1.0 INTRODUCTION
1.1 The Stilwell Partnership has been instructed by Aerotron to undertake a Transportation
Statement to support a Planning Application for the proposed development at Westley
House, Jenner Road, Manor Royal, Crawley, RH10 9GA.
1.2 The purpose of this study is to advise the Local Authority, Crawley Borough Council, of the
Transportation impact that the proposed development could have on the local highway
network.
1.3 In Section 2 we detail the Local Planning Policies. In Section 3 we describe the site location
in relation to the highway network and describe the existing and proposed development.
Section 4 outlines the likely impact of the proposals and Section 5 details the sustainability
of the site in relation to public transport, walking and cycling opportunities. Section 6concludes the report.

2.0 PLANNING POLICY CONTEXT
2.1 This section of the report provides a summary of the policy documents which are relevant to
the proposed development at Jenner Road, Manor Royal, Crawley. These include: The
Transport White Paper, PPG13, Crawley Borough Council Local Plan and Local Development
Framework.
TRANSPORT WHITE PAPER, JULY 1998 – “A new deal for Transport: Better for Everyone”
2.2 The publication of this White Paper represented a significant shift in thinking and a new drive
towards sustainability. It recommends an integrated transport policy approach in order to
support sustainable development. In addition, it supports integration between different types
of transport so that each contributes to its full potential and people can move easily between
them.
2.3 Key objectives are as follows:
To protect and enhance the built and natural environment;
To improve safety for all those who travel;
To contribute to an efficient economy and to support sustainable economic growth in
appropriate locations;
To promote accessibility to everyday facilities for all, especially those without a car;
To promote the integration of all forms of transport and land use planning, leading to a
better, more efficient transport system.
PPG13 (TRANSPORT), MARCH 2001 2.4 PPG13 sets out the Government’s policies on transport. These inform the regional planning
bodies and local planning authorities in preparing regional planning guidance and development
plans.
2.5 Quality of life depends heavily on transport and easy access to jobs, shopping, leisure facilities
and services. A safe, efficient and integrated transport system is needed to support a strong
and prosperous economy, but the continual growth in road traffic is damaging our towns and
cities and undermining attempts at sustainable development.

2.6 The focus, therefore, is on delivering an integrated transport strategy to help reduce the need
to travel, reduce the length of journeys and make it safer and easier for people to access jobs,
shopping, leisure and services by public transport, walking and cycling. In turn, this will enable
people to make more sustainable transport choices. The guidance also promotes mixed-use
developments, which it sees as providing significant benefits in terms of promoting vitality and
diversity.
2.7 The stated objectives are to:-
Promote more sustainable transport choices for people and for moving freight;
Promote accessibility to jobs, shopping, leisure facilities and services by public
transport, walking and cycling; and
Reduce the need to travel, especially by private car.
CRAWLEY BOROUGH COUNCIL LOCAL PLAN (SAVED POLICIES) 2.8 The Crawley Borough Council Local Plan is still the planning policy document which is used by
the Council to decide planning applications and has a number of saved policies, used in
conjunction with the adopted Core Strategy of the Local Development Framework, which were
decided upon in September 2007. The policies set out in the Local Plan will ultimately be
replaced by those set out in the Councils Local Development Framework (LDF). The LDF
Core Strategy has been consulted on and published, and transport and movement related
policies will be discussed in the next sub-section.
2.9 There are five main objectives with regard to Transport and Access;
To provide a safe and efficient transport system, making the best use of existing
infrastructure and protecting the environment and character of Crawley.
To encourage more sustainable use of transport, reducing energy consumption and
pollution.
To integrate land use and transportation planning in order to reduce the need to travel.
To improve accessibility for all groups of the population.
To reduce the environmental impact of car and lorry use.

2.10 Chapter 6 of the Local Plan sets out the Councils specific policies in relation to Transport, and
relevant to the proposed development, as follows;
Policy T22 – The Borough Council will support proposals which will prevent or
discourage access by heavy goods vehicles to roads not suitable for their use in
environmental or traffic terms;
Policy T23 – Proposals for major residential developments and all other developments
which will generate a large number of visitors or employees will be required to make
provision for access by bus. Convenient locations for bus-stops should be provided and
bus access should be considered as part of the design process;
Policy T24 – Where it would be in the proper interest of a development at or near a
railway station, the Borough Council will seek improvements to interchange facilities,
including links with other transport services, the provision of cycle parking, disabled
access, public safety, toilets and information facilities;
Policy T26 – The Borough Council will seek to protect and improve pedestrian and
cycle links. Improvements to links between housing areas and local shops, community
facilities and schools will be given particular emphasis. Recreational routes, including
links into the countryside will also be promoted;
Policy T27 – Proposals for residential development and all other developments which
will generate a large number of visitors or employees will be required to make provision
for safe access on foot and by bicycle. Developers may be required to contribute to the
creation of footpath and cycle routes linked to the development;
Policy T28 – All development will be required to provide secure cycle parking facilities
to the currently adopted standards. The Borough Council will encourage the provision
of facilities in existing developments.

CRAWLEY BOROUGH COUNCIL LOCAL DEVELOPMENT FRAMEWORK (LDF) CORE STRATEGY
2.11 The completed LDF has not yet been adopted. However, the Core Strategy of the LDF (for
which all other LDF policy documents will build on) was adopted on 28th November 2007. The
transport policies in the Core Strategy are based on the following objectives;
To secure an effective integration of land use and transportation policies which reduces
the need for people to travel long distances;
To secure a safe and efficient transport system, making best use of existing
infrastructure and developing new infrastructure;
To encourage more sustainable use of transport, reducing energy consumption and
pollution, and the environmental impact of car and lorry use;
To work with other public agencies and the private sector to bring forward sustainable
transport initiatives including walking and cycling.
2.12 The LDF states four detailed transport policies, which are relevant to the proposed
development;
Policy T1 – The Borough Council will work with the County Council and other key authorities,
agencies and stakeholders to ensure a more comprehensive and sustainable integration
between the local transport infrastructure and the changing transport needs of the developing
town, its communities and its expanding economy. Particular importance will be placed on:
Improving and developing public transport options and the cycleway and footpath
networks;
Easing congestion at key points on the primary road network;
Concentrating development in locations where sustainable travel patterns can be
achieved through use of the existing transport network or timely improvements to it;
Locating more intensive, higher density developments at nodal points along the
developing main public transport and cycling/footpath networks;
Employing travel plans wherever possible to minimise the use of less sustainable forms
of transport.
Policy T3 – The Council will work with the County Council and other key stakeholders to
develop a parking strategy for the town. This will include the level of provision to be made for
new development which will normally take into account:
The Council’s agreed maximum parking standards; and
The need to maximise the potential for public transport use.
The Council will seek to agree management and pricing regimes with developers to ensure that
public and private parking is operated in a manner which benefits both users and the wider
community.

3.0 SITE LOCATION AND EXISTING / PROPOSED DEVELOPMENT
Site Description 3.1 The site is location within Crawley’s Manor Royal Industrial district (approximately 2.5km north
of Crawley town centre and just south of Gatwick Airport), on the western side of Jenner Road,
which is itself situated to the north of the industrial estate. Jenner Road is located off one of
the industrial zones main distributor roads, Fleming Way, which runs between the A23, London
Road (to the west), and Gatwick Road (to the east). A site location plan is included in
Appendix A.
3.2 The site itself consists of a number of warehouses and office space, used by Aerotron for the
storage and distribution of aircraft parts. Many of the buildings on the site are octagonal in
shape and are unsuitable for the storage of aircraft parts. The existing site is split up into two
areas. The first area totals 5,982sqm and comprises;
1,873sqm of office space
1,184sqm of warehousing
3.3 The second area totals 4,192sqm and comprises octagonal shaped buildings with a total
footprint of 1,034sqm. There are 63 parking spaces currently available on the Aerotron site.
3.4 Jenner Road is a relatively wide industrial cul-de-sac, approximately 7.0m in width, with a 1.8m
wide footway on the eastern side throughout its length. Fleming Way is a very wide industrial
distributor road, with wide footways, a bus lane along its length and segregated cycle lane.
Bus stops are located directly adjacent to the Jenner Road junction and a controlled
pedestrian crossing is located approximately 100m from the junction.
Proposed Development 3.5 The proposal is to demolish the octagonal shaped buildings at the northern end of the site and
extend the existing rectangular shaped building further north for a distance of approximately
78.0m, to be used as warehousing and storage. The existing rectangular shaped building will
also be re-shaped at the front and internally. The internal parking layout will also be
rearranged into two separate areas; the first to the east of the building (two entrances) and the
second to the north of the extended building (with one new access). A plan showing the
proposed layout is included within Appendix B.

3.6 The extended part of the building will be the same height as the existing building and the
proposed arrangement (all building parts) will break down as follows;
1,898sqm of office space;
5,006sqm of warehousing.
3.7 The proposed layout will also comprise 67 car parking spaces, plus 6 disabled bays and
covered cycle storage area for a total of 32 bicycles (in accordance with Crawley Borough
Councils Parking Standards). Whilst Crawley’s Parking Standards specify that the ‘maximum’
number of spaces required for this development would be 111 car parking spaces (61 spaces
for the offices (B1) 1 space per 31sqm and 50 spaces for the warehousing (B8) 1 space per
100sqm), it states on page 5 of the Parking Standards that ‘provision below these standards
may be acceptable in each zone if it can be demonstrated how the total access needs of the
development can be met’.
3.8 Observations of the site currently under operation have found that the existing staff parking
provision is underused. Staff numbers working in the warehouse are unlikely to change
significantly in proportion with the expansion of the warehouse. Currently the occupiers
employ 40 staff and anticipate that the new facility would require 50 staff of which 10 will be
shift workers. In addition, new and existing staff members will be encouraged to use the
excellent local public transport and cycle route facilities, which we believe will be a significant
encouragement for using more sustainable modes of transport.
Proposed Site Access 3.9 Both access to the car parks will have minimum 6.0m junction radii and be 6.0m in width. The
access to the new northern car park will have sightlines of 2.4m by 30m (left out – to the end of
the cul-de-sac) and 126m (right out). The main access to the eastern car park will have
sightlines of 2.4m by 71m (left out) and 43m (right out). 2.4m by 120m sightlines can be
achieved in both directions out of Jenner Road onto Fleming Way. A Sightlines plan can be
seen in Appendix C. Access for pedestrians and cyclists will be from the footways of along
Fleming Way and Jenner Road.
On site Servicing 3.10 The site will be served via the northern car park, within the site, accessed from Jenner Road.
Service vehicles will easily be able to turn within the large turning area on site, as shown on
the proposed layout plan within Appendix D.

4.0 HIGHWAY IMPACT
4.1 When undertaking a Transportation Assessment (TA) for a new site, it is normal practice to
consider the likely impact of the proposed development in the peak hours, i.e. when the
combination of the existing traffic and the proposed is at its highest.
4.2 There are a number of ways of establishing the number of vehicle trips related to a new, or
existing development. The method will relate to the constraints of the site (e.g. parking and
public transport available) and the nature of end user of the site. For this site it is an
expansion of an existing operation. We have considered the TRICs database, but the likely
trip attraction will relate to the client’s requirement for staff numbers and the constraints of the
site.
4.3 Using the nationally recognised TRICS database we have derived the potential traffic that
would be generated by the site, for both the existing and proposed arrangements, if there were
unlimited parking and a potential different user. The approximate 85th percentile trip rates
have been established for the two one-hour peak periods and this is shown in Table 1 below.
It should be remembered that this operation already operates on this site. The full TRICS data
used for these two elements of the site can be found within Appendix E.

4.4 Using the trip rates In Table 1, Table 2 below shows the likely average trips attracted by the
development under the current arrangement, when it is in full operation.

4.5 Table 2 shows that the site, under the existing arrangement, has the potential to produce up to
105 two-way trips in the AM peak hour (08:00-09:00) and 83 two-way trips in the PM peak hour
(17:00-18:00).
4.6 Using the trip rates In Table 1 again, Table 3 below shows the potential trips which will be
attracted to the site.

4.7 Table 3 shows that the site, under the existing arrangement, has the potential to produce up to
170 two-way trips in the AM peak hour (08:00-09:00) and 134 two-way trips in the PM peak hour
(17:00-18:00). However, these rates are unrealistic and do not take into account that the
occupier will only be employing a maximum of 50 staff, parking will be limited to 73 parking
spaces (including 6 disabled bays) and that the local public transport links are very good.
4.8 In addition, as stated in the previous section, the increase in staff numbers (only 10), and hence
increase in trips, will not be as proportionally high as the increase in the gross floor area of the
warehousing. In reality, we expect that the staff numbers associated with the warehousing will
increase by up to 20%. With this in mind, the maximum number of additional trips associated
with the proposed development could be up to 6 two-way trips in the AM peak (20% of 29
current two-way warehouse trips) and 5 two-way trips in the PM peak (20% of 23 two-way
warehouse trips).
4.9 As stated above, there will be an extra 10 staff, and bearing in mind that the occupier will be
introducing a Travel Plan, it will not significantly increase the demand for parking spaces.
4.10 With the unlikelihood of an increase of the scale suggested by the TRICS data and the excellent
public transport links, which will be promoted to all members of staff (existing and new) and
visitors to the site, we consider that the additional impact of the proposed development on the
local highway network will not be significant.

5.0 SUSTAINABLE TRANSPORT ISSUES
Pedestrians 5.1 Pedestrian access to the site will be either directly from Jenner Road, or from Fleming Way,
via the eastern car park, as shown on the site layout plan in Appendix B. Pedestrian
accessibility is well catered for and will be promoted when the development is completed,
which includes very wide footways on both sides of Fleming Way and controlled pedestrian
crossing point within 100m of the side, along Fleming Way.
5.2 The nearest bus stops are located directly outside the site, adjacent to the Jenner Road
junction, along Fleming Way, for both westbound and eastbound traffic. Both bus stops are
provided with shelters and seating.
Cyclists 5.3 Planning Policy Guidance 13 (PPG13) defines a distance of 5,000m, within which ‘cycling can
reasonably be considered as an alternative to travelling by private car’. On the basis of a
relatively slow cycling speed of 15kph, this distance could be achieved in 20 minutes.
Locations within 5,000m of the site include; Gatwick Airport (and Railway Station), Horley,
Copthorne and Crawley.
On Site provision 5.4 A secure and covered cycle parking area will be provided (within the warehouse), for staff and
visitors for 32 bicycles, in accordance with Crawley Borough Councils Parking Standards.
Buses 5.5 The development site is served by several scheduled bus services, the closest of which have
the following route numbers 7, 10 and 100. However, a further two services (routes numbers
20 and 200) stop close by the site (within 600m of the site). Below is a brief summary of the
bus service and the timetables are included in Appendix F.
5.6 Service 7 – Maidenbower, Village Centre to Gatwick North Terminal With buses running from 0424 until 18:47, this is a daytime service with buses running at an
hourly rate. Destinations include: Pound Hill, Three Bridges Station, City Place and Gatwick
South Terminal.
5.7 Service 10 – Gatwick North Terminal towards Bewbush, Dorsten Square This is a 24 hours service with buses running every 7-9 minutes throughout the day, except
during evening and night when buses run between 15 to 30 minutes . Destinations include:
Gatwick North and South Terminals, Manor Royal, Crawley Bus Station, Broadfield Stadium
and Broadfield.

5.8 Service 100 – Maidenbower, Matthews Drive towards Redhill Bus Station With buses running from 04:15 until 00:09, there is a daytime service running every 20 minutes
throughout the day, with a reduced service of every 60 minutes later in the evening.
Destinations include: Maindenbower Village Centre, Three Bridges Station, Crawley Bus
Station, Gatwick Airport, Horley Library, Salfords Church and East Surrey Hospital.
Trains5.9 The proposal site is within easy cycling distance of Crawley Railway Station, Three Bridges
and Gatwick Airport Railway Station.
5.10 The nearest railway station, Three Bridges at just over 2km away, has five platforms and the
following services:
Haywards Heath and Brighton (5 trains per hour);
London Victoria (3 trains per hour);
Bedford via London Bridge (4 trains per hour);
Horsham (2 trains per hour);
London Bridge via Redhill (2 trains per hour);
Southampton Central and Bognor Regis (1 train per hour);
Portsmouth Harbour and Bognor Regis (1 train per hour).
Green Travel Plan 5.11 A Travel Plan (TP) will be prepared by the Stilwell Partnership, on behalf of Aerotron, in
relation to the proposed development of the site.
5.12 The final format and content of the TP will be a matter for further liaison between Aerotron and
the local Planning & Highways Authority (Crawley Borough Council), with the completed plan
offered for final approval by the Authority prior to implementation. It is important that the final
plan is tailored for the end-users for the development.
5.13 A TP will be designed for Aerotron in order to provide the employees and visitors of the offices
and warehousing with a means by which to effectively manage the transport needs for
themselves and visitors to the development. The Plan is not intended to be anti-car, but will
detail the alternative modes of transport available as much as possible. The Plan is designed
to encourage employees and visitors to use cars more efficiently where necessary, whilst

5.14 It should be noted that the applicant may be contributing towards a number of measures that
will encourage employees and visitors to the site to use alternative modes of transport other
than the car. These measures may include;
Appoint a travel plan coordinator
Make employees aware of the ‘Cycle to Work’ scheme imitative.
Provide covered cycle areas within the warehouse
Erect information on public transport in key locations within the site
Encourage people to car share
Include information on other modes of transport other than the car in welcome packs for
employers
Create a web site or intranet page outlining other modes of transport
Give advice on personalised travel planning
Consider public transport discounts
Erecting notice boards.
Summary 5.15 When taking into consideration the objectives of PPG13, together with the proposed use for
the site, we consider that the surrounding infrastructure for this development is sufficient to
reduce dependability on the car for the employees and visitors of the proposed development.

6.0 CONCLUSIONS
6.1 The Stilwell Partnership has been instructed by Aerotron to undertake a Transportation
Statement to support a Planning Application for the proposed development at Westley House,
Jenner Road, Manor Royal, Crawley RH10 9GA.
.
6.2 We have shown that the trips attracted by the proposed development will only be slightly more
than that of the existing use and therefore, there will be minimal highway impact.
6.3 The study has shown that good sight lines from the site can be achieved in both directions in
accordance with local and national standards.
6.4 The study has demonstrated that the site is in a sustainable location in relation to public
transport and other modes of transport other that the car. The occupier of the site will
introduce a Green Travel Plan.
6.5 In summary, we conclude that the proposed development can be accommodated without
detriment to vehicular flows and road safety on the surrounding highway network.
