A few 2013 HighlightsWhat we can achieve when we collaborate
• Launched NCWorkReady website culminating years of collaborative effort with CCs/WDBs, employers/workers – enabling workers with CRCs to connect with employers that require or prefer job candidates that possess CRCs – redefining the way business (manufacturers) screen and hire – raising the bar
• Continued efforts to facilitate movement of exiting military personnel into our workforce (ECU partnered with local community colleges to provide specific training/credentialing) - there is a wave of talent that will migrate from our military installations over the next several years – honor our servicemen/women – Hire a Vet!
• Initial conversations about name change of ECU CTECS started in 2013 – approval granted by UNC Board of Governors in Spring 2014 to re-name it to College of Engineering & Technology – a scant score after a regional effort succeeded in creating the engineering program (change is achievable!)
Job Creation: Closing Grants
- 106 totaling $2.5 million to leverage other incentives- $1.3 billion in investment- 13,400 primary jobs (NCER investment of $187 per job)
Capacity Building:Loans
- 59 loans totaling $34.9 million (11 loans for $7.2 million in last year)- water/sewer extensions, water tanks, shell bldgs, incubators- nearly $1.6 million to purchase land for Kingsboro-Rose Mega-Site- $2 million to provide assistance with locations/expansions
Grants - 136 grants totaling nearly $3.3 million
- Certified sites, environmental grants, product development to better position our counties to compete for new projects

NCER Transition to the NCEast Alliance
o NC’s Eastern Region created in 1993 by special legislative action at the request of several counties surrounding the GTPo Regional municipality supported by a $5 license tag fee
o 2013 State Budget Act: defund regional Economic Development Partnerships and dissolve 4 “rural” partnerships by July 1, 2014 with state transition from public to private EDO (payout of $14 mil.)
o North Carolina’s Eastern Alliance (dba NCEast Alliance)• private not-for-profit, 501c4 (partner in a 501c3)• Formed in early 2000s, but limited use• IgnitionEast (consultant event) • EnvisionEast-2050 (creating a regional vision for future
development)• Will become the primary regional ED organization with support from

Human talent with requisite skills and education will be the determining factor in our region’s ability to attract and retain jobs in growth industries. It has, and will continue to be, a core competency and focus of NCEA
• Continue to promote WorkKeys / CRCs through ASPIRE network and actively promote through multiple media outlets. (Billboards, radio/TV PSAs, articles)
• Expand reach of STEM East throughout region (by collaborating with other entities to secure grants for placement of STEM Learning Centers in secondary schools and expanding the partner network.)
• Assist counties that have not attained Work Ready Community status
• Promote NCEast workforce development efforts while calling on existing companies to encourage their engagement and support

• Support specific efforts to advance development of freeways, ports, and other forms of transportation to improve the platform for logistics efficiencies
• IT logistics (i.e. Broadband / Communications Platforms / Connectivity / Efficiency)
• Coordinate / support lobbying efforts / legislative days in Raleigh & Washington with regional partners (Chambers, transportation committees, military advocacy groups, etc.)
