Why do a condition assessment? Planning for allocation of funding for building maintenance purposes

To make sure health & safety – Infrastructure – building conditions are at an acceptable standard

Accountability for the Trust, Marae’s and their committees

Why use Te Timatanga Property Management?The system we use is already being used to great effect by the Ministry of Education with all their property.

TTPM are very familiar with this system and how it actually works and the benefits will achieve the following:

Trusts can allocate funds according to priorities of each Marae

How will it work? Complete a condition survey form with each building on Marae’s, farms, offices (any buildings of the Trusts)

Gathering information directly from the Marae, farms, offices (any buildings of the Trusts)

Meeting on site with key people to discuss the survey and complete the form

Collate this information and work it into a plan (PRIORITISE)

Te Timatanga Property Management

The ClientThis client was established in 1987 incorporated as a charitable trust under the Charitable Trusts Act 1957. It was established to provide a vehicle to provide for the social, education and cultural development of their respective beneficiaries and shareholders.

The ProjectTo engage TTPM to:• Visit their 6 x Marae throughout their Rohe• Meet with the Marae representatives to discuss their buildings• Inspect and complete a condition assessment on their buildings• Report back to the Trust with a full and in depth report on each building• Present the report to the Marae representatives• Communicating between all stakeholders

The ChallengeThis Trust engaged our business to report on the condition of each building, prioritise which buildings need attention from an urgent to non-urgent status, the costs to bring them to a suitable standard and to address any health and safety issues with their Marae buildings. The condition assessment will also be used for auditing purposes for the Trust to justify funding allocations to each Marae and more control on what and where Putea is spent on each Marae when funding is applied for.The challenge here was the differing standards for each Marae and their buildings – some Marae had their own maintenance programme and needed minimal input. As for other marae there was no plan and their buildings were in a very poor state. So each report had its own challenges.

Another challenge was to make sure the Marae representatives saw this condition assessment as a tool for which they could use for themselves and to not only see it as a way to apply for funding from the Trust. This condition assessment will assist each site to apply for charitable funding from other sources besides the Trust.

The ResultEach Marae had their own report to take back to their people, they also had an opportunity for us to present their assessment directly to them so they could understand fully what the report meant and how they could use it to apply for funding and finally see first-hand which buildings needed attention on a rated scale of importance.

The Trust had a full and detailed report on each Marae which gave them the information to make an informed decision on which Marae needed assistance and which buildings were a priority for funding applications from each Marae, which meant more control on what they will and will not fund.
