DHAKA CITY [MASTER PLAN]

The first formal plan for Dhaka was made in 1917 by Professor Patrick Geddes.

The Master Plan for Dhaka 1960 Master Plan report was comprehensive and sensible.

Plan and the population projections could not cover growth after 1971.

At the predicted growth rate the plan was for an increase of 0.4 million in population in 20 years time. In reality the increase in Dhaka's population 20 years later was more than 3.0

Master plan of 1997 is still not executed, the process is too slow. By 2005 RAJUK [Rajdhani Unnayan Kartripakkha] should have

completed all the detailed area plans and started their implementation at the local level.

Till now people are not sill aware of the DAP and its contents. One of the major components of the Master Plan "Institutional

Strengthening of RAJUK," has not been considered by RAJUK.

LIMITATIONS OF LONG TERM PLANS

Lacks proper goals and objectives. Discontinuity of Plans. Data issues. No co-ordination. Implementation issues: – Long review process. – Poor implementation and enforcement. – Inherent weaknesses in plans often make them. No consistency with the master Plans.

TRANSPORTATION SYSTEM IN DHAKA CITY

Cycle rickshaws and auto rickshaws are the main mode of transport, with close to 400,000 rickshaws running each day (Highest for any city), City Govt. approved rickshaws – about 85000 only.

Scooters, motor cycles, taxis and privately owned automobiles are increasingly becoming popular with the city's growing middle class.

The replacement of two-stroke engine taxis with "Green taxis" locally called CNG, which run on compressed natural gas.

Local bus, leguna etc. are popular in Dhaka, however many roads have got restrictions on non-motorized vehicles in order to manage congestion.

PROBLEMS

Road Networks are not organized. Mixed Mode Traffic. Absence of perfect road signs and markings, law enforcements. Small width of shoulder. Traffic Jam. Drainage. Lack of proper sight distance. Sudden road constructions/ recovery constructions/ repairing.

Uncertain political obstacles affects the traffic volume. VIP pass also causes traffic congestions.

Unnecessary parking on the side of the road. Uses a huge space from the limited width of the road, causes jam and

problems to the pedestrians.

FOOTPATH BLOCKING

Footpaths in Dhaka are mostly blocked by street hawkers and bus ticket counters.

Pedestrians use the main road and congestions and accidents occur.

SOLUTIONS

The main solution of these problems is to find out the proper problems and sort out the solutions to the individual problems. Trustworthy law enforcing. Driving qualifications must be fulfilled. Clarify the road signs and markings and must be made sure that those

are followed properly. Proper use of over bridges. Well planning needed and Implementation of proper plans. Proper knowledge must be provided among all types of road users

about transportations.

SOLUTIONS

Parking facilities must be improved. Design for link roads. Vehicle restrictions, turn restrictions, pedestrian movement

restrictions must be provided and followed properly. Stop corruption. Construct over bridges, metro rails, increase the uses of double

decker bus and provide alternative bus per route. Hawker less area and CC camera coverage area must be ensured. Government and private sectors should act simultaneously.
