EXECUTIVE SUMMARY
Table 1: Executive Summary
Background
The Arghandi-Ghazni Substations project includes the design, construction, testing, and commissioning of two 220/20 kV substations near Sayedabad and Ghazni cities. This project is a high priority for the Government of the Islamic Republic of Afghanistan (GIRoA) and the U.S. Government (USG). USAID partnered with DABS to procure contractors for construction of the two substations to ensure the reliability and availability of electrical power in southern Afghanistan and the cities in between. Construction of both substations is ongoing by the selected contractor. Under the Engineering Support Program (ESP), Tetra Tech (Tt) is acting as an agent of USAID in providing quality assurance (QA) and construction management services (CMS) to this USAID-funded project, and reports to USAID regarding on-the-job progress and potential issues affecting the project.
Tetra Tech Progress Toward Work Plan
TASK 1 – CONSTRUCTION MANAGEMENT SERVICES (CMS)
During May 2017, the contractor submitted 27 submittals (a combination of original Rev0 submittals and submittals that had been returned for corrections) for Tt ESP’s review, and there were three submittals remaining under Tt ESP’s review from the last reporting period. 30 submittals were reviewed and returned to the contractor. Four were returned to the contractor with a “Returned for Correction” stamp, 16 were returned to the contractor with a “Reviewed as Amended” stamp, and 10 were returned with a “Reviewed” stamp. Tt ESP’s on-site QA/CMS inspectors verified that the overall construction duration percent complete progress was 92.26 percent for Ghazni Substation, and 93.31percent for Sayedabad Substation. The remaining key construction activities include random rubble masonry (RRM) walls, retaining walls, roads, drainages, gantry modifications and testing commissioning.
TASK 2 – QUALITY ASSURANCE (QA) SERVICES
During the reporting period, Tt ESP’s on-site QA/CMS inspectors provided QA support to site construction activities. The QA inspectors witnessed all construction activities which were ongoing on site. Tt ESP submitted daily progress reports and weekly coordination meeting minutes to USAID. In addition, Tt ESP continued to provide engineering support to review design submittals.
TASK 3 – CAPACITY BUILDING
Under this Job Order (JO), Tt ESP provides capacity building support to DABS personnel, specifically to members of the DABS Project Implementation Unit (PIU) as requested or needed. During this reporting period, no such support was required.
TASK 4 – MEDIA ASSISTANCE
Under this Job Order (JO), Tt ESP provides media assistance to USAID as requested. During this period, no requests for media assistance were received from USAID specific to this JO.

Staffing Levels
During this reporting period, overall average personnel numbers at Sayedabad Substation staffing increased by 66.3 persons compared to April 2017. This equates to an 87.6 percent increase in the overall workforce. During this reporting period, overall average personnel numbers at Ghazni Substation increased by 75.3 persons compared to April 2017. This equates to a 177.1 percent increase in the overall workforce.
Earned Value Management
Summary
This project does not require the contractor to provide a cost loaded schedule, which would allow for the measurement of earned value. For JO-P-0009, Tt ESP cannot currently gather and provide the data required to generate any meaningful Earned Value Management (EVM) metrics and has eliminated cost from schedule analysis.
Key Work Activities Completed
During this reporting period, the following key work activities were completed at Ghazni Substation: Setting out steel reinforced bars and placing concrete for foundation modifications; Drilling bolt holes for gantry structure modifications; and erection of lightning mast (LM) towers. During this reporting period, the following key work activities were completed at Sayedabad Substation: Placing concrete for reinforced gantry foundation modifications; setting out steel reinforcing bars and installation formwork for retaining wall for road types F and G; and placing concrete for the bottom slab of the grease trap.
Financial
The total contract price, as per Contract Amendment No. 3, is . As of the end of this reporting period, the contractor has
invoiced net amount of Of this amount, GFA, Tt AESP and Tt ESP recommended that a net amount of be paid to the contractor.
Schedule
Although the contractor’s schedule, dated May 31, 2017, gave a project completion date of July 31, 2017, and showed the project as on schedule, when Tt ESP analyzed these schedules against work on-site recorded by the Tt ESP Site Inspectors, Tt ESP found that the date for Sayedabad and Ghazni substations had changed to August 21, 2017.
Quality
During this reporting period, one open construction work (CW) Non-Conformance Report (NCR), was closed. Two new NCRs were issued, one for Health and Safety (H&S) and one for CW. 41 NCRs remain open, pending resolution.
Constraints and Critical Issues
The 220 kilovolt (kV) grid power supply for the testing and commissioning of both substations is not yet available. DABS reported that the power supply is delayed from the forecasted end of July 2017 until at least the end of August 2017 due to the necessary completion of Chimtala Substation’s permanent line termination bay. This bay will be the source of temporary startup, commissioning, and operational power until the new Arghandi Substation is completed. If availability of the power supply is delayed beyond July 20, 2017, the project will not be completed by July 31, 2017. The contractor and Tt ESP continued to work to close all open substation engineering designs through regular working meetings between Tt ESP and the contractor’s engineers in Kabul. 30 submittals were reviewed during this reporting period. Tt ESP informed the contractor that all design issues must be closed before pre-commissioning tests for Sayedabad and Ghazni substations will be accepted.

Although there are only 60 days remaining in the period of performance (POP) as of May 31, 2017, 24 percent of the contractor’s efforts remain to be invoiced by the contractor. This raises the risk that the contractor’s efforts will not be invoiced, approved and disbursed by the end of the POP.
1.0 MANAGEMENT
1.1 LOCATION
Sayedabad Substation is 3.5 kilometers (km) southwest of the Sayedabad District Center in Wardak Province.
Ghazni Substation is 8.7 km northeast of the Ghazni Province Center in Ghazni Province.

1.3 GENERAL CONTRACT INFORMATION
The Arghandi-Ghazni Substations Project is awarded under DABS Contract No. DABS/92/ICB/004 – Lot 2 for the design, supply, installation, testing, and commissioning of Sayedabad and Ghazni 220 kV/20 kV Substations. The contract was signed between DABS and KEC on March 26, 2014, with an original completion date of December 31, 2016. On April 26, 2017, DABS signed Contract Amendment No. 3 which included a project time extension to July 31, 2017.

DESIGN DRAWINGS
As of the end of this reporting period, Tt ESP completed review of 30 submittals. Currently, there are 16 submittals which still require review action by Tt ESP.
The contractor’s master submittal log indicates a total of 568 submittals. GFA received 321 submittals, and Tt AESP and Tt ESP received 306 submittals, for a total of 627 submittals (an excess of 59 submittals above what was projected in the contractor’s master submittal log). Of these 59 excess submittals, 55 area original GFA submittals which were resubmitted to Tt AESP and Tt ESP, three were different submittals with the same DTS number, and one was a duplicate submittal with the same DTS number.

2.2 EARNED VALUE MANAGEMENT SUMMARY
2.2.1 PLOT
This project does not require the contractor to provide a cost loaded schedule, which would allow for the measurement of earned value. For JO-P-0009, Tt ESP cannot currently gather and provide the data required to generate any meaningful Earned Value Management (EVM) metrics. Regardless, other methodologies have been employed to measure and track the contactor’s progress against their submitted baseline schedule.

2.3 SCHEDULE
Although the contractor’s scheduling metrics suggest that both substations will finish no later than July 31, 2017, Tt ESP’s analysis indicates that the use of scheduling compression techniques, faulty logic, use of exaggerated resources, and inaccurate progress estimates by the contractor have artificially constrained the schedule to finish within the period of performance (POP). When combined with the fact that only 76.17 percent of the contract value has been expended to date, Tt ESP’s opinion is less optimistic. Our analysis indicates that while the Sayedabad Substation can still finish within the established POP, the Ghazni Substation completion date will extend beyond the POP. Tt ESP’s findings based on the contractor’s schedule are provided below:
Overall construction duration percent complete progress for Sayedabad Substation is 93.31 percent. Overall project duration percent complete progress through May 31, 2017 for Sayedabad Substation is 92.81 percent.
Overall construction duration percent complete progress for Ghazni Substation is 92.26 percent. Overall project duration percent complete progress through May 31, 2017 for Ghazni Substation is 92.71 percent.
Based on the contractor’s schedule dated May 31, 2017, the project completion date for Sayedabad Substation is July 31, 2017. This schedule shows that the project is on schedule as per the contract completion date. However, Tt ESP’s analysis of the submitted schedule indicates that the contractor used the “schedule compression” technique and adjusted the schedule completion date to match the contract revised completion date by changing activity logic. In essence, the contractor has set the tasks in the schedule to meet the contract completion date, and planned out exaggerated resources to meet the planned progress percentage and schedule. Tt ESP’s analysis found that 157 activities are “stacked up” on data date May 31, 2017, which indicates that the contractor is not accurately planning the remaining work for the project. When the project schedule was assessed through May 31, 2017, compared against the Tt ESP site inspector’s report, the project schedule completion date changed to August 21, 2017, due to the rescheduling of remaining work in the schedule. Based on Tt ESP’s assessment, the project is 21 days behind schedule for Sayedabad Substation compared to the July 31, 2017 contractual completion date, revised as per Contract Amendment No. 3.
Based on the contractor’s schedule, the project completion date for Ghazni Substation is July 31, 2017, and indicates project is on schedule. When the project schedule was assessed through May 31, 2017 compared against the Tt ESP site inspector’s report, the project schedule completion date changed to August 21, 2017, due to the rescheduling of remaining work in the schedule. Based on Tt ESP’s assessment, the project is 21 days behind schedule for Ghazni Substation compared to the July 31, 2017 contractual completion date, revised as per Contract Amendment No. 3. The contractor has not properly planned the remaining months work and has exaggerated the resources that would be needed to meet the planned progress percentage and schedule. Tt ESP’s analysis found that 181 activities are stacked up on data date May 31, 2017, which indicates that the contractor has not accurately planned the work remaining to complete the project.

A concern of Tt ESP is that the contractor’s schedule is only partially cost loaded, which inhibits an accurate representation of performance percent or physical percent. The contractor only cost loaded the project schedule to approximately five percent of whole contract, which may not be as accurate to use as a performance percent complete. With only around five percent of whole contract value, an earned value management measurement is not applicable for that project. For this reason, Tt ESP elected to use duration percent completed instead of performance percent complete. Although this is a small change in approach, it is the opinion of Tt ESP that this method will provide a more accurate picture of the percentage of work remaining for both substations.
For Sayedabad Substation:
• Overall duration percent complete progress through May 31, 2017 for Sayedabad Substation is 92.81 percent, with progress of 0.62 percent during May 2017.
For Ghazni Substation:
• Overall duration percent complete progress through May 31, 2017 for Ghazni Substation is 92.71 percent, with progress of 0.90 percent during May 2017.
Overall invoices percentage for both substations:
The invoice net amount recommended to date by GFA, Tt AESP, and Tt ESP is $30,905,892.79, which is equal to 76.17 percent of the whole project. Therefore, using invoices as an indicator of progress, the actual progress of the project is 76.17 percent
2.3.1 CHARTS – PROGRESS CHART (PLANNED VS. ACTUAL)
Tt ESP has eliminated cost data from the predictive schedule analysis. After careful evaluation of the effect that the minimal cost data available was having on the evaluation of the contractor’s schedule, Tt ESP elected to remove cost data from evaluations this month forward. Based on field observations, and poor cost data fidelity and availability, Tt ESP has determined that the best available measure of progress should be limited to evaluation of duration progress.
The charts below indicate significant (abnormally high) progress for the month of May. This increase is attributed to the elimination of cost data in Tt ESP’s analysis. For the purpose of comparison, the charts have also included duration progress for the month of April which highlights that the actual net gains are one percent for Sayedabad and two percent for Ghazni. This was based on the elimination of cost data which aligns with previous projections of progress.

The following table includes actual progress made in May 2017 for construction, procurement, and engineering activities for Ghazni Substation. All cost data has been eliminated for the purposes of schedule analysis.
For May 2017, construction percentages for both Sayedabad and Ghazni substations continued to show disparities in construction percentages from those reported by the contractor in the schedule update and the percentages verified by the Tt ESP inspectors on-site.
It appears that the contractor did not properly update the project schedules, and opted to automatically update the project schedules by dates, as opposed to manually updating the project schedule with remaining duration.
At Sayedabad Substation, the contractor reported that the overall project progress percent duration complete was 94.54 percent. Tt ESP site inspectors reported percentages that, when input into the contractor’s schedule, provided a duration percent complete of 92.81 percent. An analysis of the Sayedabad Substation schedule revealed that there were major differences in 41 construction tasks from what the contractor reported in the May 2017 schedule and what Tt ESP site inspectors reported.

2.3.3 POTENTIAL DELAYS
Potential delays for JO-P-0009 include:
• The contractor needs to increase manpower in Ghazni Substation to expedite construction of RRM walls, roads and drainage to complete the civil work on time.
• In order for the project to be completed on time, all NCRs need to be closed, and the design submittals need to be finalized for both Ghazni and Sayedabad substations.
• The contractor has to expedite procurement of the 100kVA diesel generators for Ghazni and Sayedabad substations.

2.4.1 COST FORECAST
The project schedule is not cost loaded, which would allow for measurement of earned value. Therefore, Tt ESP is unable to provide the data required to generate a cost forecast for this project.
2.4.2 POTENTIAL OVERRUNS / UNDERRUNS
Tt ESP evaluated and processed change orders and draft Contract Amendment No. 4 to finalize the project cost. It was sent to USAID on May 8, 2017 for review, USAID retuned back the change orders and draft Contract Amendment No. 4 to Tt ESP on May 24, 2017. As of the end of May 2017, there were 12 change orders under assessment between the contractor and DABS.
2.4.3 INVOICE: HISTORY TO DATE
As of May 31, 2017, the contractor had invoiced net amount of . Of this amount, GFA, Tt AESP, and Tt ESP recommended that net amount of be paid to the contractor. This is a concern as the current project completion date is July 31, 2017 and the programs financial end

date is September 30, 2017. The contractor has been asked to provide a forecast of its remaining invoices and has to date failed to do so.

2.5 QUALITY
Tt ESP’s on-site QA inspectors provided QA support to site construction activities. The QA inspectors inspected all construction activities which were ongoing at the sites. The inspectors confirmed that the work was done in accordance with contract requirements and specifications.
2.5.1 NON-CONFORMANCES ISSUED / CLOSED
As detailed in Table 11 below, 41 Non-Conformance Reports (NCRs) are currently open for both substations. During this reporting period, two NCRs were issued, and one NCR was closed.

3.0 STAFFING

3.1.1 SUMMARY
SAYEDABAD SUBSTATION
As noted in Table 13 below, overall average personnel numbers at Sayedabad Substation increased by 66.3 persons from 75.7 to 142 persons since the last reporting period. This equates to an 87.6 percent increase in the overall workforce. The biggest increase was in unskilled labor, in which staff increased by 55 persons. This increase is consistent with the demand for more work now being performed at Sayedabad Substation.

3.1.2 ORGANIZATION CHART

3.2 TETRA TECH ESP STAFFING LEVELS / ORGANIZATION CHART
Tt ESP provides administrative and operational support for the Arghandi-Ghazni Substations project with a multi-discipline cadre designed to meet JO requirements. Core competencies are displayed by the departmental organization chart below.
Tt ESP has eight personnel dedicated specifically to the JO: one project manager, one administrative assistant, two civil site inspectors, two electrical site inspectors, and two health, safety, and environment (HSE) site inspectors. The two inspectors (one in the north and one in the south sections of the project) divide their time between the Arghandi-Ghazni transmission line and the substations.

4.0 HEALTH AND SAFETY / ENVIRONMENTAL NON-COMPLIANCE
This reporting period, Tt ESP observed no work-related incidents, injuries, or near misses on the Arghandi-Ghazni Substations project. The following H&S improvements were made this month.
• First aid kits were available and easily accessible to all workers and their locations were clearly marked.
• Fully charged fire extinguishers were available, correctly placed, and easily visible at the job site.
• Potable water was available at the jobsite for all workers.
• A safety toolbox meeting was conducted once a week with all laborers and onsite personnel.
• Required daily safety inspections were conducted by Tt ESP HSE inspectors.
• Hand and power tools were inspected before use and were in serviceable and safe condition. This was verified by Tt ESP HSE inspectors.
• Fall arrest systems were inspected daily before use by employees and were inspected regularly by the contractor’s supervisors. This inspection process was verified daily by the Tt ESP HSE inspector.
• Proper full body harnesses were provided for involved personnel working at heights.
• General site housekeeping was performed and unnecessary materials were removed from the job site.
On May 22 and 23, 2017, a Tt ESP HSE inspector performed a site field inspection of the Arghandi-Ghazni Substations Project sites. The HSE inspector observed health and safety (H&S) violations and non-compliance issues in violation of the governing site Health and Safety Plan (HASP) and Engineering Manual (EM) 385-1-1 requirements. The H&S violations are detailed below:
• There were substandard protective guardrails, toe boards, base plates, and safe access provided for scaffolding at the Arghandi-Ghazni Substations project sites. Tt ESP informed the contractor’s project manager by email on May 23, 2017 about the substandard situations and requested that the contractor take corrective action.
• There were no contractor safety personnel present on site on a regular basis during working hours at the Arghandi-Ghazni Substations Project sites.
These issues were reported to the contractor’s project managers via email. Tt ESP also raised these issues in the weekly coordination meeting held May 20, 2017. The contractor has not yet rectified these issues. On May 25, 2017, Tt ESP issued an NCR to the contractor for the above violations.
The required Environmental Mitigation and Monitoring Plan (EMMP) submittals and related NCRs for this project have not been approved by Tt ESP. The EMMP that was originally submitted to GFA included the Waste Management Plan, Traffic and Transportation Management Plan, Blast Plan for Transmission Structures, and a Hazardous Materials (HAZMAT) Plan. These submittals were submitted by the contractor to Tt ESP for review, and returned from Tt ESP to the contractor with a “Returned for Correction” stamp. Tt ESP submitted these plans to the contractor for review. No progress was made this reporting period on these issues.
5.0 SECURITY FINDINGS
No incident reports were received from the contractor, and no security incidents of note were brought to Tt ESP’s attention during this reporting period.

6.0 POTENTIAL ISSUES / RISKS
Potential issues and risks during this reporting period included:
• Construction of RRM walls, retaining walls, roads, and drainages at Ghazni Substation will affect the substation completion date.
• Delayed procurement, delivery, and testing of 100kVA diesel generators will affect final testing and commissioning at both substations.
• Completion of gantry modifications at both Ghazni and Sayedabad substations.
