Description:

The 2 (two) days’ Workshop on “Learning of States from implementation of NAP from the

level of DFO and above states of Bihar, Jharkhand, Sikkim and West Bengal” was organized

in the Committee Room No. I in the Aurobinda Bhavan within Jadavpur University campus,

on 17th & 18th January 2012. 21 (twenty one) participants in the ranks of DFO, CF, and

CCFs, representing the states of Jharkhand, Sikkim and West Bengal, attended the

programme. The orogramme was graced by the presence of Prof. A. N. Basu, former Vice

Chancellor & Emeritus Professor, Department of Physics, Jadavpur University, Prof.

Siddhartha Dutta, Pro Vice Chancellor, Jadavpur University, Dr. A. K. Raha, IFS, Principal

Chief Conservator of Forests (Head of Forest Force), West Bengal, Sri P. Sukla, IFS,

CCF(Finance), West Bengal and Sri Badhwa, IFS, Inspector General of Forest, NAEB,

MoEF, GoI, New Delhi.

There was a presentation from the Regional Centre, NAEB, JU’s on ‘Centre’s Approach’ on

NAP implementation followed by interaction session and a documentary on activities of

Rupnarayan FDA under Rupnarayan Forest Division in the District of Midnapore West

Bengal. Another documentary on development of SMFE in Potka Block of East Singhbhum

District Jharkhand, an initiative of the Regional Centre, NAEB, JU, was displayed.

Thereafter, Officers from the states presented their respective strategies on NAP

implementation highlighting different constraints, short comings and lapses experienced by

them in the matter of implementation of NAP scheme. This aspect was later, discussed at

length in the presence of Sri Anoop Badhwa, IFS, IG Forest, NAEB, MoEF, GoI who assured

that the matter will be looked after by him. The programme ended on the second day with

mutual thanks giving.

Outcome:

The following issues were raised by the Participating Officers: Release of 1st installment on the basis of previous year’s physical/financial achievement

(Revised operational guidelines 6.5.1).

In a given situation when advance work has already been done but creation against the

same advance work has not been done due to late receipt of fund. Under the above

circumstance if the concern FPC agrees can SFDA/FDA go for creation against the same

advance work in the next planting season?

Involvement of FROs needs to be explored at block level for better implementation of

FDA activities.

Authority can be given to SFDA to transfer fund to other FDA within their control subject

to the ratification by the MoEF.

Fund of FDA can be kept in Savings A/c /Classic A/c and the interest thereby accrued

will help to develop revolving fund for afforestation activities.

Man-animal conflict can be considered as JFM support activities and as well as trust

building measures.

Allocation for ancillary activities especially EPA should be as per revised operational

guidelines 2009.

Accounting procedure needs to be simplified.

In Jharkhand in the financial year 2010-11, 50% of the fund was provided. Till now no

further fund has been provided. Reasons being delay in SFDA formation & other sundry

issues resulting in the tremendous loss to the plantations and the credibility of the forest

department and the JFMCs.

Higher rates for hilly and difficult terrain for the land having fragility and moorum etc in

order to green the hills and achieve success in the plantation.

Some scheme for dense forest needs to be worked out for better conservation, like various

SMC activities, fire protection, cultural operations, protection and any other activity

except plantation.

STATE: SIKKIM Statement of Issues/constraints

At administrative level:

Schemes are sanctioned by GoI normally after the monsoon (eg:2011-12,Sept)

Creating uncertainty over the area to be planted

Problems in release of payment to engaged labourers

Raising doubtfulness about the quantum of work being sanctioned by the GoI.

At field level:

Apart from the existing components the following components may also be included:

Human-animal conflict/crop damage especially in the Wildlife FDAs

Human injury by Wild animals (Himalayan black bear)is common in the state

Cattle Killing by wild animals(Leopard and Black bear) also common in the state

Crop damage by wild animals also common.

Mobilization of rescue team

Non-forest base income generation activities may also be promoted

►Description: The two day workshop organized for VFMPC members and Frontline Staff of Forest Department on convergence of different Development Department activity in the state of Bihar. The deliberation for the other Department of Bihar state reveals that the schemes are operated with the active involvement of Panchayati Raj Institutions. The funding are for state Govt. and Central Govt. under the above circumstances exclusive involvement of VFMPC members in such schemes may not be feasible but in the case of

entrepreneurship development for few schemes of Fishery, Horticulture and animal Husbandry linkage of VFMPC groups can be involvement with formation of SHGs. ►Outcomes/Recommendations: The two day workshop on developing linkage of VFMPC members in the Development schemes of the State Development Department with NAP as such will be a difficult proposition except principle, endorsement of the state’s policy with concurrence of Central Govt. is available in schemes when entrepreneurship development is carry out by Development Department of the state. The linkage of Development Department schemes of the state Govt. with that of NAP activities carried out under SFDA will have to categorized by MoEF, GoI.

►Description: The workshop creates a common platform to discuss and establish linkage among the developmental oriented departments so as to enhance the alternative livelihood generations to boost the quality of life of the forest fringe dwellers and ultimately assisting the forest conservation. The specific emphasis was given for the cultivation of Tassar and Lac, Dairy Development and NTFP based product development. The Officers from relevant department explained the details of cultivation/development/rearing as applicable for product oriented effort. They also described the govt. schemes which may help the initial start of the intervention. Scientists from IINRG also described the potential entrepreneurship options along with the details of training they offer for the farmers. The participants also became aware regarding the sources of funds/loans and possible insurance covers from the resource persons. Scientists and faculty members of Jadavpur University also explained the cases of integrated development and interdepartmental linkage for successful establishment of SMFEs. ►Outcomes/Recommendations: There is lots of scope for linkage establishment of NAP implementation with other departmental work/schemes for enhancement of livelihood options of the rural poor by lac cultivation, Tassar cultivation, Reeling spinning and Weaving of Tassar, Dairy Development or other natural resource based entrepreneurship. The participants got all relevant information and they showed great interest for successful ventures for entrepreneurship development.

The activities under irrigation, Road construction and also allied activities are taken up with Development fund of the state where agency is engaged who carry on the work by engaging persons i.e. villagers and an virtually wage earns. Now the question arises as how the JFMC people can be involved in Development Departments activity through the convergence programme with NAP programme and the state’s Development Department activities. The linkage as such in there programme with JFMC becomes a difficult position. ►Outcomes/Recommendations: (i) The deliberation of workshop reflects that the development schemes run at village

level are carried out by the Panchayet. The wage earns are engaged by the Panchayet through agency. This as such does not directly benefit JFMC member.

(ii) The Dept.’s like Sericulture, Horticulture as well activities Floriculture which directly involves willing of activities can as such gets benefited by convergence programme of development programme of the State.

(iii) In the development programme which are carried out by way of entrepreneurship Development by JFMC group financial assistance through Bank need be provided by forming SHG’S.

Description:

As part of the approved work programme of the Regional Centre, NAEB, Jadavpur University Kolkata, the Interdepartmental workshop for convergence of NAP and other schemes to facilitate economic development of JFMC members in the state of West Bengal of two days’ duration was organised by the Centre. Considering the relevance and importance of the matter the Principal Chief Conservator of Forests, West Bengal suggested that the workshop be organised at Purulia District in South Bengal and Nature Interpretation Centre, Sukna, Darjeeling District in North Bengal. Purulia Chapter Accordingly, the workshop at Seminar Hall, KALYAN, Purulia was organised on the 5th & 6th of January 2012, in the Seminar Hall of KALYAN at Purulia. The D.M., ADM, and the District-heads of line Departments etc were contacted well in advance to ensure their participation. Total 48 participants, including DFO, Range Officers, Beat Officers, JFMC members from Purulia, Bankura, Medinipur Divisions and experts from other line Dept. viz. District Industry Centre, NABARD, Dept. of Fishery, Dept. of Agriculture attended the programme. Sri S. Das, Research Scientist, Regional Centre NAEB, Jadavpur University Kolkata, welcomed the guests. In his brief address he mentioned about the importance and relevance of convergence of different developmental scheme with NAP and asked the participants to make full use of the opportunity. Dr. Kiran Lal Das, Assistant Director of Fisheries describes in detailed the schemes available in the Fishery Dept. and scope where these schemes can be converged with NAP scheme.

Sri Amitava Biswas, DDM, NABARD exhaustively narrated different aspects of the loan facilities and emphasized on implementation methodology. He took keen interest in answering innumerable queries coming from the participants. Sri Aswini Kr. Pal, DDA (Admin), Agriculture said that now a day ‘Kishan Card’ is going to be compulsory to get any sort of benefit by the Agriculture Dept. He told all the procedures to avail the ‘Kishan Card’ for the farmers. Sri A. K. Das, DFO, Purulia stated that they will keep the matter in view while framing work programme under NAP, in future. The Interaction Session was very lively with good of number questions coming from the participants which were explained ably and convincingly by the experts in the panel. In the concluding session Sri A. K. Das, IFS, DFO, Purulia thanked the Regional Centre NAEB, Jadavpur University Kolkata for initiating this programme which is not only relevant but also extremely important with regard to forest protection. After debriefing session, all participants and personnel involved in organizing and running the programme were profusely thanked and the programme was declared closed. Sukna Chapter The North Bengal component of the interdepartmental workshop was organised in the Conference Hall, Nature Interpretation Centre, Sukna under Wildlife –I Forest Division, on the 14th & 15th of February 2012. Besides, Dept. of Forests, all the District Heads of the line Departments like Horticulture, fishery, NREGA Cell, NABARD, DIC were invited. Total 59 participants including Front level Forest officers and JFMC members from Darjeeling Division, Jalpaiguri, Wildlife – I and Wildlife- II Forest Division attended the programme. Sri M. Chatterjee, Sr. Research Scientist, Regional Centre NAEB, Jadavpur University, Kolkata, welcomed all the guests and participants, and briefly described the objective of the workshop and the perception of the Regional Centre with regard to the convergence of NAP with other developmental schemes. Dr. P. K. Saha, Asstt. Horticulturist gave a power point presentation. He elaborated about the horticulture practice they are doing and told how the JFMC members can be benefited from horticulture business. Sri George Lepcha, Jt. BDO, NREGA Cell explained in detailed how a family can be benefitted from the Individual Benefit Scheme (IBS) under MGNREGA. Sri Kalyan Das, IFS, DFO, Jalpaiguri explained in the NAP schemes and the income generation opportunities for the JFMC members. He gave stressed on the promotion of ecotourism as there is huge scope for ecotourism and income generation for the JFMC members. Sri Arun Kr. Mukherjee, WBFS, DFO, NTFP Division gave a power point presentation about the income generation from Medicinal plants. In the concluding session Sri U. K. Nag, WBFS, AWLW, Wildlife- I thanked Regional Centre for organizing the workshop. He felt obliged for having the opportunity to participate in this very fruitful discussion on a very

important matter. Finally Sri M. Chatterjee thanked all participants for sparing their valuable time to take part in the programme.

Outcome:

The following outcome was achieved.

1. All Government initiatives that are applicable in the respective JFMC areas are to be

short listed and the method of reaching them should be explained in details and made

easier.

2. A Monitoring Team has to be established for monitoring of activities and also to take

up and pursue the activities under item 1 above. Rejuvenating the existing BLCC may

be considered.

3. Wage income has to be generated by creating productive Assets.

4. Assets are to be utilized appropriately for generation of sustained production income.

5. All income generating activities should be undertaken by forming SHGs.

Regional level Workshop of Value Addition and SMFE development for front line staff and JFMC members (A/vi).

►Objectives: (i) To motivate & bring awareness for JFMC members to take up SMFE with available

natural resources. (ii) Organize and from SHG’s to take up activities related to value addition of the existing

natural resources to augment. (iii) Livelihood income generation on a sustainable basis. Improving household income at

the same time enhance well being of family with exercising greater responsibility to protect nature and environment.

►Description: The Regional level workshop attended by JFMC members and Forest Line Staff of Forest Dept. from the states of Bihar, Jharkhand, West Bengal and Sikkim. The concept of holding the Regional Workshop was to ascertain from the states about their thinking in forming SMFE’s with JFMC / EDC members so that the idea of carrying on livelihood income activities with the available natural resources in different locations of the states.

The resource persons tried to pass on with details of the various livelihood income activities which is possible to be taken up towards increasing their income along with protection of the forest wealth put in their change for betterment of environment. ►Outcomes/Recommendations:

(i) Selection of product mix for adoption by JFMC groups by forming SHGs need careful study and also ascertaining marketing aspect with the help of a marketing expert.

(ii) Performance need be given for a product which has a linking for local people at the same time raw material is easily available in quantity.

(iii) Employment prospect for local artisans / workers should get performance in selecting the product mix.
