THE CENTER FOR DEAF & HARD OF HEARING EDUCATION
Purpose of establishing the Center:
To fulfill the need for a centralized entity that will support parental choice, including the full continuum of language and communication options; monitor and track a child’s progress through systems and services, enable data sharing between programs, and provide comprehensive outreach and educational consulting so that all children who are deaf or hard of hearing will experience good outcomes.

1. Monitoring and tracking the identification, early
intervention, education and successful transitions
2. Developing student learning opportunities
3. Providing family support
4. Developing child assessment service models
5. Providing classroom assessments
6. Providing consultation to school corporations
7. Acting as a liaison with all relevant state agencies

STAKEHOLDER GROUP ROLE
Make recommendations for:
1. A detailed description of how the center for deaf and hard of hearing education will implement and carry out its duties;
2. A description of the agency that will provide office space and staff support for the center in an unbiased manner to ensure that children who are deaf and children who are hard of hearing acquire optimal language skills and academic abilities, regardless of the mode of communication; and
3. Any other information the office of management and budget determines is necessary.

communication options.
PUBLIC MEETINGS
Two public meetings: North & South
Purpose:
• To allow interested Indiana residents an opportunity to participate in the stakeholder process.
Activities:
• Inform the public regarding early work of the stakeholder group and
• Invite the public to provide input to the transition plan.

WHAT WILL HAPPEN TO THE STAKEHOLDER RECOMMENDATIONS?
OMB, in consultation with State agency reps, will:
Review and accept (as is or with amendments) the stakeholder group Transition Plan recommendations.
Add to the draft Transition Plan details regarding:
1. The estimated costs associated with center operation;
2. A description of the fiscal impact on the Indiana School for the Deaf and the agency resulting from the transfer of outreach and consultative service responsibilities; and
3. Any other information the OMB determines is necessary.
WHAT WILL HAPPEN TO THE STAKEHOLDER RECOMMENDATIONS?
OMB, in consultation with State agency reps, will:
Submit a detailed transition plan to implement and administer the center.
Post the final transition plan on the OMB Internet web site.
Recommend to the general assembly through the budget process an appropriate agency to provide office space and staff support for the center.
