Curriculum

First, to effect a smooth transition from basic education to tertiary education, the CHED Technical Panel on General Education prepared the College Readiness Standards covering the following subjects: English, Filipino, Literature, Humanities, Mathematics, Social Studies, and Science. Science covers chemistry, physics, biology, and earth science. These standards were subjected to a consultative conference with various stakeholders. Comments and recommendations were taken into consideration, and on October 28, 2011, the College Readiness Standards were approved by the commission en banc.

Sec. 4. For purposes of this Act, mother language or first Language (LI) refers to language or languages first learned by a child, which he/she identifies with, is identified as a native language user of by others, which he/she knows best, or uses most.

Sec. 5(f). The curriculum shall adhere to the principles and framework of Mother Tongue-Based Multilingual Education (MTB-MLE) which starts from where the learners are and from what they already knewproceeding from the known to the unknown; instructional materials and capable teachers to implement theMTB-MLE curriculum shall be available.

Sec. 4. For kindergarten and the first three (3) years of elementary education, instruction, teaching materials andassessment shall be in the regional or native language of the learners. The Department of Education (DepED) shall formulate a mother language transition program from Grade 4 to Grade 6 so that Filipino and English shall be gradually introduced as languages of instruction until such time when these two (2) languages can become the primary languages of instruction at the secondary level.

General Principles in Using Mother Tongue

•Learning should be fun.

•All teaching should be research-based.

•All teaching should be K to 12 compliant.

•Content and performance standards should be benchmarked against those in the best schools in the world.

•We should strive to inculcate core knowledge.


•The best teacher’s guide is you yourself.

•All teaching should aim at one level higher than that in which the pupils are. [i + 1]

•The teaching of language should not be done in a vacuum.

•We must follow international and national laws.


•Pupils should learn at least one new word every class day.

•The use of the Mother Tongue is purely pedagogical.

•Reading literature is still the best way to learn

the best practices in communication.


•The insight of Maria Montessori that young children should be taught in an atmosphere of creativity, freedom, innovation, self-motivation, sensitivity, positivity, and non-competition should be taken seriously by teachers of Filipino students.
