Advisory Councils are important to keep us on track and transparent.

2. Update from NSW Police

JH presented an update. Deterrents,not detection, is key. Four day enhanced enforcement period at Easter and June long

weekend. Compliance work each month: 15 July, 12 August, 9 August Operation Slow Down 2-5 October Ten Operation Free Flow vehicles at crashes where there are no

TMC cameras. Connectivity with ambulance calls being explored. 230 staff now trained to use Drager Drug Testing Machines Increase in budget to $25M will result in a tripling of drug testing in

NSW next year. A question was raised regarding the accuracy of saliva tests in showing the recency of drug use. JH explained that with new technology tests would become more accurate in terms of recency of drug use. A question was raised as to whether the lack of police attendance at all alcohol related collisions results in an underestimation of the problem of drug and drink driving. JH confirmed this was a possibility.

3. Acting GM, Centre for Road Safety

Bernard Carlon (BC) presented an update: 2014 Road Toll (provisional) is lowest since 1923 Notable increases in fatalities in 2014 amongst

A video was shown of the tests. A question was raised regarding pedestrians and bull bars and whether previous research and the implication for pedestrians has been utilised. BC explained that CRS is not ready to discuss issues of standards addressing pedestrian safety yet in the work ACTION – Provide information to group on jump cycle of Kangaroo BC encouraged members to explore data on CRS website.

4. Serious Injuries

BC gave a presentation regarding the new CRS Serious Injuries database. He asked that it should remain confidential and should not to be reported to networks yet. He thanked the Information Team at CRS to Hassan for providing high quality data on Serious Injuries for first time in Australia. The presentation highlights include findings that:

Of all injuries and fatalities, 26% are serious injuries admitted to hospital and die (within 28 days, go into fatalities counts).

The total cost of serious injuries in NSW is $3.4 billion Trend is rising Drivers most significant group affected 40-59/60-79/80+ age groups are increasing Decrease in younger age groups, despite higher numbers of drivers 63% serious injuries are in metro areas compared to 37% fatalities Intersection and 2 Way undivided roads have the highest rate of

BC explained that CRS still need to explore the data and review with this filter and with, for example, urban environment and vehicle types filtered, BC continued severity bands and quality assurance still need to be explored in liaison with health departments on borders. A question was raised as to whether the data included derbies. BC explained that the data covered serious injuries that occurred on road only. A question was raised as to when the data will become available in real time. BC explained that this would not happen for at least three months, with a lag of six months in-built. ACTION: Reactions to serious injuries data and its implications to be put on agenda of next meeting

5. Drug Driving

Evan Walker (EW) gave a presentation on drug driving. Highlights included 80% of drivers use alcohol; 15% use illicit drugs Fatal crashes with illicit drugs higher in regional areas Drager testing device – positive result equals immediate roadside

suspension IN the case of crashes where there are fatalities – blood and urine

testing are mandatory Random roadside testing is by saliva CRS have partnership with Impaired Driving Research Unit Many drugs cannot be tested on the roadside Behavioural research completed this year 44% believe drugs do not affect driving skills Target group should be men 20-29 years, not general population.

A question was raised as to whether court appearances deter drug driving. EW explained that they do deter drivers from drug driving. Need to ensure penalties applied by the courts and Section10s are rarely used. EW also explained that there is a need to educate the judiciary – that drug driving is dangerous driving. Collecting data around fatal crashes and drug driving will help build the case. A question was raised about a possible link between road rage and drug use. EW explained that no link has been found. A question was raised regarding missing drug use when found positive for drink driving. EW explained that a driver with a positive Random Breath Test would not then be tested for drugs. Drug testing is random. A question was raised as to comparisons between drug driving and drink driving. EW explained that when testing for illicit drug use started in 2007, 1 in 34 drivers were found to be positive; the rate is now 1 in 13; it is not appropriate to compare and referred the members to the Fact Sheets on the CRS website

6. Trailers - Pedestrian Council of Australia

Harold Scruby (HS) gave a presentation on pedestrian safety and trailers. Highlights included:

Trailers need to be addressed, - boats, advertising, variable message signs, caravans.

Land and Environment Council handed down a ruling regarding vehicles that are used primarily for advertising, not transportation

RMS Technical Direction states they must not be used for advertising.

Fines - $3,000 business, $500 personal – if not DA registered through DCP.

Most trailers not registered therefore RMS does not apply the ruling Multiple infringements needed rather than one-off fine.

BC explained the SEPP 64 Guidance from Department of Planning and Environment. HG suggested that legislation for impounding trailers could fund parking spaces.

Any Other Business Members discussed the issue of autonomous vehicles. It was agreed that automated vehicles will have a huge impact on safety, and many advantages. Standards for Motor Vehicles in 2003 based on European Standards for automation. NSW Government is considering personal imports from Hong Kong and Japan. As they will have different bandwidths, this is a missed opportunity and result in reduced public road safety standards ACTION: BC to take this as an issue on notice and report back to next meeting regarding Autonomous Vehicles, CRS work with the Australian Government and the CITI trial in the Illawarra. BC reminded members about the National Road Safety Forum on 4 August 2015. ACTION: BC to send link to registration website to members. A question was raised as to when the finalised Road Toll 2014 would be available. BC explained that this would not happen until September, representing the usual lag in data due to the completion of coronial inquiries and the verification of data.

Clare Gardiner-Barnes (C.G-B) welcomed all to the meeting of the Council for 2015. Terry Thompson moved that minutes of the July meeting be accepted as a true and accurate record. Ray Rice seconded the motion and all agreed.

Draft revised Terms of Reference were distributed and accepted. These will be submitted to DPC.

2. Update from NSW Police JH

John Hartley (JH) gave an update from NSW Police (see attached presentation).

Now able to identify patterns of drug driving use across NSW and individual hot spots

Orange has a 1 in 4 positive drug test result. This allows for targeted enforcement. By comparison RBT has a 1 in 189 positive drink driving test result. More RBTs, catching less people results in a crash reduction rate. Road Rule related to Mobile Phone Use was changed in 2012 and

has resulted in 26% reduction in crashes related to this distraction.

A question was raised regarding the level of distraction presented by drinks holders in the front of vehicles. JH explains that the list of distractions in vehicles is limitless and that cultural change is required to reduce distraction related crashes.

3. Update from Centre for Road Safety BC

Bernard Carlon (BC) gave an update from Centre for Road Safety (see attached presentation).

Final 2014 Road Toll is lowest since 1923. Crashes per 10,000 driver licences were 11.84 in 1939, reduced to

0.54 by 2014. So far this year there have been 291 fatalities on NSW roads, 31

(12 per cent) more fatalities than for the same period in 2014 Since April 2015, every calendar month has been at or above last

year’s result The Centre for Road safety was congratulated on the Countdown Timer roll-out. A question was raised with regard to cause of the rise in pedestrian deaths this year. BC will address this within CRS, firstly by profiling the latest pedestrian fatalities and serious injuries and developing evidence-based interventions. An issue was raised regarding the continued legality of segways (personal mobility device) on footpaths. Harold Scruby requested a presentation on this issue at the next meeting.

A question was raised with regard to motorcycle helmet standards. The Minister responded that he has written to the Federal Minister for Small Business and other federal colleagues seeking to align a change in the relevant Australian consumer law with a change to the NSW Road rules. This change would expand the definition of “approved motorbike helmet” to include a helmet that complies with European standard UNECE 22.05. BC to contact Australian Competition and Consumer Commission to follow up this request. A question was raised regarding the use of non-standard bicycle helmets by skateboard users. NRMA responded that they are enacting some pre-Christmas activity on this issue to raise public awareness. A question was raised regarding slippery red painted bus lanes and motorcyclist safety, particularly when approaching traffic signals. Steven Head responded that changes to red painted areas has begun in the CBD and would be rolled out. Chris Burns stated that the Motorcycle Council of NSW has been introducing motorcycle riders to bus drivers perspective by actually placing them in the driver’s seat and taking them through scenarios. This was reported as very effective. C.G-B requested a presentation on Bus Safety at a future meeting.

4. “Driverless/Automated Vehicles – today and tomorrow” JW

John Wall (JW) gave a presentation about automated vehicles (see attached presentation). A question was raised on what testing is being done on autonomous vehicles to ensure motorcyclists can be seen/detected. James Hurnall of the Federal Chamber of Automotive Industries responded that comprehensive testing is taking place at a federal level. A question was raised regarding the policing of the autonomous vehicles issues C.G-B responded that TfNSW is hosting a conference on transport technology to explore the policy framework, with safety issues up front and centre. A question was raised regarding the education of heavy vehicle drivers in vehicles fitted with this technology. JW agreed that this is important to design training accessible to all, not just for expert drivers such as those taking part in the Co-operative Integrated Technology Initiative (CITI) trial.

Chris Siorokos (CS) gave a presentation about the Fit to Drive program (see attached presentation). BC commented that older people were hungry for information, judging from CRS staff feedback about the forums. A question was raised regarding accessing people who are not “tech savvy”, such as many older people. CS responded that they used direct mail and forums such as the Fit to Drive Program forums.

6. Trends and Characteristics of Serious Injuries in NSW BC

BC gave a presentation to update members on the serious injuries data (see attached presentation). A question was raised as to whether the serious injuries data was for on and/or off-road crashes. HR responded that the data was all for on-road crashes only. A question was raised regarding the proportion of pedal cyclist crashes. Hassan Raisianzedah (HR) responded that these were mostly made up of non-collision crashes, although much of the data is still unmatched. CRS are currently doing a ‘deep dive’ into 200 of these crashes with NSW Health to and find out more. HR encouraged members to use the data visualisations on the website and was happy to provide one-to-one or group training on how to use it. Questions were raised as to whether the age of the person and type of vehicle was known for each serious injury. HR responded that it was and that CRS would map these in the future.

7. Drug Driving Research and Initiatives EW

Evan Walker (EW) gave a presentation about the recent drug driving researched conducted by the Centre for Road Safety and the initiatives that have been developed as a result (see attached presentation). A question was raised regarding the testing for synthetic drugs. EW responded that the range of drugs that could be tested for would expand in the future. A question was raised regarding the identification of prescription drug use via drug testing. EW responded that whilst drug testing would not currently identify prescription drug use, under the current DUI regime, drivers could be pulled over and sent to hospital and tested for prescription drugs. EW stated that CRS has worked with doctors in terms of educating patients around the dangers of driving whilst taking certain prescription drugs.

A question was raised regarding whether the education resource and campaign discusses how long a drug stays in the system for the purposes of drug testing. AK responded that they do and that this information is based on expert advice. CB stated that a recent survey in Queensland taken during Schoolies has found that young people are increasing undeterred by alcohol abuse warnings and messaging. C. G-B stated that in NSW deterrence is key and that there needs to be a focus on high school AND primary school age groups, in order to have an impact in formative years.

1. Welcome & Minutes

Bernard Carlon welcomed all to the first meeting of the Council in 2016. The minutes of the last meeting were reviewed. RR questioned the phrase “More RBTs, catching less people results in a crash reduction rate” in the report on NSW Police update. ACTION: Revise draft minutes to read “More RBTs, catching less people results in an offence reduction rate”. The minutes of the last meeting were then accepted as a true and accurate record. HS raised the question of recency of serious injury data. BC explained that the matching of Health and Police data results in a time lag but that the most recent available data is on the CRS website; from October 2016 there will be regular three monthly updates available. The Minister stated that CRS has a responsibility to only make accurate data available, when appropriate, as releasing information on few crashes each day would undermine the anonymity of those involved until the Police have dealt with the crash and its consequences, eg contacting the family of the deceased. BC committed to ensuring HS received the monthly updates that are already available. ACTION: Send HS weblink to monthly road safety reports on all road users including pedestrians. Actions from the last meeting were then reviewed: Draft revised Terms of Reference will be submitted to Department of Premier and Cabinet. Final revised Terms of Reference were distributed. Contact Australian Competition and Consumer Commission to follow up the Minister’s request to align NSW and Australian motorcycle helmet standards. The Minister and BC advised that NSW acted to expedite the amendment to the NSW Road Rules. The Road Amendment (Approved Motor Bike Helmet) Rule 2015 was published on the NSW Legislation Website on 11 December 2015, and came into effect immediately. Motorcycle helmets manufactured to the UNECE 22.05 standard can now be legally sold and worn across NSW and there is no conflict with Australian Consumer Law. Organise a presentation on segways for a future meeting. Bernard Carlon will organise a presentation on this at the next meeting,

looking at segways within the broader pedestrian safety context. HS requested a short opportunity to put forward the PCA’s perspective on segways as part of such a presentation. HS also requested that the report from Macquarie University is circulated. ACTION: Organise a presentation on pedestrian safety for the next meeting. ACTION: Circulate Macquarie University report on a pilot trial of Personal Mobility Devices. At this point, the Minister reiterated his commitment to utilising the evidence base regarding segways and the dangers of being misquoted on the issue. Organise a presentation on Bus Safety (including bus lane surfaces in the CBD) for a future meeting. ACTION: Organise a presentation from RMS on Bus Safety including bus lane surfaces in the CBD for the next meeting. Organise a presentation on the work of the Vehicle Standards Working Group for a future meeting. TT, the Co-chair, will present an update today. Circulate all the presentations. All presentations small enough to email were sent through before the meeting. Larger presentations can be sent using other means on request by contacting the Centre for Road Safety, 8265 7512. The Minister then addressed the Council. He acknowledged the increase in the road toll over the past two years and reiterated the NSW Government’s commitment to increased effort and new initiatives. He outlined the contribution of the changes to the cycling Road Rules and his observations of improved behaviour by both motorists and cyclists. The Minister read out an email from an avid cyclist that supported the view that no “anti-cycling laws” have been introduced and A Metre Matters legislation has been a positive contribution to the safety of cyclists on our roads. HS asked if a Road Rule exists around cyclists and mobile phone use (NSW Road Rules 300). BC answered that every reference to driver in the NSW Road Rules is considered to include riders under less otherwise stated so therefore legislation is the same for both regarding mobile phone use (NSW Road Rule 19). The Minister stated that for motorists being able to cross an unbroken line is also a positive because it reduces the frustration of having to wait behind cyclists. RR stated that at present he did not feel that this positive message was getting enough cut through and needed to be promoted more. CB urged caution with promoting the crossing of unbroken lines as it

could affect motorcyclists’ safety, particularly on blind corners, crests of hills etc. HS stated that this new arrangement would be problematic for the courts. KL stated that they had had very little negative response from NRMA customers and that the common sense approach of most drivers is to slow down around cyclists. RR reminded members that drivers and cyclists are already able to and experienced in crossing an unbroken line safely when in certain situations i.e. when turning, BC stated that the new minimum passing distance would be evaluated over a two year period and NSW would be reviewing the findings of the Queensland One Metre Rule trial when it reports in the near future. The Minister noted that concerns about the communication of the One Metre Rule in NSW and suggested this is an area that he would review.

5.1 Vehicles Standards Working Group update (see attached summary) TT

TT gave a short presentation on its work to date.

5.2 CRS update (see attached presentation) BC

HS asked that percentages rather than numbers should be used on the daily road toll running sheet. CB suggested small numbers, turned into percentages would be misleading. DD emphasised the importance of accuracy in the data and assured the Council that NSW Police are responding to the rise in pedestrian fatalities. The Minister asked if it was possible to draw the residency of fatalities from the road toll data, rather than location of the crash. BC stated that this was possible and was utilised as a factor in the data analysis when looking at trends. DD stated that 75-80% of people die within a small radius of where they live or work; these are similar percentages for those at fault in crashes. RR congratulated CRS on its new Facebook page and wondered if CRS could use it to curb drivers’ frustrations with cyclists. There is a need to intervene online in this space. AK acknowledged the need for this type of online intervention as it is well known that online group pressure can change attitudes. CB asked if the data presented could be broken down into holiday periods. HR stated that the data could be configured in this way in the Local Government space on the CRS website.

HS asked if the increase in mobile phone use has been positive in the reporting of crashes and the speedy notification of the Ambulance. Service. DC informed the Council about the installation of satellite phones on some popular motorcycling routes for exactly this purpose, acting on NRMA advice. ACTION: Contact the Ambulance Service and ask for data on notifications and any improvements as mobile phone use has increased. BC was keen to emphasise the scale of the problem of serious injuries at over 12,500, upon which any reduction in fatalities would have little impact. KL asked about the profile of recent pedestrian fatalities and the connection with current, major Public Transport projects in the CBD. BC described the recent pedestrian fatality profile as 40 years old plus, crossing at a midblock location or on a pedestrian crossing at a signalised intersection, on a 60km/h road, out late at night and with alcohol intake present in the pedestrian in some cases. CB stated that he believed most pedestrians don’t realise a flashing red figure means stop and therefore at intersections where there is little of no time buffer from change to green for traffic, this puts pedestrians at risk. ACTION: Send list of locations where there appears to be no buffer for pedestrians at signalised crossings to SH. BC stated that the pedestrian countdown timers (PCTs) will improve the situation alongside greater enforcement. HS asked would there will be trials of other types of PCTs as per the Staysafe recommendation. BC stated that this will be explored as part of the trials of PCTs.

5.3. Drug Driving update (see attached presentation) CM

CB asked what the percentage of the fatalities in the road toll involved drug driving. CM informed the group that CRS provide NSW Police with drug driving fatal crash trends to assist with deployment. CM stated that this figure was approximately 16% of drivers and riders. We have no reliable way of measuring the percentage of involvement in

crashes that result in serious injuries as yet. Anyone involved in a fatal (or likely to be fatal) crash is tested in hospital for alcohol and drugs. The blood sample may only be tested once the crash is confirmed as a fatal crash. However, it may be claimed that results may be affected by therapeutic drugs given after arrival at hospital. All MDT is funded by the Community Road Safety Fund. The MDT model follows the example set by the RBT model. There is a lower number of Section 10 dismissals handed down by the Courts for drug driving (approximately 26%) compared to low level drink driving (40%). There is a need for education with magistrates and further engagement with the Chief magistrate as a leader to reduce these numbers and aid deterrence.

5.4 Motorcycling Safety Strategy (see attached presentation) AM/CB/DC

Alice Ma, Chris Burns and Dave Cooke gave a presentation of the background to the previous three year Motorcycle Safety Action Plan and issues that will be addressed in the new three year plan. ACTION: Comments on issues to be include in the new Motorcycling Safety Action Plan to be forwarded to Alice Ma.

3.1 The Chair welcomed BC and informed the Council that the Centre for Road Safety has now become the Centres for Road Safety and Maritime Safety, with BC as the Executive Director overseeing both centres, now sharing resources to enhance systems and improve safety on roads and water. BC then presented an update on the road toll and key crash factors. He outlined key road safety achievements for 2015/16 relating to behavioural work and campaigns, road safety research and data, technologies, safer roads and safer vehicles (comprehensive list of achievements in presentation).

4.1 Harold Scruby (HS) presented on pedestrian road safety trends, including: - The role of the Pedestrian Council in working with Government to

improve road safety for pedestrians - The extent that mobile phone use is a major factor into fatalities - That community campaigns prove favourable - Further investigations into two demerit points for dangerous parking - Roundabouts prove confusing to drivers who are looking right - Need to provide opportunities for pedestrians to cross - 23 cameras in blackspots have been a success - 30km/h speeds

Discussion included:

• European road environments and 30km/h urban roads • Distraction and mobile phones • NSW pedestrian trends for fatalities and key initiatives • Red light speed cameras and average speed cameras

Peter Warrington (PW) A/Manager, Road Safety Policy at CRS asked HS where 30km/h locations are implemented in Europe. HS advised that metro/urban areas are ideal locations. Ray Rice (RR) mentioned European streets evolved pre automobiles. NSW has a need for integrated safety. HS acknowledged there is also concern regarding noise cancelling ear phones and mobile telephones as a distraction for pedestrians crossing the road.

PW presented a handout that detailed trends in pedestrian fatalities, factors in crashes and key safety initiatives (see attached). The Minister added that NSW has greatly increased the number of red light speed camera sites. He also highlighted that the increase in freight on the road network could call for the need to expand the Point to Point program.

5 Bus Safety in the CBD (see attached presentation) SH

3.3 Steven Head RMS (SH) presented on bus lane marking in the CBD. He then opened the floor for discussion. RR noted that the wear and tear of cycle lane markings also pose a risk to cyclists as they can become slippery over time. He therefore supports the green edge markings similar to the bus lanes. HS questioned if taxis are permitted to use bus lanes. CGB advised that access to bus lanes is a critical issue regarding congestion in Sydney. CGB also advised that the policy issues surrounding lane ways for hire cars need to be further examined. HS asked about the change regarding hire cars using bus lanes e.g. Uber. CGB advised there that no further hire car licences have been issued since the end of 2015.

3.4 Staysafe Committee (see attached presentation)

Greg Aplin MP (GA) presented on the objectives of the Staysafe Committee and highlighted the two most recent inquiries that it undertook into motorcycle safety in NSW and driverless vehicles. Chris Burns (CB) commended the Staysafe committee for a fair hearing in relation to the inquiry into driverless vehicles and thanked the committee for including the NSW Motorcycle Council. HS expressed concern over the fact that the Pedestrian Council of Australia (PCA) was not invited to be witnesses for the Staysafe Inquiry into Driverless Vehicles. GA confirmed that the submission from the PCA was considered by the committee. Their submission comprehensively detailed the issues therefore it was decided by the Committee that PCA would not be required at the hearing. At this point, the Minister addressed the council, thanked all for attending and apologised for having to leave early for a press conference.

3.5 NSW Police Update (see attached presentation) JH

Assistant Police Commissioner John Hartley (JH) provided an update on police enforcement activities and recent success stories. His presentation focused on:

- Targeting heavy vehicle drivers who overload their trucks

- Concern over drivers under the influence of illegal substances, particularly the drug crystal methamphetamine. Random drug testing is being rolled out across every police station in NSW to provide a better picture of locations where drugs are an issue. This will prevent drug related fatalities.

JH ended his presentation by noting the positive partnership between NSW Police and Transport for NSW. The funding which NSW Police receive results in more police officers present on the streets.

5.1 Workshop session: ‘Refreshing the NSW Road Safety Strategy 2012-21’ (see attached presentation)

Professor Mark Stevenson (MS) provided a presentation detailing the strategic work with Transport for NSW to refresh the NSW Road Safety Strategy and opportunities to address and integrate transport modal shift, future technologies in the road environment and sustainable transport policy in the review.

6. Other Business Chair

6.1 BC proposed an out of session meeting to further discuss with the Council its ideas for reviewing and updating the NSW Road Safety Strategy once pre-work, including an environmental scan, is completed. ACTION: Organise an out of session Road Safety Advisory Council meeting to discuss and consider approaches for refreshing the NSW Road Safety Strategy.

1. Welcome and apologies Chairperson

1.1 The Chair welcomed all to the out of session meeting of the Council and noted apologies. The Chair acknowledged the rising road toll and the need for Council’s expertise to address the issue. The Chair proposed an evidence-based approach to the planning and refresh of the long term Transport Master Plan. She noted that a customised approach is needed to deliver a succinct plan. The Chair gave mention to the new Sydney Metro Plan, District Plans and the need to take into account the increasing transport development that is currently taking place to shape the future of transport and ultimately road safety outcomes. The Chair stated that clear, long-term government strategy action plans are needed to implement the approach and to achieve the road safety targets. She introduced co-facilitators Bernard Carlon, Executive Director, Centres for Road Safety and Maritime Safety, and Mark Stevenson, Professor of Urban Transport and Public Health at the University of Melbourne.

2. Overview and context for the session Mark Stevenson & Bernard Carlon

2.1 Bernard Carlon (BC) thanked the Chair and welcomed all to the out of session meeting. BC introduced Mark Stevenson (MS) to the Council who identified the meeting as a real opportunity to review the road safety data through a different lens. MS noted the value of the consultation and feedback received from each group towards achieving both short-term and long-term results.

3. Focusing on the short-term (2016-2018) All

3.1 The NSW Road Safety Strategy has a target of achieving a 30% reduction in road deaths and serious injury by 2021. With this in mind, attendees were asked to consider responses to the following questions: Focusing on the short-term (2016-2018)

1. List the three leading challenges to achieving the goal of reductions in road deaths and serious injury in NSW?

2. Reflecting on the first five years of the Strategy: a. What key road safety achievements and/or initiatives should

continue to be delivered? b. What new (or enhanced) initiatives could be introduced? c. Is there anything we should stop doing?

3. What needs to be put in place in order to deliver the initiatives identified above?

standards and guidelines • Technology intervention • Higher priority for vulnerable road users • Automatic Number Plate Recognition • Utilise the expertise of Local Government Road Safety Officers more

regularly • Enhance older drivers initiative • Balancing mode shift and safety • Revamp speed management program • Improve mobility in Metro Areas

In considering this, group suggestions included:

• Allowing Councils to modify roads without supervision/audit • Reprioritising road safety investment • Compliance over education • Over-campaigning

MS pointed out that there are six priority areas to focus on:

• Discussions centred on integrated transport systems and the imminent arrival of trials on autonomous vehicles, such as in Singapore.

• It was noted that road safety could also be integrated into new technology

4.2 Question 5) which strategic opportunities exist to improve road safety in the

longer term? Details on outcomes from this session are attached for consideration by the Council to inform responses to Question 6 which did not get discussed at the meeting due to limited time.

4.3 BC thanked everyone for attending and noted that outcomes from this workshop would be analysed to inform the work to be completed over the next 18 months to refresh the NSW Road Safety Strategy and the integration of road safety in the review of the Long Term Transport Master Plan. BC advised that the next Road Safety Advisory Council meeting will be held on Wednesday, 2 November 2016 at 9.00am – 12.00pm in Room 5C, Locomotive Workshop, 2 Locomotive Avenue, Australian Technology Park, Eveleigh.

11.05am Review of minutes and actions from previous meeting including out of session meeting The minutes of the previous meeting were accepted as a true and accurate record. The only action from the previous meeting was to hold an out-of-session workshop to discuss the review of the NSW Road Safety Strategy. This workshop occurred on 30 September 2016 and the outcomes were sent out to members.

11.10am TfNSW Road Safety agenda: A new Strategy for NSW – Future Transport (see attached presentation) The Chair discussed the new transport strategy for NSW launched in November – Future Transport, its directions and timeframes (see attached presentation). This was acknowledged as an unprecedented opportunity to align state strategies such as the Metropolitan Plan, the State Infrastructure Plan and the Freight and Ports Strategy. A Future Transport planning hub will be set up in Parramatta, bringing together Department of Planning, Department of Premier and Cabinet etc and working hand in hand with the Greater Sydney Commission. All members were encouraged to visit the website and get involved in its development at https://future.transport.nsw.gov.au/planning/progress-to-date/ BC pointed out that the new NSW road safety strategy would be developed in parallel to the new transport strategy.

11.15am Police/CRS Update (See attached presentations) A question was raised as to whether Police Motorcycle Teams using helmet mounted cameras ever release footage of illegal activity (eg mobile phone use) captured from their vantage point. Footage is released sometimes after it receives clearance and is useful. CB asked if fatality and serious injury data could be supplied against registration data. BC responded that this was possible if requested. KL raised the issue of progress on mapping of driver distraction data. BC responded that Police reporting is improving on the issue of distraction related crashes and the Naturalistic Driving Study results are beginning to inform future practice. Its final report is due mid 2017 and changes in coding models will also be helpful. HS raised the issue of Variable Messaging Signs (VMSs) and a lack of response from RMS as to his approaches concerning the road safety risks associated with VMSs. The Chair agreed to liaise with RMS and table a response from RMS at the next meeting.

HS also raised the issue of lack of progress on using Point to Point cameras for light vehicles. He proposed a motion to Council that these cameras should be used for light vehicles. The motion was seconded by RF. KL raised his concerns about whether this was an evidence based road safety intervention and suggested he would not vote for this motion. This view was supported by CB. WJ, RC, TT and CB supported a referral of the motion being put to the Council as they would need time to consider the issues and to conduct consultations within their agencies and with members before voting. ACTION: The Chair to ensure RMS provide a response to HS regarding VMSs to table at the next meeting. ACTION: The Chair to arrange for a discussion paper on Point-to-Point to be prepared to be forwarded to members before the next meeting.

11.45pm Road Safety Education (see attached presentation) The Department of Education works with the pre-school sector, the Independent and Catholic Education sectors on a consistent approach to Road Safety Education. There are 10 Road Safety Teacher Advisers who support school staff and develop resources. HS raised the issue of Variable Messaging Signs around and on school grounds. MC responded that schools are reliant on RMS and the Police for enforcement around schools but would raise the issue of VMSs on school grounds within the Department. RF asked how parents were involved. MC responded that they utilised newsletters, websites, events such as Walk Safely to School Day, direct dialogue with parents about their own risky behaviour and through councils. RM also commented that the Safety Town website was also available to parents.

12.05pm Motorcycle Awareness Week (see attached presentation). CB commented that $30k budget from CRS from this is complemented by 270 volunteer hours of organisation plus hundreds of volunteer hours at events. The latest campaign – Who’s Under the Helmet is designed to humanise motorcycle riders.

12.40pm Minister’s Address The Minister thanked all the members of the group for their efforts over the year. He acknowledged the rising road toll and reminded the Council that in light of this, efforts to further personal agendas are unhelpful. At a recent Transport and Infrastructure Council meeting he attended, it was acknowledged that the road toll increase is both

national and international. He stated that the economic growth of NSW (an increase in vehicle kilometres travelled and a reduction in unemployment) has been a factor in the rising road toll. A real challenge will be to overturn current NSW Government advertising policies because this is cheaper but can be as valuable as new infrastructure. The Minister then outlined our achievements this year:

• The Cycling Package including A Metre Matters • 160 high risk intersections fixed • Increase of 40km/h speed limits in Sydney CBD

He also outlined several key actions for next year:

• A further 25,000 people through the Safer Driver Course • $69 million of Safer Roads Program improvements • Further progress of high visibility policing • Road safety initiatives for trade students at TAFE

The Minister thanked the Council for their work once again, including forthright conversations in the room. RF stated that advertising needed to address the preparation for long trips and how this can create fatigue. The Chair agreed that social media needs to play a part in getting this message out. CB suggested members view the Rider Risk Video Series, produced with assistance from SIRA, which includes fatigue issues. TT expressed thanks to the Centre for Road Safety for the support it gives agencies, without which agencies would not be able to deliver road safety outcomes, and hopes it will continue to be able to support agencies in this way in the future. GA made it clear that the Staysafe Inquiry into Motorcycling Safety was well supported by CRS and led to the development of the Motorcycling Road Safety Action. GA informed the group that a new Staysafe Inquiry has been launched to explore Driver Education, Training and Road Safety and encouraged members to contribute; this will cover fatigue. Closing date is 22 February 2017. Details can be found at https://www.parliament.nsw.gov.au/committees/inquiries/Pages/inquiry-details.aspx?pk=2422 . DC and RF agreed that there needs to be changes to driver/rider training to include interactions with heavy vehicles.

12.55pm Motorcycle Safety Action Plan: overview and discussion of priorities and stakeholder engagement (see attached presentation) The recommendations of the Implementation Working Group were noted. The need for two specific actions – enforcement on recreational roads (Action 14) and the need for funding to develop information resources about protective gear (action 17) was particularly highlighted by members.

Briefing: Minister for Roads, Maritime and Freight FOR APPROVAL by 30 April

Review of the Membership of the Road Safety Advisory Council (RSAC) Topic: Approval of changes to the Terms of Reference (including membership) of RSAC

Analysis: Public Service Commission’s boards and committees appointment processes have changed and the Terms of Reference need to be updated.

Recommendations 1. That the Minister approves the replacement of certain agency representatives on RSAC

with alternative representatives from the same agencies, nominated by these agencies. 2. That the Minister approves an approach by TfNSW to Chief Health Officer/Deputy

Secretary responsible for Public and Population Health at the Ministry of Health for a representative from a relevant branch to sit on RSAC.

3. That the Minister approves a copy of the revised Terms of Reference including the revised membership of the RSAC to be sent to the Department of Premier and Cabinet (DPC) for their records.

Key reasons

Annual revision of the RSAC Terms of Reference Since the restructure of TfNSW divisions and changes within other agencies that sit on RSAC, details in the Terms of Reference require amendment to ensure they are up to date, including the names of agency representatives.

For the future, the Terms of Reference have also been revised to call for a review of the Terms of Reference “when required”, as opposed to annually.

Need to re-engage the Ministry of Health The Ministry of Health had a representative on RSAC when it was first established, but the member rarely attended and did not send a replacement. Therefore the agency was culled from the membership. However, a successful partnership with the Ministry of Health has flourished over the Serious Injuries Data Linkage project and there is a real need to re-engage with the Ministry of Health in a broader context around the serious injuries agenda.

Record keeping of NSW Government boards and committees DPC hold records of all NSW Government boards and committees. At present, DPC records do not reflect the membership of the RSAC because members have either left the employment of the organisation they represent or organisations have nominated a permanent replacement to the original member (Tab A); this may have been recorded at DPC but not in the RSAC Terms of Reference or vice versa.

These include:

• Amy Gillett Foundation - /Tracey Gaudry to be replaced by Phoebe Dunn

Changes to the Public Service Commission boards and committees approval process. In October 2015, the Public Service Commission published changes to the appointment processes for NSW Government boards and committees. As advised by DPC, potential members of the Road Safety Advisory Council no longer need to be approved by Cabinet, but by the Minster for Road, Maritime and Freight alone.

Road Safety Advisory Council Terms of Reference

Role The Road Safety Advisory Council is to provide advice on road safety issues relating to NSW. Scope The Road Safety Advisory Council consists of key road safety stakeholders from Government, interest groups and community representatives. It is considered to be the key group for high level consultation on road safety matters for NSW. Committee membership Chair: Deputy Secretary, Freight, Strategy and Planning, Transport for NSW, supported by the Executive Director of the Centre for Road Safety. Centre for Road Safety staff and the Minister for Road, Maritime and Freight (or representatives) may attend the meetings.

Function: To fulfil its role, the Council will:

1. Bring individual views, experience, knowledge and skills from a broad range of road safety experts and community representatives.

2. Support and provide feedback on recommendations for improving the effectiveness of road safety interventions and initiatives in reducing the road toll and serious injuries.

3. Advocate road safety across their areas of expertise including through the wider community.

4. Work with Transport for NSW as the lead agency for road safety to help implement road safety interventions.

5. At times when required, the Council will establish working groups to investigate specific topics for reporting to Transport for NSW.

Authority The Council has authority to:

• Provide advice and support to Transport for NSW and the Deputy Secretary, Freight, Strategy and Planning on road safety issues and measures for NSW motorists and users.

Meeting frequency The Council will meet at least twice yearly. Review Period The Terms of Reference for the Council will be reviewed as required. Secretariat The Executive Director, Centre for Road Safety is to provide secretariat support to the Council. Secretariat duties include:

• Development and finalisation of meeting agenda. • Co-ordination of the preparation of the meeting papers. • Taking of minutes. • Co-ordination of preparation of regular reports. • Communication of meeting outcomes.

Reporting obligations The Centre for Road Safety will report back to the Minister for Roads, Maritime and Freight on the actions results from the meeting along with progress reports in addition to minutes and actions generated.
