Permanent Duty
Duty performed for a period exceeding 180 days.
Rule 56 TR
An individual, who is posted on permanent duty to one station and moves to that station, becomes entitled to permanenttransfer benefits.

III. Entitlement of CTG:
The CTG shall be equal to one month's Pay in the Pay Band, Grade Pay, Military Service Pay & NPA (if any), in caseof transfer involving a change of station located at a distance of or more than 20 kms from each other.
Prior to 01 Sep 08, only one Transfer Grant was admissible if transfer of husband and wife takes place within sixmonths from each other from the same place to same place. However, w.e.f. 01 Sep 08, in cases of both husband andwife transferred from same place to same place within 6 months, but after 60 days of the transfer of the spouse, 50% ofthe CTG on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spousetransferred later, in case both the transfers are ordered within 60 days.
In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transferwithin the same city, one third of the CTG will be admissible, provided a change of residence is actually involved.

II. Daily Allowance at pre revised rates
Sanction to claim "Rates of Daily Allowance on Tour" in accordance to the provisions of revised rates as per SPC ordersor as per the old rates prevalent prior to issue of revised rates as per SPC orders has been accorded vide GoI, MoD letterNo. 12630/Mov C/286/D (Mov)/09 dated 15 Apr 09.
(i) This option will be available as a complete package for a particular tour and not by taking part of either orders. Inother words, officers may choose to be governed either by SPC orders dated 29 Dec 08 or Fifth Pay Commission ordersvide MoD letter No.12630/Q Mov C/3198/D(Mov)/98 dated 28 Oct 98 on daily allowance on tour.
(ii) In case the rate of Daily Allowance on tour is regulated as per old rates prevalent prior to issue of the SPC orders,the revised pay range i.e. pay in pay band for the purpose of regulation of Daily Allowance only would be as under:

Leave Travel Concessions
Mode and Class of Accommodation
The travel entitlements for the purpose of official tours/transfer or LTC will be the same but no Daily Allowance shall beadmissible for travel on LTC. Further, the facility shall be admissible only in respect of journeys performed in vehiclesoperated by the Govt or any corporation in the Public Sector run by the Central or State Govt or a local body
GoI, MoF have clarified regarding determining the cheapest economy fare that officers and /or their families may chooseto travel on LTC by any airline, provided that the fare does not exceed the fares offered by NACIL (Air India) under theirLTC 80 scheme effective from 01 Dec 08 for sectors covered under the scheme. For sectors not covered by the LTC 80scheme of NACIL, officers should ensure that cheapest economy tickets are purchased by either booking throughinternet/airlines directly/authorized travel agents. Further, it may also be certified by each officer while submitting his/herLTC claim that no other benefit, other than air travel, has been availed of as a part of any package offered by any airline.

I. Home town LTC under Rule 177(A) TR
All service personnel would be eligible to avail Leave Travel Concession once in a year to their home town in India orSelected Place of Residence in India. In addition to the officer, his wife and dependent children as well as parents, sisters
and minor brothers residing with and wholly dependent upon the officer will also be entitled to free conveyance forjourney to home town of the officer and back. The family can avail of the concession independent of the officer and also
in batches.
W.e.f. 01 Sep 08, the parents and/or step parents (step mother and step father), who are wholly dependent on the servicepersonnel shall be included in the definition of the family for the purpose of LTC, irrespective of whether they are residing
with service personnel or not.
The definition of dependency will be linked to the minimum family pension i.e. Rs.3500/- as per SPC orders. The extantconditions in respect of other relations included in the family including married/divorced/abandoned/separated/widowed
daughters shall continue without change.
II. Leave Travel Concessions admissible under Rule 177 (B) TR
A. All service personnel would be eligible to avail LTC every alternate year to any place in India in lieu of Home Town or
SPR without any distance restriction. The block year will be 07-08, 09-10 and so on.
B. Admissibility of the concession to other family members under Rule 177 (B) TR
The concession under Rule 177(B) TR is not extended to family member other than the spouse and children. Inother words, dependent parents/step parents, brothers and sisters are not entitled to LTC under Rule 177(B) TR.
Though the wife of an officer has independent title, she should proceed to the same leave station as that of the officer (i.e.the leave station to which the officer proceeds to avail of leave travel concession) and not to any other station. Leave
travel concession under Rule 177 (B) TR is also not admissible if the wife proceeds to a station beyond the leave station towhich LTC has been availed of by officer, merely by passing through officer’s leave station.
III. Leave Travel Concession without distance limit to married officers serving in operational areasunder Rule 177 (C) TR
Officers serving in Field/High Altitude/Counter Insurgency/Counter Terrorism operational area can travel to and from theirduty station and Home Town/SPR twice a year instead of one free railway warrant. The additional railway warrant has
been allowed to officers to meet their families independent of the first LTC authorised to them under Rule 177(A)/(B) or (C)TR.

Some Audit points while availing LTC journeys
i. Only one LTC is admissible in one calendar year while serving in peace stations.
ii. The ticket number and the PNR number indicated in the Railway ticket should be furnished in the LTC claims. Thisrequirement cannot be waived.

iii. Controlling officers under Rule 23 (ii) TR may waive the production of cash receipts for road journeys viz. bus tickets inrespect of leave journeys undertaken by officers and their families under Rule 177(A), 177(B) and 179 TR, whenever they
are satisfied in regard to the genuineness of the claim and the bonafides of the journey having been performed. Theabove relaxation will be made by the controlling officers themselves, purely on merits in really deserving cases and not as
a general measure.
iv. W.e.f. 13 Jul 09, in all cases of air travel, both domestic and international, where the Government of India bears the costof air passage, the officials concerned may travel only by Air India.

Encashment of Leave along with LTC
a. As per Fifth Pay Commission orders, service personnel will be authorised encashment of Annual Leave up to 10days at the time of availing of leave travel concession subject to following conditions: -
b. The total annual leave so encashed during the entire service career along with LTC will not exceed 60 days in theaggregate.
c. W.e.f. 01 Sep 08, the encashment of annual leave during LTC will be admitted without any linkage to the number ofdays and the nature of leave availed while proceeding on LTC.
d. A balance of at least 30 days annual leave will still have to be available to the individual’s credit after taking intoaccount the period of encashment of leave as well as actual availing of leave during LTC.
e. Not more than 30 days annual leave can be accumulated for encashment purpose in a calendar year in any case.
f. The period of annual leave so allowed to be encashed along with LTC while in service should not exceed themaximum limit/ceiling prescribed for accumulation and encashment of leave as the case may be.
i. **The leave encashed at the time of LTC will not be deducted from the maximum amount of annual leaveencashable at the time of retirement. In other words, the number of days of leave encashment availed on LTC will be
deducted from the entitlement of annual leave of that calendar year. Further, the encashment of leave availed on LTC from01 Oct 97 till 31 Aug 08, if any, will only be deducted from the maximum ceiling of leave encashable at the time of
retirement.
ii. It is further clarified that where both husband and wife are in Government Service the present entitlement foravailing LTC shall remain unchanged and encashment of leave equal to 10 days at the time of availing of LTC may
continue to be available to both subject to maximum of 60 days each during the career.
