WORKING WITH YOUR SCHOOL BOARD

WELCOME to another Twin Falls School District Board of Trustees Meeting. You are encouraged to attend all regular board meetings.

We are proud of our school system and the board members are dedicated to the continued improvement of the Twin Falls Schools.

We understand that from time to time patrons of school districts have concerns and feel a need to bring those concerns to the attention of the school or teachers. In order to maintain continuity and best resolve these concerns, we recommend to our patrons the following procedures:

1. The first and most effective step is to take the concern to the staff member who is closest to the problem. (In many cases this will be the teacher, coach, etc.) We have found that most problems are resolved at this level.

2. If there is still a concern on the matter, we then recommend that the concern be brought to the attention of the Principal. We have found that unresolved concerns from item #1 are usually resolved satisfactorily by the building administrator.

3. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Director of Elementary Programs or Director of Secondary Programs.

4. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Superintendent of Schools. Difficult concerns can usually be resolved.

5. However, ifthe patron still feels the concern has not been properly resolved he/she may use the right of appeal to the Board of Trustees. This is done by calling or writing to the Superintendent and asking for the item to be placed on the agenda of the next regularly scheduled board meeting.

6. If you desire to address the board, we would like you to be as comfortable as possible. As a board we hold public meetings which are not publfo forums and therefore have rules which are necessary for the benefit of all. The following guidelines will assist you as you present your information to the board.

A. Prepare your thoughts ahead of time. Usually a briefwritten outline handed to each board member helps the board follow your presentation. This outline would also give them something upon which to make notes as you speak.

B. If a group is involved, select one individual to be your spokesperson. He/she can then guide the presentation with the board and help the board chairman in directing questions to the group.

C. Plan your presentation to be as brief as possible. This should include a question/answer period. If more time is needed it is best to give a complete written presentation to the board for their future study. If you give more than five to six minutes of testimony, time restraints will make it difficult for the board to respond that same evening.

D. Usually the board will direct the administration to help resolve the concerns and ask for a report back to the board at a later date. However, please remember a solution may take time to be resolved.

We are eager to have our patrons and school staff working together for the improvement of education in the Twin Falls Schools.

1. Building Goals: • Rock Creek Elementary Students will show 5% growth on the spring

ISAT/ELA and MATH State testing. This will then be used as a baseline for future years.

• Rock Creek Elementary will achieve 82% proficient on the spring IRI test. The fall IRI test showed the following : Kindergarten - 69%, first grade -71 %, second grade 51 % and third grade 71 %.

2. Growth Towards Goals: • SBAC testing timeline is utilized throughout the year. • 3rd , 4th and 5th grade students all have chromebooks and we are starting to

also practice all students logging on to the chromebooks at the same time to ensure smooth testing .

• They are also working on their computer skills with a checklist during computer lab time as well.

3. Growth Indicators IRI Kinder: • Fall 69%, Winter 80%; • First grade: Fall 71 %, Winter 66%; • Second Grade: Fall 51 %, Winter 69%; • Third Grade: Fall 71%, Winter 74%. • Fourth Grade MAZE: Winter 81 %, Winter 84%; • Fifth Grade MAZE: 74%, Winter 80%

4. Instructional Focus/Priorities: • Our instructional focus has to been to establish the instructional routines

and strategies necessary to help all students be successful in a non-Title One/ELL school.

• The staff has worked together to determine best practices for all students and also looked outside the box to make adjustments for small group instruction.

• The staff participates in the math training made available through ISU to help improve math instruction as we have noticed that is an area for growth.

• Fifth block at Rock Creek is a fine arts block that has opened many doors for our students. Students have experiences with art and drama and are building a cultural awareness, understanding and appreciation.

5. School Improvement Initiatives: • PLC (Professional Learning Communities) Model • Academic and Behavior RTI teams • Standards Based Report Card was implemented school wide this year.

6. Interventions and Extensions: • Utilization of the walk to intervention model in many grade levels,

volunteers in many grade levels, thirty minutes of intervention built in to the instructional day for both math and reading.

• Genius Hour is also being utilized as an extension for all students on Friday afternoons.

• We have a large ELL population - 28 students and we were able to tap into the strengths of 2 of our teachers who have a strong ELL background and we are providing ELL tutoring afterschool 4 days a week. The students receive Imagine Learning time and homework help/extensions.

• We are also able to offer a Robotics club after school as an additional extension for 4th/5th grade students

7. Leadership Premium Usage: • We are utilizing a variety of student driven programs through the

leadership premiums. • We currently offer tutoring for Kindergarten-5th grade. There is ELL

tutoring for students K-5. The total number of students receiving tutoring totals 110.

• We have a school leadership/student council group and also have multiple counseling groups who meet throughout the week.

• There is also a 4th/5th grade robotics/science club as well. • We also have a school website coordinator along with a Milepost

coordinator.

8. Challenges: • One challenge has been to establish routines, procedures and traditions

for staff, students and parents. Although it is a fun part of opening a new building , it can sometimes be trial and error.

• Another challenge is that we are not a Title One school nor do we currently offer ELL services during the day. We are thinking outside the box to make sure we bring interventions/extensions to students who will need those pieces built into their instructional day.

9. Bright Spots: • Family Events have been very well received and those have included

math night, moms and muffins, Halloween parade and the fall book fair. • On the calendar we have reading night, dads and donuts, Family Dance

night, spring book fair, a walk-a-thon and year end carnival. • Along with that we have already had a strong , positive involvement in our

newly formed PTO. The staff has been very involved in the opening of Rock Creek and bring a positive, welcoming atmosphere to the building. They are all willing to take on leadership and tutoring roles which has provided additional opportunities for our students.

1. Building Goals: Goal #1 Current baseline data indicates that Morningside School is performing at 56% proficiency on the ELA ISA T. Our school will go to at or above the state average which is: 3rd grade 49%, 4th grade 50%, and 5th grade 54% on the ELA ISA T by the end of the 2016-17 school year. Growth wi ll be measured by comparing scores on the Spring ELA ISA T 2016 to Spring ELA ISAT 2017 administered to all students 3rd through 5th grade. Goal #2 Current baseline data indicates that Morningside School is performing at 51 % proficiency on the Math ISAT. Our school will go to at or above the state average which is: 3rd grade 52%, 4th grade 47%, and 5th grade 40% on the Math ISA T by the end of the 2016-17 school year. Growth will be measured by comparing scores on the Spring ISA T 2016 to Spring ISA T 2017 administered to all students 3rd through 5th grade. Goal #3 Current baseline data indicates that Morningside kindergarten through third graders are performing at 55.4% fluency in reading. Our kindergarten through third graders will go from 55.4% to 77.4% or higher fluency in reading by the end of the 2016-17 school year.

2. Growth Towards Goals:

We continue to track every at risk student not at grade level on the IRI, MAZE, MCOMP, Unit Assessments or ISAT Interim Assessments. The Title 1 team consists of four paras and a teacher. Our building is now hosting after school tutoring twice a week through Leadership premiums. Teachers currently use, Imagine Learning, Istations, MobyMax, TTM, Khan Academy, Prodigy math Games, IRI, Aimesweb, CBM's, and MilePost interventions for reading, math and language to improve IRI/MAZE/ISA T scores and to drive their instruction.

3. Growth Indicators:

4. Instructional Focus/Priorities

• ISAT - In third the math scores were at 45 % proficiency and went to 60% and the ELA went from 55% to 64%. We want to maintain this growth.

• Fourth grade dropped a little in Math and ELA and all indicators show the ISA T scores will increase this year.

• Fifth grade math went from 34% to 42% last year and the ELA scores went from 55% to 56%. We are focusing on the standards to ensure they are taught and assessed. Students and teachers will practice and review ISA T practice questions, TTM, Khan Academy, !station and MobyMax.

5. School Improvement Initiatives

•!• Meet regularly with all grade level teams to discuss last year's student/scores and current students/scores. Each student will know their last year's scores, own it, and what score they need to be proficient at their current grade.

•!• Collect, revise the ISAT data and compile it for 3rd - 5th grade teachers and IRI, MCOMP for the K-3 teachers.

•!• Meet with Title 1 team/teacher to tighten up the Title 1 schedule, intervention process, data collection and Milepost plan review and revisions.

•!• Chart Core Standards as a team to ensure that all students have practiced ISAT questions provided by the ISA T State department portal.

•!• Coordinate test preparation and ISA T progress of every classroom 3rd - 5th with the help of our Instructional coach and VP. Coordinate the IRI testing process to track grade level results as they become available.

•!• Meet with Building Milepost coordinator and staff to review every plan and make sure it is being monitored and data is being entered timely and accurately.

6. Interventions and Extensions

Teachers implement ability grouping for reading and math skills based on data from the classroom, chapter and unit testing, M-Comp, MAZE, and IRI. Aimesweb probes are implemented for reinforcement and practiced at the K-3 levels. The struggling readers work within the WonderWorks Program. WonderWorks and Read Naturally strategies are used by the Title I Team in grades K-5. Our extension activities include TTM, and Imagine Leaming, !station, Prodigy Math Game and Mo by Max for our ELL and general education students. All are of these programs are designed to help the students get to a level higher than they are working within the classroom.

8. Challenges

We have 10 new teachers and 208 new students this year. We are re-learning as a building (staff and students) what are acceptable behaviors in the classrooms, halls, and recess. We have used Time to Teach as a building for over 14 years. We recently had a training in January with the Time to Teach program and had all but one staff member able to attend . We will refine our plan the rest of this school year. Our trainer will be back next September for another two day training with our staff.

We have challenging students on IBP's (high needs and emotionally disturbed) and 504 plans; thus posing an increased challenge to meet A YP requirements and behavior challenges.

9. Bright Spots

Morningside has been actively working to increase technology within the classrooms. We have 14 Chromebook carts (420 Chromebooks) that have been purchased with PTA funds, building funds, district funds and district classroom grants .

Morningside 2015-16 K-3 IRI scores were higher or near the district and state percentages. Out ISA T scores were above the state/district averages in five of the six areas of math and ELA grades 3rd - 51h. Our PTA is actively trying to help as much as possible with parent support within the classrooms to collect data, help with Open Houses, Family Movie Nights, Spirit Days, Birthday Club, Pancakes with Parents, math nights, and aide the teachers with several activities. The PT A has funded several large projects at Morningside including Chromebooks, bus trips to Boise for the 4th grade and skiing for the 5th grade, the office remodel, lunchroom ceiling fans and playground equipment. Our PTA has also provided over $3,000 in grants to teachers who applied for classroom/equipment improvements this year.

Building Goals: 1. Oregon Trail will increase spring ISA T /ELA and MA TH scores to be above the State ofldaho average, for

each grade level using spring 2017 ISA T results. 2016 scores for ELA were: 3rd - 4 7%, 4th - 45% and 5th -49%. 2016 scores for Math were: 3rd - 54%, 4th - 42% and 5th - 25%

2. Oregon Trail will continue to show 20 % growth from fall to spring in the areas of math and reading as measured by the following: CBM, MCOMP, QDF, MAZE, LSF, LNF.

3. Oregon Trail will build partnerships with parents and community to help Oregon Trail students become successful both academically and socially by implementing the Leader In Me program by summer of 2017.

2. Growth Towards Goals: Students are showing improvement from fall to winter with more room to grow in the Spring. Students are showing growth on interim ISA T assessments. Oregon Trail is in the process of applying for the Leader in Me Grant. The application is nearly complete and looks great.

4. Instructional Focus/Priorities : Math - we've been receiving support from the regional math specialist from ISU. 3rd and 5th grades are piloting math programs. ELA - Focus on teaching standards and making sure assignments are aligned to standards. This has been pushed because of standards based report cards.

5. School Improvement Initiatives: Improving utilization of teaming process through instructional coach. We are moving closer to a pure Professional Learning Community model. This process helps align instruction to standards and measure progress through common assessments.

6. Interventions and Extensions : Two Title I teachers lead a team of paraprofessionals for interventions and extensions. We are doing walk to intervention for every grade level for ELA and most grade levels for math intervention. There is an extension group for each grade level.

7. Leadership Premium Usage: The majority of these funds are going to tutoring. However, teachers are using them for choir, robotics, and one teacher is teaching a Google Apps for Education class.

8. Challenges: 1. Students came in lower than previous years, especially in Kand 3rd grade.

2. Nearly all our teachers are involved in Leadership roles or ELL afterschool program but more kids continue to need tutoring afterschool but can' t because groups need to stay small and there is no one else to lead the groups.

3. High ELL Numbers - 94 ELL students - 16% of student population - We love our diversity but it presents a struggle in terms of student performance.

9. Bright Spots

1. Leader in Me - We have had a very successful book study of the Leader. We are very pleased with our grant application and have been told it's got a very, very good chance of being approved.

2. Afterschool programs - we have 3 school release times, the normal release time, the afterschool tutoring release time, and the ELL program release time. Kids are engaged and receiving extra instruction!

3. Successfully integrated 18 new certified staff members with an existing staff as seamlessly as could be hoped for. Happy teachers results in happy kids. Happy kids will put in the hard work they need!

2. Growth Towards Goals:

Academic Goal: All students in 3 through 5 wi ll take the interim assessment for ISAT in February. Interventions for reading and math are built into the daily schedule. Co-teaching for ELL in 1st and 3rd grade has been taking place all year. Weekly teaming to review interventions and student concerns are in place. After school tutoring is in place for all grades. IStation is being used, along with the SIPPS program.

School Culture: All staff has been trained in the 7 Habits of Highly Effective People. Our school has received the grant and are teaching the students about the 7 Habits and how there is a leader in us all.

3. Growth Indicators:

Winter IRI - Kindergarten - 90% (Goal is 90%) pt Grade - 61 % (Goal is 78%) 2nd Grade - 53% (Goal is 77%) 3rd Grade -58% (Goal is 79%)

Our school has been using Milepost for behavior and we can sort and evaluate schoolwide behaviors easier than in the past. We are able to see location, severity, consequence, time of day, etc. Administration is working on using this data to improve behaviors - many of the reported behaviors are repeat offenders.

4. Instructional Focus/Priorities:

Lincoln Elementary is focusing on fluency and comprehension in reading, and basic facts and problem solving in math. We are working on these areas in the classroom and in small group intervention. Weekly progress monitoring is conducted and reviewed and changes in intervention are made when needed.

Our other main focus is providing leadership opportunities for our students. We are teaching our students to begin with the end in mind and to put first things first. As we are working through our first year in The Leader in Me, we are using the language and lessons that have been provided by our grant, and have made environmental changes to our school to reflect our focus.

5. School Improvement Initiatives: Five tasks from the Ways to Improve School Effectiveness have been chosen. They include: Mission statements for every grade level, forming a Lighthouse Team for The Leader in Me, instructional rounds, using the Standards Based Report Card, and using data binders. We are working toward the goal of getting Chromebooks in every classroom. We currently have 8 carts of 30.

6. Interventions and Extensions Differentiated instruction takes place within the school day. Students receive interventions for both math and reading based on their skill level and needs. Extensions are also given during intervention time. Students who are at or above grade level get the opportunity to extend their knowledge through research projects, cross grade level placement, and computerized instruction.

7. Leadership Premium Usage: Lincoln Elementary uses the Leadership Premiums for the following: After school tutoring, Crazy 8s Math Club, Robotics Club, TLIM Coach, Milepost Lead, Website Manager, Honor Choir

8. Challenges: Homelessness, poverty, transience, parental support at home, parking for parents and staff, drop off zone. We are working on helping our students break the cycle of poverty through the use of The Leader in Me.

9. Bright Spots: Dedicated staff, implementation of the 7 Habits. Security cameras, school beautification projects, co-teaching for ELL, Newcomers, high functioning WISE team, Lighthouse team, and the teacher leaders who step up and take charge.

This team also monitors progress and makes changes as needed.
