KARENDAWISHA,Prof.,MiamiUniversity,Ohio:ThesummationofitwasadetailedaccountofthecriminalactivitiesthathefeelsPutinwasinvolvedinabuseofpower,abuseofhisofficialposition,involvementinrelationswithorganizedcrime,knowledgeaboutmoneylaunderingImean,awholerangeofeconomiccrimes.
NARRATOR:DawishasaysthatZykovschargesarepartofalargercultureofcorruptioninPutinsRussia.ShehasbeengatheringextensivedocumentationforanewbookonwhatshecallsPutinsKleptocracyandhowheandhiscirclehaveshapedthecountry.
KARENDAWISHA:Istartedthinking,insteadofseeingRussiaasademocracyintheprocessoffailing,weneedtoseeitasanauthoritariansystemintheprocessofsucceeding,thattheyarenotactuallyincapableofbeingdemocratic.Theydontwanttobedemocrats.Whataboutthat?Letsworkonthatthesis.Andifthatscorrect,whendidthatstart?Andthatswhattookmetothe90sbecausetheywerestealingfromtheverybeginning.
NARRATOR:In1990,theoldSovietsystemwascollapsing,butwhatexactlywouldreplaceitwasntclear.Theuncertaintyhadawholenationonedge.AmongthemwasayoungKGBofficernamedVladimirPutin.HedreturnedtohishometownofSt.PetersburgfromhispostinginDresden,EastGermany,andhewaslookingforwork.

But15yearslater,shadowsfromthepasthauntthisplace.Itsamemorialtothosewhodiedinthoseapartmentbombings.Sincethatday,books,newspaperreportsanddocumentarieshaveallraiseddisturbingquestionsaboutwhatreallyhappenedhere,whowasreallyresponsible.
