CONSTITUTION OF THE INTERNATIONAL ICE SWIMMING ASSOCIATION

(Amended January 2017)

The Association is hereby established, upon the terms and subject to the conditions, and for the objectives, as hereinafter set forth in this Constitution.

1. NAME AND PURPOSE1.1.The name of this Association shall be the International Ice

Swimming Association (“IISA”). This name may only be varied by the Board at its sole discretion.

1.2.The purpose of this Association is to encourage and promote safe ICE Swimming on a global basis and to facilitate interaction between participants in areas of common concern and enjoyment. To this end the Association shall engage in activities such as organizing events, marketing, global communications, creating and implementing codes of conduct and creating globally recognized standards and awards for distinguished work in this activity. It will also set the criteria for safe conduct for participants and events to ensure as far as possible that all activities of this type meet the highest possible standards of safety.

1.3.The main objectives of the Association shall therefore be:1.3.1.to promote ICE Swimming and IISA Swims around the world;1.3.2.to promote safety in extreme swimming events;1.3.3.the establishment and organisation of annual IISA Events

around the world;1.3.4.to promote and assist with medical research on cold water

swimming;1.3.5.to promote knowledge and understanding of swimming in ICE

and cold waters;1.3.6.to promote and protect the ICE environment; and,1.3.7.to promote communities in places in which IISA swims take

place.1.4.The Association is committed to treating everyone equally within

the context of its activity and with due respect to the differences of individuals, provided that at no time their safety is compromised as a result. The Association will not apply nor endorse unlawful or unjustified discrimination or behaviour.

2. DEFINITIONS AND INTERPRETATION2.1. In this Constitution, the following expressions bear the meanings

assigned to them below and cognate expressions bear corresponding meanings:

2.1.1.“Affiliate” means another association which has adopted the rules and regulations of IISA and which is authorised by IISA to use the IISA name.

2.1.2.“Applicable Law” is the law of South Africa and means all legislation, regulations and directives enacted within South Africa, as amended, or substituted from time to time and applicable to the operations and objectives of the Association;

2.1.3."Association" means the International ICE Swimming Association;

2.1.4.“"Board" means the persons appointed by reference to this Constitution to govern and manage the Association;

2.1.5.Board Member” the persons appointed with reference to this Constitution to the IISA Board;

2.1.6.“Constitution" means this document as the governing document of the Association, including any annexes or attachments hereto;

2.1.7.“5.00C or 5c or 5C” means five degree Celsius with at least two decimal points or 41.00 degrees Fahrenheit

2.1.8.“Ice Kilometre or Ice 1 KM” is a Swim of one kilometre or 1,093.61 yards in water at a temperature of 5.00C or less which conforms to the IISA Rules and Regulations and has been confirmed as such by the Board.

2.1.9.“Ice Mile” is a Swim of one British mile or 1,609.33 metres in water at a temperature of 5.00C or less which conforms to the IISA Rules and Regulations and has been confirmed as such by the Board.

2.1.10.“ICE Swim” and “ICE Swimming” are terms which may be used interchangeably and shall mean a category of swimming or event conforming with the criteria established in this Constitution and the Rules and Regulations;

2.1.11."Founder " means the person responsible for creating and founding of the Association and this person is Ram Barkai (ID Number 5710225222081) of PO Box 32448, Camps Bay 8040, Cape Town, South Africa.

2.1.12.“Initial Members” means Andrew Chin, Ryan Stramrood , Kieron Palframan and Toks Viviers.

2.1.13."Member” means a person approved by IISA to become a Member of the Association and whose name is entered into the Register of Members.

2.1.14.“Proprietary Terms” means all terms that have been created by IISA and used by the Association to describe its activities and events.

2.1.15.“Rules and Regulations” refer to the Constitution and all of the IISA Rules and Codes of Conduct and Safety.

2.1.16.South Africa" means the Republic of South Africa.2.1.17.Clause headings are for convenience only and shall not be

used in its interpretation;2.1.18.Unless the context clearly indicates a contrary intention, an

expression which denotes:

2.1.18.1. any gender includes the other genders;2.1.18.2. a natural person includes a juristic person and vice

versa;2.1.18.3. the singular includes the plural and vice versa.

2.1.19.The official language of IISA is English and all documents and the website shall be drafted in English.

2.1.20.Words and expressions defined in any clause shall, unless the application of any such word or expression is specifically limited to that clause, bear the meaning assigned to such word or expression throughout this Constitution;

2.1.21.Terms other than those defined within this Constitution will be given their plain English meaning;

2.1.22.Defined terms appearing in this Constitution in italics shall be given their meaning as defined, while the same terms appearing in lower case shall be interpreted in accordance with their plain English meaning, and shall, unless the context otherwise requires, include the terms as defined;

2.1.23.Reference to any statutory enactment shall be construed as a reference to that enactment within the Republic of South Africa (“South Africa”) as at the date of signature of this Constitution by the Board Members, and as amended or substituted from time to time.

3. ESTABLISHMENT OF THE ASSOCIATION3.1. IISA is established as an unincorporated, not for profit organisation

and shall remain as such until the Board, in its sole discretion, shall decide otherwise.

3.2.The Association shall :3.2.1.have complete legal personality and exist in its own right

separately from its Members and Board Members;3.2.2.continue to exist notwithstanding any change in its Board and

Members;3.2.3.be able to institute legal action, defend any legal action and

be able to contract in its own name.3.2.4.All intellectual property associated with and belonging to IISA

shall remain the sole property of the Founder and any use of that intellectual property for commercial purposes (to include, but not limited to, the Proprietary Terms, concept, logos, terms and codes of conduct and safety) shall only be allowed with the specific permission of the Founder.

3.2.5.For legal purposes, the Association shall be regarded as domiciled in South Africa and until such time as the Board shall decide otherwise, shall be subject to the laws of South Africa.

3.2.6.For accounting and record keeping purposes, the year-end of the Association shall be the final day of February.

4. AREA OF OPERATION4.1.The headquarters of the Association shall be based in Cape Town,

South Africa but the area of operation of the Association is intended to be global.

4.2.The Association may establish, supervise and support local country Affiliates but may, as the Board so decides, operate independently in any territory.

5. IISA MEMBERSHIP5.1.The total membership of the Association shall not normally be

limited but if the Board considers that there is a good reason to impose any limits from time to time, then the Board may suspend the addition of new Members until such time as it feels it is appropriate to welcome further applications.

5.2.On payment of the appropriate subscription IISA offers a 3-tier membership structure:

5.2.1.ICE Membership can only be acquired by a successful and accredited IISA ICE Mile, subject to approval by the Board.

5.2.2.COLD Membership can only be acquired by anyone who successfully completes a 1km published IISA Event, subject to approval by the Board.

5.2.3.COOL Membership - Shall be acquired by any person that wishes to associate with IISA as a coach, referee, support provider, medical, or as a volunteer.

5.3.The Board reserves the right to refuse membership of any category or to terminate Membership to any applicant and the decision of the Board in this regard is final.

5.4. IISA Membership will provide each member with a unique login to the IISA website and with a unique Members Page, called Members BIO.

6. MEMBER’S RIGHTS AND OBLIGATIONS6.1.Each Member shall abide by the Rules and Regulations of the

Association as set out in this Constitution and elsewhere and as determined by the Board from time to time.

6.2.Each Member will not, in relation to IISA activities, act in a manner which will bring, or could bring, the organisation into disrepute.

6.3.No Member shall have the right to contract on behalf of or bind the Association in any manner whatsoever unless specifically authorised to do so by the Founder in writing.

6.4.No Member shall, as a result of becoming a Member of the Association, be entitled to any of the assets and/or proceeds derived by the Association as result of any IISA initiatives, activities or events and nor may any other person who may be connected in any way to a Member.

6.5.No Member shall, by virtue of becoming a Member of the Association, be liable for any of the Association’s obligations.

6.6.Any Member who wishes to resign their membership of the Association must give IISA written notice of their resignation and

the resignation will only take effect when this has been complied with.

6.7.Any Member who resigns shall not be entitled to have any part of their membership fees returned.

7. DISQUALIFICATION OF MEMBERS7.1.Any breaches of the Rules and Regulations by a Member should be

reported to IISA.7.2.Any Member that breaches any of the terms of this Constitution or

any Rule or Regulation, as determined by the Board from time to time, may be subject to immediate disqualification or suspension as a Member of the Association at the sole discretion of the Board. No fees paid by that Member shall be returned.

7.3.The Board may request a report of any alleged breaches of the Rules or Regulations to be prepared in a manner and form as the Board deems fit under the circumstances, and shall, as a result of the information received, make any such ruling as the Board at its sole discretion deems appropriate.

7.4.Any Member who is the subject of such a report or a review will be invited to explain their position, the circumstances surrounding the alleged breach and any mitigating factors that should be taken into account by the Board when considering its decision.

7.5.Rulings made by the Board in terms of this clause shall not be subject to appeal.

9. AMENDMENT OF THE CONSTITUTION9.1.The Constitution will be reviewed and amended annually as

required by the Board.9.2.Members may at any time suggest amendments to the

Constitution, Rules and Regulations but any changes are at the sole discretion of the Board.

10. IISA BOARD10.1.All the business activities and functions of the Association shall

be conducted by either the Founder / Chairperson and IISA Board.

10.2.There will at all times be a minimum of 3 (three) and maximum of 11 (eleven) Board Members in office.

10.3.All Board Members must be Members of IISA and over 18 years of age.

10.4. For as long as the Founder is willing and able to so act, he shall be appointed as a Board Member and chairperson of the Board.Otherwise the Board Members shall nominate and vote in a chairperson to be elected by a simple majority of votes. All Board Members must vote and cannot abstain.

10.5.Board Members may relinquish their position by a letter of resignation or by the Founder or chairperson dismissing them from their position under the conditions in Clause 11 below.

10.6.Dismissal from the Board can be for a number of reasons, such as gross misconduct (as determined by the Board), continual non-attendance at Board meetings, non-adherence to the IISA Constitution and codes of practice or for any other reason as the Board shall, in its sole discretion, determine, subject to Clause 11.

10.7.Any vacancies within the Board shall be declared on the IISA website and filled by nominations from IISA Members. The Board shall consider nominated candidates and the decision of the Board as to the preferred candidate is final. If at any time the Board membership falls below the required minimum of 3 (three), the remaining Board Members shall immediately ask Members for their nominations.

10.8.A Board Member must be a Member of the Association.

11. BOARD MEETINGS11.1.If the Founder is not present, the Board Members shall appoint

one of their own to act as chairperson and shall meet for the dispatch of business, adjourn and, subject to any specific provisions herein contained, may regulate their meetings as they think fit, provided that they shall meet at least once per annum.

11.2.The Founder shall call a meeting of the Board by giving at least one weeks notice in writing to the other Board Members and including a proposed agenda. A Board Member may at any time request a meeting of the Board by notice in writing to the Founder with at least 10 (ten) days’ notice and a proposed agenda. The Founder may however determine that such a meeting is not necessary.

11.3.The quorum for meetings of the Board shall be at least 50% of the Board Members then in office but never any less than 3 (three).

11.4.Each Board Member shall have 1 (one) vote in respect of all matters requiring a resolution of the Board. Resolutions of the Board shall be carried by a simple majority of votes of the Board Members present. In the event of a tie, the Founder shall have the casting vote.

11.5.A resolution in writing signed by all the Board Members shall be regarded as if it had been passed at a valid meeting of the Board.

11.6.The Board shall keep minutes of their meetings in writing and all resolutions passed by the Board shall be duly minuted.

11.7.Notwithstanding any other provisions, meetings of the Board may consist of a telephone or internet conference between Board Members, some or all of whom are in different places to each other, provided that the requisite quorum of Board Members participates in such conference and each of the Board Members who participates is able to hear each other participating Board Member and, if he so wishes, to address all of the other participating Board Members simultaneously, whether directly, by conference telephone, video link or by any other form of communications equipment or by a combination of those methods.

11.8.In accordance with the laws governing fiduciary responsibility, a Board Member shall be obliged forthwith to declare any self-interest or conflict of interest that may arise with regard to matters coming before the meeting of the Board. In any such event, the Board member concerned, after declaring his/her interest, shall promptly excuse him/herself, and take no further part in the deliberations concerning that matter and in addition shall subsequently refrain from participating in further discussions or decisions affecting the relevant matter unless the continued presence and participation of the Board Member concerned is unanimously requested and approved by all the other Board Members. The minutes of the meeting shall record any such declaration of interest, excusal, and (if applicable) the continued presence and participation of the Board Member concerned.

11.9.The Board may from time to time appoint from amongst their number such sub-committees as they may consider necessary and may delegate to them such terms of reference, powers and duties as the Board feels appropriate. Other Members may also be invited onto these sub-committees with the approval of the Board.

12. ANNUAL GENERAL MEETING12.1.The purpose of the Annual General Meeting (“AGM”) is to

transact the following business of the Association:12.2.To receive the Chairman’s report of the activities of the

Association during the past 12 months;12.3.To review the accounts and financial position of the Association;12.4.To elect the Chairman and Board Members for the following year.12.5.Any vacancies on the Board shall be notified to the Members on

the IISA website together with the dates for nominations.12.6.Nominations for election of Members to the Board shall be made

in writing to the IISA Board though the IISA website. Each nomination must have a proposer and seconder who are full Members and the nominee will be required to indicate in writing their willingness to stand for election and why they would be a suitable candidate for the Board.

13. POWERS OF BOARD MEMBERS

13.1.The Board Members shall, in addition to such other powers as may be conferred upon them by the applicable law or elsewhere in this Constitution (whether express or implied), have the following powers as a Board (but not acting individually), subject only to the veto of the Founder, namely:

13.1.1. to receive, consider, approve or decline applications for Membership of the Association;

13.1.2. to determine and publish rules of conduct for Members and ICE Swimming events;

13.1.3. to determine and provide disciplinary procedures to Members;

13.1.4. instead of acting personally, to employ, as far as may reasonably be necessary, and to pay any attorney, contractor or any other person to transact any business or do any act of whatsoever nature required to be done pursuant to the furtherance of the objectives of the Association provided that any fees are approved by the Founder in advance;

13.1.5. to take and act upon any expert or professional advice;13.1.6. to delegate to any person as approved by the Board the

performance of all or any acts or the exercise of all or any discretions to which they are entitled to perform or exercise under this Constitution;

13.1.7. to open and operate accounts of all descriptions with registered banks provided this has been agreed by the Founder in advance;

13.1.8. to accept cheques, bills of exchange or promissory notes for and on behalf of the Association;

13.1.9. to acquire property of any description on behalf of the Association provided that any expenditures to be borne by the Association for so acquiring has been approved in advance by the Founder;

13.1.10. to deal with the property of the Association and to sell such property with the agreement of the Founder;

13.1.11. to make investments on behalf of the Association if so agreed by the Founder;

13.1.12. to, unless specifically prohibited by any provision in this Constitution, exercise all rights and perform all actions necessary to fulfil the Association’s objectives;

13.1.13. to exercise such further rights, powers and authorities as may from time to time be conferred upon them by the Members and/or the resolution of the Board and/or as if they were acting as Members of an incorporated company;

13.1.14. to have full capacity to contract on behalf of the Association, subject always to such limitations, if any, as

may be imposed by this Constitution and the Founder, provided that they will under no circumstances be personally liable on any such contract; and

13.1.15. to have locus standi in judicio and be capable of bringing, defending, opposing, withdrawing, settling and/or otherwise acting in connection with any proceedings whatsoever in or before any court, or in any arbitration, or before any other forum, provided that all costs reasonably incurred by them in that regard shall be for the account of the Association.

14. OBLIGATIONS OF THE BOARD MEMBERS

14.1.The Board shall, in the conducting of the affairs of the Association, act in a business-like manner in accordance with the same fiduciary obligations required of a director of an incorporated company, and accordingly shall ensure that:

14.1.1. a bank account is opened in the name of the Association, and that all business activities of the Association are conducted via the bank account;

14.1.2. proper records and books of account are kept of the business and affairs of the Association, and their administration thereof, which records and books shall be in the custody of the Founder on behalf of the Board;

14.1.3. the records and books of account referred to above are at all times available for inspection by any Member or Board Member; and,

14.1.4. as soon as possible after the end of each year-end of the Association, financial statements are prepared.

15. RESIGNATION OF BOARD MEMBERS15.1.A Board Member may voluntarily resign his position on the Board

by writing to the Chairman on behalf of the Board and giving one month’s notice of his intention to quit. The Board may, at their discretion, waive the period of notice so that the resignation becomes effective immediately.

15.2.A Board member shall immediately vacate his office upon the Board Member:

15.2.1.having been convicted of a criminal offence; or,15.2.2.having become prohibited to hold the office of a director of a

company; or,15.2.3.having been removed from office at any time upon the

Board giving 1 (one) calendar month’s notice in writing to such Board Member, with the consent of the majority of the Board Members from time to time;

15.2.4.having had their Membership withdrawn by the Board;15.3.The decision of the Board in this regard is final.

16. INDEMNITY OF BOARD MEMBERS

16.1.The Board Members shall not be liable for any loss sustained by the Association from any cause save and except where any loss is sustained as a result of the wilful dishonesty or gross negligence of the Board Member, either collectively or individually.

16.2.No Board Member shall be liable for any act of dishonesty or other misconduct committed by any other Board member unless he knowingly allowed it or was an accessory thereto.

16.3.The Association indemnifies the Board Members and every attorney, agent or other person appointed by the Board Members against all actions, proceedings, costs, liabilities, claims, expenses and demands in respect of any matter or act committed or omitted to be done in any way in the execution of their offices as Board Member, otherwise than in respect of claims for which in terms of the Applicable Law the Board Members cannot be indemnified, subject to Clause 12.1.

17. REMUNERATION OF BOARD MEMBERS 17.1.The Board Members shall not be entitled to any remuneration for

their services save as provided for in this Constitution.17.2.The Board Members shall be reimbursed by the Association (if

possible) for all reasonable expenses incurred by them in and about the execution of their duties as Board Member provided that they provide receipts for all such expenses claimed and these are agreed by the Founder.

17.3.Nothing herein contained shall preclude the Board from remunerating any Board Member for the performance of any function on behalf of the Association as a professional or person appointed by the Board to further the objectives of the Association provided that the Board approves the appointment and terms of reference.

18. AFFILIATES18.1.Any association that wishes to become an Affiliate of IISA must

apply to IISA for approval and agree to adopt and conform to the Constitution of this Association and to the rules and regulations of any other bodies that the Association may determine from time to time.

18.2.The business and affairs of the Affiliate shall at all times be conducted in accordance with the Rules and Regulations unless there is a conflict with the laws of that territory in which case those laws take precedence.

18.3.By virtue of the affiliation of the Affiliate to the Association, the Affiliate and its members will acknowledge that they are subject to the Rules and Regulations.

18.4.In the event that there shall be a conflict between any rule or regulation of the Affiliate and the Association, then the Rules and

Regulations shall take precedence unless the law of the territory in which the Affiliate is located determines otherwise.

18.5.The Association retains the right to refuse an applicant Affiliate status and the decision of the Board in this regard is final.

18.6.If an Affiliate is in breach of the Rules and Regulations, or is thought to be in breach, then the disciplinary procedure outlined in Clause 7 shall also apply to Affiliates and the Affiliate may, as a result of the findings of the Board, be asked to leave the Association.

19. AUDITORS 19.1.If required, the Association shall appoint an independent

practising Chartered Accountant, or firm of independent practising Chartered Accountants as Auditors to the Association. The Board shall also determine the period and conditions of appointment of such Auditors; with power, if deemed necessary, to remove and substitute any such appointee/s as may be deemed appropriate from time to time.

19.2.The Auditor/s appointed as aforesaid shall have an unrestricted right of access to the systems, books, vouchers, and records of the Association, and shall be entitled to require from the Board Members, officers, and employees of the Association, any information or explanation the Auditor/s may deem necessary for the proper performance of such audit.

20. DISSOLUTION20.1.A resolution to disband the Association shall only be proposed at

an AGM, unless required by law.20.2.The resolution to disband the Association must be agreed by all

the Board Members at the time.20.3.There must be a specific date determined for the disbanding of

the Association and the disbanding will then take effect from that date.

20.4.The Board Members shall be responsible for the winding up of the liabilities and assets of the Association.

20.5.Any property remaining after the discharge of debts and obligations of the Association shall be given to a charity or other non-profit making organization as nominated by the Board.

21. ACKNOWLEDGEMENTThe Members acknowledge that this Constitution and the Rules and Regulations constitute a binding contract to regulate the relationship of the Members with the Association and each other.

IISA RULES AND REGULATIONS

OBJECTIVES OF THE IISA RULES AND REGULATIONSIISA is committed to ensuring that all Ice Swims and Events are conducted in the safest environment possible as it is acknowledged that this is an extreme sport. Whilst it is not possible to guarantee the safety of any participant undertaking any IISA regulated activity, IISA wishes to try to establish certain standards for this activity and insist that these are adhered to in order to take advantage of the most up-to-date research in cold water immersion and ensure that there is adequate access to medical assistance in the event that it should be required.

No Swim or Event will be recognized by IISA unless all of these Rules and Regulations are strictly adhered to. In any event, IISA reserve the right not to recognise the Event or Swim as the Board shall determine.

It must be emphasised that IISA cannot guarantee the safety of any participant who wishes to take part in ICE Swimming or a recognized IISA Event and IISA will not and cannot take any responsibility for any death, injuries or losses suffered as a consequence. All Swimmers must participate at their own risk.

1. DEFINITIONS1.1. Definitions are as below or as defined in Clause 2 of the IISA

Constitution.1.2. “Event Committee” – a committee formed of the Event Director,

Safety Officer, and IISA Official to be comprised of a minimum of 3 individuals.

1.3. “Event Language” – The official Language of each event will be decided by the Event Committee as per Event location, however, IISA language must prevail when in doubt.

1.4. “IISA Event or Event” – an IISA regulated swimming event which follows the Rules and Regulations.

1.5. “IISA Language” – to avoid any confusion, the official language of IISA will be English. All IISA’s requisite documentation must be presented in English. If a requisite document or communication is done in the local or other language, it must include an English translation.

1.6. “IISA Official” – an IISA Member certified by IISA as a qualified official for the Event or Swim. An Event Director, Referee or other can be regarded as the IISA Official if they are free to roam around the Event grounds, supervise all activities and are not bound to a Recovery Facility.

1.7. “IISA Swims or Swim” – any swims governed by IISA Rules and Regulations, approved by IISA and officiated by IISA Officials. No swim will be regarded as an IISA Swim or Event unless an IISA Official is present.

1.8. “Medical Check Area” – a designated area where swimmers can

have their pre-Event or Swim medical checks.1.9. “Medical Officer” – a designated medical doctor experienced in

winter/extreme cold water swimming. The Medical Officer will oversee the recovery of the swimmers post Event, and has the responsibility to watch swimmers’ recovery, decide on emergency or evacuation protocol, and discharge swimmers from the Recovery Facility. The Medical Officer will supervise the other medical staff in attendance. The Medical Officer may also be asked to supervise the actual Swim or Event to ensure no participant is in danger.

1.10.“Observer” – a person who is qualified by his/her experience and integrity to observe an IISA Swim. The Observer has the responsibility of monitoring the ICE Swim adherence to the Rules and Regulations, the safety of the Swim conditions and the integrity of the information provided.

1.11.“Witness” – a person wintenssing the Swim and testifying in a Swim application to the adherenace of te Swim with IISA Rules. The Witenss must be familiar with the Swim basic requiremnets.

1.12.“Race Director or Event Director” is the person ultimately responsible for the Event and responsible for ensuring that the Rules and Regulations are adhered to.

1.13.“Recovery Facility” – specially designated room/s with the required facilities to assist and monitor the swimmers’ recovery post Event. The Recovery Facility must be of a suitable size to accommodate all recovering swimmers as well as medical staff.

1.14.“Referee” – race referee responsible for adherence to Race Rules in all aspects. The Referee has the ultimate power to disqualify a swimmer or pull a swimmer out, at his/her discretion without any delay, negotiations, or appeal. The Referee can double up as the Event Director if both roles are not compromised and may be referred to as such in the Rules and Regulations. The Referee must be a Member of IISA. In time, all Race Directors and Referee will have to be an Accredited IISA Officials.

1.15.“Safety Buoy” – a floating device approved by the IISA Official or the Race Director. The use of a safety floating device is not made compulsory by IISA. However, it is within the authority of the Event Director to make it compulsory at the Event if he/she sees fit. The use of the buoy is for easy identification or emergencies only. If the IISA Official, the Event Director or Referee suspects that the swimmer is using the device to aid the Swim in any way, the swimmer will be disqualified at once.

1.16.“Swimmer” – a participant in the Event or Swim.1.17.“Second” – A person accompanying the Swimmer. The Second’s

responsibility is to watch the Swimmer throughout his/her Event or Swim, from change room to recovery until the Swimmer has been handed over to the responsible stuff at the Recovery Facility. The Second must be briefed and familiar with ICE Swimming, the Rules and Regulations, the Event or Swim process, and the recovery process.

1.18.“Time Keeper” – a person taking the time of the Swimmers’ swim. Each Swimmer will have at least one Time Keeper.

2. OFFICIAL ICE SWIMMING DISTANCES2.1. IISA official distances are 1 British mile and 1kilometer.2.2.Any distance of 1 Mile or longer will be treated as Ice Mile and will

be recorded in IISA Ice Mile record book with its distance swum2.3.One kilometre or longer is an individual achievement and will

receive IISA recognition if it is regarded by the Board as a qualifying Swim. The Board’s decision in this regard is final.

2.4.Shorter Distances than a 1000m are allowed in an IISA Event2.5.Any Swimming Event governed by IISA Rules, regardless of the

distances swum, can be recorded as an IISA Event.2.6.Shorter distances in IISA events will be added to the Member’s Bio

records on IISA website. However, IISA only holds world records, recorded Swims and Swimmers rankings in the IISA Mile and 1km distances.

3. PHYSICAL DISABILITY AND SPECIAL CATEGORIES OF SWIMMERS3.1. IISA recognises, supports and encourages participation of

swimmers with disabilities.3.2. IISA will treat disabled swimmers on a case-by-case basis, allowing

Event Directors to amend categories, and relax the Rules on swimming aids etc. as required, while considering swimmer safety as the main objective. Every attempt will be made to provide the necessary facilities and assistance but it must be recognised that due to limitations at some venues, this may not always be possible.

3.3.An IISA Official, Event Director or Medical Doctor may prevent a disabled Swimmer from swimming at any time if it is felt that the conditions are adverse for that swimmer and/or the venue is not suitable for the disability in question as safety must always be the primary consideration. The Swimmer must accept that decision as final.

4. ICE SWIMMING RULES4.1.An Ice Swim is a swim which is recognized by IISA and it is

undertaken and completed under IISA rules.4.2. Ice Swim Rules apply to any swim done under IISA Rules in an IISA

Event, an Ice Mile attempt or any IISA qualifying swim.4.3.Temperature Measurement

4.3.1.An Ice Swim must be in water of a temperature of 5.00 (five with two decimals) degrees Celsius (“C”) or below or 41.00 degrees Fahrenheit (“F”), measured as follows:

4.3.2.The reading of the water temperature must be measured for a continuous period of at least 5 (five) minutes, at a depth of between 5 (five) to 20 (twenty) inches below the water

surface (127 to 508 millimetres below the water surface).4.3.3.The water temperature must be established by using the

average reading obtained from 3 (three) digital thermometer readings with a temperature accuracy of +/-1.00C (at least one decimal display) which have all obtained measurements following the instructions in Clause 4.3.1 above. The three thermometers may not be placed in the same location but must be at least 30 meters apart from each other.

4.3.4.When measuring the average water temperature, only readings of 5.00C or lower can be used. So 3 thermometers reading 5.2C, 5.00C and 4.80C respectively cannot be used to calculate an average even if the mean temperature is 5.00C or lower. To be valid for the purposes of an Ice Swim, all three thermometers must register 5.00C or below.

4.3.5.The thermometers must be water submerged thermometers or utilise a probe; no laser or infra-red thermometers are allowed.

4.3.6.The official water temperature must be measured no more than 30 minutes before the Swim begins.

4.3.7.For Swims where the water temperature is close to or at 5.00C, the Observer, or Event Director or IISA Official is required to take several measurements across the course and during the Swim to ensure average water temperatures remain at 5.00C or less for the duration of the Swim.

4.3.8.Use of watches, or watch-type devices, for distance and temperature measurement are not allowed.

4.4.The Swimmer can wear:

4.4.1.one standard approved swimming costume, which may not be lower than the swimmer’s knees and, in the case of female swimmers, a swimming costume which shall not be broader than the swimmer’s shoulders and not above neck line.

4.4.2.one pair of the approved style of goggles; and,4.4.3. one standard silicon or latex cap only;4.4.4.greasing is only allowed for chafing purposes;4.4.5.a safety belt, ear plugs, nose clips and mouth guards are

allowed for safety purposes only.4.4.6.Any other accessories including but not limited to, music

players and heat bags, are not allowed.4.5.Medical Requirements

4.5.1.Swimmers must have undertaken a standard medical examination including a resting ECG within three months prior to the Swim. The Swimmer must declare his/her intent to make a Swim attempt to the doctor handling the medical examination. The Swimmer must also disclose any relevant medical history to the doctor, any allergies, chronic illness or medications he/she consumes at the time of the examination.

4.5.2.The ECG results together with details of this medical history must be given to the Event Director or Swim Observer or

Medical Director (as directed) before the Event or Swim. Failure to comply with this requirement will mean that the Swimmer is not qualified to undertake a Swim or participate in an Event.

4.6.Age Limits4.6.1.ICE KM and distances of 500m and longer IISA prescribes a

minimum age of 16 years at the Swim date4.6.2.ICE MILE and distances of 1000m and longer IISA prescribes a

minimum age of 18 years at the Swim date4.6.3.IISA doesn’t prescribe Age Limit for distances shorter than

500m, however, IISA strongly recommends that swimmer history and background is examined for swimmers younger than 16y.

4.7.The Venue4.7.1.An Ice Swim must be done in an outdoor water mass,

preferably a lake or a river.4.7.2.A water mass can be a man-made outdoor pool (“Swimming

Pool”) provided that it is naturally cold (no human assistance to decrease the temperature is permitted).

4.7.3.A Swimming Pool or lake must be at least 25m long and of sufficient depth so that the Swimmer does not have to come into contact with any surface for the duration of the Swim.

4.7.4.An Ice Mile attempt may not take advantage of a known current. Should there be a current, or a current develops, in the chosen location, the Event Director, IISA Official or Observer must determine whether or not any significant assistance would be rendered to participants in the Swim before the Event or Swim commences. If it is thought that the current would render significant assistance, the venue cannot be used for the purposes of an Event or a Swim.

4.7.5.An IISA Event must ensure minimum assistance of any prevailing current. If the Event location has a prevailing current, the Race Director should endeavour to design the course in such a manner so that the net effect of the current is neutral.

4.8.The Course4.8.1.The Swim course (the “Course”) must have a predefined start

point and end point. 4.8.2.The Course must be measured by a boat GPS or hand held

GPS and not a watch GPS.4.8.3.The Course from start to end points must be at least one

British mile (1,609 metres) for a Swim and one kilometre (1,000 metres) for an Event.

4.8.4.The Swimmer must swim the Course from the start point to the end Point. No assistance, walking, running, standing over or on the Course is considered as being part of the Swim.

4.8.5.An additional distance may be claimed if the distance between the start and end point is longer than one mile or the Swimmer goes beyond the end point of the course.

Walking or swimming to the start point doesn’t count as an additional distance for these purposes. If a swimmer covers a longer distance than measured between the designated start and end points, due to not swimming by the shortest route, this will not count as additional distance.

4.8.6.Indirect routes, longer turns, or route mistakes will not be considered as an additional distance for this purpose.

4.9.Entry and Exit into the Water4.9.1.The Swimmer must be unassisted from the start to the end of

the Swim and this includes entry into and exit from the water. Disabled Swimmers may be allowed assistance only for entry into and exit from the water. This assistance may take the form of up to 2 persons and/or walking aids or wheelchairs. The Event Director or Observer must immediately disqualify any Swims which do not adhere to this rule.

4.9.2.Diving into the water is only allowed in individual Swim attempts and not in an Event. For reasons of safety, entry into the water by walking or jumping in is the preferred method of entry. The Event Director, IISA Official or Observer should determine the safest method of entry into the water at each venue and ask the Swimmer to comply.

4.9.3.The swim may have a wet or dry start and finish provided that the distance covered is uninterrupted and the points of start and finish have been agreed by the Event Director/Observer and IISA Official prior to the start of the Event or Swim.

4.10.During the Swim4.10.1. The Swim must be uninterrupted and no resting or contact

with any floating or other objects, including, but not limited to, boats, logs, ice, and rocks shall be allowed;

4.10.2. The Swimmer is not allowed to touch the ground with his feet once the Swim has commenced.

4.10.3. The Swimmer is allowed to push floating objects out of his way provided that the Swimmer shall not use this process to assist his swim in any way.

4.10.4. No feeding is allowed during the swim.4.10.5. No other swimming aids shall be allowed.4.10.6. No tumble turns are allowed.4.10.7. If the water mass requires a 180 degree turn, only open

turns are allowed, with at least one hand touching the end, body turns and legs pushing.

4.10.8. When pushing from a wall, Swimmers may only be submerged for a maximum of 5 metres before breaking surface with their head and continuing swimming.

4.10.9. The Observer, Event Director, Medical Director or the IISA Official of a Swim or Event shall use his/her discretion to terminate the swim if a change or deterioration in the swimmer’s stroke or body language occurs, at his/her discretion. The Swimmer must accept the decision of the official to terminate the Swim and must exit the water as

soon as able to do so.4.11.Swimming Strokes

4.11.1. All swimming strokes recognised by FINA are allowed. IISA adopts FINA swimming rules as the basis for its swimming stroke rules. When IISA rules conflicts with FINA rules, IISA rules will take precedence.

4.12.Usage of Safety Buoys and Belts4.12.1. Safety buoys must not be used to assist the Swimmer. It is

the Swimmer’s responsibility to ensure that he/she doesn’t use the buoy for assistance during the swim.

4.12.2. It is the Observer’s responsibility to qualify and verify that this condition was complied with in each Swim.

4.12.3. The use of safety buoys is not compulsory but it is recommended for open water swims and can be imposed by the observer if he/she considers the conditions or circumstances require the use of the buoy.

4.12.4. The use of a safety belt that allows the rescue lift of a swimmer is compulsory in IISA Events.

4.12.5. Use of wrist based watch and GPS is permitted for personal use only. No readings from this source cannot be used for any purpose in respect of the Swim.

4.13.Use of Performance Enhancing Substances4.13.1. Performance-enhancing drugs as identified on the World

Anti-Doping Agency List of Prohibited Substances, are prohibited. ( https://www.wada-ama.org )

4.14.Observers4.14.1. An IISA Observer must be capable of dispassionately

evaluating the Swim and its adherence to the Rules and Regulations. It is preferred that the Observer be unconnected to the Swimmer but if the Observer is acquainted with the Swimmer, they must be able to separate the personal relationship from their duties to observe, document, and verify the Swim.

4.15.Transparency of Swim or Event Conduct4.15.1. The intended conduct of the Swim or Event - including

Swim Rules and any non-standard equipment to be used - must be communicated fully and clearly to everyone involved in the Swim attempt or Event prior to the start of the Swim, as well as in all public promotion of the Swim. The Rules cannot be amended under any circumstances. Equipment or clothing may not be changed once the Swim has begun.

4.16.Safety4.16.1. The following safety requirements are mandatory for any

Swim or Event and if these do not take place, the Swim or Event will not qualify as valid under IISA Rules and Regulations.

4.16.2. Briefing – It is the responsibility of the IISA Official, Observer or Event Director to hold a detailed briefing before

any IISA Swim or Event with all Swimmers and officials and support teams. The purpose of the briefing is to ensure that all the officials, support teams and Swimmers are familiar with all safety procedures, the Swim course, Rules, recovery arrangements and medical facilities.

4.16.3. It is the responsibility of the Medical Doctor on site to brief all swimmers and role players on the symptoms of hypothermia, risk involved, symptoms and treatment. It is also the responsibility of the Medical Doctor to ensure he has all of the Swimmers’ medical details to hand in case of an emergency.

4.16.4. It is the responsibility of the IISA Official or the Observer to highlight to the Swimmer before the Swim or Event that Ice Swimming is an extreme and dangerous sport that may lead to an emergency or even fatality. The Officials or Observer should verify that the Swimmer has gone through medical checks, ECG, and the Medical Doctor on site has approved the Attempt after viewing the swimmer’s medical information and history. The Event Director or IISA Official should ensure that the Swimmer has signed any disclaimer of IISA responsibility and that they are aware of the risks of participating in an Event or Swim. Failure to complete this documentation before the Swim may invalidate the Swim or Event for the Swimmer at the discretion of the Board.

4.17.Responsibility for the Event or Swim4.17.1. The Event Director is responsible for the Event and the IISA

Official is responsible for the Swim if not at an Event. In all matters pertaining to the application of these Rules and Regulations, the decision of the Event Director or IISA Official is final. Any Swimmer who participates in a Swim automatically agrees to abide by the Constitution, Rules and Regulations and accepts the authority of the Event Director or IISA Official.

4.18.Qualifying for an ICE Mile attempt [new - in discussion]4.18.1. In order to qualify, a swimmer must prove that they have

THE IISA ICE MILE

THE IISA ICE MILE OBJECTIVESThe Ice Mile is the IISA prime and original Swim. The Mile was created as the ultimate challenge in the Ice Swimming world. The distance of the Mile was based on achievable yet extremely challenging swim distance in the ICE. An Ice Mile should take between 25 minutes to 45 minutes. Although IISA hasn’t placed time limits on an Ice Mile, it is very important that Swimmers attempting an Ice Mile are aware that spending significant time in ICE waters is dangerous and as swim time exceeds 30 minutes The Observer is advice to exercise extreme caution.

The spirit of the Ice Mile was never created for competition purposes but as an individual challenge with the spirit of extreme adventure. Ice Miles can be attempted in any Icy place on earth as long as it adheres in full to IISA Rules. Extreme challenges always come with extreme planning, training and safety. IISA Swimming and Safety Rues are there to set the minimum requirements for an Ice Mile in safe, assessable and hazard free location. It is with the Swimmer and his or her safety and logistics team to increase and improve on the safety requirements as location and conditions extends to the extreme.

1. As per Clause 2 of the Constitution, an Ice Mile (“Ice Mile”) is a Swim completed in water with a temperature of 5.00C or less, swum wholly in accordance with IISA Rules and Regulations.

2. The Swim distance must be at least 1 (one) British mile or 1,609.3 (one thousand six hundred and nine point three) metres.

3. ICE MILE RULES3.1.The Swimmer has personally qualified to attempt an Ice Mile as

specified in the IISA Rules and Regulations (as per Clause 5 of these Rules).

3.2. In order to be recognized as an Ice Mile, the Swimmer must successfully complete an IISA Ice Mile as defined by IISA in the IISA Rules and Regulations.

3.3.The Ice Mile attempt must follow all IISA safety requirements and rules.

3.4.The Swim must be verified by an Observer and a Witness.3.5.Following the successful completion of the Swim in qualifying

conditions, an application must be made to IISA by the Swimmer within 30 days of the Swim:3.5.1.The readings of each of the 3 thermometers reading of each

at 5.00C or lower.

3.5.2.Swim Distance3.5.3.Wind speed at the time of the attempt.3.5.4.Air temperature.3.5.5.Details of location3.5.6.Personal details for the Observer and Witnesses; all must be

IISA Members.3.5.7.Original photographs of the following, taken at the time of the

Swim attempt:3.5.7.1. entry into the water;3.5.7.2. exit from the water;3.5.7.3. the three thermometer readings;3.5.7.4. the swimming course;3.5.7.5. location and surroundings.3.5.7.6. A copy of the ECG certificate.

3.5.8.At least a one-minute video clip of the Swim attempt to include:

3.5.8.1. entry to the water;3.5.8.2. mid swim;3.5.8.3. finish and exiting the water.

3.5.9. Proof of payment of the application fees.3.6. Once the Observer and the Witnesses have viewed and verified

the swim details online, the Swimmer will receive an acknowledgement from IISA of the application for ICE Membership. This acknowledgement should not be regarded as being notification that the Swim attempt has qualified as an Ice Mile.

3.7. The Board shall consider the application for ICE membership and shall have sole discretion to accept or reject any applications for the recognition that the Swim attempt qualifies as an Ice Mile.

3.8. Until such time that the Swimmer has received a formal notification of his or her Attempt, the Swimmer must refer to the Attempt as “an Attempt still to be verified by IISA” or similar words to avoid possible reputational damage if IISA decides not to reject the Attempt.

3.9. IISA will not recognise an Attempt publicly, to press or other form of media, until it has officially verified the Mile Attempt.

3.10.Upon confirmation by the Board of a successful application, a new ICE Member shall receive a digital certificate and entry into the IISA record book.

3.11.The Association reserves the right to promote the applicant’s Swim on its website and in any other publications in relation to and/ or about IISA affairs worldwide. The applicant accepts as part of the application for Membership that certain personal details may be included in this publicity.

3.12.All successful Ice Mile will be recoded in IISA Ice Mile Record Book. Each Mile will have an record entry specifying Swim details including distance.

3.13.IISA does not distinguish between the Ice Miles recorded.

However, IISA has created various categories to record number of Ice Miles done and various other categories. IISA may add form time to time various other new categories to signify achievements in the Ice Miles.

4. ICE MILE APPEAL PROCESS4.1. An appeal (“Appeal”) is a formal request by an IISA Member or

group of IISA Members who wish to appeal the approval of an ICE Swim Application (the “Appellants”).

4.2. An Appeal must be submitted within 7 days from the completion of the Ice Mile attempt.

4.3. An Appeal must be submitted directly to the IISA Chairperson by email.

4.4. The Appeal must provide sufficient grounds to back up the claim that the Swim attempt must be disqualified. It must be accompanied by verified facts or personal testimonies of Members involved in the Appeal who were present at the attempt, or credible testimonials from Witnesses or Observers known and respected by the appealing Member(s).

4.5. Once an Appeal has been submitted as per IISA requirements, IISA will inform the Appellants and the Swimmer/s that an Appeal has been received and is being considered by the Board.

4.6. During the Appeal process, all information regarding the Appeal will remain confidential to the public until a decision is made by the Board.

4.7. Further facts may be requested from the Swimmer(s) and/or the Appellants and these must be provided on a timely basis.

4.8. The IISA Board, in consultation with its relevant Affiliate board if appropriate, will determine the Appeal and announce the decision as soon as it is able to do so.

4.9. Once an Appeal has been decided, no further Appeal for the same Swim can be lodged unless it can be shown that the information received by the IISA Board for the purposes of the Appeal was materially false or incorrect.

4.10.If the Appeal is successful, IISA will communicate the Appeal decision to the Swimmer(s) initially and subsequently to the Appellants directly. However, if the Appeal is not upheld, the Swimmer(s) will be informed that their Swim attempt qualifies and their Ice Membership is ratified.

4.11.The Appeal and its results will generally be kept confidential from the public; however, IISA reserves the right to publicise the Appeal, its outcome and to take further action against the Swimmer(s) or Appellants if it sees fit.

4.12.IISA reserves the right to inform parties involved with any information regarding the appeal.

4.13.The Appellants must take into consideration that their identity an information regarding the Appeal may be disclosed to the Swimmers.

5. ICE MILE EVENTS5.1. An Ice Mile Event is an organised group of swimmers attempting

an Ice Mile according to IISA Rules and Regulations and which has been formally approved as such by the Association (an “Ice Mile Event”).

5.2. The rationale behind an Ice Mile Event is to capitalise on the economy of scale of safety, medical, rescue and recovery facilities.

5.3. An Ice Mile Event must not be a race, and is instead a grouping of individual attempts within strict criteria.

5.4. Only participation in Ice Mile Events as defined will lead to an Ice Mile being recognized by the Association. No other ice mile events, other than those pre-approved as such by IISA, will enable a swimmer to make a qualifying Ice Mile attempt.

5.5. The Ice Mile Event will have a designated event director (the “Ice Mile Event Director”). The Ice Mile Event Director will act as Safety Officer, or will appoint and supervise a qualified individual (and Ice Member) to so act, and will bear the overall responsibility for all procedures and safety measures in the Ice Mile Event.

5.6. To qualify as an Ice Mile Event, the Ice Mile Event Director must be an IISA Ice Member and in time an IISA Official.

5.7. The Ice Mile Event Director is responsible for verifying each swimmer’s qualifications to attempt an Ice Mile and for ensuring compliance with any other requirements of IISA before attempting an Ice Mile.

5.8. The Ice Mile Event Director has the sole discretion to allow or disallow a swimmer to participate in the Ice Mile Event even if they have met the qualification criteria and the Ice Mile Event Director’s decision in this regard is final.

5.9. Prior to approval of the event as an Ice Mile Event, the Ice Mile Event Director, will prepare a site plan, medical recovery and safety plan which it will submit to the Association or the local country Affiliate for review if required to do so by the Association.

5.10.An Ice Mile Event requires at least one qualified Medical Doctor on site at the time of the Swim with at least two qualified nurses to assist him.

5.11.No more than 4 Swimmers will attempt the Ice Mile at a time and there will be no more than 4 Swimmers in the water at any one time.

5.12.The Ice Mile attempt at the Ice Mile Event must be approved before the attempt commences by the Event Safety Officer.

5.13.The Event Safety Officer must take into account the swimmers and the conditions under which they will undertake the Swim attempt. The decision of the Safety Office, in conjunction with the

Ice Mile Event Director, as to whether the attempt goes ahead or if the Ice Mile Event needs to be stopped, is final.

5.14.The Ice Mile Event Director must have a contingency plan in place in case the Medical Doctor is requested to deal with an emergency and has no further capacity to deal with other Swimmers.

5.15.The Ice Mile Event Director will brief the Swimmers about the risks involved in the Ice Mile Event, and this briefing should also include a medical brief by the Medical Doctor.

5.16.All Swimmers swimming at the Ice Mile Event must have read and understood the safety brief and signed the necessary waivers of liability.

5.17.The Recovery location must be sufficiently pre-heated and be supplied at all times during the Ice Mile Event with warm blankets and hot drinks.

5.18.Each Swimmer Attempting an Ice Mile must have a Second. The Second must accompany the Swimmer to the Recovery location prior to the Swim, assist them with preparing for the Swim and getting to the start. The Second must take responsibility for the Swimmer’s personal belongings.

5.19.The Second must oversee the Swimmer’s Attempt personally and has the right to notify the Ice Mile Event Safety Officer that their Swimmer must be pulled out of the water.

5.20.The Second must be present at the Swimmer’s exit from the water and accompany the Swimmer to the Recovery location until they are declared as fully recovered by the Medical Doctor.

5.21.The Medical Doctor will supervise the Swimmers’ recovery and will be the only one to certify each Swimmer as fully recovered. The Medical Doctor will decide whether to admit a recovering Swimmer to the ambulance or other medical care as required or discharge them from the Recovery Facility. However, the Medical Doctor or his team cannot be held liable for any conditions that may manifest in the Swimmer as a result of the Ice Mile attempt and this is a condition of participation in the Ice Mile Event.

5.22.Each Swimmer is performing an individual attempt. The attempt is not a race and it is at the discretion of the Ice Mile Event Director, the Safety Officer or the Medical Doctor to terminate a Swimmer’s swim if they believe the Swimmer may be in danger. The Ice Mile Event Director, Safety Officer or the Medical Doctor will use their experience when assessing the Swimmer’s stroke rate, body language, behaviour in the water, frequent change of stroke, frequent stopping and any other signs that may indicate that the Swimmer is in danger.

5.23.The decision of the officials in this regard is final and the Swimmer must comply with any request to terminate the Ice Mile attempt and leave the water immediately.

5.24.Each Swimmer in an Ice Mile event is responsible for submitting their own application for their Ice Mile on IISA website. The same rules apply for verification of successful Ice Mile in Event or an individual attempt.

6. DISQUALIFICATION OR TERMINATION OF AN ICE MILE EVENT SWIM6.1.The Event Director or Referee is allowed at their discretion to

disqualify a Swimmer before, during or after the Event if they believe that they have sound reasons to do so or t believe that a Swimmer has breached any of the Event and/or IISA rules.

6.2.An Appeal may be submitted to the Event Director within 30 minutes after the Swimmer’s official recovery. The Event committee will consider the Appeal and judgment will be published by the end of the Event day.

6.3.The Second of a Swimmer does not have authority to demand their Swimmer’s removal from the Event. However, they must advise the Event Director or Referee as appropriate if they feel that the Swimmer may be in danger or is in breach of the Rules of the Swim, and the Event Director or Referee must consider the Second’s recommendation. The Referee may consult with the Second before terminating a Swim but this is not compulsory.

6.4.A Swimmer is allowed to terminate their Swim at any time by either stopping in the water, standing up, raising an arm, leaning on the lane rope or swimming to an exit point. The Swim will be recorded as recorded as Did Not Finish (DNF) only once the Swimmer has touched a safety boat or exited the water.

7. IISA RECOGNITION OF ICE MILE ACHIEVEMENTS

7.1.Multiple Ice Miles 7.1.1.If a Member achieves 1-4 Ice Miles, they are granted ICE

status.7.1.2.If a Member achieves between 5 and 9 ICE Miles they are

granted ICE 5+ status. The swimmer’s IISA biography on the website will be updated to acknowledge the achievement and reflect this status.

7.1.3. If a Member swims over 10 Ice Miles, they are awarded ICE 10+ status. The swimmer’s IISA biography on the IISA website will be updated to acknowledge the achievement and reflect this status.

7.2. ICE ZERO Category7.2.1.An ICE ZERO (“ICE 0C”) is an Ice Mile completed in water

temperature of below 1.00C (33.8 Fahrenheit).7.2.2.The swimmer will be added to THE IISA ICE ZERO record book

on the IISA website.7.2.3.Membership of the ICE ZERO category will be mentioned in

the Swimmer’s BIO on the website.

8. HOLDING AN ICE MILE EVENT

8.1.To hold an ICE MILE Event one requires:8.1.1.Notifying IISA Country Chairperson8.1.2.IISA country Association and/or IISA Board have the right to

10. THE IISA 1 KILOMETRE EVENT (“ICE KM”)1.1. As per Clause 2 of the Constitution, an IISA ICE 1 Kilometre (“ICE

KM”) is a Swim completed wholly in accordance with IISA Swimming Rules and Regulations.

1.2. The ICE KM or 1000m distance has been introduced as an official IISA Event distance.

1.3. An ICE KM Event is not comparable to an IISA Ice Mile Event. ICE KM Event Rules must apply.

1.4. The number of swimmers in the event and per heat are subject to the venue, local safety measures, medical facilities and recovery facilities.

1.5. During the heats, at least one Medical Doctor must be at the swim area to observe swimmers and assist in spotting potential emergencies. This must be in addition to the Medical Doctor in the Recovery facility.

1.6. Consequent heats in the ICE KM Event will only commence once the Recovery Officer is satisfied that previous swimmers have recovered sufficiently to allow for full medical facility readiness for the new heat.

1.7. A Swimmer can participate in a maximum of one ICE KM at an Event per day.

1.8. The ICE KM Event can take place in a 25metre or 50 metre pool or an open body of water.

1.9. The Swimmer in the ICE KM must never be further than 100 metres from a point of land to which he/she can be evacuated and easily taken to the Recovery Facility if needed.

1.10.Each Swimmer in the ICE KM must swim with a Safety Belt. Failure to do so will invalidate the Swim. A Safety Belt is a light material belt sitting around the Swimmers’ hips. The ICE KM Event Director will provide the Swimmers with the Belt and will be responsible for checking that all Swimmers are wearing this belt before commencing the Swim. If any Swimmer refuses to wear this belt, the ICE KM Event Director must request that they exit from the water immediately.

1.11.It is with the Event Director discretion to use Safety Buoy as compulsory safety measure for all Swimmers

1.12.A false start will allow for a restart but the Swimmer who commits the false start will be noted. A second false start by any Swimmer will mean immediate disqualification of that Swimmer.

1.13.The officially permitted stroke for an ICE KM is free style.1.14.Each Swimmer must have a Second. The Second will accompany

the Swimmer to the start, will attend to his/her clothing and, when the swimmer exits the water, it is the Seconder’s responsibility to make sure that the Swimmer is immediately taken to the Recovery Facility and is treated until discharged by the Recovery officer.

1.15.There is no official cut off time for the ICE KM. However, the ICE KM Event Director, Observer, Referee or Medical Doctor has the

discretion to pull a Swimmer out at any time if he/she sees, or believes that they see, a significant drop in stroke rate, if the Swimmer continues to change stroke, shows a significant pace slow down, or any other signs that may lead to the conclusion that the Swimmer is at risk. The Swimmer must immediately co-operate with any decision to bring them out of the water.

1.16.Standing or using any other assistance as described in the Rules and Regulations during a swim will mean immediate disqualification.

1.17.Involuntary touching of lane ropes, boats or other will not be deemed as a disqualification. However, the Referee has the ability to disqualify any Swimmer if in his/her judgment if he/she deems it to have been deliberate and the Referee’s decision in this regard is final.

2. HOLDING AN ICE KM EVENT2.1.To hold an ICE KM Event one requires:

Committee. An entry is only an application until such time that the Event Director has accepted the application on the Event site and the Applicant has been formally notified.

2.2.3. Application must include all information required.2.2.4. Seeding Time is used as the fastest swim time recently

achieved by the Swimmer. Else, the Swimmer best estimate as to his or her swim time in the Event.

2.2.5. The Event Director has the discretion to amend the Seeding Time if they believe the time entered misrepresents the

Swimmer expected swim time.2.2.6. An Event Passport is generated for every Event entered by

the Swimmer.2.2.7. A Swimmer can see his/her personal Event Calendar on

his/her My Account page on IISA Website. Each Event entered has its own Swimmer Passport.

2.2.8. Each Event has a Meet Sheet to assist the Event Director with managing te Event.

2.2.9. It is at the Event Committee desertion to use an external timing company. However, all Event entries and results must be duplicated on IISA Website, else the Event will not be recorded or recognised by IISA.

2.2.10. All event results must be entered in the Event page on IISA website.

2.2.11. Once the results have been published by the Event Director, IISA will examine them and will publish the results on the IISA record book.

2.2.12. No Event Records or World Records will be recognised until all results are entered on the Event Page and approved and published by IISA.

2.2.13. IISA reserves the right to accept or reject the Events’ results and records if the information as presented by the Event Director provide IISA with sufficient grounds to question the accuracy or integrity of these results. In circumstances where there is reasonable doubt, IISA may request further information from the Event Director which must be provided in full to IISA within the indicated timescales.

2.2.14. At the moment, no distinction will be made between Events held in a pool or in open water.

2.2.15. In addition, no distinction will be made in terms of conditions, water temperature and other possible differentiating factors but all such details will be recorded at each Event for information purposes.

2.2.16. All distances swum in the Event, shorter than 1km will be recorded and results will be published. Times and swim certification will be added to the Swimmer BIO page. However, only 1 km distance will be recorded in the IISA World Record Book.

2.2.17. IISA World Record Book2.2.17.1. Results of published ICE KM events will be recorded

in IISA World Record Book2.2.17.2. IISA Ranks all Swimmers completed an ICE KM per

best time swum with the fastest swimmer to date as World Record Holder.

2.2.17.3. World Records has an Overall Category with Male and Female records table and an Age Group Record Category.

the Swimmer age on the 31-Dec of this year

2.5.THE IISA WORLD CHAMPIONSHIP2.5.1.IISA will hold an international World Championship every

second year commencing 2015. These Championships will be run according to IISA Rules and Regulations.

2.5.2.IISA will invite country Affiliates to indicate their interest in hosting a World Championship by writing to the IISA Chairperson and outlining the potential venue. IISA will then respond and if IISA, at its sole discretion, feels that the proposed venue(s) are suitable, the Association will invite the Affiliate to submit a full proposal along the IISA guidelines. The Board will then consider all such proposals and make the final decision. The decision of the Board in this regard will be final.

2.5.3.The Swimmers allowed to compete at the World Championships will be invited to do so by IISA at its sole discretion. However, every Swimmer must meet certain qualification criteria, as determined by the Association, before being eligible to compete.

2.6. Once a World Championship venue is selected and announced, the Event committee, together with IISA, will publish details about the Championship which will include limits, qualification criteria, country allocation and, closer to the event, the programme of events.

2.7. In principal, the following criteria should apply wherever possible:

2.7.1.Male and female swimmers will be awarded the same opportunities to enter and qualify.

2.7.2.IISA will endeavour to have the same number of male and females but it must be recognized that this is not always possible.

2.7.3.IISA will approve and subsequently invite each swimmer to the World Championships.

2.7.4.IISA reserves the right to allow more swimmers per country if some countries have less than 5 swimmers who have qualified.

2.7.5.IISA will have the sole right to solicit and approve all the sponsors for IISA World Championships.

2.7.6.IISA will have the sole right to approve all of the branding and marketing material prepared for and in respect of the event and will conclude any licencing agreements if required.

2.7.7.IISA retains the broadcasting rights of the IISA World Championships but may licence these out to a broadcaster of its choice if deemed appropriate.

2.7.8.Any goods using the IISA logo or name will require a licence from IISA before any such goods are manufactured, gifted or sold.

2.8.QUALIFYING FOR IISA WORLD CHAMPIONSHIPS2.8.1.In order to qualify for the IISA World Championships, a

swimmer must prove that they have successfully completed one of the following distances under IISA safety rules and regulations.

2.8.1.1. 1km in an IISA ICE KM event swum under 25 minutes; or

2.8.1.2. an Ice Mile swum in under 40 minutes.

2.8.2.These qualifying swims must be undertaken under the same conditions and requirements as the Ice Mile Rules and certification of successful completion must be by an IISA Official or Observer.

2.8.3.Written confirmation of the successful completion of these qualifying swims must be submitted to IISA with the application to complete in the World Championships.

FORMATION OF AN IISA COUNTRY ASSOCIATION / FEDERATION1. As ICE Swimming continues to grow the IISA have decided to set up an

'IISA Country Association’ in every country wishing to participate in ICE SWIMMING.

2. The term Association can be used as well as Federation3. A country wishing to join IISA network and from Association require

IISA assistance ad approval.4. 'IISA country association' requires a Chairperson / President.5. The term Country Chairperson, Chair or President will be used as the

same term.6. IISA will appoint or approve appointment of the first Country Chair7. The second Chair will be appoint by the Country Board8. A Country Association requires a Board. The board will consist of:

COUNTRY ASSOCIATION LOGO 1. Each country can have its own logo as long as it is contained in the

Iceberg, diamond like shape like the original IISA logo. Colours and content can be anything desired by the Association. IISA advise Country association to endeavour to capture the spirit of the ICE as explained above in its colour, shapes and fonts at the same time IISA encourage countries to capture the country spirit and colours in their logos. See IISA Brand Identity Manual

2. The IISA logo and branding can be used for local 'IISA country association' marketing as long as it uses the IISA original logo, flags, etc and that this is only used to market IISA globally or locally and not for commercial purposes.

3. IISA will retain control of this logo. Local country associations can produce Products and Branding containing the local name and logo.

IISA’s only real asset aside from the swimmers. IISA would like to retain control of this and therefore only IISA is allowed to produce products containing the IISA name and logo.

2. IISA is in the process of producing IISA products such as badges, jackets, towels, caps, etc.. which will be sent in bulk to local country associations for distribution locally. It will allow for cheaper pricing and affordable products to swimmers.

IISA COUNTRY AMBASSADORS 1. Their positions will typically remain for a lifetime as long as they

adhere to IISA code of conduct and promote it. IISA reserves the discretion to appoint or remove ambassadors.

2. Country Ambassadors will be appointed by IISA and their role will be to represent IISA locally and globally and promote IISA sport.

COUNTRY REPRESENTATION BY SWIMMER 1. When registering an ICE Mile, the Swimmer is allowed to elect a

country of origin or residence at the time of the swim.2. When participating in IISA Event:

2.1. the Swimmer must have a citizenship of the country he/she represents in an IISA Event.

2.2.The Country used in the Swimmers registration is the Country he/she represents – IISA call it his/her Sport Nationality = Country Association

2.3.A swimmer will have to provide a proof of citizenship 2.4.The Swimmer Country filed for address purposes must be entered

next to the City in the account details 2.5.Change of Swimmer Country Association as well as representation

SPONSORS AND BRANDING1. IISA, through its founder, retains ownership of all rights to its brand

and IP2. When managing a local or national IISA Event, the rights of any

sponsors, sponsorship and packages are at the discretion of the Event Management.

3. The branding of each Event is generally at discretion of the Event Management, however, IISA requires that approval be granted prior to the use of the:

3.1. IISA Logo in all marketing materials as the overseeing regulatory body

3.2. IISA logo on the Event Website Home Page3.3. IISA requires branding presence in local and national Events. The

nature of the branding will evolve and discussed with Country board.

4. If the Event Management would like to use IISA logo in other marketing, branding, T-shirts etc. it will require IISA approval.

PROMOTION OF SWIMS1. Any IISA Swim and its results and records are not officially recognised

until verified by IISA.2. In time, when IISA accredited Official is present at an Event or a Swim,

the Official will have the right to verify results and records at the Event.

3. Any World Records require IISA verification4. Any claims for records or Swims done under IISA Rules will be “un

verified” until such time that IISA verifies the records.5. IISA strongly advice Swimmers publishing “Un Verified” results, to use

the terminology “Yet to be ratified by IISA”, until such time that IISA has ratified and verified the records and the results.

6. IISA reserves the right to publish statements in media and social media should it see fit to clarify “un verified” claims made by Swimmers.

AFFILIATIONSAny affiliation (not Association) of the Event with other sports entities requires IISA approval

official functions such as Award ceremonies and Press Conferences or whenever representing IISA in an official event.

1. Members are able to purchase their own red jacket but adhere to the Red colour as displayed on the website in IISA Original jacket

2. Only IISA certified ICE Members are allowed to wear IISA badge above the left pocket of their Red jacket.

3. IISA Country Association Logo can be worn by all IISA members

ANNEXURE 1 – IISA ICE CUP

IISA ICE CUP

INTRODUCTIONThe ICE Cup purpose is to create an annual competition across the events and encourage swimmers to travel and participate in other countries events. The point system adopted from FINA with some added Ice, is slightly complex, however it does cater for a good fair competition and added bonus for the water temperature. All the points calculations and ranking will be updated by IISA after every event. Initially in a spreadsheet and eventually live on IISA site.

IISA OFFICIAL SEASON1. 1-July to 31-April2. May / June are bye months 3. this may change if we have a real demand for events in those months

BASIC RULES1. Any IISA 1km events with at least 10 participants/starters can qualify

to participate in the ICE CUP2. Event organiser MUST get IISA pre-approval by simple submission of

event request and dates3. Events CAN’T be approved to be part of the ICE CUP – post event4. Any ICE CUP event organizer will have to contribute EUR5.00 per

swimmer to IISA towards the annual ICE CUP Awards, this will be capped at 100.00 EUR

5. Events must be within IISA season6. World Cup winners will be announced in May at the end of every

season7. IISA World Championship event can’t be part of the ICE CUP8. ICE CUP records will be monitored and published by IISA9. Event organiser can advertise the event as part of IISA Ice Cup by

ticking the required selection box when creating the event.

10. The Event name should specify that it is an IISA ICE CUP event.11. A country can host only one ICE CUP event per season12. IISA reserves its right to reject a record or event as part of the ICE

CUP if rues haven’t been followed correctly.

PARTICIPATION & QUALIFYING1. Any swimmer who qualifies to participate in an IISA 1km event can

take part in the ICE CUP2. A maximum of 5 events are allowed for point accumulation3. The best events’ times will be taken into the point system if one

participates in more than 5 events.4. An ICE Bonus would be added for events in lower water temperatures

[se below]5. The ICE CUP will have two categories Men/Women

THE POINT SYSTEM1. At the beginning of every season (1-July) IISA will use the standing

world record for men and women and set it as the Base-Time for the season

2. Each swim will afford points for the swimmer, based on the following formula:

2.1. Base Points = [ ( Base-Time / Swim-Time mm:ss:nn) ^ 3 ] * 10002.1.1. The Ice Bonus will afford additional points subject to water

temperature:2.2. Ice Bonus = ( 5.00 – Water-TempC ) * 20

3. Approximations:3.1. Slow swimmer will benefit significantly from lower temperatures.3.2. A swim time of 20:00min at 0C may give the swimmer close to

IISA COUNTRY ICE CUP

INTRODUCTIONThe purpose of the Country cup is to build country spirit and competition in the IISA ICE CUP. The award will be based on participation and Places. The country ICE CUP will be a floating trophy that will travel from country to country at the responsibility of the Country Federation president/chair. In any ICE CUP event each any participant that have completed the race will contribute points to his/her country.

ICE SEVENS (7S)

The ICE 7s follows a similar concept to the Ocean 7s and 7 Peaks.

IISA ICE 7s requires a Swimmer to complete an ICE Mile in Seven different continents. The Ice Mile can be done in an inland water mass or in the continent coastal sea.

The Seven continents:

ANNEXURE 3 – SAFETY

SAFETY IN ICE SWIMMING AND IISA EVENTSSwimming and swim racing in water with a temperature of 5°C is a dangerous sport. The body is exposed to serious physical and mental stress. The Swimmer must be familiar with the possible risks of cold water swimming.

1. Ice Swimming is n extreme sport placing the swimmer body at significant risks. A swimmer must adhere to IISA Rules to minimise his/her risk in the ICE. IISA Rules are there to provide a minimum set of rules to ensure integrity and safety of all participants in Ice Swimming.

2. IISA can only guide and advice, however, the responsibility of taking such sport lies with the swimmer.

3. While in the water, the swimmer safety is in his / her support and medical team hands. Make sure your support team, medical team, Second and anyone involved, are properly briefed before the swim.

4. Make sure you have followed all medical procedures5. Make sure you have disclosed any medical history and condition from

your doctor and your medical, support team.6. Make sure you are familiar with qualification procedures and

distances. Don’t attempt extreme challenges on your own and without preparation

7. Training an acclimatisation to the ICE is a personal process varies from one to another. There is a vast network of experience out there. Seek advice, guidance and experiences.

8. If you suffer from any side-effects or you comfort unfamiliar reaction or physical state due to the ICE, seek advice, see a doctor.

9. Make sure your recovery is as prepared as your swim9.1. Make sure the recovery process has been discussed, planed and

everyone involved know their roles. You have to be prepared to allow others manage your recovery.

IISA OFFICIALS – PROGRAM1. IISA Official allows a Member to officiate IISA Events and Individual

Mile attempts2. The Official will be accredited by IISA and will be fluent with IISA Rules,

Constitution and its Website 3. IISA ICE KM Events require an IISA Official present and observing. From

1-Mar-2018 Every ICE KM event will require an accredited IISA Official, else the event will not be qualified by IISA.

4. IISA has given a grace-period till the 1-March-2018 to allow us to run the required accrediting courses and cover enough officials to kick-start the process.

5. IISA will also train several individuals in an additional short course, so they can start running IISA Official courses in their own country. Priority will be given to IISA Country Chair in each country.
