About this Guide

Purpose The purpose of this document is to provide a Transmission Settlement System (TSS) User Interface (UI) reference guide for Transmission Customers, Transmission Owners, and Meter Agents that describes how to view, download, and submit TSS input data and TSS output reports. The following types of actions are described in this document.

• Meter Agent submit MVAR data: Submit MVAR data per Meter Agent per registered submission location.

• Meter Agent download MVAR data: View and download submitted MVAR data for a given Meter Agent.

• TO\TC submit input data: Submit Direct Assignment, Coincident Peak/NITS, and Schedule 12 data for a given Transmission Owner or Transmission Customer as applicable.

• TO\TC download input data: View and download submitted Direct Assignment, Coincident Peak/NITS, and Schedule 12 data for a given Transmission Owner or Transmission Customer as applicable.

• TO\TC download output data\reports: View and download data related to Statements, Invoices, Netting Statements, etc. for a given Transmission Owner or Transmission Customer as applicable.

• TO\TC download settlement calendar: View and download the Transmission Settlement Calendar.

This document fully describes the process for viewing and submitting TSS data via the Marketplace Portal.

Introduction

User Access Transmission Customers and Transmission Owners who want to use the TSS UI must obtain an OATI x.509 digital certificate. The user’s certificate must be registered in the Marketplace Portal by their Local Security Administrator (LSA) with the appropriate TSS roles assigned. The TSS UI is accessible via the Marketplace Portal in the Settlements section. The table below provides the URLs to the Marketplace Portal for each SPP member-facing environment.

User Interface

General Layout The following illustrates the general layout of each Functional tab in the TSS UI.

1 – Screen Name and Time: Screen Name associated with user certificate. 2 – Functional tabs: Each tab represents a different area of the Portal. Access to each tab is dependent on roles assigned by the user’s LSA. 3 – Navigation Breadcrumbs: Presents the user with the current location within the Portal and a trail of breadcrumbs through the sections above the current location. 4 – Navigation Tree: Presents the user with specific options for each Functional tab. 5 – Content: Displays view or upload page based on selection in Navigation Tree.

Meter Agent Activity

Submit MVAR Data Allows the submission of MVAR data for registered Meter Agents and their respective generation. To submit MVAR data:

1. Select Settlements Transmission Transmission Data Submittal from the navigation tree. *NOTE* the contents of your navigation tree will depend on the roles you have been provisioned.

2. Choose your entity from the “Entity” dropdown. 3. Choose “MVAR” from the “Upload Type” dropdown. 4. Click on “Choose File” to browse to the file you wish to upload 5. Once you’ve chosen your file, click “Upload” 6. If successful, the uploaded file information will show up in the file listing table

View\Download MVAR Data Allows the registered Meter Agents to view the status of their uploaded MVAR data for their respective generation. This also provides a mechanism for downloading/viewing the content of the uploaded file. To view\download MVAR Data:

1. Select Settlements Transmission Meter Agent Uploaded Files from the navigation tree. *NOTE* the contents of your navigation tree will depend on the roles you have been provisioned.

2. This will display a file browser showing all of the registered entities for the logged in user.

3. Drill down on the entity name folder (ABCD) to the “Uploaded”, “2. InProgress”, and “3.Processed” folders. The location of a file in one of these folders gives you the status of that file in terms of settlement processing (similar to the legacy portal most users are used to seeing). Click on a file within the folder to download/view it. Click on “Previous Directory” to navigate through the folder structure.

Transmission Customer\Owner Input Activity

Submit Input Data Allows the submission of Direct Assignment, Coincident Peak/NITS, or Schedule 12 data for registered Transmission Owners and Transmission Customers as applicable. To submit DA, CP/NITS, or S12 data:

1. Select Settlements Transmission Transmission Data Submittal from the navigation tree. *NOTE* the contents of your navigation tree will depend on the roles you have been provisioned.

Transmission Customer\Owner Output Activity

View\Download Output Data Provides a mechanism for the registered TO or TC to view and download their settlement output files: Statements, Invoices, Netting Statements, Summaries, etc. To view\download Output Data:

1. Select Settlements Transmission Transmission Customer (or Owner) Settlement Information from the navigation tree. *NOTE* the contents of your navigation tree will depend on the roles you have been provisioned.

Within each of those folders will be subfolders broken down by year and month (similar to the legacy portal most users are used to seeing). Click on a file within the folder to download/view it. Click on “Previous Directory” to navigate through the folder structure.

Transmission Settlements Calendar

View\Download Transmission Settlements Calendar Provides a mechanism for anyone to view and download the Transmission Settlements Calendar. It is considered public data and is available for anyone to view\download without needing to be registered. To view\download the transmission settlement calendar:

There are two ways to access the calendar from the navigation tree. 1. Select Public Settlements Calendars from the navigation tree. *NOTE* the

contents of your navigation tree will depend on the roles you have been provisioned.

2. Or select Settlements Calendars from the navigation tree, which will redirect you to the Public link above.

3. This will display a file browser showing all of the available Market and Transmission Settlement calendars grouped by year.

4. Drill down on the year folder (2016) to view the appropriate calendar. Click on a file within the folder to download/view it. Click on “Previous Directory” to navigate through the folder structure.
