WESTERN TECHNICAL COLLEGE DISTRICT BOARD

Minutes to Regular Meeting April 18, 2017

Mr. Dennis Treu, District Board Chair, called the regular meeting of the Board of Western Technical College District to order at 4:00pm on Tuesday, April 18, 2017 in the Administrative Center, Room 408, 111 Seventh Street North, La Crosse, WI. Board members present: Andrew Bosshard, Carrie Buss, Dave Laehn, Angie Lawrence, Sally Lister (via phone conference), Ed Lukasek, Joan Sosalla, Dennis Treu and Lee Rasch, President. Board member Dan Hanson was excused. Notice of the meeting was posted publicly on Thursday, April 13, 2017 at 3:20pm with the agenda being distributed to interested persons, sent to the District’s official newspaper (The La Crosse Tribune), and distributed to other news media throughout the District in compliance with Wisconsin Statutes, Sections 19.81 through 19.98.

APPROVAL OF MINUTES

Motion Buss, second Bosshard, that the Western Technical College District Board approve the minutes to the

March 21, 2017 regular meeting as presented. Votes: Ayes, 8; Opposed, 0. Motion carried.

APPROVAL OF FINANCIAL REPORTS

Motion Laehn, second Sosalla, that the Western Technical College District Board approve financial reports for March 2017 which include: A) Schedule of Payments; B) Vendors Over $2500; C) General Revenue/Expense Report. Votes: Ayes, 7; Opposed, 0; Abstention, 1. Motion carried.

PRESIDENT’S REPORT Dr. Rasch reminded District Board members of several upcoming Western events. Roger Stanford shared the highlights of the MOU with Viterbo University. A brief legislative update was provided. Julie Lemon and Sharon Burchardt were recognized for receiving the NCMPR silver paragon award for westerntc.edu web site. DISTRICT BOARD CHAIRPERSON REPORT Mr. Treu reminded Board Members of the April 25 District Board Budget Meeting in Sparta and provided a brief board appointment update. ENROLLMENT REPORT

Roger Stanford, Amy Thornton and Denise shared an enrollment update.

ADMINISTRATIVE CENTER HVAC UPGRADE | CONSTRUCTION BIDS

Motion Lawrence, second Bosshard that the Western Technical College District Board accept the low bid

submitted by listed contractor for the Administrative Center HVAC Upgrade. Votes: Ayes, 8; Opposed 0. Motion

carried.

APPROVE POLICY FOR FIRST READING Motion Buss, second Lister that the Western Technical College District Board approve Policy D0200 Accreditation for first reading. Votes: Ayes, 8; Opposed, 0. Motion carried. APPROVE POLICIES FOR SECOND READING AND ADOPTION Motion Buss, second Lister that the Western Technical College District Board approve the following policies for second reading and adoption: A) E0102 Protection of Student Information (revision); and B) E0710 Animals on Campus (new). Ayes, 8; Opposed, 0. Motion carried. TIF UPDATES Dan Hanson provided an update on two City of La Crosse Tax Incremental Districts. Sally Lister recently attended a TIF meeting for the City of Black River Falls and highlighted projects being addressed. DISTRICT BOARD PLANNING, POLICY AND INSTRUCTION COMMITTEE REPORT Ms. Buss reported that the Planning, Policy & Instruction committee received a presentation on regional learning and standard blackboard shell project, as well as reviewed one policy. DISTRICT BOARD BUDGET AND FACILITIES COMMITTEE REPORT Mr. Bosshard advised the Budget & Facilities committee addressed several topics to include: 1) updated 2017 capital plan; 2) subcommittee update; 3) budget update; 4) Vision 2020 facilities update; and 5) financial reports. Whereas, Cathy Welch, Administrative Assistant for the Industrial Technology

Division, will retire from Western Technical College on, May 12, 2017, after completing

37+ years of loyal and dedicated service to the students, staff, and the District Board of

the Western Technical College District; and

Whereas, Cathy is organized, persistent, and always has the best interest of the

division at heart; and

Whereas, she has been dubbed the “budget guru” by her colleagues for her

commitment to the overall financial stability of the division; and

Whereas, Cathy serves as the connection between Western and the division retirees,

keeping them informed of the College’s activities and reaching out to them in celebration

or in times of hardship; and

Whereas, she is the leader of the office, truly modeling Western values and is

respected by all; and

Current Position: Jessica Pintz is the Executive Assistant for both the Vice President of Student Development & Success and the Vice President of Strategic Effectiveness at Western Technical College. As a member of the executive team, Jessica’s responsibilities include the reception of guests to the executive offices, calendar management, meeting preparation, data collection, budget monitoring, and report dissemination. This is a very busy and demanding job, with many supervisors and interruptions.

Award Nomination: It is difficult to measure all the dollars saved or risks reduced due to Jessica's efforts, but it has to be significant. How do you measure the effect of preventing a crisis? Jessica began her efforts on behalf of our fledgling Emergency Operations (EO) team nearly three years ago. During that time, she has energetically undertaken those tasks that have resulted in significant improvement in Western's level of preparedness. From a modest team of 8 trained EO team, Jessica has served as the major coordinator of planning and communication for a team that now has grown to more than 80 members. This alone would be a significant accomplishment. Yet Jessica's passion for preparedness has paved the way for many other milestones:

Jessica ensures that Emergency Procedure Guides are located in every classroom and available to every student and staff member.

Jessica organizes our safety drills, and maintains all evaluation records. As such, we rely heavily on her to inform our team on various lessons learned and insights our evaluations and surveys provide. Thanks in large part to her hard work, every facility, student, and staff member participates in our fire, severe weather, and active threat drills.

She is also responsible for recruiting area volunteers from every building and floor to serve as local first responders who work in coordination with our EO staff, Security, and community first responders in the event of a crisis.

She makes sure that the Emergency Operations Plan and Business Continuity Plan are maintained and updated regularly, and the Emergency Operations Center is kept organized and stocked with necessary supplies.

She facilitates communication to ensure that all departments and divisions are well-versed in our EO Plan, our risk management process, and our continuity of operations. Across our college there are no silos when it comes to risk management at Western, because Jessica helps to ensure that everyone shares in the responsibility of keeping students, staff, and facilities safe.

She worked with FEMA; Emergency Planning Solutions, LLC; DMI; and Western’s Emergency Management Team to increase the number of staff that participated in the FEMA L363 Emergency Management for Higher Education training from eight to over 80 faculty and staff.

Security Manager Raj Ramnarace stated, “Jessica brings passion and a great attitude to everything she does on behalf of the Western team. Without her, we would not have achieved so much in only three short years.” Jessica stated that “My life goal is to help others either physically or emotionally. I hope that every day when I connect with others, I can make a positive influence on them.” Jessica has made a significant positive influence on risk and emergency management. Jessica wants to always learn more about risk and emergency management. She has asked to attend a different FEMA training every year in order to be a resource to our risk management program. In conclusion, we hope that this nomination helps you to feel and see the passion that Jessica Pintz has for helping to keep Western’s students, faculty, staff and property safe. Please consider honoring her with the DMI 2017 Risk impact Award.

Topic: Continuing the Commitment to Sustainability

Issue: In 2007, Western Technical College President Lee Rasch signed the American College and University President’s Climate Commitment to sharply reduce and eventually eliminate all of the College’s global warming emissions. This act set into motion a district-wide effort to become a leader in the effort to address global climate change. Western has made good on its commitment through continued work and positive results in energy conservation and LEED certified facilities remodeling and new construction. It is also important to note that this commitment is aligned with the our communities’ value of energy efficiency, as indicated through data collected in support of the Vision 2020 referendum. Currently Western has avoided over $1.7 million in costs with its energy saving initiatives, and has received local, state, and national recognition. In January of 2016, Western renewed its original climate commitment and expanded it to include environmental resiliency. Proof of our desire to continue to focus our efforts on integrating sustainability and resiliency across the organization and community. Ongoing efforts will continue to be collaborative and will focus on the triple bottom line of people, planet, and profit. Planning and policy will be key drivers moving forward with emphasis on business operations, curriculum development, student learning, employee education, and community engagement.

Recommendation: The District Board continues their support of Western’s efforts to build our capacity for resilience through sustainable practice and the goal of carbon neutrality.

Resolution Authorizing the Issuance and Sale of not to exceed $70,000,000 General Obligation Refunding Bonds of Western Technical College District, Wisconsin was adopted by the Board on November 15, 2016. Issuing all or part of the debt is allowable provided the pre-established set of parameters are met. If market conditions do not allow these parameters to be met after a period of time, the issue would come back to the Board for further discussion. Among the parameters established are debt service savings tests. The obligations to be refunded and the amount of Bonds to be issued will depend on satisfaction of those savings tests. The debt service savings tests that have been established are (a) maturities to be refunded have not been previously redeemed or refunded, (b) the present value debt service savings achieved by refunding each maturity is at least 2% of the principal amount of the maturity to be refunded and (c) the savings resulting from the refunding of each outstanding issue as a whole is equal to at least 3.0% of the principal amount of the respective outstanding bonds or notes being refunded.

The interest rate parameter that has been established is 3.50%.

Recommendation: Authorize the issuance and sale of approximately $29,320,000 General Obligation Refunding Bonds, Series 2017E of the Western Technical College District, Wisconsin if the pre-established parameters are met.

Topic: Wisconsin Technical College District Boards Association’s 2017-2018 Fee Assessment to Western Technical College

Issue: The Board of Directors of the Wisconsin Technical College District Boards Association has approved a 2017-2018 operating budget, which represents a 0.6% decrease over the current year. Each District’s dues are based on a formula of:

1. ½ of the budget assessed as a flat fee (1/2 of the approved budget ÷ 16 districts), and 2. ½ assessed by FTE enrollment (A change in dues may vary from .3% because of relative

change in enrollments last year)

For 2017-2018, 14 districts will have dues increases and two have dues decreases.

Western’s fee assessment for the past year, 2016-2017 was approved at $25,683.59.

Recommendation: Approve payment of the 2017-2018 Fee Assessment for the Wisconsin Technical College District Boards Association in the amount of $25,954.46 (an increase of $270.87 or 1.04%).

The following procedure provides guidance in the planning, facilitation and coordination of New

Directions events and activities

1. The New Directions programs will be planned and facilitated, in cooperation with the

Business and Industry Services department, by the New Directions Committee. The

New Directions Committee will be chaired by a member of the District Board, and will

include the Director of the Foundation and the Director of Business and Industry

Services. Other members may be added to the committee.

2. Two major types of New Directions Events will be planned. Large format programs,

intended for a diverse audience including internal and external stakeholders will be held

two to three times per academic year. Smaller format events, which are intended for an

internal audience that might include close College partners, will be held periodically

throughout the academic year as deemed necessary by the District Board, College

President, or New Directions committee.

The role of Wisconsin and American Association for Career and Technical Education

STATE MEETINGS

Board members are strongly encouraged to take advantage of a number of opportunities at the state

level to learn more about the Wisconsin Technical College System (WTCS) and State Board governance

model by attending WTCS and District Boards Association meetings and events.

Wisconsin Technical College District Boards Association Quarterly Meetings – Attend at least

two

Wisconsin Technical College District Boards Association quarterly meetings each year, as possible.

Wisconsin Technical College System Board bBi-mMonthly mMeetings – Attend at least one meeting of the

Wisconsin Technical College System Board with the President or an Administrator of the College, if possible.

State and national webinars and publications are also valuable resources for understanding the role and responsibility of board members.

(Proposed revised policy)

E0200 ADMISSION

In compliance with our mission to provide relevant, high quality education that changes lives of students

and grows our communities, it is the policy of Western Technical College to provide access to post-

secondary education to all who are eligible in accordance with statutory requirements, existing policies

of the Wisconsin Technical College System, and licensing and accrediting organizations.

An application for admission and application fee are required for all applicants pursuing enrollment in

academic credit courses and to be admitted to the College. The College reserves the right to waive the

application fee under certain circumstances.

Individuals seeking a certificate, diploma, or degree must also submit their high school transcripts unless

waived by the College. Once admitted to the College, new program applicants generally need to take a

placement test in order to determine which classes they will need to take. For some individuals, pre-

requisite credit and/or noncredit coursework in science, reading, mathematics, and English may be

needed prior to, or in conjunction with, enrolling in certain courses.

Students who leave the College for three (3) or more consecutive terms must file a new application and

comply with all requirements in effect at that time. Meeting with an enrollment advisor is

recommended in order to develop a new academic plan.

Issue: This vacancy is a replacement for an employee who resigned. The position was posted

internally and was advertised in the La Crosse Tribune newspaper and on the Western, Tribune, Jobs for Wisconsin Grads, Wisconsin Job Center. Seven individuals applied; six met minimum requirements and were released to the search committee. The committee selected three applicants to interview. The committee recommends one candidate as the best-qualified for employment.

Topic: Position Reduction Recommendations

Issue: The college faces a budget challenge for the 2017-18 year. In order to present a balanced budget, it is necessary to make adjustments in several areas. Among those areas of adjustments, the college must enact a partial reduction in the workforce. Consequently, the college is recommending the difficult decision to reduce the following positions, effective June 30, 2017:

EMS Coordinator, (part-time), Health & Public Safety, Academic Affairs;

Counselors (2), Counseling Services, Student Development and Success;

Custodian (part-time), Mauston, Physical Plant, Finance & Operations;

HR & Finance Systems Administrator, Information Media Networking Systems, Finance & Operations;

Instructors (2), Adult Education, Learner Support and Transition, Student Development and Success;

Instructor, Communication Skills, General Studies, Academic Affairs;

Marketing Coordinator, Marketing and Communications, Strategic Effectiveness and Engagement; and

Training Consultant (RLCs), Business and Industry Services, Academic Affairs.

Recommendation: Approve the reduction-in-force of the above listed positions effective June 30, 2017.
