4. Site Inspection Report – San Lorenzo Ruiz Catholic School (Ward 5)
Site Inspection Report for the inspection conducted on January 10, 2007 to review the
Crossing Guard warrants at the intersection of Barondale Drive and Whistler Crescent.
RECOMMENDATION:
1. That the request for a Crossing Guard at the intersection of Barondale Drive and
Whistler Crescent for the students attending San Lorenzo Ruiz Catholic School,
100 Barondale Drive be denied at this time as the warrants have not been met.
2. That the Principal of San Lorenzo Ruiz Catholic School be requested to ask the
parents parking north of the school to use the School Zone Safety (Kiss & Ride)
Program so that the students do not have to cross Barondale Drive.
3. That subsequent to part 2 of the recommendation, that the Site Inspection
Subcommittee of Traffic Safety Council be requested to reinspect the crossing
guard warrants at the intersection of Barondale Drive and Whistler Crescent
following March Break.
The Chair suggested that part 2 of the recommendation be amended with stronger
wording regarding notification to the parents and that perhaps this should also be
included in the school newsletter. Louise Goegan moved the motion, as amended, which
was voted on and carried.

E-mail dated January 16, 2007 from the Crossing Guard Supervisor, requesting a site
inspection to review the Crossing Guard warrants at the intersection of Bloor Street and
Fieldgate Drive for the students attending Forest Glen Public School and St. Alfred Catholic
School as the number of crossing students has fallen below 5.
Edgar Lethbridge moved receipt and referral to the Site Inspection Subcommittee for review

E-mail dated January 17, 2007 from the Crossing Guard Supervisor, requesting a site
inspection to review the Crossing Guard warrants at the intersection of Bristol Road and
Guildwood Way/Shackleton Way for the students attending Champlain Trail Public School
and St. Gertrude Catholic School as this intersection is newly signalized.

7. Transportation and Works Department – Action Items (January 2007)
Report dated January 2007 from the Transportation and Works Department advising of the
action taken regarding recommendations from Traffic Safety Council.
Max Gill, Traffic Operations, advised that a meeting had been scheduled for February 19,
2007 at 12:00 noon in the Ward Councillor’s office to discuss the issue of student safety
when walking to this school. Boris Swedak indicated that he would like to attend this
meeting.

Recommendation:
That the Peel District School Board and the Principal of Meadowvale Secondary School,
6700 Edenwood Drive be requested to review the following at Meadowvale Secondary
School:
1. Designate the school driveway as “One Way”.
2. Ask students not to congregate on the school sidewalk.
3. Separate the school bus drop off to the Edenwood Drive side of the driveway and
student drop off on the Battleford Road side of the driveway.
The word “student” was changed to “vehicle” in part 3 of the recommendation. Doug Fryers
moved the motion, as amended, which was voted on and carried.

November 22, 2006
Credit Valley Public School (Ward 8)
Recommendation:
That the Peel District School Board be requested to install two (2) International “No Entry”
signs at exit driveway at Credit Valley Public School, 2365 Credit Valley Road.
Jeff White, Trustee, advised that he, Brad MacDonald, Trustee (Ward 8) and the
Superintendent for the area, met at Credit Valley Public School to determine if the School
Zone Safety (Kiss & Ride) Program was operating and it was not. He advised that it is

anticipated that this may change by the spring. In response to an enquiry by Boris Swedak
with respect to the installation of the gates at the entrance to the City park parking lot, Max
Gill responded that the gates had been installed and that in the spring, lines would be painted
on the driveway rather than installing a sidewalk with the anticipated closure of the entrance
to the City park parking lot and the installation of a new entrance to the park from Credit
Valley Road.
Mr. Swedak advised that he had met with the Director of Works at the site and that it was
agreed that a sidewalk would be installed. Andy Bate, Supervisor, Traffic Operations,
advised that Transportation and Works Maintenance determined that it was not feasible to
install a sidewalk prior to the winter. The Chair requested that Credit Valley Public School
be added to the Action List prepared by Transportation and Works.

Traffic Safety Council on November 22, 2006 with respect to modifications to the site to

Councillor Frank Dale enquired as to the reason why the Crossing Guard was not moved.
The Chair advised that when reviewing the present location of the Guard with the Crossing
Guard Supervisor it was determined that the current location was the preferred one therefore,
the Guard was not relocated. Councillor Dale asked that a written explanation be forwarded
to the Principal and the School Council Chair.

RECOMMENDATION:
That the Commissioner of Planning and Building be advised that with respect to the Site
Plan SP 06/228 W10 – Proposed New School Churchill Meadows #5, 5120 Perennial
Drive, that Traffic Safety Council has reviewed the site plan submitted on January 15,
2007 and have no objection to the site plan notwithstanding the potential for
pedestrian/vehicle conflict that could result with the proposed design as presented.
The Chair advised that the Site Plan Review Subcommittee had met prior to the meeting
and had prepared an amended recommendation as follows:
“That notwithstanding that the Traffic Safety Council continues to have concerns that the
proposed site plan design will create the potential for vehicular and pedestrian conflict
thereby creating a safety concern, the Commissioner of Planning and Building be
advised that with respect to the Site Plan SP 06/228 W10 for the proposed new School
(Churchill Meadows #5), 5120 Perennial Drive, that Traffic Safety Council has reviewed
the site plan submitted on January 15, 2007 and has no further requirements.”
Boris Swedak moved that the motion, as amended, be approved which was voted on and
carried.

17. Site Inspection Report – Huntington Ridge Drive and Hearthside Drive (Ward 4)
Site Inspection Report for the site inspection conducted on January 18, 2007 to review the
Crossing Guard warrants at the intersection of Huntington Ridge Drive and Hearthside Drive.
RECOMMENDATION
1. That the request for a Crossing Guard at the intersection of Huntington Ridge
Drive and Hearthside Drive for the students attending Huntington Ridge Public
School, 345 Huntington Ridge Drive and St. Matthew Catholic School, 280
Kingsbridge Garden Circle be denied as the warrants have not been met.
2. That a re-inspection of Huntington Ridge Drive and Hearthside Drive take place
in Fall 2007 should Student Transportation change bussing eligibility for all
students living in the area west of Confederation Parkway and east of Mavis
Road.
3. That Transportation and Works be requested to replace the faded U-turn
prohibition signs on Huntington Ridge Drive, west of Huntington Ridge Public
School and to review the stopping prohibition signs opposite the school and that
subsequent to the review of the prohibition signs, that Parking Enforcement and
the Peel Regional Police be requested to enforce the applicable violations on
Huntington Ridge Drive.
4. That the Principal of Huntington Ridge Public School be requested to:
1. ensure that all snow on the path just west of the exit driveway is cleared to
the roadway.
2. encourage parents who park in the no stopping zone opposite the school to
utilize the School Zone Safety (Kiss & Ride) Program on the school
driveway.
5. That Traffic Safety Council be requested to review dismissal procedures at
Huntington Ridge Public School.

E-mail dated January 23, 2007 from Councillor Pat Saito advising of the results of a meeting
held with the Minister of Transportation, The Honorable Donna Cansfield on January 11,
2007.
Sheelagh Duffin, Crossing Guard Supervisor, advised that the meeting with the Minister of
Transportation was very successful and that it was anticipated that a change to the Highway
Traffic Act was imminent. She asked if Traffic Safety Council could express appreciation to
Councillor Pat Saito and her staff for all of their effort in arranging the meeting with the
Minister and preparing a very impressive binder of information regarding this issue.

Jim Wilde asked if a site inspection could be conducted in front of St. Joseph Secondary

the pedestrian crosswalk on Creditview Road in front of the school and report back to
Traffic Safety Council.

22. ITE/OTC School Zone Initiatives Seminar
Jim Wilde advised that he had attended the School Zone Initiatives Seminar hosted by the
Ontario Traffic Conference (OTC) on November 16, 2006 in Markham and that a speaker at
the seminar had indicated that many parents driving their children to school do not have a
driver’s license. Mr. Wilde suggested that a letter be written to the Ministry of
Transportation expressing concern with this issue.

23. Parents Lateness at Schools
Jim Wilde expressed concern that at many schools, parents arrive late in the morning which
can create unsafe conditions when the staff or parent volunteers are not on duty for the Kiss
& Ride Program. Sara Caruso-Taccone, Principals’/Vice-Principals’ Association (Dufferin-
Peel Catholic School Board) and Principal of Bishop Scalabrini Catholic School, advised of
the challenges that schools are faced with parents arriving late to drop of their children
advising that every effort is made by the Principal to alert the parents of the school times and
prompt arrival. Tony Stasi, Parking Enforcement advised that this is a concern at dismissal
as well.

24. Proposed New Intersection at Hurontario Street and the QEW (Ward 1)
Jeff White, Trustee, advised of a meeting held in the Ward 1 community with respect to a
proposed new interchange at Hurontario Street and the QEW and the concern of the
community with the safety of students from Queen Elizabeth Sr. Public School and Port
Credit Secondary School having to cross the on ramps on their way to school. Mr. White
enquired if Traffic Safety Council could get involved in this issue prior to construction to
make it safer for students. Andy Bate advised that Transportation and Works (Traffic
Operations) would be involved in some of the information sessions regarding this project
specifically with respect to traffic signals and safe crossing and will ensure that student safety

is addressed in the City’s comments to the Ministry of Transportation.

25. Revised Site Plan SPR 07/010 W11 - Proposed Classroom Addition to the Elite Montessori
School, 6395 Mississauga Road
David Brown, Chair advised that a site plan had been circulated to the Clerk’s Office for
review by Traffic Safety Council and that he had reviewed the plan and was satisfied with the
plan as submitted. The following motion by Boris Swedak to approve the revised site plan as
submitted was voted on and carried.
That the Commissioner of Planning and Building be advised that with respect to the
revised Site Plan SPR 07/010 W11 for a proposed class room addition to an existing
private school (Elite Montessori School), 6395 Mississauga Road, that Traffic Safety
Council has reviewed the revised site plan submitted on January 15, 2007 and is satisfied
with the site plan as submitted.
