Floods Directive
• Directive 2007/60/EC of
the European Parliament
and of the Council on the
assessment and
management of flood
risks adopted in October
2007 and entered into
force on 26 November
2007
Three step approach of the
Floods Directive
• Aim of the Floods
Directive is to reduce
and manage the risks
that floods pose to
human health, the
environment, cultural
heritage and economic
activity.

Linkage to Twinning Project –
Component 1
• Component 1 – Selection of two pilot areas
– Neretva river
– Sava river, with focus on Kupa
• Component 1 – Stakeholder involvement
– List of stakeholders identified
Selected Pilot areas (1)
Neretva River (Delta)
Sava-Kupa River (Karlovac area)
Selected Pilot Areas (2) –
Criteria for selection (a) General purpose: The selected pilot regions will try to cover different types of floods including different
sources, mechanisms and characteristics of flooding as well as different types of consequences of flooding
(e.g. Human Health (Social), Environment, Cultural Heritage and Economic).
STARTING POINT: Areas with potential significant flood risk
Criteria for the selection of pilot areas for the preparation of flood hazard and flood risk maps (Final version)
1 Population (human health)
2 Economic activity (industry, infrastructure, agricultural activities, forestry…)
3 Environment (protected areas, Natura 2000, drinking water abstraction points, bathing water)
4 Cultural heritage
5 Types of floods (as many as possible)
Combining several rivers into one area
6 Potential erosion risk
7 Sensitivity to floods
Variety of problems (urban areas, risk potential, vulnerability…)
Existing flood protection structures
2nd order criteria
A Availability of data (DTM, hydrological data, population density, land use, land cover, infrastructure…)
Recorded floods (areas hit by floods)
B Land cover and topography
C Ongoing projects
Selected Pilot Areas (3) –
Criteria for selection (b) Criteria
Potential pilot areas
Adriatic Basin Danube Basin
Neretva river Rječina river Prof. Bella canal basin Bednja river Sava-Krupa Basin
1st order Split region Rijeka region Osijek region Varaždin region Upper-middle Sava region
(Slo/HR border – Mačkovac
profile)
1. Population (human health) 3. (high) Major town (Rijeka) Smaller settlements 5 smaller towns 3. (high)
High population
density
2. Economic activity (industry,
infrastructure, agricultural
activities, forestry, …)
3. (high) Primarily (high value)
economic activities
Primarily agriculture No significant
economic activities
Primarily agriculture
3. (high)
Many economic
activities
3. Environment (protected areas,

abstraction points, bathing water)
3. (high) Some protected areas Ecological

problems during floods
Stakeholder involvement (1)
• Article 10 Floods Directive – reference to
stakeholder involvement: different levels of
participation, criteria for stakeholder selection, group
of different stakeholder
• Why should actors participate?
Stakeholder involvement (2)
QUESTION YES NO
Points % Points %
A. ARE YOU INTERESTED IN THE IMPLEMENTATION OF:
1) THE FLOODS DIRECTIVE? …………….. 22 88,0% 0 0,0%
2) THE TWINNING PROJECT? ...…………. 25 100,0% 0 0,0%
B. IF YOU ARE INTERESTED IN THE IMPLEMENTATION OF THE FLOODS
DIRECTIVE, IN WHAT ACTIVITY ARE YOU INTERESTED:
1) THE HAZARD MAPPING ……………. 17 68,0% 4 16,0%
2) THE RISK MAPPING…………… 20 80,0% 1 4,0%
3) THE FLOOD RISK MANAGEMENT PLAN……. 13 52,0% 5 20,0%

Linkage to Twinning Project –
Component 4 • Activity 4.1: Technical aspects of preparation of Flood
Hazard Maps
• Activity 4.2: Assessment of Flood Risks and adverse
consequences of floods
• Activity 4.3: Integrated assessment of existing and planned
civil engineering measures (focus on STRUCTURAL
MEASURES)
• Activity 4.4: Assessing potential impacts of climate change
• Activity 4.5: Participation of the public and stakeholder
involvement
• Activity 4.6: Preparation of Flood Risk Management Plans
Linkage to Twinning Project –
Component 5
• WS 1: Implementation of FD – different aspects,
experiences from MS
• WS 2: Reporting activities to European Commission
• WS 3: Flood risk reduction measures and introduction of
climate change scenarios in risk management plans
(proposal focus on STRUCTURAL MEASURES including
climate change scenarios)
• WS 4: Risk mapping toward FRMP (proposal focus on
NON STRUCTURAL MEASURES)
• WS 5: Dissemination of results
Challenges for the future
• Different authorities in water management need to
cooperate
• 6- years reviewing cycle coordinated with Water
Framework Directive
• Elaboration of maps and plans: basic elements existing, but
need for further legal implementation and technical
elaboration for coherent implementation
• Taking into account the impacts of climate change
• (Inter)national planning process design required, funds as
well as increased resources will be needed
