2.1 Company History

Created in 2009, Infinity TEC (TransEngineering Consultants) is a South Australian owned and based

company. We are a youthful team that strives to deliver high quality standards in every project we

are connected with. Our team come from a wide variety of disciplinarians which have instilled in

them qualities such as a competitive edge and an ability to think outside the box, these qualities

drive us forward to towards supplying our clients with products and services that they require both

fundamentally and idealistically.

Although we are a fairly new company to the market; we have established and strong networking

reputation among our industry by continually keeping our clients and their respective stake holders

needs paramount. Our previous project experiences have moulded our company into what it is

business in financially backed by number of government and private sources, the main sources of

backing are University of South Australia, DPTI, Stake holders and properties of the people within

the company. With all the financial sources Infinity TEC has large economical capability to tackle

large engineering projects without risk of being bankrupt.

5. Organisational Structure

Our Company consists of a project team of 32 exceedingly skilled set of engineers, managers and

technical staff, ranging from seniors to fresh out of university graduates. For this project we have

committed four main engineering areas as well as one planning discipline. The engineering

disciplines that we believe need to be addressed consist of the Environmental, Geotechnical,

Transportation, Hydrological, and Civil & Structural areas. Each respective department has a manger

appointed to it, in each subsequent department there are smaller specialized teams consisting of

senior (5-10+ yrs), junior (2-5 yrs) and graduate (0-2 yrs) experience. These teams make up vary in

accordance with assumed amount of work needed to be achieved.

6. Scope of Works

As part of the broader strategy to realise the North-South Corridor, the scope of works to be

considered in this tender is to undertake a Feasibility Study for the grade separation of the Outer

Harbor rail line from South Road (Croydon). The grade separation is to be delivered independent of,

but give consideration to, the future upgrade of South Road to a non-stop corridor.

A locality plan for the study area has been included in Figure 1.

With the close proximity of the Outer Harbor rail line to Port Road, traditional overpass options for

South Road over both the rail line and Port Road have been ruled out by DPTI. The Consultant will be

required to propose alterative grade separation solutions for the rail line.

The quotation within this Call for Tender is for undertaking the following works:

provision and presentation of the feasibility study report, including calculation of a Cost-

Benefit Ratio (CBR) of all proposed options

Further considerations

In developing feasible solutions for the grade separation of the Outer Harbor rail line from South

Road (Croydon), the following will be considered:

connectivity requirements

- transport modes (vehicles, cycle, pedestrian)

- local road network

- access (local road network, rail station, DDA compliance etc.)

public transport impacts and opportunities

environmental impacts and opportunities

social impacts and opportunities

identification of key stakeholders

existing site conditions

land acquisition requirements

capital cost for solutions

constructability and construction impacts

operation and maintenance requirements

economic viability of the solution.

7. Chief Personnel

7.1 The Project Team

7.1.1 Project Manger

Nicholas Mavrogiannis is our new appointed Project Manger and

Team engineering on this project. He is able to effectively liaise back

and forth between stakeholders, clients and his own project team.

He has many leadership roles in both industry and academic project

through his career. In parallel with Nicholas’ leadership skills, he has

a strong technical background through prior studies and industrial

experience. Nicholas is an innovative and vibrant leader willing to

take the necessary risks to achieve a well assemble project.

7.1.2 Project Assistant Manager

Jad Daet is the Project Assistant Manager at Trans Engineering

Consultants and has a vast amount of experience in the project

managing department. Specialising in Project Management

specifically so he is able to handle forms of management such as the

risk and principals involved. Jad has received training in project

management from QANTEC Consulting Engineers (now known as

OPUS international), Procurement planning from the Department of

Infrastructure, Northern Territory government, as well as attend and

participate in Occupational Health and Safety meetings with the

department. He also has experience in the field of project

management, assisting senior project managers in various projects

within the NT government such as the Tanami Road; Plenty Highway,

Chilla Well Floodway Upgrade and Stuart Highway/Airport

7.1.3 Transport Manager

Jak Is the head of transport engineering at Trans Engineering

Consultants Jak has had a wide range of experiences in the transport

field obtained through his studies at the University of South Australia

his experience involves developing solutions to the Britannia

roundabout, conducting road safety audits as well as detailed traffic

modelling on both a micro and macro scale.

7.1.4 Urban Planning Manager

Wahidullah is the head of Urban Design Department who has

specialised in Transportation Engineering. His experiences have

gained through studying at University of South Australia and

working in retail markets. Wahidullah is one of our young

enthusiast engineers who are willing to take on major project

worldwide and achieve a major success.

7.1.5 Civil & Structural Manager

Civil Manager

Kumaran Kanapathy is one of the senior managers in our company

and has a vast knowledge on structural department which is helpful

for the project. Kumaran Kanapathy has got a distinctive result for

the structural projects for steel and timber design and also for the

reinforced concrete design. Not only that, Kumaran Kanapathy also

involved in work experience related to structural engineering for

major projects in Malaysia which involves the formwork and slab

structure of a building. Henceforth, the experiences and knowledge

that are possessed by myself makes as an ideal structural manager

for the company.

Structural Manager

Yuanchi Li is one manager of the civil and structural engineering.

With a strict working style and some experiences at construction

sites, he has a good ability to do design, data collection and

calculation in structure field. Also he has a strong understanding in

Australian Standard of wind pressure, hot roll and cold form steel,

concrete structures, earthquake and masonry structure.

7.1.6 Geotechnical Manager

Yuen Kei Hon is an experienced geotechnical engineer with strong

technical skills. She has specialised in risk assessments of

geotechnical designs such as foundation and slope embankment and

also has a wide knowledge of using geotechnical design software,

laboratory soil testing and critical state of soil mechanics. She also

has relevant experience on designing slope and retaining wall,

construction of road works in Hong Kong.

7.1.7 Environmental & Water Manager

The manager of the environmental and water sector of the project is

Fezulla Dzeladini. Fezulla has worked on many environmental and

water projects such as the Residential Subdivision, Land Division

Neverland Estate Nuriootpa project for Aurecon and the BIOSCREEN

Natural Attenuation Decision Support System and risk assessment

analysis. Fezulla is an integral part of the TransEngineering

Consultants team.

9.1 Occupational Health and Safety Policy (OH&s)

Objectives – Policy Statement

These policies are in accordance with the Occupational Health and Safety Act 2000, the Occupational

Health and Safety Regulation 2001, the Workplace Injury management and Workers’ Compensation

Act 1998, the Workplace Injury management and Workers’ Compensation Regulation 2002 and all

relevant codes of practice.

Infinity TEC (TransEngineering Consultants) is highly committed to ensuring the development and

maintenance of the highest practical standards of occupational health, safety and welfare

management. Across the company Infinity TEC will always abide by the legislative obligations

through teamwork, partnership with employees, clients and contractors. Infinity TEC constantly

strives to achieve the highest possible practice standards in the workplace.

With continuous improvement we aim to create an environment and culture that will allow our

employees, and non-employees who work with us, to be relatively free from injury and illness,

Responsibilities and Delegations

The Director or General/Managing Director will ensure that all obligations regarding OHS

are suitably followed and that all workplace managers and supervisors in the company receive

appropriate training in the area while ensuring resources to allow them to carry out their OHS duties

to at least a reasonable degree.

Senior officers in Infinity TEC must acknowledge that they as leaders in the company have a key

responsibility to ensuring that any and all workers under their direction will be kept safe through

their guidance.

Managers and supervisors will also have a similar responsibility to maintaining and providing a

practical, working and learning environment, with circumstances that cannot or have low risk to

safety and health.

All Employees will:

Comply with their obligations under the OHS Act

Take reasonable care to ensure the health and safety of themselves, and others under their

supervision at work, including students or new employees.

Use the provided personal protective clothing and equipment (PPE) in agreement with

directions, reporting if any of the PPE needs repairs, replacement or other risk areas that

may indicate the need for PPE to be provided by the employer.

Cooperate with the department’s meetings regarding OHS strategic plans and performance

levels that comply with OHS procedures.

Assist the company with its OHS responsibilities by reporting and or recording incidents (if

possible) such as violence or unethical behaviour that cause hazards and may result in an

injury or illness. This includes damage to company facilities.

Regularly join in training that has been arranged to support the applications of these policies

in the working environment.

Cooperate in any return to work plan developed so that an injury will be taken care of and

that individual can return to work as soon as possible without causing further harm.

Policy Review

The health and safety policies will be reviewed each year, in consultation with employees as

required, using well established consultative methods. They will also be revised as needed to ensure

that the new legislation and company changes are kept up to date.

9.2 Environmental Policy

Due to the importance of sustainable engineering and the preservation of vegetation, Infinity TEC

abides by certain rules and policies to make sure the engineering solutions to any development

problems does not compromise the environment. The rules that Infinity TEC applies to

developments are as follows,

Infinity TEC will comply with the appropriate environmental policies of the South Australian

Environmental Protection Authority when working on the north-south corridor project.

The environment will always be taken into consideration during every part of the project.

Inspections will regularly occur to classify any environmental threats at the place of

development.

Infinity TEC is a believer in sustainable energy and will use sustainable resources in the

development.

Infinity TEC is a believer in long term development and the north-south corridor projects no

exception to the rule.

The current situation of these policies will be updated and improved where possible. The

aim is to review these at least once per year to ensure that Infinity TEC is an environmentally

friendly company and can help lead the way in sustainable development.

Overall as a company, Infinity TEC will continually monitor environmental issues in projects

that may pose a negative impact on the surrounding environment. A fairly large amount of

time and effort has been placed in the policies above and they will be enforced at all times to aid in

sustainability. All employees and co-workers of the company will also be familiar with the

environmental policies and will be advised to abide by them at all times, ensuring that these policies

are upheld.

9.3 Stakeholder Policy

At Infinity TEC (TransEngineering Consultants) we aim to always provide for the concerns and

interests of all stakeholders that play any part within our organisation, we take them seriously and

will ensure that they are always a priority in the direction and decision making of the company. As

with any projects (both major and minor), stakeholders will be always notified if the circumstances

are necessary i.e. they are affected directly by the project being undertaken. We aim to always aid

our stakeholders and provide necessary assistance.

We consider our stakeholders to include:

Employees: we are around them on a day to day basis and usually seek input to help the

company improve through their ideas and opinions. Opinion surveys and one on one

employee development discussions are regularly offered as well.

Shareholders: shareholders play a vital role in our company and we always seek to

communicate regularly, keeping them up to date on the current situation of the company’s’

financial state.

Governments: overall for this project we will be collaborating with the local, state or

provincial, and federal governments in areas that generally affect existing and future

company operations of business. Working with governing bodies and regulatory agencies to

engage in a consistent exchange of information to benefit both parties. The major areas that

interest government stakeholders are taxation, environmental and economic issues. TEC will

provide any information regarding these areas and will do what is best for both parties

involving these vital areas.

Customers, Suppliers and Contractors: usually exchange of information for communicating

with these stakeholders involve using an extranet site, here the business associates are able

to obtain financial information, interactive processes as well as fuel purchasing procedures.

10. Major components of Feasibility Study

10.1 Transport Engineering

Infinity TEC (TransEngineering Consultants) has demonstrated proficiency in the area of large

transport infrastructure projects after conducting feasibility studies to improve the Britannia

roundabout in the inner suburbs of Adelaide as well as modifying a major intersection to improve

traffic flow on a tight budget. Our transport team consists of out transport manager Jak Allen who

will be working closely with senior, junior and graduate transport engineers.

Project constraints

Infinity TEC recognises the significance of this project as part of the North South corridor and our

proposals are guided by the following constraints to ensure that that the project meets the plan

outlined in the 30 year pan for greater Adelaide.

The project must be designed to accommodate the free flowing North South Corridor

Accommodate all transport modes e.g. pedestrian cyclists and public transport

Solution to be designed for existing and future traffic demands

Rail to be designed considering the Guidelines for heavy passenger rail

Minimum separation of railway stations to be 800m

Stations to be a minimum 120m long to accommodate 4 passenger rail cars

The design will allow for the future electrification of the outer harbour line

The solution will minimise redundant infrastructure

Local transport access considerations

Disruption to rail services during construction to be minimised

South road must have a minimum of one lane each direction at all times during construction

Conventional overpass over Both the rail line and Port road has been ruled out

Methodology

The Feasibility study will assess several options for grade separation of the outer harbour line and

the future stop free North South Corridor. The two options that will be looked at involve the corridor

staying at grade. The first proposal involves the railway line being raised, crossing the corridor via an

overpass whilst the second option has the rail line crossing the corridor via an underpass.

Further information

To determine the nature of the design information will be sought to indicate the physical

dimensions of both the under and over pass, this will include the traffic volumes (present and future)

as well as the considerations for heavy passenger Rail, this data will be sourced from both DPTI and

observations on site.

With these elements considered it will be possible to assess how each design performs particularly

during the construction phase to ensure that it will meet the goals of the project, if the project is

deemed effective further studies can be done to optimise the design.

Road Safety Audit

Safety is an important aim of this development and Infinity TEC has a history of developing

successful and safe transport projects. This is has been achieved by conducting road safety audits at

the different stages of development. This ensures that all elements of road safety are considered

and implemented. This methodology will be carried out for this project in both the feasibility as well

as the design phase.

This focus on safety considers not just the motorists but all other road users, such as pedestrians,

cyclists and public transport. This phase will help to assess how the new project will interact with

the local traffic and transport network to ensure that these relate in the manner stated in the

projects objectives.

10.2 Urban Planning

Our urban planning division here at Infinity Tec has a strong focus of to community. They are driven

to ensure that all assessments on all aspects of any proposed job bring out the best socioeconomic,

physical and ethical results for the community as well as the client. Each project is different as you

are always dealing with communities having dissimilar needs; research is undertaken to understand

the current and future needs of these communities. Good urban planning lays down the foundations

to ultimately attract people, business and industry to an area so that it can flourish.

Methodology

Infinity TEC will investigate the zoning restrictions and allowances of the City of Port Adelaide

Enfield. This will be achieved by working closely in consultation with all relevant local councils. Our

company will review any suitable landuse zones that may be able useful for the project by using

council development plans. Once industrial, residential, commercial and train zones are identified

then we can ascertain how they will be used. During this process notes will be taken while in

consultation as to any landuse patterns that exist in the area, any necessary land acquisition, as well

as possible area rezoning that may be required. Also the inferface of the rezoning (i.e. buffer zone)

will be considered in relation to the community and stakeholder impact.

Infinity TEC will also look at the integration of both pedestrian and cycle pathways in conjunction

with the train line/station.

10.3 Geotechnical Engineering

A geotechnical analysis will be performed as part of the feasibility study to investigate the material

the project will be constructed on. This information is needed for the design of wind walls for a

possible underpass at South Road or Outer Harbour Rail line and the new pavement for the widening

of South Road.

The geotechnical analysis will be performed by our Geotechnical Manager and two Senior

Geotechnical Engineers along with one Junior Engineer and two Graduate Engineers.

Due to the fact that infrastructure construction takes place in or on the ground, our experienced and

highly innovative geotechnical team play a vital role in:

Reviewing the sources of geotechnical data such as topographic maps, aerial photographs,

geological maps and reports, the soil conservation reports

The analysis existing utilities and design of settlement, stability and drains

The investigation of the site including soil classification, subsurface investigation, laboratory and

field test investigations

The design of pavements to accommodate the existing traffic as well as future traffic increases

Soil Sampling and Site Classification

The Geotechnical division at Infinity TEC will undertake the necessary tests to obtain all relevant

information.

The following test will be performed:

Test bore holes

Cone penetration test

Dilation/ pressure meter test

Pile testing

Seismic testing

The tests samples will be performed both in the field and laboratory to obtain technical data which

can then be analyzed to determine the soil properties, i.e. strength and weaknesses. From this a site

classification can be made about the soils reactivity.

Understanding the foundations for any structure is critical as it will affect the design of the

proposed project. If an underpass is the preferred option then piles depth and size for the

footing will be determined from the soil types. For new pavement base and sub-base courses will be

designed depending on the soil type.

Infinity TEC believes and assumes that the client will provide the following information.

The necessary geotechnical data, such as the contour maps of the site, sufficient study area bore

logs, topographic maps, aerial photographs, geological maps, reports and the soil conservation

reports

The results regarding tests such as shear strength of the soil by using Tri-axial UU and CU tests,

rock mechanics by performing Point Load Tests, Unconfined Compression Tests, and Direct

Shear Tests and Tri-axial tests.

Constraints

The power of the land owners or council limitations can influence the expansion of the roads to

provide footpaths, kerbings, bus routes/lanes and the future road construction etc.

Heritage issues such as the discovery of indigenous burial grounds may pose restrictions in the

ability to commence construction as planned.

Risks Involved

The risks of unforeseen soil profile

It is impossible to foretell the actual future geotechnical conditions within any site.

Methodology

The construction of the South Road alignment will take place above (i.e. road construction, traffic

management) and under (i.e. water system design, tunnel construction, foundation) the ground

surface. Our experienced and innovative engineers will undertake all relevant geotechnical risk

assessments and determine the appropriate treatments required in the design. Risk assessments

10.4 Civil & Structural Engineering

Civil and structural plan is a part of the feasibility study. The Department of Planning, Transport and

Infrastructure (DPTI) would set up a plan included a structure plan for South Road and Outer Harbor

rail line. This plan involves constructing underpass, overpass, residential and commercial buildings

and rebuilding pavement.

Constraints

Review of data of public records to determine potential footing sites. This review included

aerial photographs, topographic maps and city directories.

Potential impact on flora and fauna species in some areas.

Complex road patterns will lead to a potentially safe issue to humans.

Above points contain geological, environmental and social constraints, all these constraints are in

the prior consideration and may have a great influence on the structural design. Moreover, based on

above considerations, the Consultants shall typically use the concrete, reinforcements as their

materials.

In the construction process, engineers need to deal with environmental risks and land use problems

carefully. Noise from construction sites and air pollutions would usually be the biggest troubles for

human, especially those who live around construction sites. And for construction itself, land

expropriation would disturb orthobiosis and daily life, and traffic problems will happen followed.

The construction phase will brought up several issues. The issues include time of conducting

construction or building during daytime and demolition work which also includes the earthworks.

For the construction phase, there are three phases involves in the project which are analysis phase,

demolition phase and earthwork phase. With analysis phase, the structural department works

together with transport department and planning department to enhance the construction does not

interrupt the traffic system whenever train overpass is being build up. Other than that, the

demolition phase or ground work is done on the road as part of work for the train underpass or even

overpass which includes the piling work. Lastly, the earthwork phase where some of

removal of vegetation or soil must be done and during this phase, the structural

department is combined with environmental and geotechnical department to make sure does not

cause any air pollution and the soil has a sufficient strength to withstand the concrete weight. Not

only that, minimum blasting equipment is required minimize the flying debris to the current train

track and the roadways.

Proposed methodology

Option 1: Train Underpass – South Road at grade

Railroad corridors may have utilities that could impact the design, location or even the feasibility of

the proposed Grade Separation Project. During the initial stage, we identify existing utilities within

the Railroad right-of-way and plan for proper relocation, protection and installation requirements

which is part of services and does not interrupt the current railway or even roadways.

Chain link fencing with openings not exceeding 2 inches should be used in most applications. All

architectural fencing shall be reviewed and approved by the Railroad. Architectural fencing shall not

allow an opening of more than 2 inches and shall be designed to prevent climbing. Right-of-way

fencing shall be provided along the Railroad right-of-way to safeguard the general public and

prevent trespassers from entering the Railroad right-of-way. Fencing may need to continue outside

the Railroad right-of-way limits. These limits shall be reviewed and approved by the Transportation

Engineering department.

Existing track spacing will be maintained unless otherwise required by the Railroad. Future track

shifting and direction of shifting must be verified at the preliminary stage of the feasibility study for

the proposed Grade Separation Project. Due to safety and operational needs, existing track spacing

may need to be increased to meet current safety standards. The Railroad requires a minimum

separation of 800 m and minimum platform size of 7.8 m wide and 120 m long which can

accommodate up to four passenger rail cars at underpass.

In addition to the office review of submittals, site observation will be performed by the Railroad at

significant points during construction, including but not limited to the following, if applicable for the

train underpass structure which listed below:

It is recommended that the south road does not go under the grade because it will be expensive and

it is part of our structural department to suggest ways that reduce the investments of clients.

The existing traffic light at intersection

The traffic light will be remained for the traffic at ground levels which will be used for the traffic

condition. Infinity TEC will design an upgraded ground traffic system to reduce traffic and ensure

easier access to the city or coming from the city.

Widening of the road

The pavement will be designed based on data from the transportation department. The design will

take into account the traffic load, speed limit, type of vehicle and growth of traffic for next 30 years.

The pavement is designed and modelled using CIRCLY5 to obtain cost effective and most sustainable

design.

During the design phase, we also have considered the options that will be the best for the road users

and the community living in this area so that their land or housing area does not get disrupted.

Adjustment to utilities

During construction process of overpass structure, the review of temporary records is required for

railways. Both horizontal and vertical clearances of permanent will be required for all new overhead

bridge structures to make sure all piers and abutments are set out of the Railways` right-of-way and

parallel to the tracks. Then safety barriers and fences should be required to protect human and

railway facilities around overpass constructions. The next step will be pills and footings installation,

with reviewing of data of public records to determine potential footing sites, which included aerial

photographs, topographic maps, GIS data and city directories.

Then, piers and abutments are required to set up as well as pier protection walls. The initial distance

between two piers would not exist 25 feet, and for each pier and abutment, their slopes need to be

determined as water drainage can be discharged freely. After step, the main bridge spans and truss

beams can be constructed. Local councils and agencies have to make sure services during the whole

construction process.

10.5 Environmental & Water Engineering

The design of the grade separation of South Road, Croydon and Outer Harbour rail line, as well as

the widening of South Road, must take into consideration the environmental and water factors that

influence the project. The completion of the north-south corridor may also create new issues related

to environmental and water aspects of the project.

Issues

The environment and water group will assess and evaluate all the potential problems related to the

environmental and hydrological aspects of the project. The issues that will be dealt with are,

Trees of significance

Motor way stormwater drainage

Sewerage and water systems

Site contamination

The increase in vehicle use of the road leading to more carbon emissions

The increase in vehicle use of the road leading to an increase noise pollution

Methodology

South Road carries a large amount of the road traffic from the southern suburbs towards the

Adelaide CBD. South Road also crosses through residential and industrial zones and must therefore

reserve the vegetation or increase the vegetation along the road. The Vegetation Removal Policy of

the Department of Planning, Transport and Infrastructure will always be checked to make sure that

any vegetation removed is according to the policy.

In addition to the vegetation issue, trees of significance can pose as a problem when expanding

South Road. A thorough evaluation and review of the area will determine if there are any trees of

significance in the South Road surrounding area.

Another issue with the project is that as areas of vegetation are replaced by concrete, the area of

the development loses its ability to absorb rainwater. This leads to a problem with water discharge

of the area after the completion of the project, and during weather with large rainfall; flash floods

can occur and be hazardous for the roads and residential areas. Therefore to solve this issue, a

Sustainable Urban Drainage System will be implemented. This system will make sure that

stormwater discharge that runs off all urban surfaces end up in the drains. This system is cost effect

has a low environmental impact when draining away dirty and surface water.

Sewerage can pose as a problem when developing the north-south corridor. If the Outer

Harbour railway line goes below grade under South Road, sewerage and water piping

system will have to be renewed. This is due to South road being in a residential area. To solve this,

an enquiry of the sewerage and water systems will be done to determine the different pipe routes

that can be used to allow for a railway underpass if any are needed at all.

Another issue with the development of the north-south corridor is site contamination. Site

contamination can occurs when chemical substances used in the development of the project or by

the long term industry that has been in the area are detected above certain levels under the ground.

To aid in resolving this issue, Infinity TEC will work with the South Australia Environmental Protection

Authority (EPA) in examining the areas affected by site contamination and to prevent site

contamination from occurring.

With the creation of the north-south corridor and either the over or underpass for the train line and

traffic increase will lead to both an increase in carbon emissions and noise pollution. These issues

will affect the residents living around the South Road area. To resolve any issues with the noise,

Infinity TEC will abide by the Australian Standards as well as ensure the noise levels follow the

Environment Protection (Noise) Policy and other related policies. For the Carbon emissions issue,

Infinity TEC will work with EPA and DPTI to ensure that the pollution from the increase of traffic is

within their policies.

11. Duration of Works

South Road is an arterial road which is directly intersected by the Outer Harbor Rail Line, there for

construction work will need to be done quickly and efficiently due to the intersection being regularly

used during off peak and peak hours. The design for the intersection is great as it will improve the

traffic flow and reduce risks that come with. With all the work that needs to be done with the train

line, South Road super highway, we ensure to get the work done within two years’ time.
