braamse was recently con- cerned over the waste of electricity as a result of street lights burning throughout the day. “Until two weeks ago the lights were shining in my street. What is the use, the sun is shining bright and it’s 30 degrees outside?” Braamse asked. He monitored some streets in the area and found lights in a number of streets including Begonia Street, Blue Downs Road, Bloekom Road and a part of Hindle Road. He felt so strongly that an exam- ple should be set by the city that he sent an email to the executive may- or of Cape Town, Patricia de Lille. Following his letter, Braamse was referred to the electricity de- partment in Bellville. “We have to save power because of the power shortage at Eskom, but I feel we also have to save electricity to protect the earth,” he said. After Braamse lodged his com- plaint, the lights in his road were turned off, but in other streets the lights were still burning. In response, the interim manager said there could be a few reasons for street lights burning during the day. “A technician could be working on the street lights to test if they are working after someone has lodged a complaint. There could also be a fault on the network which could be linked to the light’s photo-electric cell. A photo-electric cell is a sensor which turns street lights on when it becomes darker and off when it becomes lighter,” says the manag- er. He said another reason lights are left on is to prevent criminals from committing cable theft. “It is not the ideal way to combat this crime but it is just one of the ways. Once a line has been stolen, it takes up to four months to replace the line,” he said. Some of the older lines are being stolen as they are made from copper but the new lines are being made of aluminium. Unfortunately, even though these lines are not as valuable as the cop- per ones, there is still a market for them. The city would like the public to be their eyes and ears to help pre- vent the theft of cables in their area. If anybody would like to report ca- ble theft in their area they can con- tact the city’s cable theft hot line on 0800 225 669. If you would like to report faulty street lights you can contact the city on 0860 103 089, email them at pow- [email protected] or SMS them on 31220. A Sarepta resident is outraged over thegradual destruction of a vibracrete wallwhich fences off the residential area fromthe R300.

“We live in fear because we have no protec-tion from thieves breaking into our homes.People now have easy access to the residen-tial area from the R300 and they have an easyescape route via the R300,” says the resident.

Attempts have been made to stop peoplefrom stealing parts of the wall.

“I havephoned thepolice to tell themaboutthe wall. They caught the thieves red-handedand arrested them but they were later re-leased. It made no difference, they are stilldestroying the wall,” he says.

Ward councillor Jacob Jacobs says hishands are tied, “because the wall was put upby the provincial government and does notbelong to the municipality, there is nothingwe can do until the owner of the wall lodgesa complaint”.

Jacobs has been in contact with the SouthAfrican National Roads Agency (SANRAL)who is responsible for the maintenance ofthe road reserve along all national routes, inan attempt to resolve the issue.

According to Kobus van der Walt, regionalmanager for SANRAL, this specific develop-ment along the R300 was approved in Novem-ber 2004 with the condition that the propertyowners maintain the walls instead of SAN-RAL’s requirement of palisade fencing.

SANRAL has tried various types of fencingalong the R300 and over the years it has beenproved that the palisade fencing works bet-

ter than the vibracrete walls which are moreprone to theft.

“We believe that the breaking down of thevibracrete walls is more of a criminal issuethan an engineering one. SANRAL has there-fore, as part of the Freeway ManagementSystem, deployed CCTV camera surveil-lance along the R300 and is working with theMetro Police to conduct regular surveillanceof road assets, including fencing, using theCCTV surveillance as a tool. The issue how-ever remains a criminal one, which SAN-RAL alone cannot address,” says Van derWalt.

SANRAL has replaced parts of the wall afew times.

“To date we have spent in excess of R30 000on repairing this specific wall. As part ofmaintenance we continue to repair the fenc-

es to the best of our ability and available re-sources, knowing that it could save a life,”says Van der Walt.

In a bid to ensure the safety of pedestriansalong the R300, City of Cape Town traffic of-ficers distributed 1 500 safety pamphlets topedestrians during peak traffic hours.

Officers have noticed that some pedestri-ans are reluctant to use pedestrian bridgesto cross the freeway, and opt instead for theshortest possible distance between twopoints.

The problem is compounded when motor-ists stop on the freeway to pick up pedestri-ans or would-be job-seekers.

Even though pedestrians are not allowedon freeways, Traffic Services appeals to mo-torists to be vigilant and aware of pedestrianactivity.

Police are calling for calm, after a guarddog attacked a child.

While a Belhar toddler is still in intensivecare after being mauled by a dog, police havesquashed rumours that other children hadbeen attacked.

The community is still in shock afterthree-year-old Lincoln Nimmerhuidt was at-tacked by a Rottweiler that ran out of the Per-severance Secondary School.

At the time of the attack at about 08:00 onSunday he was walking to the doctor withhis stepfather, Uzent Links.

According to the police report Links de-scribed how the dog grabbed Lincoln by theneck and would not let him go.

Apparently the dog was part of security atthe school but dug its way out of its holdingarea and ran out of the school.

Links also described how the dog wouldnot let go of the boy and tried to drag himinto the school, even when he tried to throwhimself at the dog to let him leave the tod-

dler. The youngster was taken to Karl Bremer

Hospital and underwent surgery for injuriesto his head, face and body.

Police spokesperson W/O November Fi-lander said the dog was put down by the Soci-ety for Prevention of Cruelty to Animals(SPCA).

A case of letting a dangerous dog stray wasopened against the unnamed security com-pany operating at the school.

Police have called for calm in the area afterrumours that dogs from this specific compa-ny had escaped before and attacked otherssurrounding the school.

Capt Joe Wilson, media officer for the DelftCluster which covers Belhar, said that theserumours were not true.

“This is the first incident of this naturethat we are investigating,” he said.

“If there had been other incidents actionwould most certainly have been taken andthe public would have known about it. I amalso sure that if there were any victims theywould not have hesitated to report it

“We are all aware that the community is

concerned for this little boy but we cannotlet emotions based on rumours make mat-ters worse. The police will be investigatingthis incident to the fullest and if there is anycriminal wrongdoing the proper punish-ment will be meted out to the guilty parties.”

At the time of going to press, Lincoln wasstill in a critical condition.

. A dog trainer in the community who didnot want to be named, said that this incidenthighlighted the need for proper dog controltraining in security companies.

“A properly trained dog would not havewanted to escape from the school, and thisshows that maybe the handler also had a partto play in allowing this to happen.

“These breeds need stimulation, and asworking dogs their patrolling is that stimu-lation, but it must be done at regular inter-vals. When you stop this stimulation prob-lems like this can happen. There is legisla-tion in place that all dog handlers in thesesecurity companies must be certified in dogcontrol, and the company involved must alsoprove that the dogs were trained for specifictasks by a certified trainer.”

The popular SPCA Woefie-Wandel will take place atNitída Cellars in the Dur-banville Wine Valley onSunday, 18 March 2012 at09:00.

Walkers can choose ei-ther the family-friendly2km meander through low-lying vineyards or the long-er 4km route with breath-taking views of TableMountain and Robben Is-land.

Afterwards, walkers andtheir dogs can relax and en-joy a picnic under umbrel-las on the banks of the es-tate’s dam.

“We are committed to dis-covering new ways to helppets lead healthier, happierand longer lives; this ex-tends beyond just what wefeed our animals and reach-es into the realm of how weinteract with them andspend quality time withthem. TheWoefie-Wandel isa great way to do this whilealso helping the SPCA pro-tect and care for less-fortu-nate animals,” says AudreyBirkenstock from sponsorPurina.

Being an off-road countrywalk, the SPCA encouragesall entrants to wear properwalking shoes suitable for

walking on dirt roads.“We also want to caution

owners of short-nose breeds(i.e. bulldogs and pugs) andthose with older dogs withjoint problems, to consulttheir veterinarian beforecommitting to taking partin the walk. Puppies underfour months are not permit-ted to take part and ownersof large breed dogs 18months or younger, shouldconsider walking a shorterdistance, as extended walk-ing can put undue pressureon delicate skeletal struc-tures and muscles and canimpact their growth platesand affect joint develop-ment”, says Juan August,SPCA events co-ordinator.

Water points will beavailable along the routes.

Entry forms are availableat selected Pick n Pay storesin the northern suburbsand local veterinarians.

Daar is 18skole in dié gebiede.

. Selfondersoek – vra jouself afwatter aandeel het jy gehad in dieonmin. Ondersoek jou eie motiewe.

. Vergifnis.

. Kommunikasie.

. Jy moet verskoning aanbied enjy moet ook verskoning aanvaar.

. Toewyding aan die herstelde

verhouding.

Versoening is soms baie moeilik.

Versoening is niealtyd nodig of selfswenslik nie. ’n Voor-beeld is waar ’n vroumishandel is in diehuwelik. Hier moetsy skoon breek enaangaan met haar le-we.

jy my vergewe.

JANA BEKKER

“Dít is hoekom ek Sha-vathon ondersteun. Ekhet in 2007 wéér my hareafgeskeer, maar daarnawas ek ’n televisie-aan-bieder.

The idiom many hands makelight work was brought to lifewhen two organisations and auniversity pitched in to helpbuild a playground on Saturdayin Mfuleni.

This group effort was the first legin the Shacks to Chic project by theSouthAfricanSustainableDevelop-ment Initiative (Sasdi). As it was avolunteer day, they were assistedby University of Cape Town (UCT)students and volunteers from aSwedish organisation calledFriends of Mama Amelia.

The objective of the day was tocreate a playground for the some-

what 80 children at the SakhumziEducare Centre.

Though it was a hot and windyday, everyone gave of their timegenerously and without complaintto create a safe working environ-ment.

“One of our big problems is sand,so we are trying to make it decentfor children to play in,” Ali Corbitfrom Sasdi said.

They had received four donatedtrees from Habitat for Humanity, tyres from a resident in Mfuleniand wood chips from StanlerFarms.

Friends of Mama Amelia havebeen supporting the Sakhumzi Edu-care Centre financially for the pastseven years. This time they came

down to the heart of the townshipto extend a helping hand by physi-cally pitching in and breaking asweat to build the playground.

“I am happy that people care andthey take it forward as it’s so impor-tant,” said Eva Lund from Friendsof Mama Amelia.

A grateful Mama Amelia said: “Iam very very happy that this is hap-pening to the educare. It’s what thechildren need to make a differ-ence.”

With the playground takingshape a sense of pride could be seenamongst the volunteers.

“It’s an amazing day where help-ers worked together to make a dif-ference for 80 children,” said AliCorbett from Sasdi.

NEWCOLOURSJUST ARRIVED

The year is only a couple of months oldand the first phase of the early enrol-ment process for the 2013 school yearwas already rolled out on Thursdaylast week.

Each year the Western Cape educationdepartment (WCED) stresses the impor-tance of enrolling children early forschool, especially for parents of childrenwho will be entering Grade 1 or Grade 8the following year.

Early enrolment allows the WCED toplan for the year ahead, which depends onknowing how many learners will be inevery school in 2013 well before the endof this year.

“We can then make provision for text-books, educators, furniture, and otherlearning materials that are needed so thatwe can start the school year on time andprepared,” says Donald Grant, WesternCape minister of education.

“Early enrolment is also important be-cause parents do not always get their chil-dren into their first schools of choice. What we have found in previous years isthat parents apply only to a small numberof schools and inmany instances, onlyoneschool.”

Parents are not guaranteed their firstschools of choice and they need to be pre-pared for the fact that their applicationcan be unsuccessful.

“Being on a waiting list is also not aguarantee that the learner will be admit-ted to that school. Applying early allowsparents to consider in good time more op-tions available to them. It also allows usto assist where necessary. There are are-

as, especially in the metro region, whichare in high demand.”

The first phase of enrolment will end onFriday 22 June.

Parents must first deal directly with theschools at which they wish to enrol theirchildren and apply.

He says parents should be informed bythe beginning of July if their applicationhas been successful.

This allows parents sufficient time tolook for alternative schools at which to en-rol their children in the second round.

The second phase will begin on Monday16 July.

If parents continue to encounter diffi-culties in enrolling their child, they mayapproach their local education district of-fice for assistance. Contact details of therelevant education district office may beobtained from the school.

Parents must provide the following doc-uments when submitting their applica-tions:

. The child’s birth certificate (baptis-mal certificates are not regarded as proofof birth date);

. Immunisation card, and

. Transfer card or the last report cardfor learners who have already been toschool.

Schoolsmayenrol learners provisional-ly if these documents are not available.

They will give parents and guardiansreasonable time to submit them.

“Make use of this opportunity and takeresponsibility for the education of yourchildren by enrolling early,” says Grant.

“By enrolling early we can make educa-tion better together.”

Disabled students have been given the fuelfor their studies with new bursaries fromPetroSA.

South Africa’s national oil company hascome to the assistance of tertiary studentsliving with disabilities, establishing a bur-sary programme for the physically chal-lenged.

This week PetroSA signed an agreementwith the Cape Peninsula University of Tech-nology (CPUT) to establish the CPUT-Petro-SA Bursary Partnership.

The bursary programme will ensure fi-nancial assistance to CPUT students livingwith disabilities. It is the culmination of aprocess started in 2010 when PetroSA in con-junction with CPUT hatched the idea offunding students with disabilities.

Thirteen students have been granted fullbursaries to study for qualifications in thefields of Information Technology, Engineer-ing, Accountancy and Human ResourceManagement.

Darrin Arendse, PetroSA’s vice presidentfor human capital, said the organisationwould ensure that the bursary recipients re-ceived adequate financial support, includ-ing internships, to allow them to qualify andgain on-the-job training in their chosen ca-reer fields.

“At PetroSA we recognise not only the im-portance of appointing people living withdisabilities, but also the glaring need to en-sure that we create the opportunity for themto receive the best available training.

“This groundbreaking initiative ensuresthat PetroSA leads the way in providing ade-quate support to persons living with disabil-ities,” he said.

Dr Nina du Toit, head of the DisabilityUnit at CPUT, was excited about the bursa-ries.

“Our students have to face numerous bar-riers in their lives. Coming mostly from dis-advantaged backgrounds, these studentsstruggle financially to register at the institu-tion, to be accommodated and to get accessto the academic environment in uniqueways.

“Academic access includes specialisedsoftware programmes, adapted hardware, assistive devices and trained staff members, among other things, and it is essential tohelp improve the students’ chances of com-pleting their studies successfully.”

JANA BEKKER

My kind se

skoolgeld moet betaal word,” sê dieanonieme man.

“Hy hetmy selfrespek vir my teruggegee.”

“Toe verloor ek alles – my vrou,my kinders, my twee pitboelter-riërs, my khoi-visse en tot my bud-gie,” sê hy.

–Rom 14:4”.

Daar staan geskryf: “Wie is jy watdie huiskneg van ’n ander oordeel?Hy staan of val met betrekking totsy eie heer; maar hy sal staande bly, wantGod ismagtig omhomstaandete hou.”

“Wanneer mense my skel envloek draai ek my bord om met dié

“Ek staannet met my bord.”

‘Nie alle straatmense is sleg nie’

Rent collection in the com-munity is becoming easierfor residents.

The City of Cape Townwill commence with the city-wide roll-out of its door-to-door rental collectionproject, following highlysuccessful pilot pro-grammes in Atlantis, ElsiesRiver and Retreat.

The project was initiatedin order to make the pay-ment of rent easier for resi-dents who reside in city-owned properties, in all ofthe city’s rental and sellingschemes. Residents will beable to pay their rental feesfrom the convenience oftheir own homes as well asmake arrangements formore flexible payment ar-rangements, thanks to col-lectors who visit theirhomes.

The city’s contractors,Trace Online, will appointthe collection team from

within the specific commu-nities in which they willwork.Thiswill create job op-portunities through thecity’s Expanded PublicWorks Programme.

The rental income re-ceived is used to maintainthe city’s rental stock, withnumerous upgrade projectscurrently under way, thusensuring ongoing mainte-nance and upkeep of rentalhousing.

Residents can also paytheir rental fees at their lo-calHousingOffices; at anyofthe city’s cash offices; or atShoprite, Pick n Pay and thePost Office.

As part of their commit-ment to making Cape Towna Caring City, they remainmindful that some of the res-idents in city-owned proper-ties do not have the financialmeans to pay their monthlyrental fees.

In such cases, they will as-

sist the occupants in apply-ing for an indigent grant. Ifresidents qualify for an indi-gent grant, they will only berequired to pay a minimalamount towards their rent.

Where residents who arestruggling to pay do notqualify for an indigentgrant, they will be assistedthrough with debt manage-ment processes.

The city is also aware thatsome residents who current-ly reside in rental unitsmight not be the rightful ten-ants. In such cases, the cur-rent residents will be re-quired to enter into a month-to-month contract.

Additionally, the HumanSettlements Directorateruns an incentive schemewhere, each month, debtorswhohavepaid their rent reg-ularly for three consecutivemonths can win one of sixprizes of R1 000 in shoppingvouchers.

Paying rent now easy

Critical care is spreadingin communities.

The City of Cape Town’sSocial Development andEarly Childhood Develop-ment Directorate is ex-panding its Local Net-works of Care (LNOC) pro-gramme to cover the entirecity.

LNOC is a structural pro-gramme made up of localpeople and organisations, such as Policing Forums,Religious Organisations,community-based organi-sations (CBOs), non-gov-ernment organisations(NGOs) and other groups.

The programme plays apivotal role in the early de-tection of substance andother forms of abuse, and

intervenes by referring af-fected individuals to placesof support. It also assistswith the process of re-inte-gration of street people intothe local community or thecommunities from whichthey come. In addition tothis, the programme pro-vides preventative pro-grammes to communities.

As part of their commit-ment to being a CaringCity, they provide facilita-tion services in the processof establishing theseLNOCs and provide train-ing for facilitators. Theseunits are crucial in at-tempts to be even more ef-fective in caring for thepeople of Cape Town.

The training, which will

start shortly, is geared to-wards building capacity.

The city has successfullynegotiated with the Ex-tended Public Works Pro-gramme to support at least20 people from all LocalNetworks of Care, and foursupervisors will be trainedto assist with field work intheir communities so thatthe success of the pro-gramme can be ensured.

Currently LNOCs are ac-tive in Woodstock, ElsiesRiver, Mitchells Plain,Khayelitsha, Delft, Bel-lville, Gugulethu, Philippiand Uitsig/Ravensmead.

The plan is to have thisprogramme rolled outacross the city in the next18 months.

SAREL BURGER
