BackgroundThe project was identified in the framework of the bilateral cooperation relationship between Argentina and the government of Haiti that began in 2006.
Argentinean experts performed exploratory missions since 2006, in order to jointly identify possible areas of cooperation, “taking into account local needs and capabilities to deliver Argentine cooperation”
This cooperation agreed on three projects aimed at strengthening the institutional capacity of the Haitian state for planning, economics and finance.

Estimate the impact of the Haitian public spending -local and foreign- on childhood programs.
Enhance the analytical capacity of budget implementation by giving technical support to public monitoring structure of poverty in Haiti.
Project broke with the traditional approach. It developed a preliminary phase of mutual understanding and confidence-building that was crucial to the whole process.
The whole process was based on the principle of “working together”, which strengthen the perception of "support" rather than "direction" of the activities. The learning dynamic throughout the process focus on experience beyond pure theoretical or technical knowledge. Adaptation to the Haitian context was also crucial in this process.
Each partner offered different kinds of resources: financial, technical and symbolic, such as prestige or institutional support.
Results Applicability

1 year of implementation: the methodology was developed and adapted to Haiti’s context.
Several public officials and technical staff of Haiti participated in the trainings and methodological discussions. A group of young local professionals was trained on gathering, systematizing and building statistical information to assess public expenditure.
Argentina and Unicef have signed an agreement to develop similar programs though the region. The methodology should be adapted to each context but it gives a common background on how to assess public expenditure on childhood in the region.
