Purpose of Session
• Outline the basics in terms of how to apply, eligibility, process and timeframes
• Increase awareness of standard expected of applicants
• Provide additional information on 2 key areas of the application form and assessment meeting –
Community Consultation/Identification of Need Main Programme Outcome and 4 Sub-Outcomes
• To enhance the potential for high standard applications which merit support from the Space and Place Programme
Space & PlaceFunding:
• £1.7million available
• Medium Grants of £50,000 (minimum) up to £100,000
• Large Grants of £100,001 up to £350,000
• Grant Awards MUST represent MINIMUM 55% of Total Project Cost
Revenue Support:
• Marketing, leasing, sustainability and ensuring the increased use of the project facilities- up to a maximum of 10% of grant award
Main Outcome
More people and communities
are connected
by making use
of underused or difficult spaces
Definition- Difficult SpaceDifficult Space- places that are not accessible to everyone in the community. This could be because:
• They are derelict, overgrown and neglected• Some members of the community do not feel safe using them• They are perceived to be areas for buildings for certain groups• They are a focus for inter-community tension
Underused Space- places or buildings that:• Are not used as often as they could be by the local community• Are a potential resource that could be developed for community
use
Space- means internal and external places
Who Can Apply? Locally-based Neighbourhood and Community Associations that
are constituted and either have, or are in the process of, obtaining charitable status
Voluntary NGOs (Non-Governmental Organisations – Northern Ireland remit) and not-for-profit bodies that are properly constituted.
Local Authorities/Statutory Bodies in partnership with communities
Partnerships/Consortia that include a range of the organisations listed above.
Of the total grant funding available under the Space and Place Programme at least 80% will be for projects delivered or led by constituted organisations in the
voluntary and community sectors.
Who Cannot Apply?
• Individuals• Sole Traders• Profit-making organisations
The Programme CANNOT make grants to organisations applying on behalf of other organisations
What Can Be Funded? Buying or long-term leasing of land and buildings with or without alteration,
refurbishment or improvement.
Buying or long-term leasing of land for the development of the space as a community amenity or on which a permanent building will be constructed.
Buying equipment and fittings and fixtures linked to the land or building.
The improvement of land, for example for the purposes of play areas, community allotments, walking/cycle trails etc.
Altering, refurbishing or extending a building that the community already owns or leases but wants to make it more accessible to the broader community/ communities.
Constructing a new building, particularly when linked to the development of adjacent space.
What Cannot Be Funded? Projects intended mainly for private gain (this does not prevent the
participation of commercial and professional companies nor the purchase of goods or services for which the vendor receives an element of profit)
Activities which promote religious or political beliefs
Staff/consultancy time to develop and write Stage 1 and/or Stage 2 applications
Retrospective funding: costs incurred and/or expenditure committed to, before Contract for Funding has been agreed
Loans or loan repayments
Funding shortfalls on existing projects
What Cannot Be Funded? maintenance equipment, fixed or loose equipment and/or office equipment which is
not essential to the project
routine repairs and maintenance
general improvements to public areas unless they can be shown to be integral to the delivery of the project
private property, resident or member only areas
projects on commercial property
vehicles for transporting goods or people
projects of a temporary nature
projects that are a statutory responsibility
The Application- Stage One
The Application Process – Two Stages
Stage 1
Completion of Stage 1 Application Form online - via http://spaceandplaceni.com/how-can-i-apply/apply/quiz
Stage 1 Form screened for the meeting of minimum criteria
Groups have two weeks to supply relevant supporting documentation
Staff will check the documentation but WILL NOT be contacting group if information is missing or inaccurate – responsibility with group to submit
All applications meeting minimum criteria will have application assessed through on site visit
All assessments considered by Space and Place Programme Grants Sub-Committee

Is amount requested at least 55% of total project costs?

Has all additional information detailed on the application form and supporting documentation been received within 2 week period?
Need & Community Consultation
• Identification of community need is the most important part of your project
• Identify your community• Identify your beneficiaries- young people,
older people etc• Consult with them! Don’t rely on statistics• Your consultation should cover……
Consultation
• WHO- Did You Consult With? • WHAT – Did the community and beneficiaries tell you?• WHERE- Did the Consultation Take Place – How Appropriate Was This?• WHEN- Did the Consultation Take Place – How Appropriate Was This?• WHY- Did You Chose The Consultation Methods? • HOW – Did You Carry Out These Consultations? How many attended?• Other research, stats, consultations• Remember- be careful with the questions asked – MUST NOT be leading • Ask the questions specific to the main outcome and sub outcomes and
disadvantage they face• Relate back to the project being applied for. What difference will this
project make? Record and capture the evidence!
Consultation• Not going to have enough space on application form to detail• Can send additional information as part of supporting documents
OR• Have information available at assessment meeting• No need for group to always have to organise meetings• Potential to use other community events as opportunities for
consultation• Would recommend that some representatives of the group attend
ALL consultation events• Must keep records of the consultations as the group will be asked
for this information
Consultation Main Programme Outcome
Connecting More People and Communities by making use of difficult or underused space• Why is space difficult or underused according to the
definition?• Why is the community is not connected?• Need to describe the impact this has on the community• Need to describe HOW THIS PROJECT will make a
contribution to addressing these issues if it is to be successful in connecting more people and communities together
• Only way you will know is by asking your community – we will ask for evidence at the assessment meeting
4 Programme Sub-Outcomes
• Building community capacity through the provision of accessible and inclusive local space and place
• Achieving the transformation and better use of underused, contested and/or
difficult spaces
• Enhancing a healthier and more active lifestyle for people through the
provision and use of local space and place
• Improving partnership working between communities, groups, support organisations and statutory agencies for the purpose of connecting people and communities through the use of space.
• Rank in order of importance either 1-4 or N/A if your project doesn’t meet the sub outcome.
You must meet a minimum of one sub outcome
Consultation- Sub Outcomes• Turn the sub outcomes into questions• Eg: Enhancing and healthier and more active lifestyle • Need to ask why do people in your community feel unhealthy and
less active?• What impact is this having on their lives?• What are the barriers preventing them becoming healthier
and more active?• What do people in your community feel are potential
solutions?• How WILL THIS PROJECT assist in contributing to these
solutions?Only way you will know the answers is by consulting with the
community!
