RURAL TRANSPORTATION• Challenges:• Distances covered• Population spread out• Service more infrequent than urban• Limited paratransit, no DAR
• Opportunities• Low income residents• Elderly and disabled •Only some are choice riders•Mobility/TO programs
CLATSOP COUNTY SETD’S SERVICE DISTRICT
CASE #1: LOW INCOME HOUSING• Low income housing unit went in about 2 miles
from Hwy 101• Discussion with SETD occurred, and a new route
was planned to service this development. (Near SDS office too.)
• Problems:• Poor location from services• Outlier• No agreement in place
ROUTE 15 ADDED
RESULTS• Low initial ridership - hourly• Dropped service when finances
collapsed in 2011• No service for 2 years, recently restored• Ridership still low – two hour loops
CASE #2: FRED MEYERS• Word of mouth• Too late for involvement with City• Developer stepped to the plate• Leveraged other grants• Happy ending
CASE #3: WALMART• Got in early in process• Worked through City Planner• Plans inserted• Developer - full costs• Still waiting…
