On the 10th July 2008, the European Commission presented the latest data on Member States' progress towards the 2010 goals they have set themselves for their education systems under the Lisbon strategy. This annual "indicators and benchmarks" report looks at individual country's performances in key areas such as completion of secondary education, early school leavers, low achievers in reading literacy, graduates in maths, science and technology and the participation of adults in lifelong learning activities. The key finding of the 2008 report is that overall Europe is making progress in all five areas - with the exception of low achievers in reading. However, although education and training has been improving slowly but steadily in EU Member States since 2000, progress needs to be faster in almost all areas in order to reach the 2010 targets. http://ec.europa.eu/education/policies/2010/progressreport_en.html

A brief presentation This newsletter aims to portray, through some “pictures” of steps, acts, events, opportunities representing the evolution of cooperation between Croatia and European Union and Member Countries, and the progressive achievement, by Western Balkan Countries, of the possibility of a full-right participation to Community Programmes, and no more as “in pre-adhesion” country. The newsletter is aimed to animate the exchange and the discussion between “European people” from the countries involved in TEMPUS TRE project, making information and useful services more accessible. Its purpose is to facilitate, with no claim of completeness or exhaustiveness, the knowledge of some opportunities open to our territories. The distribution of this newsletter is free. Open Calls

Hereinafter, we present some of the opportunities offered by Community programmes and by pre-adhesion instruments. The call list is not to be considered exhaustive with respect to the possibilities already available or to be ratified through formal regulating acts, such as, for instance, the signature and entering into force of Memoranda of Understanding between Croatia and European Commission. Broadly, the selection criteria adopted are to give priority to opportunities offered by Community Programmes currently open to Croatia thanks to specific agreements subscribed with European Commission. This choice has been made considering that these should be the very last years of transition for Croatia to achieve the status of Member Country and therefore we thought it’d have been useful to highlight opportunities which are going to become, shortly, also for Croatia, the reference instruments for the development of European Union policies.

EDUCATION AND CULTURE

Programme «Youth in action» 2007-20131

1. Action 1 – Youth for Europe – encourages young people’s active citizenship, participation and creativity through youth exchanges, youth initiatives and youth democracy projects (30 %);

2. Action 2 – European Voluntary Service – helps young people to develop their sense of solidarity by participating, either individually or in group, in non-profit, unpaid voluntary activities abroad (23%);

3. Action 3 – Youth in the World – promotes partnerships and exchanges among young people and youth organisations across the world providing for assistance to cross-border activities (6%);

4. Action 4 – Youth Support Systems – includes various measures to support youth workers and youth organisations by exchange, training and information programmes (15%);

5. Action 5 – Support for European Co-operation in the Youth field – supports youth policy co-operation at European level (4%).

In brackets the minimum amounts to be allocated to each measure.

2008 thematic priorities: 2008 European Year of Intercultural Dialogue; combating violence against women sport as a tool to promote active citizenship and social inclusion of young people promoting healthy lifestyles through physical activities including sport preparation of the 2009 European Year of Innovation and Creativity and

European Parliament elections. Total budget: 885 millions EUR over the period 2007-2013.

CALL FOR PROPOSALS – EACEA 21/08-- (2008/C 184/08) - EXTERNAL COOPERATION WINDOW “ERASMUS MUNDUS” (EMECW) - ASIAN REGION - academic year 2008/2009 The Erasmus Mundus External Cooperation Window is designed to foster institutional co-operation in the field of higher education between the European Union and Third-Countries through a mobility scheme addressing student and academic exchanges for the purpose of studying, teaching, training and research. The current call for proposals covers the Asian region in the framework of the DCI (Development Cooperation Instrument) regulation. The targeted countries are: Afghanistan, Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Malaysia, Maldives, Myanmar/Burma, Nepal, North Korea, Pakistan, Philippines, Sri Lanka and Thailand. The overall indicative amount made available for the Asia region under this call for proposals is EUR 11.085.700, aiming at a total minimum mobility flow of 360 individuals. The Commission expects to select two partnerships in total. LOT 2 - Capacity-building and networks Promoting capacity-building and practical cooperation through transnational civil society organisation networks in non-EU countries, contributing to the promotion and protection of human rights and fundamental freedoms, to the empowerment of underrepresented groups and enhancing political participation and representation of such groups.

Objective: to promote the transnational broadcasting of European audiovisual works produced by independent production companies by encouraging cooperation between broadcasters on one hand, and independent producers and distributors on the other. Total budget available: EUR 11,4 million. Financial contribution: max 12,5 % of the eligible costs for fiction and animated films; 20 % of the eligible costs for documentary projects. COST Open Call for Proposals to support Scientific and Technical Collaboration in Europe -(2008/C 96/09) COST, European Cooperation in the field of Scientific and Technical Research is an European instrument supporting cooperation among scientists and researchers across Europe. COST invites proposals for new COST Actions contributing to the scientific, economic, cultural or societal development of Europe. COST supports the networking of specific research themes (COST does NOT fund research projects themselves). Indicative budget: 2.500.000 €. Youth in action

Youth in Action is the EU Programme for young people aged 15-28 (in some cases 13-30). It aims to inspire a sense of active citizenship, solidarity and tolerance among young Europeans and to involve them in shaping the Union’s future.

Youth in Action promotes mobility within and beyond the EU borders, non-formal learning and intercultural dialogue, and encourages the inclusion of all young people, regardless of their educational, social and cultural background.

The Programme supports a large variety of activities for young people and youth workers through five Actions: Action 1 – Youth for Europe, Action 2 – European Voluntary Service, Action 3 – Youth in the World, Action 4 – Youth Support Systems, Action 5 – Support for European Co-operation in the Youth field.

Croatia does not fully participate in the Youth in Action Programme yet.

The Agency for Mobility and EU Programmes is the Agency designated to manage the Youth in Action in Croatia after Croatia becomes a full member of the Programme. The Agency is currently undertaking preparatory measures for Croatia’s full participation in the Programme.

Lifelong Learning Programme

The Lifelong Learning Programme represents the programme in which various educational and training initiatives are incorporated under a single umbrella

The new Lifelong Learning Programme enables individuals at all stages of their lives to pursue stimulating learning opportunities across Europe.

It consists of

four sub-programmes: Comenius (for schools), Erasmus (for higher education), Leonardo da Vinci (for vocational education and training) and Grundtvig (for adult education).

a transversal programme with four key activities: languages, information and communication technologies, effective dissemination and exploitation of project results.

the Jean Monnet programme, aimed to stimulate teaching, reflection and debate on the European integration process at higher education institutions worldwide.

Croatia does not fully participate in the Lifelong Learning Programme yet.

Council of Europe calls for an integrated approach to migration issues ''Economic migration, social cohesion and development: towards an integrated approach'' was the theme of the 8th Ministerial Conference in Kiev (4-5 September 2008). The conference provided an opportunity for ministers to debate and agree on policy solutions relevant to the conditions prevailing in their countries and stemming from the increasing flows of economic migrants, in particular, East to West and within the Eastern region of Europe. In the context of economic migration, the conference discussed how governments in the member states have responded in order to preserve social cohesion and identify how policies in this field can be improved. The Commission launches the 'Practical Guide to EU funding opportunities for Research and Innovation' EU adopted three main instruments to support the knowledge economy development through research and innovation: the 7th Research Framework Programme, the Competitiveness and Innovation Framework Programme and the Cohesion Policy, this latter supported by Structural & Cohesion Funds. When operating individually, these three funding sources already act as effective tools in support of RTDI. However, their value can be further enhanced by combining them. How can this be done? The "Practical Guide to EU funding for research, development and innovation" provides with user-friendly information on combining the different funding sources; it includes a description of each fund, advices for policy makers and an innovative Checklist and Scorecard. The Checklist and Scorecard allow potential beneficiaries to quickly identify exactly how they can access European funding at every stage of the development and implementation of a project.

Conference on Territorial Cohesion and the Future of the Cohesion policy Paris 30-31 October - Palais des Congrès, Porte Maillot

The conference is organized by the French Presidency of the EU, in association with the Committee of the Regions, the European Commission and the Association of the French Regions, to debate "territorial cohesion" and the future of the EU Cohesion Policy after 2013. Following up the debate on the future of the Cohesion Policy launched by the publication of the 4th Cohesion Report and the Commission's Green Paper on territorial cohesion, this event will allow a wide-ranging exchange of views between regions, metropolitan areas and actors of civil society. A first session will be dedicated to the territorial dimension in major EU policies and their contribution to territorial cohesion. Four workshops are planned

The Common Agricultural Policy and Rural Development The Sustainable Development (climate change) The Lisbon Process Integrated territorial development and governance.

A second session, with a political roundtable, will address territorial cohesion and the future of Cohesion policy as an instrument to face new challenges in a global world.

Culture Action Europe Marseille - 23-25 October 2008

The 2008 conference of Culture Action Europe (formerly the European Forum for the Arts and Heritage) will be held in Marseille next 23-25 October. The conference will address two main themes: culture in the European Union’s external relations and the role of civil society in European cultural policy-making. The conference is aimed at all artists, creative and cultural operators who want to develop both their knowledge and their networks in the field of European cultural cooperation and policies. 150–200 participants are expected from all over Europe and the Mediterranean region.

The project aims to promote Croatian institutions’ ability to take part in European projects (even through regional and cross-border cooperation) and then to evaluate their results. Project’s specific objectives are:

to update Universities’ competences and structures to enhance their participation to European Community programs towards Croatia’s accession to the European Union and its full membership in Community initiatives.
