SHERIFF’S OFFICE EVENTS 2006

In 2006, the Sheriff’s Office received a donation from Wal-mart for

$850. Sheriff Kern used some of this money to purchase Child

Identification Kits, which were handed out to parents to record their

child’s fingerprints, and other personal information. The parents can

use this information in case their child ever comes up missing, or for

any investigation involving their child.

Sheriff Deputy Josh Herman participated with the “Safe Communities

Committee” in assisting parents in the proper installation of child car

seats in Cass City and Caro. This program has been well received

though out the county by parents of young children.

WORK ZONE TRAFFIC ENFORCEMENT ON

EAST SANILAC M-46 EAST OF M-24 TO MARTON RD.

The Tuscola County Sheriff’s Office was awarded 100 hours of overtime hours to enforce construction zone laws from April 3, 2006 through August 17, 2006 by the Michigan Department of Transportation. This construction zone was 14 miles long which caused many challenges for Sheriff Deputies being able to enforce the construction zone laws.

Tuscola County Office of Emergency Management 2006

The Office of Emergency Management continues its directive of mitigation, preparedness, response, and recovery.

L.E.P.C. - (Local Emergency Planning Committee) The Tuscola County Local Emergency Planning Committee (LEPC) continues to meet once a month. The LEPC continues to work with the farm community with farm site planning, in partnership with the MSU/ Extension Groundwater Stewardship Program. The Tuscola County LEPC Animals In Disaster sub-committee is working on a response plan for domestic and farm animals in case of an emergency or disaster. The LEPC continues to work with private industry to complete site planning for all SARA Title III sites that handle or store extremely hazardous materials within Tuscola County. We are now 85% complete and have started the task of reviewing the older plans and updating them on a continual basis.

Civil Defense Network and Warning System We had 12 Civil Defense Network Tests during 2006, that tested our response capability in case of an emergency, we also test the Tornado Sirens at the Fire Departments on the first Saturday of each month at 1:00pm April through October. The Tuscola County Office of Emergency Management received 49 weather related events including snow advisories, Frost Freeze warnings, Winter Storm Warnings, Blizzard Warning, High Wind Warnings, Flood Watches and Warnings, Severe Thunderstorm Watches and Warnings, and Tornado Watches and Warnings. Training In 2006 I continued my training in Emergency Management and accumulated 120.5 hours of documented training in a variety of areas including NIMS (National Incident Management System), Terrorism, Weapons of Mass Destruction and Homeland Security. I continue to update the Emergency Action Guidelines (EAG), Hazard Analysis, Standards, call up and contact lists, and the resource manual. In 2006 we tested our EOC ( Emergency Operations Center) communications during the Region III Bio Terrorism(14 counties in District # 3) exercise that included the Tuscola County Health Department, hospitals,and EMS personnel. The Homeland Security iniative has identified that it is vital that we train together in order to understand our roles and responsibilities and learn what the expected actions of the other first responders and public officials are in an emergency, disaster or terrorism incident. The office of Emergency Management has assisted in training supervisors, command staff and other first responders in NIMS – plus many Fire and Law Enforcement agencies trained their non command personnel also, which has put us ahead of Federal requirements. Thank You to those who continue to go above and beyond. Activities of Emergency Management I continue my involvement with Tuscola County Fire Chiefs Association, Firefighters Association,Tuscola County Police Chiefs, RACES/ARES (Radio, Amateur Civil Emergency Services/Amatuer Radio Emergency Service), TAC (Technical Advisory Committee),LEPC (Local Emergency Planning Committee), LEPC Animals in Disaster, I am also a Board Member of the Saginaw Valley Medical Control Authority, I am a member of the Tuscola County Technical Center Advisory Committee for Law Enforcement, I continue to Co-Chair the All Hazards

Planning Team, Tuscola County Human Rescources Coordinating Council, also the MEMS Medical Emergency Management System, Region III Bio-Terrorism Planning, Michigan 3rd District Regional Planning Board, I serve on the 3rd District Volunteer Awards Committee, along with several other sub committees and serve as the point of contact for Tuscola County Homeland Security. The Tuscola County Office of Emergency Management(TCEM) conducted two seminars, one Tabletop, and one full scale exercise drill, the Region III bio-terroism full scale communications disaster exercise in August and particpated in the two MEMS (Medical Emergency Management System) workshops for Doctors, Nurses, Dentists and their staff membrs in conjuction with the Tuscola County Health Department. The Office also assisted the Tuscola Behavorial Health Systems to conduct several exercise drills, also conducted a tri county Agri Business Terrorism tabletop exercise with Huron and Sanilac Counties. I also served as an exercise evaluator for several of the other 14 counties in the 3rd District. Tuscola County Office of Emergency Management along with local public officials, first responders, and response agencies are working with a consultant to develop a comprehensive County Mitigation Plan. This is a requirement for any future Federal mitigation funding. In 2006 I was honored to be nomiated by my peers for the PEM Professional Emergency Manager of the Year for the State of Michigan.

Incidents for 2006 The Tuscola County Office of Emergency Management responded to, or was notified of, various incidents including 49 weather related events, 11 bomb threats and 31 events of chemcial, oil, gas, leaks, spills, or traffic accidents that involved hazardous materials for 2006.

Homeland Security for 2006 Homeland Security funding has been directed to urban area iniatives, leaving rural America to do with less. In 2006 all Homeland Security money has to be utilized in a REGIONALIZATION PROCESS. The mandate is to have a Regional response which puts the burden back on the local responders to become vigilant in taking care of themselves. It begins with personal preparedness and expands to family, neighbors, neighborhoods, communities and eventually counties. Homeland Security has prompted everyone to begin dealing with response planning for incidents at the local level. These incidents demand the need for all Federal, State or Local public officials (including schools), agencies, departments and all first responders agencies to share information, training, and their expertise, because no agency,department or jurisdiction can effectively do it alone. It is ironic that at a time of economic shortfalls it has become one of the most critical times when we need to pull together. 2006 Emergency Management Income Report

In 2005/06, The Tuscola County Office of Emergency Management applied for Department of Justice and Homeland Security Grant Program funds. FY 2005, Tuscola County was rewarded $13,536.00 for SHSP and $5,028.00 LETPP specific only to Law Enforcement to spend in 2006. We purchased equipment with the help of the All Hazards Planning Team to be used to respond to a Terrorist or Weapons of Mass Destruction incident. To date, Tuscola County has received payments and confirmation of payment for all equipment purchased under this grant. By Federal Guidelines, the 2006 Homeland Security Grant had to be regionalized to include the 14 counties in our Region or District #3. The “Michigan 3rd District Regional Planning Board” was formed with representation from each of the 14 counties. The Michigan 3rd District Regional Planning Board is now working on the planning, exercising, training and equipment purchases to enhance a regional response to WMD incident according to the Federal guidelines.

Tuscola County Victim Services provides assistance to crime victims in the following areas:

# Hospital, police agency or crime scene crisis intervention

# Criminal justice advocacy, courtroom accompaniment

# Assistance with personal protection orders and subsequent violations

# Information and referral

# Volunteer advocates available to all agencies to assist in crisis counseling and death notification after fatal accident or suicide

# Crisis counseling and follow up contacts, particularly in domestic violence and sexual assault incidents

# Assistance in filing Crime Victim Compensation claims

The 2006 boating season started with Boater Safety in Tuscola County Schools. Deputy James Kern continued the teaching responsibilities this year and successfully completed the year with 466 students participating and 367 certified in the public and private schools. Please contact us if you are interested in attending Safe Boating classes. We are always striving to increase the number of schools visited and the students certified in this program offered to all schools in the county. The new laws regarding Personal Watercraft (PWC) set requirements for a boating certificated before operating a PWC. Following are two important requirements regarding certification:

Those 14 years of age ore older: A person born after December 31, 1978, may operate a PWC only if he or she has obtained a boating safety certificate.

Those born December 31, 1978, or earlier may operate a PWC without restrictions.

A boating Safety Certificate is valid for the life of the person who earned the certificate, unless the certificate is revoked because of certain circumstances. Our education program in the schools allows the students to obtain the Boater Safety Certificate required by law to operate these PWCs.

The Sheriff Marine Division and Volunteer Dive Team did an excellent job of recovering a drowning victim off Thomas Marina in Saginaw Bay. They were able to recover the body in 1 ½ hours.

JD Motorsports in Caro donated two personal water craft for patrol on both Saginaw Bay and the county’s inland lakes. Our continued thanks go to JD Motorsports and their manufacturers, Kawasaki Motor Corp. USA, for participating in our efforts to make Tuscola County a safe place to enjoy boating.

Tuscola County once again proves to be a safe place for boating and is happy to report there were no accidents this year. With close to 75 square miles of Saginaw Bay, 5 inland lakes and many miles of Cass River shore line, county residents and visitors continue to increase the use of the county water ways each year. In the year 2007, education, regulation and enforcement, again will be the key goal for the Marine Division along with maintaining safe waters of Tuscola County for all to enjoy.

Public Act 511 Community Corrections programs that were in place for 2006 included Jail Work Site, Day Reporting, Substance Abuse Counseling, New Paths Residential Treatment, and the Drink Driver Jail Reduction program.

The Work Site program continued with various community service projects. Each day inmates were provided for the Tuscola County Recycling Center, Indianfields Cemetery, Human Development Commission, and Tuscola Place for Peace.

New work sites for 2006 were set up/teardown and clean up of the Tuscola County Health Fair, held at the Deford Christian School. A major project was completed at the Caro Airport that consisted of assisting in painting the buildings.

Work Site, Day Report, and Substance Abuse programs saved the Tuscola County Jail 4481 bed days in 2006.
