ETD Executive Committee Meeting Minutes 08 February 2017 The Business Meeting of the ETD was called to order at 4:34 p.m. on February 8, 2017 by Keith Johnson, Past Chair of ETD, in Jacksonville, FL. The following persons werer present: Ron Land, Ken Burbank, Ken Rennels, David Goodman, Elaine Cooney, Scott Segalewitz, Moin Uddin, Gary Steffen, Frank Hart, Marilyn Dyrud, Naiz Latif, Clay Gloster, Keith Johnson, Walter Buchanan, Mohammad Zahraee, and Athula, Kulatunga. David Goodman moved to accept the ETD Business Committee Meeting Minutes of February 4, 2016. The motion was seconded by Walter Buchanan and approved unanimously. OFFICER and ETD COMMITTEE REPORTS:

Treasurer’s Report: The treasurer’s report was given by David Goodman. He reported that there was $73,485.46 available in the BASS account and $385.00 in the ETD operating budget for a total of $73,870.46 as of 10/01/2016.

He went on to mention that with respect to income, there are a lot of items on the report listed under income where ETD receives significantly less funds that in the past. The amount received in membership dues is consistently declining. Annual income from ASEE traditionally has been from $4000-$6000, but all we received this year was a total of $130.00. This is something that ETD should look into.

ETD will receive proceeds from CIEC. These funds are kept separate to avoid paying additional assessments to ASEE. ASEE past a new rule where they would charge fees. Last year ETD only netted $803 from CIEC. We need to consider recruiting members for ETD and CIEC to increase funds.

It was mentioned that the ET National Forum will potentially request that this division sponsor some of its activities. No motion was made concerning this. There was just a discussion.

ASEE Program Chair 2017: Marilyn Dyrud presented the report which was submitted by the chair Robert Weissbach. She presented data for the last two years on the ASEE conference. For 2017: Total number of abstracts submitted: 133; Withdrawn: 9; Total number of technical sessions: 15; Total number of business sessions: 6; Number of Panels: 3; Social Functions: 1; Workshops: 1; Poster Sessions 1. The final ETD program schedule is attached.

Issue: She mentioned that the number of reviewers for ETD sessions is a concern. It is lower than in the past. The number of Technical Sessions increased by one over last year and the number of business sessions are down. The McGraw banquet is scheduled for Monday at 6:30 p.m. She also reported that the number of papers should increase since the deadline for submission is this coming Friday. General comments made to engage the assistant/vice chair: 1) It was mentioned that the chair should share the password to the paper review system with the assistant chair. However, it was brought out that the login to the system is tied to each ASEE member’s account so there is no need to share the password. 2) The assistant chair could handle the assessments. 3) It is the program chair who determines how much the assistant chair is engaged. 4) In the past there was a better division of labor. A call was made for people to review papers. Three people are needed to review each paper. A comment was made that ASEE is no longer the place to publish research papers. A response to this comment was that ASEE is still the place to publish studies/projects that concern the scholarship of teaching and learning. Issue: Marilyn raised an issue that someone got an email saying that one person submitted the same paper to two different divisions. After further investigation, it was found that the paper was actually submitted to three different divisions and published by all three under different titles. Potential Solution: We should have a system for paper submission with similar function to”Turn-it-in.com” to cross check all papers that were submitted. Reviewers should be able to see all submissions by each author to all divisions to determine whether it was submitted to multiple divisions. Plagiarism is also an issue. Marilyn will follow up on this issue with Mark Matthews. Three questions were raised in the report as to whether or not ETD pays for food for each of the following meetings. The answers are listed below.

a. JET Board – JET always pays for food.

b. ETD Executive Board - No

c. METDHA - No

d. ECETDHA - No

e. Augmented/Virtual Reality and Production through 3D printing panel

session - No

Vice Chair Communications: Jay Porter’s report was presented to the body in his absence. It is attached.

ETD Listserv: Walt Buchanan reported on the Listserv Members. He sent his report electronically. There are 4350 total members of which 2795 are at 415 four-year colleges, 1081 are at 296 two-year colleges, and 474 members are at 409 various organizations, corporations and government. There are 199 subscribers with non-institutional email addresses and 59 countries are represented. Nominations/Elections: Keith Johnson reported on the elections as follows: Several positions need to be filled at the end of June 2017. The division needs to find a Chair as the term of the current chair ends in June 2017. He asked in the meeting if people were interested in serving as chair (Gary Steffen said that perhaps he may be interested in serving at a later date.) The position of Assistant Vice Chair for CIEC also needs to be filled. Additionally, we need to elect a Program Chair for ASEE. The current term for the Treasurer ends June 2017 and the current term for the Past Chair ends June 2017. Keith Johnson commented that, last year, the division had a very difficult time finding people to volunteer to run for vacant positions. He pointed out that the division usually conducts a vote using survey monkey that is available to all members. Keith Johnson stressed that we need persons who are committed to the division to fill these positions. He mentioned that, because there was a lack of commitment by the CIEC chair this past year, there will be no awards for ETD at CIEC. Michael Strange did not respond to emails and no one was able to get in touch with him. Hence, the Vice Chair stepped in and led the activities for the conference this year. It was noted that the duties and responsibilities for each positon are posted on the ETD website. A letter of support must also be provided by the immediate supervisor of candidates. Keith mentioned the previous agreement to provide funds of $500 to the chairs and assistant chairs for CIEC and ASEE programs to attend their respective conferences and $500 for the CIEC chair to attend the CIEC planning meeting. OTHER REPORTS: PIC II Chair: No report. ETC Report: The report was given by Ken Burbank. Ken Burbank stated that ETLI was held October 2016 and that Elaine Cooney would cover the details of that meeting. He noted that two things came out of the meeting that were important to us. There were two position statements made by ETC. These were: 1. ASEE ETC Position Statement re. Modification of GS-0800 Engineering Qualification Standard Maintained by the U.S. OPM. 2. ASEE ETC Position Statement re. BS-ET Access to Professional Licensure. These position statements were approved by the ASEE board. They are posted on the ETC website at: https://www.asee.org/member-resources/councils-and-chapters/engineering-technology-council

The February board meeting was held this past week. ETC has 109 institutional members. We lost 13 institutional members from the previous year. It was noted that Ken Burbank was running for the National President of ASEE. All were encouraged to vote for Ken. Ken also commented that ASEE was no longer in debt. They previously were in the red, but are currently in the black. 2017 CIEC Report: Mohammed Moin Uddin provided the following report on the CIEC conference. There were a total of 72 abstracts received for CIEC. 42 abstracts were accepted for presentations and 4 for posters. There were 11 sessions for ETD. Thursday and Friday will have parallel sessions due to the large number of sessions. 49 ETD members registered for CIEC. Question: There was a question raised about the evaluation form used for the industry/university panel. It was noted that the form was not relevant to the panel session. It was better suited for other sessions. This form should be updated for future panel sessions.

ETAC of ABET: Frank Hart gave the following report on ABET. Scott would be present for the Business meeting to be held on the following day to provide additional information. For Criterion 2, ETAC cites double the number of deficiencies than EAC does. For Criterion 4, it’s a little bit more than 2.5 times as much as EAC. There are several actions taking place because of this and this action is going to be more severe going forward. Both Criteria 3 and 5 are up for revision. The program criteria that is specific to each degree program will no longer have outcomes in it. It will have more things related to topics instead of courses. ASME, IEEE, AAME are all working on their program criteria. It is expected that this will be completed prior to the fall of the year and posted. Tommy Hall will give an update on this at the ASEE meeting. This takes a lot of pressure off Criterion 4. Question: There was a question raised whether it was an ABET requirement to have an industry advisory board. It was noted that this is an ETAC requirement, but not an ABET requirement. Frank noted that this was probably why there were more findings on Criterion 2 in ETAC. Member-at-Large: Scott Segalewitz – The chair suggested that both the Member-at-

Large and the membership report be provided at the same time. The membership report is provided below. Tau Alpha Pi: Michael Johnson sent in the report. The chair allowed members to review the report. He opened the floor for questions and no questions were presented. A copy of the report is attached. JET: It was reported that Moan, is one of the newest members to JET. There was no further information given on JET.

OLD BUSINESS:

Membership: Scott Segalewitz reported on the status of membership. There were 235 attendees registered at CIEC, but only 49 checked ETD. Of the 49 people that checked ETD on their registration forms, only 30 are actually ETD members. There are another 19 that checked the box who are not ETD members. We will look at the number of folks that are presenters to see if they are ETD members and did not check the box. The response to blanket emails sent to the listserv to increase membership is low. Direct emails to people including the benefits of membership works much better and gives a higher response rate. He reported that he looked at the list of the 100 or so institutions that contributed to the ETD membership and checked their enrollments to see if there is a potential to increase membership. He found some interesting data. He found that the number of ETD members was very low compared to the number of students that were receiving ETD degrees. For example, Arizona State has 2943 students enrolled in ETD programs and only one ETD member. There are 69 ASEE members at this institution, but only one ETD member. Ferris State has an ETD enrollment over 4000 and 4 ETD members. There are over 400 faculty members that have titles that are ETD related, but many of them are not ETD members. Back in 2001 we had more than 800 ETD members and now we are below 500 ETD members.

Mini-Grants: A brief report was given by Ken Rennels. He mentioned that Jane LeClair was interested in leading this effort as she was a two-time recipient of the mini-grant. He reported that there were no mini-grants awarded this year. The question remains if do we want to continue with the mini grant next year. The team will wait until the summer meeting to make a final decision on this. ETLI: Elaine Cooney gave the following report. ETLI will be held on October 5-6 2017 in Washington, DC. She reported that there were 57 attendees at the ETLI held in October of last year. She mentioned that there was a wonderful discussion held during the meeting that began at the dinner held on Thursday evening. They expect to include the dinner next year. Attendance was down this year, so it may be difficult to secure the funds to support the dinner this year. She had two requests for the board: 1) Save the date for the meeting. 2) We are looking for people to help by serving as moderators or generating topics/questions for the meeting. ETNF: Ron Land gave the following report. ETNF is putting together a website highlighting the success of ET graduates in the engineering workplace. Issues: He has asked now for the last 9 months for photos of successful ET graduates. To date he has only received one photo of a student that was sent in. The other issue is the cost and maintenance of the website. He needs a

person/web programmer to assist. There may be a possibility of a mini-grant or another way to fund this website. The other thing he will discuss is the two position statements that ETNF has posted on their website. The motivation was to get leverage to get a change in US OPM GS-O800. This mandate does not allow graduates of ET programs to be hired as engineers for the government. It was mentioned that if we could get a high level endorsement from one of the member societies (IEEE, ASEE, SME, or others), perhaps we could gain momentum to get it changed. The standard still stands exactly as it did four and a half years ago. His contact has not made contact with him for over 5 months. The other position statement concerns allowing ET graduates to sit for the fundamentals of engineering examination without additional requirements. The members of the ETNF continue to explore ways to increase opportunities for ET graduates, both in their professional careers and in their continuing education. NEW BUSINESS:

ETD Archives: - The ETD archives are currently at Northeastern. It was reported that they are secure. They are in the library. There are about 18 boxes of information. The library needs to know who owns the archives to maintain them. Additionally, the owner needs to demonstrate that they own this archive. The bigger issues is that the archives at Northeastern are from 1945-1991. We stopped archiving data after 1991 and the bulk of the archives we need to maintain are from 1992 –present. We should be worried about our current archives that are digital and pull them together in a single place.

There was a discussion what should be archived and what should not be archived. Action: Ken Rennels volunteered to try to begin to get the archives together. A book was published in 1995 about ETD. Ken will begin with the book and begin to investigate the possibility of getting the archive updated. He will make a report at the summer meeting. At some point, we should get the archives digitized, etc. The chair made an announcement that next year’s CIEC conference was to be held in San Antonio, Texas. Keith Johnson is the conference chair for the 2018 conference. The call for papers is already posted. Issue: Marilyn mentioned that she has been doing the Engineering Technology Education Bibliography Board for 33 years. She will do it for 2016 and it will die if no one picks it up. Elaine mentioned that there was a person that she knew that may be interested this effort.

Chapter and Membership Status  

Currently there are 77 active chapters. As of June 1, 2016, thirty seven chapters inducted 449 

new members. Table below provides comparison for the last four years.

 Initiatives  

Denisha Hedgebeth of ASEE is developing a new TAP website. Please make sure your chapters 

know to send her pictures and content information 

1 free membership for each 8 paid memberships of TAP – each chapter can identify the 

recipient of a free membership for a financially needy student for each fully paid 8 members 

inducted 

Half price ASEE student membership offered – each member of TAP would be offered a 

half price student online membership to ASEE ($5/student) 

Tau Alpha Pi ASEE conference travel grant – up to 5 ‐ $500 travel grants were made 

available to students that submitted a one page proposal for travel assistance to the ASEE 

Annual Conference (in Columbus, OH in June 2017). 

o Unfortunately, there were no proposals submitted.

FOR ENGINEERING TECHNOLOGY DEPARTMENT HEADS AND DEANS: I want to personally ask you for your help in encouraging and supporting your faculty and staff to become ETD members. Having a strong, national-level organization is important to the promotion and growth of engineering technology both nationally and internationally. One way to encourage participation is through ASEE’s Dean’s Program. More information on this program can be found at: http://www.asee.org/about-us/types-of-membership/individual-membership#deans To the Engineering Technology Community, Please accept this personal invitation to become an active member of the Engineering Technology Division of ASEE. As an engineering educator, you are aware of the American Society for Engineering Education, and you are probably already a member. However, as a member of the engineering technology community, it is equally important that you join and become an active member of the ASEE’s Engineering Technology Division. The Engineering Technology Division (ETD) of the American Society for Engineering Education (ASEE) has as its principal function the support of the profession and practice of engineering technology and member interests related to the field in both public and private two- and four-year colleges and universities. Its membership, while primarily from the USA, is open to interested people from all over the world, including engineering technology students, as well as representatives from industries that employ engineering technology graduates. The division sponsors national and regional meetings, maintains a website (http://www.engtech.org), communicates with members and others in the profession, and promotes studies of engineering technology. You can join the Engineering Technology Division through the ASEE website (http://www.asee.org) as part of being an ASEE member. In addition to becoming plugged into the ET community at a national level, your $10 dues will also allow you to - Receive the Journal of Engineering Technology, the premier journal for the engineering

The ETD site requires continued maintenance and I am asking the officers from the represented groups (ETD, ETC, ETLI, and ECETDHA) to continue monitoring the website and sending updates as required. Please remember to send your updates to me for posting in a timely manner. I have no other reliable way of receiving current information than through your active participation. This especially includes updated organization lists and current organization minutes. Getting these posted as soon as possible is critical to keeping our respective memberships up-to-date with our activities.

Issue (Ongoing): The ETC and ET Forum entries are not well organized. In addition, there were several broken links that I have tried to fix (or delete). If ETC can provide a template for changes, these pages can be integrated and updated.

Issue (Resolved): ASEE asked that the ETD site either be migrated to the ASEE server or be aligned with ASEE branding. We have now changed the ETD page color scheme and logo to align with ASEE’s official colors. This has been approved by ASEE.
