Fellow Treasurers,

Welcome! On behalf of the Bernalillo County Treasurer's Office, it is my distinct honor to welcome you to the 2017 NMAC Treasurers Affiliate Conference. Please take time to enjoy the beautiful Fall season in Old Town and discovering what Albuquerque has to offer. I would also like to thank all of our business partners and county staff for their participation. Without their support in such a short time, this conference would not have been possible.

Having the Fall Conference is of the utmost importance. These gatherings are crucial in fostering shared learning, best practices, as well as networking. Additionally, it is important for us to understand and tackle the common issues that affect us all.

The theme of this year's conference, Transparency and Accountability In Action, speaks directly to our duty as custodians of public funds. Nothing in our position is more important than being wise stewards of the public purse. As such, we have several sessions that should help us directly in that regard: an Ethics Today panel discussion, Investment Strategies in a Rising Interest Rate Environment, and closing with a presentation on Compliance at the State and County Level.

I could not be more excited for the next three days. I hope this visit to Bernalillo County will be informative and memorable for everyone.

M. David Chacon, II, J.D.

M. David Chacon, II is a sole practitioner who for the past twenty-one years continues to represent individual, corporate and governmental clients in various civil and commercial litigation-related matters, including personal injury, workers’ compensation, real estate, administrative and governmental affairs. For example, for the past nineteen (19) years, the Firm has represented the County of Bernalillo in various areas including civil appeals, condemnation, foreclosure, quiet title, tax-refund lawsuits, general civil litigation, and purchasing/procurement matters. Among other duties, Mr. Chacon was previously assigned to represent the Bernalillo County Assessor and Treasurer in all litigation related matters. (He continues in this role as to the Treasurer’s Office.) Mr. Chacon regularly met with these departments and gave opinions regarding various legal

issues involved.

Further, Mr. Chacon’s representation encompassed all phases of the legal work required including the investigation, preparation of all briefs, memorandums, motions, court appearances, discovery, depositions, conferences, meetings, trials and legal research. Mr. Chacon has handled hundreds of civil claims filed against Bernalillo County in the Second Judicial District Court and has previously handled and litigated several thousand administrative property tax protest proceedings.

Further, his substantial criminal practice includes misdemeanor and felony representation ranging from simple shoplifting charges to first-degree murder. He previously taught as an adjunct professor of law at the University of New Mexico for four (4) years and clerked for Court of Appeals Judge Michael D. Bustamante after having graduated cum laude and with honors in clinical law from the University of New Mexico School of Law in 1996. He continues to serve as an administrative hearing officer, having been appointed by the New Mexico Gaming Control Board in 2004. He also served in this capacity for the Pueblo of Isleta Gaming License Review Office from 2002–2012. He is a former 13-year member of the New Mexico Board of Bar Examiners, including serving the last three years of his term as the Board’s Chair. Chacon was the 2014-Democratic Nominee for the Second Judicial District Court Judge (Div. 3). He continues to Coach his son’s Hockey team, loves to travel the world, is married and is the proud and hopefully loving, father of his twin children.

Vikki Hanges

Viki Harrison

Ms. Hanges is currently the Chief Investment Offcer for the New Mexico State Treasurer’s Offce. In this capacity, Ms. Hanges oversees the portfolio management and trading of six distinct State funds with combined assets of approximately $3.6 billion.

Ms. Hanges has over 30 years of fxed-income investment experience, mainly within the private sector. Prior to arriving in New Mexico, she was a Director at WestLB NY Capital Markets, a Portfolio Manager at WestLB Asset Management in Houston, Texas, and a Se-nior Vice President at Oppenheimer Capital in New York. A graduate of Cornell Univer-sity, Vikki now resides in Santa Fe, New Mexico.

Viki Harrison is the Executive Director of Common Cause New Mexico – she joined the organization in January 2012. Viki is responsible for implementing the New Mexico organization’s policy campaigns, building its capacity, directing its fundraising and conducting public outreach. Since joining the organization Viki has spearheaded several significant reforms, successfully leading the coalition in NM to make us the first state in the country to pass a fix to public financing laws in the wake of the Arizona Free Enterprise v. FEC ruling with broad bi-partisan support (unfortunately the Governor vetoed the measure), passing and implementing online voter registration, passing an ethics commission to be on the ballot in 2018 and becoming the second state to oppose the Citizens United ruling.

Prior to joining Common Cause, Viki was the Executive Director of NM Repeal, where she led the winning campaign in New Mexico to abolish the death penalty. Earlier in her career she was the Program Manager for Animal Protection of New Mexico, and part of the team that successfully banned cockfighting in the state. She has extensive knowledge of the legislative process in New Mexico, having successfully lobbied since 1996 on the local and state level. Additionally, Viki has been involved in social advocacy around the country for over 30 years, with experience in non-profit management, coalition building, legislative matters, fundraising, marketing, research, media relations and volunteer management. Viki graduated summa cum laude from the University of New Mexico with BA’s in Women’s Studies and African American Studies.

Robert Kidd

Tyler Sisneros, CTP

Robert Kidd has served as the Ethics and Compliance Officer for Bernalillo County since 2013. He has also worked as an assistant attorney for Santa Fe County, the City of Santa Fe and the City of Albuquerque. Robert is a graduate of Trinity University (1986) and the University of New Mexico Law School (1991) and has attended the University of London. His areas of concentration include open government and ethics, labor and employment law, governmental conduct, public records and regulatory compliance. He is a member of the New Mexico and Texas Bar Associations.

As a Portfolio Manager within STO, Mr. Landrum assists with the management of the office’s various portfolios, with a concentration on the Bond Proceed Investment Pools and the Local Government Investment Pool.

Previously Mr. Landrum worked at RBC Capital Markets, where he supported municipalities in structuring and issuing bonds, and at Merrill Lynch, where he structured and managed investment portfolios for high-net-worth clients.

Mr. Landrum graduated summa cum laude with a bachelor’s degree in economics from the University of New Mexico.

Tyler is a Senior Treasury Consultant for Wells Fargo (based in Albuquerque) and provides customized treasury solutions and consultative support to Government, Corporate and Non-Profit organizations throughout the United States. He is dedicated to helping clients utilize the most efficient and cost-effective treasury solutions, in addition to keeping them abreast of new and enhanced treasury services and trends. Tyler has worked within the financial services industry for 11 years. His experience includes financial planning, business process consulting, project management, and cash management consulting. Tyler has the Certified Treasury Professional (CTP) designation, and graduated Cum Laude with a B.S. in business administration and

(AAP) designation from NACHA, The Electronic Payments Association, for expertise in ACH and electronic payments. A native of New Mexico, Charmaine earned her bachelor of business degree in management information systems at the University of New Mexico and has a strong history of community involvement through volunteering.

Portfolio Manager New Mexico State Treasurer’s Office

Ms. Hanges is currently a Portfolio Manager responsible for investing a portion of approximately $4 billion in assets for the State of New Mexico Treasury. She has more than 25 years of fixed-income investment experience, mainly within the private sector. Prior to arriving in New Mexico, she was a Director at WestLB NY Capital Markets, a portfolio manager at WestLB Asset Management in Houston, Texas, and a Senior Vice President at Oppenheimer Capital in New York. A graduate of Cornell University, Ms. Hanges now resides in Santa Fe.

history from Texas Tech University in Lubbock, TX. Tyler is a native New Mexican, raised on a cattle ranch in Lincoln County and is proud to call Albuquerque home with his wife and two young children. He devotedly serves at his local church weekly in youth ministry, as well as assisting other local nonprofits like the New Mexico Special Olympics and Junior Achievement.

Reilly S. White, PhD

Paulina Woo

Dr. White is an Assistant Professor of Finance and Endowed Professor of Creative En-terprise at the University of New Mexico. In addition to his teaching MBA students, Dr. White serves as the University Outreach Chair for the CFA Society of New Mexico, Chair of the Cassidy CFA Scholarship, and Daniels Fund Ethics Fellow. Prior to his career in academia, Dr. White worked as an analyst for a large Boston-based bank, where he learned a great deal about company analysis, funding, and maintaining ethical corporate leadership.

In addition to his PhD from the University of Connecticut, Dr. White graduated summa cum laude from the University of Massachusetts-Dartmouth. Dr. White has published in

numerous journals, including the Journal of Corporate Finance and the Journal of Banking and Finance, and recently led a talk about ethics at the 2017 Daniels Fund Ethics Summit in Santa Fe, New Mexico. In the last year, he has been interviewed by several media outlets for his expertise, including Albuquerque Business First, American Banker, WalletHub, KOB-TV, and KOAT-TV. He serves as the faculty advisor and director of the $3.0 million student-run Regents’ Portfolio and as the internship coordinator for the finance department.

Ms. Woo joined PFM Asset Management LLC in 2007. She manages client relationships for public agencies located throughout the Western United States. Ms. Woo’s responsibilities include: investment advisory and consulting services, cash flow mod-eling, portfolio structuring, economic research, treasury management consulting, and investment policy evaluations. She works with a diverse number of municipalities, institutions of higher education, and non-profit organizations.

Paulina is a frequent speaker at municipal conferences and seminars for clients and board members; covering topics such subjects as bond proceeds investment, building an investment program, permitted investments, development of investment policies and internal controls, and managing risk in public investment.

She is a member of the Government Finance Officers Association (GFOA) and is an Advisor member of the GFOA

Committee On Treasury and Investment Management (TIM). She is also an active participant in several additional public finance organizations, including the National Association of Counties (NACo), Government Finance Officers Association of Arizona (GFOAz), New Mexico Government Finance Officers Association (NMGFOA), the Arizona County Treasurer’s Association (ACTA), and Colorado River Finance Officers Association (CRFOA). She also participates in Women in Public Finance, National Association of Hispanic County Officials, and Asian Americans in Public Finance.

Paulina has a Bachelor of Arts degree from University of Texas at Austin in Ancient History and History. She earned her Master’s degree at the University of California, Berkeley in Medieval European History. She holds FINRA Series 6 and 63 licenses.

Deanne Woodring, CFA

Ms. Woodring is a co-founder and principal of Government Portfolio Advisors and serves as President and Senior Portfolio Advisor. She is responsible for directly advising clients on all aspects of the portfolio management process, overseeing the management of the company, client relations and the strategic direction for investment holdings. She is responsible for managing over $8.6 billion in separate portfolios for public entities and consults on an additional $5 billion. Her clients include state general funds, cities, counties, water districts, power districts, university funds, and other public finance authorities. Assets under management include operating funds, reserve funds, project funds and bond proceeds. Ms. Woodring works in collaboration with clients to develop best practice procedures, increased accountability and the installation of transparent strategies.

Prior to co-founding GPA, she was a Managing Director for Davidson Fixed Income Management from 2002 until 2014 and Piper Jaffray from 1986 to 2002. Ms. Woodring is a pioneer in implementing benchmark strategies into public entity investment programs through developing short and long range investment strategies, risk analysis and performance tracking.

Ms. Woodring graduated from the University of Oregon with a Bachelor of Science degree in Finance. She earned a Master’s of Business degree from the University of Washington. She holds the designation of Chartered Financial Analyst (CFA-1989) through the CFA Institute, and is a member of the Portland Society of Security Analysts. She also holds Series 63, 65, 24, 3, and 7 licenses from the Financial Industry Regulatory Authority (FINRA). Deanne has been an Investment Advisory Representative since 1995. She appears often at industry workshops, as a speaker at the Government Finance Officers Association national meetings, and is actively involved in a number of state finance organizations including Oregon Government Finance Officers Association, New Mexico Finance Officers Association and the Washington Finance Officers Association. Ms. Woodring has been the State of New Mexico Treasurer’s investment consultant since December 2008 and actively serves clients in New Mexico.
