Hello Folks,

Let me start out with a little bit about myself. I’m a life long Washingtonian, I’m a heavy equipment mechanic by trade and I work in Tacoma. I went to UTI in Houston, Texas where I met my wife Tiffany. We have been married for 25 years next month. I have 2 kids, Megan and Brody, both married and they have gifted Tiffany and I with three grandkids, Eric, Paisley and Boone.

I’m an avid hunter, Jeeper, Jeep racer, quad rider, motorcycle rider, and fi sherman. I grew up with horses, dogs, donkeys, cats and all other forms of critters.

I became involved in the PNW4WDA in the early 90’s. I still consider myself somewhat of a new comer to the association compared to the families that our family runs around with. We’ve had tragedy hit us a couple of times during our membership in the PNW4WDA. The PNW has done so much for my family when I really needed it and I would love to somehow give something back. The people and the families in this organization never ask for anything, they just give without asking anything in return.

I would like to move forward with all of the positive work that the PNW presidents before me have accomplished and work hard to fi nd solutions for issues that affect the PNW negatively. I can only do that with the help of all of you and I look forward to making good things happen with your help.

One thing I do ask of all of you is that if we bring something forward such as a gripe or a complaint, please take the extra time to bring forward a solution or an idea as to how to fi x the dilemma. We need to accentuate the positives and try to keep the negatives at bay.

I feel the need to somehow work on getting our association united as a whole. I fi nd myself constantly meeting Jeepers, snow mobilers, horseback riders, motorcyclists, quad riders, hikers and bikers. We all have one thing in common...we’re all in the same woods! Lets all try and get along!

Last but not least, thank you for electing me as president and wish me luck with this new adventure.

February 16, 2016The February 16, 2016, Region 3 meeting was called to order by Region Director Marty Tilford at 7:06 pm, followed by a moment of silence for the sick and departed. The meeting was held at 4 Wheel Parts in Portland, Oregon.

Following clubs were represented: Dirt Minions, Flat Broke and 4 Wheelin’, Hubs In 4 Wheelers, Mud a Rama, Our Gang Off Road, Pistons Wild-Washington, PNW Individual Members, Push n Pull, Sand Fleas, Trailbreakers, Inc and Vancouver 4 Wheelers.

Motion made by Greg Haigwood to approve the January meeting minutes as will be printed in Tri-Power. Motion passed.

Guests: Vic Miller and Gary Johnson. Vic attended a “World of Speed” meeting where it was suggested having an Off Road show included in the Portland Roadster Show. Nominated for 2016/2017 Comp Chairman: Steve Zentner. The Comp Chairman will be elected at the Fall Delegate’s meeting. There were 65 voting delegates in attendance out of a possible 152. Angie Marek will be the newly created PR/promotions Chairman. All of the Appointed Offi cers remained in offi ce.

Outdoor 4X4s will be hosting the 2017 Winter Convention.

Tony Jessen wants the Key to the City of Long Beach, Washington for Operation Shore Patrol. Trailbreakers are hosting this years Shore Patrol. Kyle will deliver the key to Tony.

Vice-president report: Continuing to work with prospective club-Sons of the Beaches. Secretary: nothing to report.Treasurer: Report presented. Motion by Greg Haigwood to accept as presented. Seconded by Daryl Keenan. Motion passed.

Competition report: Comp committee is looking at the Oregon Raceway Park in Grass Valley as a site for a Playday. This is a 440 acre site located in the middle of nowhere. Committee will continue researching sites. Dan Morris is working on getting the timing lights repaired and functioning. Cost for a new set is $15,000. Summer Convention is August 19-21, 2016 at the track in Ethel, Washington. Discussion on the PNW Off Road Racing series in 2016.

Oregon Land Matters: Distributed calendar for events in the Tillamook State Forest. Region Director will pick up the trail counters from the Washington State Director at the Board of Directors meeting on March 5th. Oregon Parks and Recreation trail plan will be cut in March.

Washington Land Matters: Pick up the Burn will be May 7th, The DNR TAG meeting will be held April 14th with a Yacolt Trail Plan update. There are 6 miles in the plan and the DNR plans to use contractors for trail building. Expressed frustrations working with DNR.

IAD report: DVD available –Public Land Advocacy Workshops Series. A copy has been ordered for each region.

Club Power/We Did It: Recognition for the clubs participating in Rose Festival: Sand Fleas, Trailbreakers, Inc., Flat Broke and 4 Wheelin, Mud Puppies, Jolly Jeepers and several guests. Also Pistons Wild for their work in the Yacolt.

Membership: Membership is up 6% and retention rate of 91%. Current membership is 2498.

PR Chairman: Working on a GPS tour as an event for Region 3. Sand Flea Rally is the next event.

REGION 4 MINUTESFEBRUARY 9, 2016

MOSES LAKE, WA

Region Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. We were asked to remember Susan Dragoo wife of Alan Dragoo (Region 7) she passed away from a blood clot; a couple of old PNW members from the East side had passed away also. From Region 2, Fran Lovell wife of Mike Lovell (Bull Shifters) is hospitalized in CCU running a very high temperature; doctors are trying to fi gure out what’s the cause.

Guests: We had some new people in attendance so Earl had everyone introduce themselves. We were happy to see a few members of the Midnite Mudders as they are in the process of re-joining the PNW. They are getting their paperwork together and soon will be ready to be accepted into membership.

Minutes: We had one correction to the January minutes; under the Wenatchee Mountain Masters club report their second delegate should have been Dustin Smith not Justin Smith. Ed Massey (Columbia Basin Sand Commandos) made a motion seconded by Skip Frans (Wenatchee Mountain Masters) that we accept the January minutes as corrected; motion carried.

Treasurer’s Report was given by Sande Nettnin (Desert Rats); A written report was available for last year’s funds. Sande gave an oral report; we have no outstanding bills at this time. Dave McMains (Hurtin’ Units & Columbia Basin Sand Commandos) said he would be paying the Region’s Incorporation fee and submitting a bill for that after he pays it. The fee is $10.00.

COMP Report - We hope to have a copy of the Competition events after Winter Convention. Summer Convention in August is still open. If you are having an event and need the PNW’s Insurance get your application to Carol Jensen (Insurance Contact for the PNW) at Winter Convention.

Membership - We have a couple requests on how to form a club; paperwork has been sent to them. The Midnite Mudders are working on getting their paperwork in order. Justin Harris (Dog Pound Off-Road out of Region

2) had inquired about forming a club in Region 4 since he is now living in Selah which is in Region 4. After some discussion he may join as an Individual Member since he has not paid his 2016 dues to Dog Pound yet.

Club Power/We Did It Chairman Gary Harting (Desert Rats) had a written report. Gary reported the miles he had turned in to the Club Power/We Did It PNW Chairman Kathy Greenwood (Off Road Animals). The Naches Trail May 29 - 31, 2015 - bridge building, puncheon and new crossing total members & guest miles 3,342. Naches Trail repair puncheon July 7, 2015 members and guests total miles 250. Pick Up A Mountain September 18 - 20, 2015 members and guests total miles 10,549. We had some really nice totals. This shows just how serious our volunteers are. Gary said he had read in the December Board minutes that President Angie had been getting calls from members who were concerned if their reports had reached the PNW We Did It Chairman or not. She said the problem would be addressed to see how we might move this program forward in the coming year. We may have information on this at Winter Convention in February.

Jr. Jeepers Advisor Teia Ireland (Individual Member) was not present

and did not have a written report.

Trail Jamboree guest participation sign up begins March 1, 2016 at 8 AM. This is our biggest money maker for the PNW. The event is July 6-10, 2016. There will be a meeting of the trail hosts at Winter Convention. Information on Trail Jamboree is on the Web site as well as in Tri-Power. We stage out of Jim Sprick Park in the community of Nile located between mile markers 103 & 104 on HWY 410 in Eastern WA. Lots of discussion followed on what Trail Jamboree is. Trail Jamboree is open to all 4X4 vehicles however, we have some width and length restrictions on some of the trails. This information is posted at the time you sign-up for the trail you want to run at Jamboree. Last year at Trail Jamboree Skip Frans presented information on US Amateur Ham Radios. There was lots of interest in the program and he hopes to do that again this year. Skip is currently putting on a 5 week amateur radio class in Wenatchee that started January 27. Skip said everything can be done on line to get your license; the cost is $14 and the license is good for ten years. Skip passed around one of his radios so everyone could see what they are like, they can be purchased on line from Amazon for $27.95. If you have questions you can contact

Pick Up A Mountain (PUAM) Chairman Alicia Palachuk (Shindig Wheelers) was not present. PUAM this year will be September 16-18, 2016. The Columbia Basin Sand Commandos will be handling the Sunday breakfast again this year. Alicia will be putting out an appeal for help soon. However, if you or your club wants to help and you know what you want to do please contact her ASAP 509-697-4178.

PR - Jim Hall (Jeepin’ Nomads) Our new PR person for Region 4 has just returned from a long vacation and is ready to take over. If you want to get information out to our alert list contact Jim and he will take care of it. Jim’s phone numbers are home 509-697-8724; cell 509-969-9905 and his e-mail is [email protected]. Jim has also written a program for retrieving the information on our Trail Counters. If you are at Winter Convention you will get to see the results of the counters information.

LAND MATTERSDirector Earl read a thank you note we received from Stephanie Margheim Department of Natural Resources (DNR) thanking us for our participation

Continued from page 8in the Ahtanum work parties last year. This is the fi rst time we have ever received a thank you from DNR for helping on work parties.

Dave McMains reported that Pam Novitzky (Resource Assistant/Recreation Manager for the Cle Elum Ranger District will be asking for comments on the Swauk Pine Restoration soon. Mikki Douglass (Cle Elum Ranger District) is putting together a list of contacts for her so we should hear something soon. Dave said the new Jeep for the Cle Elum Ranger District is being ordered. This is being purchased with NOVA money and will become a part of the Cle Elum Ranger District, however it will not become a Forest Service Fleet vehicle; it is what they call a project vehicle so it can have a Forest Service License. No one but OHV offi cers are to drive it. Dave said the Cle Elum Ranger District is working on a program where if we need a piece of equipment on the weekend and no one is available to run it; they are putting together a short training program 4 to 6 hours so if we need a mini excavator or back hoe we will have someone qualifi ed as a volunteer to use it.

Juniper Dunes - Doug Conner (Roamin’ Chariots) reported it is getting a lot of use.

Ron Rutherford (Jeepin’ Nomads) is attending a meeting tonight at the West Valley Fire Station in Yakima for all recreation users to discuss recreation issues with the DNR. Thank you Ron for attending this meeting and representing us.

Naches Collaborative working group has scheduled a meeting March 15, 2016 to discuss the difference between proposed action and revised proposed action. Things are not moving very quickly. Several on the committee still want to close roads, so we have our work cut out for us. We have spent a lot of time getting nowhere.

Blue Mountain Forest Plan Revision meetings are being held.

TWIG (Trails Wilderness Interest Group) report. Discussion on Title II Grants - NRTP & NOVA funds. Marge Hutchinson (Naches Ranger District) was putting in an application for an M & O (Maintenance & Operation) grant for Naches. They need to replace a temporary bridge over the Tieton River. The Travel Management Plan was sent to Portland and came back for changes. It looks like what’s closed will remain closed and what’s open will remain open. System roads probably will stay open and user built roads will be closed. The WATV program will come back with the Travel Management Plan. There will be an appreciation for volunteers at the next TWIG meeting March 5, 2016.

Grant applications for Non-highway and Off-road Vehicles Activities (NOVA) are due November 1, 2016. OLD BUSINESSThe Nature Conservancy purchased 48,000 acres in the national forest and they have come up with a plan similar to Plum Creek; they plan to have a working forest. They plan to keep

roads open and this was good news to us as part of our Naches Trail goes through that area.

NEW BUSINESSWinter Convention is February 12-14, 2016 in Bend, Oregon. Gary Harting asked about clubs fi ling taxes with the IRS. If your club is listed as a subordinate club under the PNW you don’t have to fi le taxes. Dave McMains said if your club has an EIN number you can be included under the umbrella of the PNW. You just need to get him that number, your club name, address and contact person. Dave also said if your club does not make $25,000 in profi ts you can be added. Dave said for some reason the IRS dropped several clubs from our umbrella and they couldn’t tell him why; they only told him that they were fi ne. After Winter Convention Dave will write another letter asking for information from the IRS again, requesting they give him written information. Also, if your club just has a savings account it is not necessary to fi le income tax.

CLUB REPORTSDesert Rats Gary Harting reported we had our after holidays party in January. We had election of offi cers, they stayed the same as last year. Our delegates are going to Winter Convention. We have a run to the Tucannon February 20-22. We have two new members Bradley Schwisow and Brian Harting.

Columbia Basin Sand Commandos Lee Creiglow reported that 5 were going to Winter Convention; Saturday April 23 will be their annual clean-up at the Moses Lake Sand Dunes, meet at 9 AM at the dumpster. A work party at Liberty would be May 21 through Memorial Day.

Roamin’ Chariots Doug Conner reported they are looking forward to getting back in the mountains.

Hurtin’ Units Dave McMains reported they are ready to get back in the mountains camping. They will be hosting the work party at Liberty May 2l through Memorial Day, if you want to come up and help you need to get your name to Dave so he can put you on the Forest Service list so you won’t get a ticket for being on the trails prior to the opening of them to the public.

You can’t just go up there and not work and expect to run around on the trails as you want, you have to be working with the group. More information will be coming. They also voted in a new member at their Christmas party.Wenatchee Mountain Masters Skip Frans reported last month they had a run to the Steps Area up by Whiskey Dick in Kittitas the last weekend before it was closed; they saw a couple herd of over 100 Elk and a couple of smaller herds; it was a beautiful day; and they had nice lunch down on the Columbia River. They tried to come out by the windmill farm but ran into too much snow. A good time was had by all. They have one potential member.

Midnite Mudders John Linton reported some of their members had gone to Juniper Dunes and had some fun. This week end some are going to Moses Lake Sand Dunes, the Sand Scorpions are having a Sweetheart Run. They are getting ready for their April 9th Juniper Dunes Clean-up - more info will be coming. They are also partnering with Second Harvest and asking for canned food donations to be brought to the clean-up. They are working real hard to change their old ways.

Dog Pound Off-Road Justin Harris reported they had lots going on. They are planning to have a BBQ right after the Moonshiners Swap meet March 6th, Everyone is invited. They have several runs each month and they still want to get to Tillamock.

GOOD OF THE ORDERSkip Frans said there is an application for GPS that is available for $20 it’s called GAIA. Skip said it’s pretty good and you can put it on your cell phone.

PNW President Angie Marek sent an e-mail giving an update on sponsors. WARN signed up and sent $1000 for a Bronze level; Flex-a-Lite is returning their agreement we don’t know the level yet, it will be either silver or gold; Northridge 4X4 have signed an agreement and sent a check for $2000 (they are not doing dinner at Trail Jamboree but will be doing some trail lunches); Bruce Titus Jeep have signed up as Platinum Sponsor for $2000 and $2500 for Trail Jamboree Sponsorship; and we are waiting to hear from 4-Wheel Parts. Angie said

she has several others that she is waiting for confi rmation on. Exciting things are happening.

John Linton said he thought it might be fun to have a Geocashing thing around the Northwest where the coordinates would be on line and you would have to go and fi nd it and have your picture taken by it, keep track of it and one time during the year when everyone comes together you fi nd out who found all of them.

Colville Forest Plan Revision- February 12, 2014--addendumI am happy to let you know that we have a draft revised forest plan and draft environmental impact statement for the Colville National Forest ready for release to the public. The public comment period is expected to start February 19th (notice of availability will be published in Federal Register) and go through May 19th (90 days).

Documents, maps, links to an interactive map (allows comparing alternatives) and on-line open house, and other background information will be available on our Forest website (http://www.fs.usda.gov/goto/colville/plan-revision) starting February 19th. Documents and CDs that have been requested will be shipped on February 19th and/or available for pick up at forest service offi ces on (but not before) that date. Information related to public engagement opportunities (like webinars & listening sessions), where to fi nd additional documents, an instructions for how to submit comments will also be posted then.

The documents that will be available on the web will include the draft revised plan, draft environmental impact statement (DEIS), maps, reviewer’s guide, specialist reports and background information. If you have already asked for a copy of the draft revised plan & DEIS – those documents (in the format [paper or CD] you requested) will automatically be mailed to you. Paper copies of the draft revised plan, DEIS, maps and reviewer’s guide will be available for review by the public at most of the local public libraries.

President Angie Marek (Spanaway Moonshiners) called the meeting to order at 9:03 AM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Angie asked that we remember we have lost Paul Omega (Evergreen Conestogas); Susanne Dragoo (Spokane 4-Wheelers); and Frank Remley (Shindig Wheelers). She asked that we keep in mind those who are ill; Kristin Smith our Membership Chairman (Sand Fleas, Hubs in 4 Wheelers, & Mud-A-Rama); Ron McDonald (Clark County 4-Wheelers) and Fran Lovell (Lake Tapps Turtles).

President Angie welcomed everyone and thanked Region 6 for hosting Winter Convention. We have a lot of vendors in the hallway so when we have a break please check them out.

The PNW Code was read by President Angie Marek.

Special Guest Speakers today: representing WOHVA Bryan Peterson (El Dorado Dust Devils); Sara Baughman Combine Off Highway Vehicle Operations (COVOPS) and Joni Mogstad from Blue Ribbon.

Hosting Statement was given by Randy Drake (Deschutes County 4-Wheelers). Randy reminded everyone that this event today is open to the public and we have lots of vendors and guests that may be going in and out of the building. Since the hotel is remodeling there is no restaurant on site so you will have to go somewhere for lunch. There are several places within walking distance from the Convention Center. Randy said tonight the no host bar begins at 6 PM and dinner will be served at 7 PM. Randy said you have to be present to win the raffl e drawings so if you don’t attend the dinner you could come in after 7:45 PM for the drawings and entertainment. No alcohol is allowed except what is served on site at the hotel. Randy said Sunday a couple of runs would take place at 10 AM one starting at the North Sheri’s restaurant or meet out at the Cline Butte staging area. Coffee is located on the back table and restrooms are down the hall. The banquet tonight will be in the room where we held our business meeting today.

President’s Message given by President Angie Marek. Angie said the past six years have been amazing, we’ve had some really, really good times and some bumps along the way but all in all it’s been a good tenure, so thank you very much. Nominations for President will be opened later during the meeting.Angie encouraged everyone to step up and run for offi ce. She brought greetings from some of the past presidents who could not be with us today; Jim Carter, Arlene Brooks and Jim Putman; they all said they would love to have been here and to have a good meeting. President Angie said one of the things she had worked really hard on was getting sponsorships; and businesses are calling us now and wanting to know how they can get involved with us. Sponsors we have as of today are Bruce Titus Jeep; WARN Industries; Northridge 4 X 4; and Flex-a-Lite. Jim Miller (Spanaway Moonshiners) made some contacts while he was at King of the Hammer and Nitro has contacted us and asked if we would accept a set of tires to raffl e off; of course we said yes. The sponsorship program is growing. If you know of anyone who would like to become a sponsor of the PNW please give us the contacts and we will respond to them.

Ways & Means Chairman Kathy (Frogg) McMains (Hurtin’ Units & Columbia Basin Sand Commandos) said she has lots of products for you to check out. She has things that were left over from events available today, her big item for this year is a Trasharoo bag that straps on to your spare tire, it sells for $50 and they come in three colors - black, green or tan. Jewelry with the PNW logo is now available. If you missed a Trail Jamboree event and want a memory of it she has some items that she will sell for $10 so check it out. She also said she has the small trash bags available if you are having an event and want to have some bags for it, let her know how many you need and she’ll have them ready for you today.

Introduction of Past Presidents: President Angie read the list of Presidents from 1960 to the present, She said several of them have passed away; the only ones present were Don Jensen; Carol Jensen, Luke May, and Angie Marek. Thank you to all for your years of service.

Art Waugh made a motion seconded by Rick Smith (Sand Fleas, Hubs In 4-Wheelers & Mud-A-Rama) that we cast a White Ballot for Dan as President; Sande as Secretary; Dave as Treasurer and Don as IAD #1 - motion carried. The position for IAD #2 was then voted on and results will be announced later in the meeting.

Guest Speaker Bryan Peterson (El Dorado Dust Devils) representing Washington Off Highway Vehicle Alliance (WOHVA) said he would be sharing information mostly that pertained to Washington State. WOHVA has a printed newsletter that was available in the back along with membership applications. What is WOHVA? It was formed in 2006 in response to continued attacks on the sport of motorized off-road recreation and the resulting decreasing numbers of riding areas. It is a legislative arm of the OHV community, they represent 4-Wheel Drive; single track motorcycles, and ATV’s and the idea behind it is there is more power in numbers. They are a single voice in Olympia and have a paid lobbyist his name is Rand Nelson. Membership money goes to pay for their lobbyist and legal fees. They did sue the State of Washington (however, we were unsuccessful) for taking our NOVA funds and giving it to State Parks. The point was made and since that time they haven’t gone after those funds again. Bryan shared that they have a very good working board. They are all volunteers and don’t get paid. Bryan stressed that we need a direct line of communication with everyone. Bryan said he didn’t know if Oregon and Idaho had anything like WOHVA here in Washington. Bryan said he would be here all day if you have questions.

COMBINED STATE CAUCUSESOregon State Executive Director Dan Haak (Harney County High Desert Wheelers) had a written report. Dan said the only business he had was to re-open nominations for Oregon State Executive Director, Dan Haak was nominated at Fall Delegates. Hearing no other nominations, nominations closed. Only Oregon Delegates are to vote. Art Waugh made a motion seconded by Margaret Schiedler (Sand Fleas) that we cast a unanimous ballet for Dan Haak as Oregon State Executive Director for 2016 - motion carried. Dan asked Randy Drake to introduce their guest speaker COVOPS Director Sara Baughman. Sara said if you didn’t know what the acronym COVOPS is, it is Combine Off Highway Vehicle Operations. The combine part of it means they are able to work on both BLM (Bureau of Land Management) and FS (Forest Service) public lands here. The idea is to share resources and equipment, staff and expertise to try and gain consistency across the system. Sara said she is new to this area coming from the White River National Forest in Colorado and she has been with the Forest Service for just about a decade, but She has been specifi cally working with Travel Management issues and Off Highway Vehicle Systems and recreation for the last 5 years. Sara said she wanted to talk about partnerships; how do clubs work with agency employees to take care of systems that are in place or to propose new systems and see them through implementation; and secondly she wanted to give some updates on the whole OHV opportunity; what we are building, and maintaining this summer. Sara said it sounds like we already have a good working relationship with the agencies we work with to manage motorized recreation and that is very important to be engaged from start to fi nish. Sara said she feels that we have what we have in Oregon because of

Continued from page 9the incredibly active clubs in Oregon. Sara talked a little about the Forest Service Plan and the Travel Management Plan. She said when comment periods will be open you have an opportunity to make your voice heard. Sara talked about the OHV trails in Oregon, she said they have three development projects going on; Cline Butte, three trail systems on the Crescent Ranger District; and Rim Butte is a 17 mile Jeep Trail and will be built with local clubs; they hope it will be ready for use in 2017. Sara said when trails are built by users they end up being a lot better projects. Brett Jenkins is with her today and if you are interested in downloading the Avenza app to your phone or tablet, Brett will help you. You can download motor vehicle use maps; you can download COVOPS Off High Way Vehicle maps and navigate and you can create a track of where you went for the day. She said this is way more user friendly than their paper maps. Hearing no questions, she turned the microphone back to Dan Haak. Dan said there had been at least four major events in Oregon since he has been a member - they are Edison Butte trail system, Ground Hog Rock Crawl, Quack Attack, and Cline Butte. Dan thanked the following for helping him this past year - Randy & Mona Drake, Region 3 Director Marty Tilford (Vancouver 4-Wheelers) and his wife Region 6 Director Ann Haak.

Idaho - currently the PNW President serves as the Idaho Executive Director. President Angie said it has been a privilege to see the growth in Idaho. Region 8 Director Lolli Bunce (Rocky Mountain Rebels) has been working very hard, she said they run mostly dirt roads and Forest Service Roads. She said they are working with the Idaho Forest Service; Disabled Vets in Cash Valley; and they are partnering with the Utah 4-Wheel Drive Association. They had a Barbie Jeep Race that had lots of media coverage that was shared all over the nation. She said they don’t have much area to run. Lolli is trying to work with all users as we all have the same goals - KEEPING OUR TRAILS OPEN.

Washington State Executive Director: Adrian Valliere (The Hombres) had a written report. Adrian called his WA caucus to order. Adrian said he had attended numerous meetings and they are listed on his report. Adrian said the Washington State Trails Coalition (WSTC) Caucus meeting was not very 4-wheel drive oriented, he was the only 4-wheel drive person there, they did have hikers, bikers, motorcycles, and horsemen. They were very urban and they seemed to be concerned mostly with safety in neighborhoods. Adrian attended the WOHVA meeting and it was one of the best attended meetings that they have had.Two things he wanted to talk about was 1) The Recreational Trails Program presented by John Keates who talked about funding and you can read all about that in Adrian’s report. 2) The Nature Conservancy Central Cascades Project presented by James Schroeder & Lara Gricar. Our main concern is the Naches Trail goes through part of the land they purchased. Adrian said Ron Rutherford (Jeepin’ Nomads) in Region 4 is on a committee that meets with the Nature Conservancy so he asked Ron to give an update for him. Ron said for the last week and a half he has had daily phone conversations with Jeff Leisy (Naches Ranger District), Jeff is our on the grounds trail guy that we have made a lot of progress with last year. Jeff is working with the lady Ron has not met yet who is a new hire with the Nature Conservancy and she is all about recreation. They discussed the Naches Trail. Sections of the trail goes through the land they own. They are going to team up with the 4-Wheel Drive folks who have been working on projects the past couple of years. We will be getting some funding from a grant that the Nature Conservancy is applying for. So next June we will be working on the east end of the trail called the Rabbit Holes; this is their fl ag ship PR project to the Nature Conservancy Board members to show what can be done working together. They will put up the money for the equipment and some man power and we will be there as volunteers to help manage it. So far things are positive, they plan on keeping it open for recreation. If you want more information the web site is listed in Adrian’s report. Adrian said we also have the Little Crow project in the Naches area; they will be having a working group meeting March 15th to discuss where things are with that project. Information on the Snoqualmie Ranger District Bi-monthly Recreation meeting is in Adrian’s report as well as Evans Creek info. Also in Adrian’s report you will fi nd information on the 2016 grants. The Coalition for Recreational Trails are asking for nominations for the Recreational Trails Program Achievement Awards; the deadline to submit a project is April 4, 2016. Adrian had applications on the back table, if you didn’t pick up one contact Adrian. Adrian said he had received a lot of help from several people Jim Putman, Arlene Brooks (Green River Valley Jeepers) she sends him information almost daily on Washington and across the country; and Region 4 Director Earl Nettnin (Desert Rats) who keeps him updated on Eastern Washington. Thank you very much. The fi nal business of the Washington State Caucus was Nominations, they were re-opened for Washington State Director for 2016 (Washington Delegates only) - Adrian Valliere was nominated at Fall Delegates. A motion was made by Ed Tenney (Timber Tamers) seconded by Diana Stafford (Cascade 4X4’s) that we cast a White Ballot for Adrian Valliere as Washington State Executive Director for 2016; motion carried. President Angie said the next time someone says what does the PNW do - the last 3 reports you heard are a very big part of what the PNW does and you should share that information with them gladly.

When the Washington State Caucus closed we had not asked if anyone had any questions so anyone having any questions should speak up now. Jammer Trummert (Spanaway Moonshiners) asked about off-set tires on Jeeps. When we put larger tires on our rigs and most of the rigs that are sold today are too wide to run most of our trails in the Naches Ranger District. They also cannot drive on the bridges that are on the trails as they are too wide. Discussion followed and lots of questions and concerns were brought up. We do not set the tire width on the trails that is done by the Forest Service. Steve Zentner (Push & Pulls) asked who mandates the trail and bridge width in Washington - answer the Forest Service. Randy Drake said in Oregon there is a Forest Service hand book that specifi cally spells out how wide a Class II trail is to be, that is 84 inches wide if one way and 92 inches wide if it’s two way traffi c. However, nobody seems to pay any attention to it. President Angie said when you purchase a rig off the show room fl oor (and a lot of our new members are doing this) they don’t meet the width restrictions. So it’s crucial as we grow we keep looking at those and what the members needs are and as a whole we need to keep these trails open and we want to make sure we follow the rules. In order to do that we have to build a relationship with the Forest Service and keep striving to meet our needs and well as theirs.

Offi cer ReportsMembership: Chairman Kristin Smith had a written report she said we are up 6% on our retention of members. We have added 156 members and dropped 56. Kristin is trying to update the roster. Shemoved people who had not paid their dues in two years to an inactive list. So if they come back and pay it makes it easier to move them back to active status. Total membership as of this morning 2,498. We have nine clubs that have not paid their 2016 dues yet. Kristin asked the Region Directors to contact their clubs that have not paid.

Treasurer: Dave McMains had a written report. Discussion followed and a motion was made by Rick Smith seconded by Don Williams (Go For Alls) that we approve the budget for 2016 with permission to reallocate; motion carried. Dave said the Board is always way under budget with their expenses.

Other money matters: Ed Tenney said the Northwest Offroad Expo did really well. Thanks to the seed money the PNW loaned them they are giving $1000 to the trail fund; $1000 to the Scholarship Fund and $2000 to Children’s Hospital. Kendra Trummert (Spanaway Moonshiners) said on behalf of her club they are donating $2000 to the Scholarship Fund. Region 6 Director Ann Haak said Region 6 would like to donate $1000 to our legal fund.

Secretary: Sande Nettnin had a written report. Sande said all Region Directors had a special note from her in their red folders asking for the current information of their Region Offi cers. Please have it to me ASAP so I can have those pages ready for the March Board meeting.

Competition: Chairman Steve Zentner had a written report. He said he is trying to update some equipment and he has ordered two replacement cables for the timing lights. Luke and Heather Olsen have offi cially taken over the Happs property so they are the new contact people. Steve said he is looking at some other sites to hold races, some of them are very promising. Steve asked Mark Saum of Pacifi c Northwest Offroad Racing to talk about what they do. A schedule of their racing dates was on the back table. Mark said they mostly do short course Off-road Racing with Jeeps, Trucks, Buggies and UTV’s. They started with 4 races last season; and they now have 8 this season. You can fi nd additional information on their Web Site www.PNWOFFROAD.com. Steve has put together a fl yer of what we do to introduce ourselves to potential track owners. The 2016 race schedule is posted on the Web Site. If you are not on his email list and want to be, contact Steve and he will add you to his list. As of today no one has put in to host Summer Convention so it will be hosted by the COMP Committee August 19-21, 2016.Steve said we may be able to hold a barrel race later this year. They had a COMP meeting last night. Region 1 COMP Chairman is Theresa Taylor (Out Door 4X4); Region 2 COMP Chairman Kendra Trummert; Region 3 COMP Chairman Kyle Wiebold (Push & Pulls); Region 4 COMP Chairmen Kevin & Terry Mohan (Nitty Gritty); Region 6 COMP Chairman Tony Arneson (Rev Limiter Racing Off Road Club). They are still looking for sponsors to update and print the 2016 COMP Book. Kendra Trummert Region 2 COMP Chairman explained how the try-outs for the Region 2 Relay Team would be for Summer Convention. She said they would be a little different than what’s been done in the past. If you want to be on the Summer Convention Region 2 Team you have to sign up for points and the cost is $10. This promotes our point system allowing you to track how you are doing. As of July 31st of this year if it’s a race weekend; or if it’s not a race weekend she will pull the top 5 from Region 2 overall and that will be the team for Region 2. Region 3 Race Team will be selected basically the same way only

on 2 races that have a Region 3 club helping with; they are Four At A Time race at Ethel and the Mud Daubers race. Steve had certifi cates for the following who he said had helped him immensely this past year: Kevin and Terri Mohan Region 4; Dave and Theresa Taylor Region 1; Jon and Michelle O’Brien Region 2; Kyle Wiebold Region 3; and the wife Lisa Zentner Region 3 for being the unoffi cial COMP Co-Chairman.

Inter Association Directors: (IAD #1 & IAD #2) Don and Carol Jensen had a written report. They attended several meetings: The North American Motorized Recreation Council (NAMRC); Specialty Equipment Marketing Association (SEMA); Off Road Business Association (ORBA); and Blue Ribbon Coalition (BRC). They also attended a work session with National Off Highway Vehicle Conservation Council (NOHVCC). Don talked about a new DVD from NOHVCC called Public Land Advocacy Workshop Series. Be sure to read their report for more detailed information. President Angie thanked Don and Carol for all they do for the Association.

Region 1: Director Angela Holm (Happy Campers) had a written report. This is her last year as Region 1 Director and Operation Shore Patrol Chairman. She said they have had lots of work parties and clean-ups. The Off Road Expo was a great success special thanks to Ed Tenney and his committee for a job well done. She said they have a new Region 1 Director, Dave Taylor will be taking over, and Theresa Taylor will be their COMP Chairman; the secretary position is still open. They have used the Trail Counters and found them very helpful. Angela thanked the Board for a great 8 years.

Region 2: Director Dan Morris (County Line Off Road) had a written report. Dan announced that the Region 2 meeting for February has been canceled because 4-Wheel Parts is remodeling their show room and won’t be able to host the meeting, but everything is back on for March. Brandon Marek is their new Region 2 Director.

Region 3: Director Marty Tilford had a written report. He wanted to thank everyone who showed up for the Fall Delegates meeting and trail run to the Yacolt Burn. Marty thanked everyone in his Region for supporting the region and he is looking forward to another exciting year.

Region 4: Director Earl Nettnin had a written report. Earl said there are a large number of events happening in our region with the Forest Service and the Department of Natural Resources (DNR). These all seem to affect where we can recreate. One positive thing we had received a “thank you” from DNR for helping with work parties in the Ahtanum. Information they received at the last Trails Wilderness Interest Group (TWIG) meeting on the Travel Management for the Okanogan-Wenatchee National Forest Plan probably will be what is closed is closed and what is open is open and they will be tweaking the plan as they go; however we have no offi cial information yet. Earl called on Ron Rutherford who is on the steering committee for the Collaborative for the Little Crow and Little Naches Restoration Projects in the Naches Ranger District to bring us up to date. Ron fi lled in on the committee for someone whose wife was ill and it was supposed to be for a couple of months, however it’s a year and a half later and Ron is still on the committee. Good news is the guy’s wife has recovered and is doing well. Ron said we are about a year behind. Ron has requested that the group have a meeting, however, we are working at government speed and it’s been diffi cult to get the group together. They are fi nally having a steering committee meeting next Thursday, February 18 for 4 hours then a big meeting for the public in March.We have a lot of opposition on the steering committee from people who want to decommission our trails.We are very fortunate to have Ron on this committee, he is our consultant with Fish & Wild Life, DNR and the Forest Service. When they have a problem, they call him to see what he thinks. Ron was born and raised in the Yakima area so he is very familiar with our trails and roads; and we thank him.

Region 5: President Angie said we don’t have a Region 5 Director, but Art Waugh’s club is the only club in Region 5 so she asked him if he had anything to report at this time. He said no.

Region 6: Director Ann Haak had a written report. Ann said it looks like we are going to have to start taking legal action regarding the McGrew Trail in order to get something done on it. We’ve had this trail for 34 years and now the Forest Service wants to turn it into a permit only trail with only historic permit holders allowed to apply for permits. She said they are looking to BRC for help and if they are unable to help they will pursue legal action. Ann said the only other business is she is stepping down as director and Rick Horner (Strawberry Hill 4-Wheelers) will be the new Region 6 Director. Ann said she really enjoyed doing this for the last four years, but she is looking forward to doing some traveling.

Region 7: Director Mique Kardell (Spokane 4-Wheelers) was not present, but she had a written report. Not much happening, they are working with Meals on Wheels to host a rally in the near future with car show, valve cover races etc. more information to come. They are still working on things at Seven Mile ORV Park and hoping to host Summer Convention some day. Mique will have surgery next week.

Region 8: Director Lolli Bunce covered things during the Idaho Caucus so she had nothing more to add.

Trail Jamboree Co-Chairmen: Adrian and Melissa Valliere did not have written report since they have just taken this project on. They will have a meeting with the trail hosts that are present following the Emergency Board meeting that follows the Winter Convention Business Meeting. Trail Jamboree is July 6-10, 2016 at Jim Sprick Park in Nile, WA. Registration for participants begins at 8 AM Tuesday March 1, 2016. The Board voted at the December Board Meeting to increase the participant fee to $225.00. Bruce Titus Jeep have signed up to be a Jamboree sponsor; Northridge 4X4 will not be doing a dinner this year but will do some trail lunches. We still need more dinner sponsors as well as other things. Don Williams questioned why we chose to raise the price of Jamboree. Discussion followed and President Angie said for the last two years the PNW has paid for dinners due to the lack of sponsors and the cost was over $5000. This year there will not be the annual spring clean-up at Jim Sprick Park. We did this to receive a discount for using the park for Jamboree. The park is now under new management and they felt they were losing money by giving us a discount for cleaning up the park for them. The PNW has cleaned up the park for 17 years in April; so that they would give us a discount to use the park for Jamboree. The new park board felt that we didn’t really do that much to warrant the discount they were giving us. However, a few of the older members of the park board said they felt they were getting a sweet deal from us since we put in many more hours and did maintenance things that were above and beyond what was expected of us. We looked at the number of our members who came and the money they spent to come and do this service and we said OK you raise the price it will probably be cheaper for us not to come and clean up your park. When we started negations for using the park we were told the hosts couldn’t even come in until Wednesday, the day our event starts. We said that’s not acceptable we have to be able to get things ready; so after much discussion hosts will be able to come in on Sunday July 3rd, and our fee to use the park will increase about $1700. We felt this was a good trade off because our membership would be saving at least that amount of money by not coming to clean up the park. The park is a good place to stage out of and we haven’t heard of any other place where we could hold this event. If you think it’s easy to get sponsors, it is not. This is the only income that the PNW has right now to keep us going. Mark Nelson (Tacoma Web Footers) said his club wants to sponsor a dinner and will come with an offi cial announcement after their next club meeting. Accurate Auto Body will also be a dinner sponsor so we are still short one dinner. Discussion on requirements of what wheel base rigs would be allowed on trails. Earl Nettnin said that the Little Rattle Snake and Rimrock were the only two trails that had any width and length requirements and they were 74 inches wide and 95 inches long and these requirements have come from the Forest Service. More discussion followed; and if you are unhappy step up and be on the committee. Duane Klusman (El Dorado Dust Devils) said his club’s rigs are mostly 80 inches wide. Dave McMains said the Forest Service is the one who sets the numbers, we don’t. President Angie said the permit itself does not specifi cally say a width, it defers to what the trails were when the Forest Service rules were developed. We are working on it and doing the best we can.Michael Leach (JBLM Jeepers) said he had found trail width information on the Forest Service Web Site.We cannot solve this here. All Trail Jamboree information will be posted on the Web Site.

The Parliamentarian: Luke May (Dirty 13, Outdoor 4X4 and Doo Wop Ditty) said the offi cial roll call for today was 65 delegates present and 97 delegates not present. Nine clubs have not paid their dues.

Safety Education: Chairman Rob Stafford (Cascade 4X4) had a written report. He said not much was going on right now. He did go to the Northwest Expo and set up a display. If your club is interested in having a Winching Safety and/or High-Lift 101 presentation, contact Rob and he will set it up. His email address is [email protected].

We Did it/Club Power: Chairman Kathy Greenwood (Offroad Animals) had a written report. Kathy said 29 projects had been submitted with a total of 739 people. Kathy said the total shows what kind of commitment we have to this organization. She said she could not imagine how much money each person had spent volunteering to keep our trails open. A question was asked about the total of people at the Jim Sprick park being only 32 people in 2013, however, on April 18, 2015 the cleanup was called Trail Jam Clean-up and we had 536 people. All 739 names were placed into a drawing for prizes. President Angie drew the name for a check for $50, it went to Mark Jones (Shindig Wheelers); the next check for $75 went to Gary Harting and the $100 check went to Denny Martin (Tacoma Web

PNW Insurance: Carol Jensen had a written report. Carol said she had received several requests today. Last year we had 22 events and she has only scratched off a couple of them. Carol said when you put in a request for insurance for your event, and she submits it to our insurance the fi rst thing they do is go to your Web Site to see what you have posted that you are doing. So be very careful what you put on it. She has had some events turned down because of what they saw on the Web Site and they said NO WAY. Carol said this includes YouTube, Instagram and Facebook. Carol said she probably would have a total of events by the March Board meeting.

Public Relations (PR): this position has been open for a year now. However, President Angie said she wanted to recognize former PR Chairman Diana Stafford who is not offi cially our PR person but she has continued to do this job for us, so Thank You Very Much.

Tri-Power: Editor Ron McDonald is not present today, his agreement with us was he will continue to do Tri-Power as long as he doesn’t have to go to meetings. There were some questions as to why the November and December issues were so late and the January one came right behind it. President Angie made an executive decision to have him combine the two. Ron had the November issue all done and to the printer and when he realized he didn’t get his copy; it was then he found out that the printer had been hospitalized. Time for the December issue Ron was hospitalized. President Angie made an executive decision to combine the November and December issue. If you are not getting your Tri-Power, please let Kristin Smith Membership Chairman know, as she sends the list to Ron every month and we want to make sure your address is correct. When you move don’t assume the post offi ce will forward it. Your club membership person can change your address for you; but if you aren’t comfortable with that Kristin will do it for you if she has the correct address. Tri-Power is also on the Web Site in color as soon as the Web Master gets the fi nal copy.

Bryan Peterson asked about getting “real time” information posted on the Web Site in the Forum. He asked if we could post all minutes, this way the information gets out right away. Web Master Rich Holm (Happy Campers) will create a safe place in the Forum so nothing can be changed. A question was asked what we can do to make the minutes available on line, President Angie said we cannot make our volunteers do anything, we can ask them to do it. Margaret Schiedler former Region 3 Secretary and Sand Fleas Secretary said when she sent the Region 3 Minutes to Tri-Power she would post them on the Forum. However, she said it’s unreasonable to expect the secretary to go home that night after a 2 hour meeting getting home at 9:45 PM and stay up and get those minutes out that night. We all have families. Dave McMains said when the meetings in Region 4 get over we usually have at least a 2 hour drive home. President Angie asked the Region Directors to talk to their secretaries and ask if they could make this happen. Perhaps this can be on the agenda for the March Board meeting. After listening to all the comments about getting minutes posted on line, Secretary Sande Nettnin felt she needed to speak. Sande said she is Secretary/Treasurer for Region 4 as well as Secretary for the PNW who she called “the mother ship”. It is not easy to get the minutes done, sent to Tri-Power and posted on line. Sande said she gets her Region minutes out in a couple of days after the meeting and she does try to get the PNW minutes out as soon as she can. However, they usually take several days to type them up as she has to re-live the meeting for days listening to the tape to be sure the minutes are correct. Sande said she does try to get the minutes out in a week or so following the meeting. She also said no one had ever asked her to post them on line before.

Web Master: Rich Holm had a written report. He said the biggest thing that happened this past year was that they converted the Website to auto realign with mobile and tablet views. If you fi nd pages that are not loading correctly on your cell phone or tablet, let him know. Rich said he has been asking for membership involvement; we have a need for articles on the Web Site so if you have something just email him at [email protected]. Also if you have comments or concerns get a hold of him.

Video Chairman: Don Jensen had a written report. Don said a request was made for him to get a copy of the video that NOHVCC has put out for each region. The video is titled Public Land Advocacy Workshop Series. Don said if you have anything in VHS format that would be good to have in our Video Library, he has a machine that will turn it into DVD. If he could borrow it and make the copy he would send your VHS copy back to you.

New Business:Web Team Vacancy: Rich Holm said we currently have openings for Social Media and the Forum. He said he could really use help with Facebook postings and someone who could monitor the Forum and keep the calendar up to date on the Forum. Bryan Peterson volunteered, Thank you Bryan.

Election results: were announced by Parliamentarian Luke May. IAD #2 the nominees were Carol Jensen and Jim Putman. The winner is Carol Jensen. Art Waugh made a motion seconded by John George (Quadrapaws 4-Wheel Drive Club) that we destroy the ballots; motion carried. President Angie said the PNW Offi cers for next year are: President Dan Morris, Secretary Sande Nettnin, Treasurer Dave McMains, IAD #1 Don Jensen, IAD #2 Carol Jensen. It will be up to the new President to select his appointed positions. Congratulations to everyone.

Winch drawing: - Virgle Osborne (X-Treme Offroaders 4X4) owner of Twin Peaks Off-Road donated a winch as a special raffl e; proceeds will go to the PNW Trail Fund. White ticket number 3683177 and the winner is Randy Hayes (Columbia Basin Sand Commandos) Region 4. Thank you Virgle.

Switching back to Old Business Trail Counters: - Ron Rutherford presented a power point on the numbers. Ron said the Forest Service is very interested in what we are going to do with the results. The Trail Counter Committee came up with the following mission statement - To assist Land Managers in sustaining and/or creating motorized user trails on public and private lands. We know as users there is a lot of use out on the trails. Folks that sit behind a desk really have no idea what’s going on; the ones who get out on the trails have some idea of the use and they mainly see the wear and tear of the trails. When we shared some numbers with the Forest Service they found it hard to believe and they said are you sure. Ron said with the counters we have it brings it down to the day and time; and when the FS saw that, they said this is pretty accurate. Ron said several people in Region 4 had spent many hours working on the Region 4 Trail Counter Project; - Josh Wesselius (Ridgerunners); John Hall (Jeepin’ Nomads), Glen Croy (Jeepin’ Nomads); Earl Nettnin; Doug Conner (Roamin’ Chariots) and of course himself. Ron said we had counters on the following trails: Short and Dirty; Funny Rocks; Mud Springs; Naches Pass; Kaner; Middle Fork Crystal Mountain Trail (Liberty area); and Guard Shack Trail (Liberty area). The overall trail counts were 7641 for 2015. The Naches Pass and Kaner Trail also had trail counters placed on them by the Forest Service and they didn’t really understand how to place them in the ground so they just laid them under a branch. The end of June one of the seasonal Forest Service employees called Ron and long story short, they ended up needing some help to retrieve the information on them and they said if we would help them we could have the data. We downloaded the data for them; and found out their counters are not going to be in our Naches District (we had already counted that area last year and our count and theirs was pretty consistent) - so a little bit of cooperation goes a long way. Jim Hall developed a program that will allow whoever picks up the counters and downloads the information it will show the same things, battery life, day and time of the week etc. Where are we going with this data - in our district working with the Forest Service, and DNR we have already used our numbers for 2014. Ron has talked to them about where we are in 2015 for grants. We need money because of the amount of traffi c on the trails. The other part has helped the Forest Service and others manage the trails; we know the Naches Trail and the Kaner in our area have the most use and what we are building is a data base to show just how much use our trails are getting and every few years we will put another counter in to see if things have changed. This is proof of what the numbers are. Ron said if you have a trail that you want to have some numbers on let him know and we’ll get a counter to you. Ron said that previously the Forest Service had a person sit and count the number of rigs during a certain time. What we have is much better and more accurate. Ron said if there is enough interest they may have a workshop on how to use the counters in the near future.

President Angie introduced our third Guest Speaker, her name is Joni Mogstad she is a past president of Blue Ribbon and is their current Treasurer. Joni thanked the group for inviting her to speak. She spoke on what they are doing and where they are going. Joni said the PNW has been members of Blue Ribbon and good supporters for years. Joni’s husband Duane passed out copies of the third issue of Blue Ribbon’s slick magazine. She said they are not giving up their name Blue Ribbon Coalition but they are stressing SHARETRAILS.ORG to get people on their computer looking at what’s really going on. She said they have changed their logo to look more eye catching and modern. She said they have an excellent staff and they are ready to help us with legal aid or whatever we might need. Joni said their Board of Directors come from all over the country. Joni said you can sign up for bulletins and alerts for your area. She said they just heard that the BLM in California has come out with their new planning rules and regulations or whatever they are calling it and she thought we might be interested in seeing what that is going to develop into. Joni said she appreciated hearing about our trail counters and how we are developing relationships that are invaluable and way more effective than calling attorneys. She said if you want to get even with the land managers litigation isn’t the way, it’s way too expensive. She said however, we have access to legal advice on the best way to handle things. Joni said that Del Albright has published a little article called “Foot Fungus” and it has some humor in it. It’s mainly about volunteerism. Del says when you pick a project you want to put your energy in, make sure it’s worthwhile and has the ability to impact just more than your area. Join a club, get involved and volunteer. Earl Nettnin said that Region 4 has been in contact with Don Amador for help on our

Kathy Sterner Award: - President Angie called WA State EXE. Director Adrian Valliere and OR State EXE. Director Dan Haak to come forward and present the award. This award was established by the Trail Breakers, Inc in 1976 and is given in recognition of superior dedication to the PNW by a woman. Adrian said since this award was handed out in 1976, it has been awarded 39 times, before he read the names of who had received the award, he said some have received the award more than once. This last year Tony Jessen (Trail Breakers, Inc.) created a new box for the trophy. This year’s nominees are Carmen Trummert, Michelle O’Brien, Kristin Smith, Carol Jensen, Angie Marek, Grace May, Diana Stafford and, Tammy Halliburton. The winner of the Kathy Sterner Award for 2015 is Kristin Smith.

Nominations were opened for the 2017 Competition Chairman. They will be re-opened in September at Fall Delegates and voted at that time. Steve Zentner was nominated, Nominations closed.

Introduction and swearing in of the 2016 PNW Offi cers serving the Board; this also included any Region Vice Directors that were present.

President Angie said at this time she would entertain a bid for Summer Convention August 2016. Steve Zentner said it will be handled by the Competition Committee since we had no bids.

President Angie said she would entertain a bid for Winter Convention 2017. So far we have no bids. Grace May said Outdoor 4X4 would put in a bid and she would have it in writing to the secretary.

Fall Delegates is September 10, 2016, hosted by County Line Offroad in the Region 2 area, more information will be coming soon.

Other New BusinessMark Nelson (Tacoma Webfooters) said they were having a fun run August 27 at Evans Creek.

Ed Tenney Northwest Offroad Expo said they had done really well and paid everyone back who had loaned them money and they plan to host another one this year. They don’t have quite enough money for start up so they are asking the Association for a loan of $3500 to be used as seed money that they will pay back after the event. A motion was made by Ed Tenney seconded by Art Waugh that the Association loan them $3500 as seed money for the 2016 Northwest Offroad Expo; motion carried.

The meeting opened at 9:00 am with the Pledge of Allegiance, introductions, reading of the PNW4WDA Mission Statement by Steve Roach, and the Host statement by Chad Schroll from Warn Industries.

Nominations for Oregon State Executive Director; Dan Haak was the only nominee. Nominations will be opened again at Winter Convention.

Ron Price, Oregon Parks and Recreation ATV Grants Program Coordinator, was introduced for his presentation and question and answer period. The ATV Grants Program, which is in its thirtieth year, distributes approximately $9.2 million annually for trails maintenance, law enforcement grants, and trails development. He commented on legislation in Oregon that will allow ATV’s highway access for connecting trails.

Chris Knauf, the planner for the BLM for the state of Oregon, was the next presenter. He focused on the purpose/need for NEPAs (National Environmental Protection Acts), CX (Categorical Exclusions), EAs (Environmental Assessments), and EIS (Environmental Impact Statements) documents and their role in decision-making.

He also discussed the Harney County Trail System development, as well as touching on Sage Grouse updates.

BLM Law Enforcement Offi cer Robert Mitsuyasu from the Salem offi ce discussed the limitations on Federal offi cers when enforcing local law on Federal lands. New to the area, Robert was interested in the feedback provided by the group.

Landon Meyers and Brent Seaholm represented the Tillamook County Sheriff’s offi ce. Both offi cers are heavily involved in patrolling and enforcement in the Tillamook State Forest. They detailed the assistance needed when reporting criminal or citable activities on public land. The who, what, when, where and photos or identifying information are all very helpful. Criminal activity can be prosecuted on information that is shared only; citable activity requires a higher level of citizen commitment.

All three offi cers stressed the need for “safe” citizen involvement.

Representing the Freemont-Winema National Forest was District Ranger Mike Lawrence. Mike discussed the limitations in staff and funding in providing the type of access we are requesting. Also a concern is the fact that he is the only remaining member of the Forest Service team in the travel planning and trails development process that took place on the Freemont-Winema National Forest.

The group discussed the possibility and risks involved in funding a NEPA for the Freemont-Winema NF.

Not represented was the Siskiyou National Forest although multiple invitations were extended over a six-week period. However, Jeff Mast from USFS Region 6 Recreation Offi ce was present and answered questions from the group. Jeff stated that he was at the meeting to gather information and history about our concerns on the McGrew Trail specifi cally and other areas of concern. Jeff stated that he would follow up with Siskiyou National Forest. Dan requested that if possible a meeting with the decision makers on the Siskiyou National Forest be set up as soon as possible. There is a lot of concern by our group as to the future of the historic McGrew Trail and the intent of the Siskiyou National Forest.

The Tillamook State Forest is an example of successful cooperation between land managers and user groups. Jamal, Reid, Clyde and Randy, representing the Tillamook State Forest, gave a presentation on the challenges posed by the integration of a productive forest and recreational access. They also discussed volunteer groups substantial contributions to maintenance on the Tillamook State Forest. Also discussed was the Trask area and future use there.

Gilchrest State Forest, which is new to the system, was also discussed with a view to the possibility of opening it to some future OHV access.

The question of the impact of commercial events, like Jeep Jamboree, was raised and discussed. Some are concerned that these activities may not be carrying their weight when it comes to trail maintenance and repair. These events charge big bucks for participation but pay only a nominal fee. Tillamook State Forest is currently developing policy to address this issue.

Art Waugh discussed the Wallowa-Whitman National Forest travel plans and the direction of the Blue Mountains.

Don Jensen discussed the Freedom of Information Act and how it can be used.

Carol Jensen reminded the group that the PNW4WDA library has a very good video available on NEPA and land management issues.

Lunch was provided by the PNW4WDA and Region 6 and supported by donations from the group.

Region 6 Directors Report

Winter Convention February 13, 2016

Most of our clubs are continuing to stay steady in membership and activities with the exception of the Klamath Falls 4 Runners which is growing rapidly and has 2 runs most weekends.

The McGrew Trail, which was the fi rst trail adopted by a club in Oregon 34 years ago, by the Klamath Falls 4 Runners, continues to be an issue. This is the trail that hosts the annual Creek N’ Trail fundraiser. The Forest Service wants to turn it into a permit only trail with only historic permit holders allowed to apply for permits. This is the same trail that has required Congressional intervention to get our permit issued for the past few years and that has had no one show up to open the gates when we had a valid permit. Minutes posted from the last public meeting, do not refl ect what was actually said. Public discussion was held to a minimum. Region 6 will pursue this with the Blue Ribbon Coalition; if they are unable to help us we will pursue legal action on our own.

Region 6 has also voted to donate $1,000 to the PNW4WDA legal fund.

Winter Convention is coming along very well with only minor details to be worked out. There will be many vendors (12 according to Randy) at the Convention, the vendor show will be open to the public so if you see someone new there please talk to them and put a good face forward for the PNW. There are already many good prizes for the raffl e, but as usual we could use more donations. We have booked a comedy hour DJ and dance for your entertainment. See you there!
