ANKARA YILDIRIM BEYAZIT UNIVERSITY
DIRECTIVE FOR INTERNATIONAL STUDENT APPLICATIONS, ADMISSIONS
AND REGISTRATIONS TO THE QUOTA FOR INTERNATIONAL STUDENTS
Aim and Scope
Article 1- (1) The aim of this directive is to determine application selection and registration
procedures within the framework of quotas allocated for associate / bachelor diploma
programs and “Guidelines for International Student Admission” determined by Head of
Higher Education Council.
Basis
Article 2- (1) This directive has been prepared in accordance with the decision of Higher
Education Council concerning the Guidelines for the Admission of International Students who
are educated in Turkey in accordance with the law numbered 2922 and dated 13th of
February, 2013.
General Conditions
Article 3 – On condition that applicants are prospective graduates or graduates of high school;
a) Applicants of foreign nationality,
b) Applicants who were Turkish citizens by birth, but released from citizenship with the
decision of Turkish Republic Ministry of Interior, and who can certify that their minor
children who are registered in that permit are eligible for the rights stated in accordance with
Turkish Citizenship Law.
c) Applicants who used to hold foreign nationality and became Turkish citizen
afterwards/dual citizens in the same status.
d) 1.Turkish nationals who completed last three years of high school or all high school years
in a foreign country (excluding Turkish Republic of Northern Cyprus ) before 1st of February
2013 including those who completed their education abroad (excluding Turkish Republic of
Northern Cyprus) in Turkish High Schools working under the legacy of Turkish Ministry of
Education.
2. Applicants who hold Turkish nationality and started high school education abroad after
1st of February, 2013 and completed their education in a high school including those which
work under the legacy of Turkish Ministry of Education in foreign country (excluding
Turkish Republic of Northern Cyprus).
e) Turkish Republic of Northern Cyprus nationals who reside there and completed their
secondary education there having a GCE AL (The General Certificate of Education
Advanced Level) exam result and or those who are going to have this exam result can do
application to be registered as international student.
(2) Applications of those who have below conditions are not acceptable.
a) Turkish Citizens who completed their whole high school education in Turkey or Turkish
Republic of Northern Cyprus,
b) Turkish Republic of Northern Cyprus Citizens (TRNC) (excluding the ones who completed
their entire secondary education there having a GCEAL certificate, and those, who registered
to high schools in other countries between 2005-2010 and hold or will hold GCE AL
certificate)
c) Turkish nationals or dual citizens (As defined in Article 1 Section b), who have a Turkish citizenship by birth, and attend schools affiliated to the embassies in Turkey, and foreign high schools located in Turkey.
d) Dual citizens who has a Turkish Republic of Northern Cyprus citizenship (excluding the ones who completed their entire secondary education there having a GCEAL certificate, and those, who registered to high schools in other countries between 2005-2010 and hold or will
hold GCE AL certificate)
e) Those who have been expelled from a university in Turkey due disciplinary punishment,
those who attempted to cheat in the examination of Student Selection and Placement Exam
and those who resorted to forgery in exam results of any exam.
f) Turkish nationals or dual citizens (As defined in Article 1 Section b), who have a Turkish citizenship by birth, that attend schools affiliated to the embassies in Turkey, and foreign high schools located in Turkey.
Determination of the Quotas
Article 4 – (1) International Students Admission quotas are determined by the proposal of the
related academic units, Senate Decision of the University and the approval of Higher
Education Council and the number of the quota to be determined cannot exceed 50%of the
quotas of the programs taking place on Guideline of Student Assessment and Placement
Examination Higher Education Programs of the previous year. International Student
Admission Quotas are presented to the senate of the university in order to be proposed along
with the quotas of Student Assessment and Placement Examination Higher Education in
addition to the programs that are going to be opened on the academic year in question for the
first time.
Applications:
Article 5 – (1) The quotas allocated to International Students Admission and application dater
are announced on the website of the university.
(2) The applications for International Student Admission are done online via the link
announced on the website of the university. Students have to do their application by filling in
Online Application Form. Applications that are handed in or sent by post are not acceptable.
(3) Applicants have to get a printed copy of the documents they upload the system and hand
in them or send by post within the dates announced on the website.
(4) Applicants can do at most 3 preferences during application out of the programs admitting
students in accordance with exam/diploma type and score.
(5) The number of set of documents applicants are going to hand in or send via post has to be
equal to the programs student apply.
(6) The applications/placement of the students whose documents are missing or wrong or
those who do not fill in the application form completely are invalid.
(7) The documents that have to be uploaded system during online application are as follows;
a) High School diploma and its translation into Turkish.
If high school diploma of the applicant is neither in Turkish nor in English, Turkish
Translation of the diploma is supposed to be uploaded. The applicants, who have not obtained
their diploma yet, have to present an official document (temporary graduation certificate) that
shows that the applicant is going to graduate and the possible graduation score of the
applicant. In the phase of application, students are not asked to upload “Certificate of
Equivalence “,a document that shows the school that applicant graduated is equal to the high
schools in Turkey. This document is asked in the phase of exact registration.
b) Transcript of Records
The candidates have to upload their transcript of records that shows all of the courses taken
during high school education approved by the Director of the High School. If transcript of
records is neither in Turkish nor in English, translation of transcript of records is uploaded
along with the transcript of records. The applicants who are attending another university or
those who graduated from another university has to upload the transcript of records that
shows the taken courses and grades as well.
c) Valid Exam Result
Valid exam result that is going to be utilized during application (such as YÖS, SAT, GCE and
International Baccalaureate, etc.) is uploaded. Each academic year, valid exams and valid
exam scores are going to be utilized in placement to AYBU are going to be announced by
AYBU Directorate of Student Affair after the approval of University Senate.
d) Passport Copy
The applicants who have passport have to upload the copy of the passport page on which
his/her photo and personal information are available.
e) Other Required Documents on the Announcement
Other documents required by AYBU Directorate of Student Affairs are uploaded the system.
(8) Valid exam results during application;
a) Each academic year, valid exam results and valid score types are announced after the
approval of University Senate.
b) There is no time limit for the validity of exams which have the status of high school
graduation exam among the valid exams to be utilized for the evaluation of the applicants,
(such as GCE, International Baccalaureate, Tawjihi etc.). However, the exams which have the
status of university entrance exam (such as SAT, TQDK, Gaokao, etc.) are valid for 2 years
from the day applicant takes the exam onwards.
c) In order to apply for the departments/ programs admitting student with Special Talent
Exam, the applicant has to hold the minimum score and score type from one of the exams
required by other departments. The quotas, procedures and required procedures for these
programs are determined by Senate of the University
Pre-Assessment
Article 6 – (1) The applications are subjected to re-assessment by AYBU Directorate of
Student Affairs. The applications of the applicants who do not meet application conditions are
not evaluated.
Evaluation of Applications and Placement of the Applicants
Article 7 - (1) The evaluation of valid applications and placement of the applicants are carried
out by International Student Admission Council to be constituted by Rectorate of Ankara
Yıldırım Beyazıt University within the framework of the announced quota. This council may
ask for the constitution of another evaluation committee that is free from faculties and
departments.
(2) Country Barrage: Applications are evaluated on condition that the number of applicants
of some nationality does not exceed 20% of the number of internationals students placed to
the university. This barrage is not applied if the number of quota allocated for international
students is already reached.
(3) During the process of placement of international students, evaluation of applications is
carried out within the guidelines determined by University Senate.
(4) The evaluation of the applications to the programs admitting student on the basis of
Special Talent Examination are carried out within the guidelines determined by University
Senate.
(5) After exact registration process, Rector determines whether additional placement is going
to be done or not for the quotas allocated to international student to which not adequate
number of student is placed.
(6) If the number of applicants exceeds the quota as a consequence of the evaluations of
International Student Admission Commission, the announced quota may not be reached.
(7) If no application is done to a program or the number of applications to the program do not
meet the quota, International Student Admission Council may do quota transfer to the
programs except for the programs of Law, Medicine and Dentistry if it is demanded by the
programs. However, the quota transfer cannot exceed quota determination limit indicated on
2/b article. Quota Transfer to programs to Medicine, Dentistry and Law is only possible with
the decision of Higher Education Council.
Those who are entitled to Exact Registration and Letter of Acceptance
Article 8 - (1) The result of the application are announced on the website of the university
until the end of exact registration date.
(2) The applicants whose applications are admitted are sent “Letter of Acceptance” via the e-
mail address they declared during the application by AYBU Directorate of Student Affairs.
With this letter, the applicants are supposed to go to Turkish Embassy in their country and
obtain the visa needed to arrive in Turkey and to be registered to AYBU.
Financial Support
Article 9 – (1) The applicants who are admitted to AYBU are responsible to provide their
own financial support during their education period needed to live in Turkey (such as
accommodation, food, book and stationery and personal needs, etc.). The students who did
exact registration to AYBU have to take this responsibility.
Exact Registration
Article 10 - (1) Exact registration are carried out on the place and date announced by AYBU
Directorate of Student Affairs each year. The applicants who do not complete their procedure
on the indicated place and time lose their right for registration.
(2) Required Documents for Registration;
a) Printed copy of online application,
b) “Certificate of Equivalence” that demonstrates that High School Diploma or the applicant
is equal to the diplomas offered by High Schools in Turkey to be obtained by Turkish
Embassies, Turkish Consulates or Turkish Directorate of National Education,
c) The original High School Diploma approved by Turkish Embassy or Turkish Consulate,
d) The original Exam Result Document approved by Turkish Embassy or Turkish Consulate,
e) The copy of official identity card or passport page on which identity information is
available approved by Turkish Embassy or Turkish Consulate,
f) Bank receipt demonstrating that tuition fee has been paid (determined each year by
University Administrative Committee in accordance with the criteria of Council of the
Banks.)
g) Visa that is valid for 60 days, visa exemption or residence permit,
h) Original Internationally Accepted Language Proficiency Document approved by
Turkish Embassy or Turkish Consulate,
i) 3 passport size photos,
j) Health report of the applicants that demonstrates that he/she has no infectious disease
and healthy enough to receive education,
k) An official or notary certified recognizance demonstrating that the applicant has an
income more than the amount of the expenditure required to continue their education at the
university,
l) Temporary Protection Identity Card (Identity Card for the Foreigners) given to the
citizens of Syria on account of current incidents in Syrian Arab Republic,
(3) The applicants who have documents that enable them to obtain another status than the
status they have in the phase of the application (such as blue card, Foreigners Protection
Document, etc.) but present these documents after being placed to the university and demands
for the utilizing the advantages of these documents are dismissed from the university for
giving a wrong declaration.
(4) If the documents of the students admitted to the university presented to the university
during the admission period turns out to be wrong or fake, students are dismissed from the
university and no payment is paid back to the student.
Education
Article 11 – (1) Preparatory Class in Turkish
a) International Students who are admitted to the programs that offer education 100% in
English, do not have to certify their Turkish Language Proficiency. However, in order for the
international students of Faculty of Medicine to be registered to the courses, they have to
certify their B1Turkish Language Proficiency.
b) Turkish Language Proficiency of the applicants who apply for the programs whose
language of instruction is in Turkish or partly in English and cannot certify their Turkish
Language Proficiency is determined by Turkish Language Proficiency Examination delivered
by AYBU Language Education Centre (DİLMER). The students who cannot get the minimum
score determined by University Senate that is necessary for them to start taking courses from
the exam start Preparatory Class in Turkish. Students who get the minimum score from
Turkish Language Proficiency Exam or from the exams whose equivalence is recognized by
University Senate determined by University Senate are exempted from Preparatory Class in
Turkish. Students who attend Preparatory Class in Turkish and cannot get the minimum score
determined by University Senate from Turkish Language Proficiency Exam cannot get
departmental courses.
(2) The applicants who apply for the departments that require compulsory foreign language
preparatory class are subjected to the regulations of Ankara Yıldırım Beyazıt University
Directive for Foreign Language Preparatory Class Education and Examination.
General Provisions
Article 12 – (1) Modifications may be done under the light of updated developments
concerning the examinations which have the status of University Entrance Examination and
the examinations that have the status of High School Graduation, acceptable minimum scores
that are recognized for the evaluations of the applications to Ankara Yıldırım Beyazıt
University and application-placement procedures with the decision of University Senate.
AYBU may hold the examination of its own or accept the examinations of other university in
Turkey for the placement.
(2) Tuition fee is paid in two instalments in each academic year on the dates announced on the
academic calendar.
Article 13 – (1) On the situations that ae not indicated on this directive, Ankara Yıldırım
Beyazıt University Associate- Bachelor and Education Directive and other legislation
provisions and Senate decisions are applied.
Abolished Directive
Article 14 – (1) Ankara Yıldırım Beyazıt University Directive for International Students
Application and Admission dated 1st of June, 2016 and numbered 20-1 has been abolished.
Validity
Article 15 – (1) This directive becomes valid with the decision of University Senate.
Execution
Article 16 – (1) This directive is executed by Rector of Ankara Yıldırım Beyazıt University.

2017-2018 ACADEMIC YEAR CRITERIONS FOR INTERNATIONAL STUDENT
ADMISSION
The applicants may do application to bachelor programs of Ankara Yıldırım Beyazıt
University to receive education on condition that applicants are prospective graduates or
graduates of high schools that have equivalence to the high schools in Turkey.
A – APPLICATION CONDITIONS
1- On condition that applicants are prospective graduates or graduates of high
school;
a) Applicants who hold foreign nationality,
b) Applicants who were Turkish citizens by birth, but were given the permission to be
released from citizenship by Turkish Republic Ministry of Interior, and those who can certify
that their minor children who are registered in that permit are entitled to benefit from the
rights entitled by Turkish Citizenship Law,
c) Foreign nationals who became Turkish citizen afterwards/dual citizens in the same status.
d) Turkish nationals who either completed last three years of high school or all high school
years in a foreign country (except Turkish Republic of Northern Cyprus) including Turkish
high schools working under the legacy of Turkish Ministry of Education before 01.02.2013
2) Turkish nationals who started high school education in 01.02.2013 and completed their
education in high school including those which work under the legacy of Turkish Ministry of
Education in foreign country (except Turkish Republic of Northern Cyprus).
e) Turkish Republic of Northern Cyprus nationals who reside there and completed their
secondary education there having a GCE AL certificate, and those, who registered to high
schools in other countries between2005-2010 and hold or will hold GCE AL certificate.
e) Applicants who meet application conditions indicated o Article 1 and those who have at
least one of the documents indicated on Table 1-A, Table 1-B and Table 1-C can apply to be
admitted as an international student.
2- Applicants whose applications will not be accepted;
a) Turkish nationals, who completed their entire secondary education in Turkey or in Turkish
Republic of Northern Cyprus,
b) Turkish Republic of Northern Cyprus nationals (excluding the ones who completed their
entire secondary education there having a GCEAL certificate, and those, who registered to
high schools in other countries between 2005-2010 and hold or will hold GCE AL certificate),
c) Dual citizens who has a Turkish citizenship by birth. (excluding the ones who completed
their entire secondary education in a foreign country excluding Turkish Republic of Northern
Cyprus/ those who completed their entire secondary education at Turkish schools in a foreign
country excluding Turkish Republic of Northern Cyprus),
d) Dual citizens who has a Turkish Republic of Northern Cyprus citizenship (excluding the
ones who completed their entire secondary education there having a GCEAL certificate, and
those, who registered to high schools in other countries between 2005-2010 and hold or will
hold GCE AL certificate),
e) Turkish nationals or dual citizens (as defined in Article 1 Section b), who have a Turkish
citizenship by birth, that attend schools affiliated to the embassies in Turkey, and foreign high
schools located in Turkey,
f) Those who have been expelled from a university in Turkey due disciplinary punishment
and those who attempted to cheat or tended to forgery in the examinations delivered by of
Head of Higher Education Council or during the exams delivered by the universities in
Turkey for International Students Admission, (the applicants whose declaration turns out to
be wrong lose their all studentship rights).
B- APPLICATIONS
1) The documents indicated on the announcement arte uploaded the on the online application
system. (Please click for the system ). The applications of the applicants who merely fill in the
application form and do not upload the documents to the system are not acceptable. The
applicants are supposed to fill in the application form with capital letters (excluding the e-mail
address) and upload the required documents to the online application system completely. The
original documents uploaded the system are going to be needed during exact registration. The
applicants are responsible for the uploaded documents to be complete and true.
2) After the students upload the documents to the system, they have to save the application.
Then the uploaded documents are checked by the staff in charge of this process and
application is evaluated if there is no missing documents and the applicant meets the required
conditions.
3) The applicants whose applications are evaluated have to send the copies of the documents
uploaded the system along with the signed online application form to the indicated address via
post or hand in them. The application of the applicants who do not send their application
via post is not completed.
4) The application is not acceptable until the applicant does not complete their
wrong/missing documents
C- DOCUMENTS FOR APPLICATION
1. Online Application Form: Online Application form is filled in, printed and signed by
the applicant. The applicant has to fill in and sign an application form for the application to
each programs.
2. High School diploma and translation into Turkish: If the High School Diploma of
the applicant is neither in Turkish nor in English, in addition to the original diploma, the
applicant has to present translation of the diploma into Turkish which was translated by
Certified Translator Offices. If the applicant has not graduated yet, h/she has present their
temporary graduation certificate (a document that shows the applicant will graduate on a
specified date.) During exact registration, the applicants also have to hand in “Certificate of
Equality”, a document that shows the school that applicant graduated is equal to the high
schools in Turkey and this document can be obtained from Turkish republic Ministry of
Education or Turkish Embassy

3. Transcript of Records: The candidates have to present their official transcript of records that
shows the courses taken during high school education approved by the director of the school. The
transcript has to include all of the grades of the courses taken during high school education. If
transcript of records is neither in Turkish nor in English, in addition to the original transcript, a
translation of the transcript into Turkish by Certified Translator Offices has to be presented. The
applicants who are attending another university or those who were graduated from another
university has to present the transcript of the courses they have taken in the university until that
time as well.
4. Valid Exam Result: The valid exam result required for application (such as SAT, GCE,
International Baccalaureate, etc.) are sent. The exam results/documents indicated on Table 1 (A, B, C)
are acceptable.
5. Passport Copy: The applicant who do have passport are supposed to send the copy of passport
on which their photo is available. The passport page does not have to be approved.
6. The dual citizens have to send a document that demonstrates that their first nationality is
not Turkish Nationality.
7. Copy of Blue Card (if available)
8. Citizens of Syrian Arab Republic have to send a Temporary Protection Identity Card (Foreigners
Identity Document) due to the incidents in Syrian Arab Republic.
9. Bank receipt demonstrating 100 TL application fee has been paid.

1) The candidates who have at least one document indicated on TABLE 1-A, TABLE 1-B and
TABLO 1-C can make an application.
2) The candidates who have the exam results indicated on TABLE 1- A are given priority within
the quota on country- nationality barrage during the placement to the related programs.
3) After the placements done in accordance with TABLE 1-A, considering country- nationality
barrage, the remaining quotas are evaluated in accordance with TABLE 1-B
4) Student placements for the remaining quotas after two placements are going to be done in
accordance with TABLE 1-C.
5) On condition that the candidates have at least one exam results indicated on TABLE 1 (A, B, C),
the candidate may do application with more than one exam results. During additional placement
the criteria indicated on the table may be changed.
6) Evaluations of the applications and placement of the applicants are completely under the
authority of Ankara Yıldırm Beyazıt University. Ankara Yıldırm Beyazıt University has the
authority to reach the indicated quota or not. Meeting the application conditions does not mean
being admitted for the placement.
7) In order to apply for the departments/ programs admitting student via Special Talent
Examination, the applicants have to have at least minimum point from the exam and score type
from at least one of the exams determined for other departments. The quotas, procedures and
required conditions for these departments are determined by University Senate.

Placement results are announced on the website of Ankara Yıldırım Beyazıt University
(www.ybu.edu.tr) and website of AYBU Directorate of Student Affairs.
E- EXACT REGISTRATION
(1) The applicants who are entitled to do registration to International Students Student Admission
Quotas have to do his /her registration within the registration date with the documents needed the
documents for exact registration.
(2) Here are the documents needed for exact registration:
a) Original High School Diploma
b) “Certificate of Equivalence” that shows the high school diploma of the applicant is equal to the
diplomas offered by high schools offered by the high schools in Turkey. This document can be
obtained either from Turkish Embassies or Consulates or Provincial Directorates for National
Education
c) Original Transcript of Records
d) Original Exam Result
e) Copy of Official Identity Card or copy of the page of the passport on which identity information
is available approved by Turkish Embassies or Consulates.
f) Bank receipt that shows that tuition fee has been paid. (The tuition fee is determined each year in
accordance with the criteria of Administrative Council of the University.)
g) Visa whose validity is not more than 60 days, visa exemption or residence permit.
h) Internationally accepted Foreign Language Proficiency Document that (original)- Turkish
Proficiency Document (original)
i) 3 passport size photos
j) The document that shows that the first nationality is not Turkish nationality (for dual citizens).

k) Blue Card Document (if available)
l) Temporary Protection Identity Card (Foreigners Identity Card (for Syria Citizens hosted in our
country due to the events in Syria Arab Republic)
m) Health Report that shows that the applicants do not have any infectious diseases and health
enough to study in the department/program.
n) An official document, a notary certified document or a contract that shows the applicant has an
income to be able to meet the expenses of education during university education. (The applicants
of foreign nationality who are interested in taking their university education at our university
have to certificate that their financial situation is appropriate to meet their educational
expenditure from civil departments of their country or consulate of their country in Turkey.
o) The applicants are responsible for submitting a document that they have been registered to Social
Security Institution (SGK) within two months after exact registration.
(3)- Documents Required for Provincial Directorate for Immigration: (Since the year 2017
onwards, applications to residence permit are going to be taken in AYBU, the below documents have
to be submitted during exact registration.)
a) Student Application Form for Residence Permit (this form is prepared by e- residence system
after the application of the student is completed; the applicants have to print the application form
and sign it.) Please click for application.,
b) The original document or a copy of the document that substitutes the passport. (Passport valid for
60 days or more or a document that substitutes it),
c) 4 Passport Size Biometric Photos taken within last 6 months whose background colour is white,
d) Valid Health Insurance,

e) A declaration that the applicant has sufficient and regular income during the period of education
(this document is declared during the application but a supporting document may be asked for,
f) A valid and correct address declaration (A signed and stamped Document of Dormitory if the
student stays in a dormitory or A Notary Certificated Rental Agreement),
g) International Student Information Form (To be delivered by AYBU after exact registration).
F- EDUCATION
(1) Turkish Proficiency Certificate is not necessary for the programs whose instruction language is
completely in English for international students. However, they have to certificate their Turkish
Proficiency within the academic year they start education with Turkish Proficiency Exam to be
delivered by AYBU Language Education Centre (DİLMER) or with one of the examinations
whose equality and minimum acceptable score are determined by University Senate by taking at
least minimum. The students who cannot certificate their Turkish Proficiency until the end of the
academic year cannot take the courses whose codes are TİT 101, TİT 102, TDL101 and TDL
102. They cannot graduate until they succeed in these courses.
(2) In order for the fourth class students of AYBU Faculty of Medicine to register to the courses,
they have to certificate their Turkish Proficiency Level (B1 Level).
(3) Turkish Proficiency Level of the applicants who apply for the departments/programs whose
language of instruction is Turkish or partly in English but cannot certificate their Turkish
Proficiency is determined by Turkish Language Proficiency Examination Result to be delivered
by AYBU Language Education Centre (DİLMER). The students who cannot get minimum score
from the examination delivered by Ankara Yıldırım Beyazıt University Language Education
Centre start Turkish Language Preparation Program. After the program who gets the minimum
score determined by University Senate in Turkish Language Proficiency Exam (delivered by
DİLMER) or any examination whose equality is recognized by University Senate are exempted
from Turkish Language Preparation Program. The students who are attending Turkish
Preparation Class cannot take departmental courses if they cannot get the minimum score from
Turkish Language Proficiency Exam or from any exam whose equality is recognized by
University Senate.

(3) Students who applied for the programs in which Foreign Language Preparation Class is
Compulsory
These students are subjected To Directive for Ankara Yıldırım Beyazıt University School of Foreign
Languages Education and Exam.
