Pembangungan Jaringan Prasarana Transportasi ditingkat wilayah ditangani oleh beberapa kementerian danPemerintah Daerah, sehingga diperlukan unit organisasiuntuk mengkoordinasikan perencanaan danpembangunan jaringan prasarana agar tidak terjadikapasitas berlebih pada masing-masing moda;

Belum berkembangnya fasilitas logistics center, sehinggapengguna jasa dan operator sulit mendapatkan informasimuatan dan sistem pengangkutan;

Keperpaduan antar simpul saat ini belum terhubungsecara optimal;

Pembangunan simpul/terminal masih sering kurangmemperhatikan penyediaan prasarana trans-shipment.
