Course Description: This program, created and instructed exclusively by the Force Science Institute, is designed to clearly present, in a practical and understandable fashion, the results of the most cutting edge research into the dynamics of human behavior during life-threatening encounters.

The class will explore Force Science, the application of unbiased scientific principles and processes in repetitive physical experiments designed to determine the true nature of suspect provocation and officer response (action-reaction dynamics). The goal of the program is to encourage law enforcement professionals to apply the important concepts revealed in this research when investigating, reconstructing, recalling or otherwise analyzing a use of force. The integration of this information has been proven to enhance the accuracy and thoroughness of decisions made relative to behavior and performance during the incident. The Force Science Institute uses sophisticated time-and-motion measurements to document—often for the first time—critical hidden truths about the physical and mental dynamics of life-threatening events, particularly officer-involved shootings. Its startling findings profoundly impact officer training and safety, and the public’s naive perceptions. In fact, the Institute’s findings have been directly credited with saving officer lives on the street and with preventing some officers from going to prison after being wrongly accused of criminally using deadly force.

Course Description: This forty-hour course is specifically designed for experienced uniformed patrol personnel selected to serve as Field Training Officers with probationary employees. The course emphasizes the FTO’s role in assisting probationers certify for solo patrol operations by applying the knowledge and skills acquired during Basic Police Training/Certification and using them according to agency policy, procedures and community service delivery standards. The instruction highlights two essential Field Training and Evaluation Process skills: 1) the ability to examine and objectively document the probationer’s job behaviors using the 2009 revised non-numerical/behaviorally anchored standardized assessment guidelines and, 2) analyzing the probationer’s training needs and using proper instructional techniques for corrective action. The instruction presentation will focus upon discussion as well as hands-on application of the course materials in small group and individual/student exercises. Students will be required to complete out-of-classroom reading assignments from the course text and workbook, Breaking Routine™: Field Training Officer. Contact & Cover From Minor Violations to Terrorism Recognition (with Air Soft© Training)

Course Description: This one day, practical exercise seminar is designed to teach officers the basic concepts of Cover and Contact. Officers will learn the proper techniques for removing suspect(s) from vehicles, safely covering the suspects and contact officer, and securing the location for safe vehicles searches. Officers will work in teams of two and three, to mirror real patrol situations. Scenarios will involve traffic stops and building entry for call response.

Officers will learn to recognize and respond to the presence of IEDs in vehicles, buildings and on subjects. Course content will include both classroom and scenario activities. Officers will review Department of Homeland Security protocols for local department contact with suspected and known terrorists, as well as scene safety and personnel safety protocols. The scenarios will include IED mockups and hostage situations.

Course Content Includes:

Learn standard hand signals to let responding officers know what type, if any back up or additional response is needed.

Learn the specific responsibilities of the contact officer. Learn the specific responsibilities of the cover officer. Review techniques for vehicle stop locations and suspect-officer interaction. Learn how to deal with multiple suspects on traffic stops.

Review techniques of systematic vehicle searches for contraband Gain a basic knowledge of current improvised explosive devices (IEDs) Learn the action to take for IEDs and equipment available to assist in their detection Gain heightened awareness of the effects of explosives and terrorism Learn how to contact STIC, JTTF, and DHS for terrorist involved stops

This class is a soft air, weapons training course. Officers need to bring their duty belts and should (not required) have their department vehicles for scenarios. Officers are encouraged to have either sweatshirts or long sleeve shirts available to wear. Face protection and Air Soft© type weapons will be issued at the training site.

The instructors: The lead instructor is Michael Drumm. All instructors are certified, full-time police officers, and are members of the Illinois Tactical Officers Association and the International Law Enforcement Educators and Trainers Association. Drumm is also a DHS contract instructor.

This project is supported by Homeland Security funds, awarded by the Illinois Terrorism Task Force through the Illinois Law Enforcement Training and Standards Board. This course is subject to cancellation if minimum enrollment is not met.

Course Description: This eight hour course explores changes that have occurred in federal and Illinois law regarding the use of deadly force. Participants will be reintroduced to the Illinois Revised Statutes and the U.S. Supreme Court case of Tennessee v Garner from a supervisory perspective. Situations to be studied include forcible felonies, threat of life, and arrestee/prisoner escapes. Videotapes of actual police shootings will be viewed and handouts, including copies of the statutes, will be provided.

The course will also cover the following: Excessive force and reasonable force Gaining entry and resisting arrest Effecting an arrest Federal constraints Types of offenses and the use of force Civil litigation on the subject

Emphasis will be placed on imparting and using informed judgments in practical situations that arise in patrol operations.

Instructor: Jeff Chudwin served 38 years and retired as Chief of Police for the Village of Olympia Fields, Illinois. Jeff is a founding member and president of the Illinois Tactical Officers Association. As a competitive shooter of over 35 years he has won numerous competitions including the 2010 National Patrol Rifle Championship. He designed the first patrol rifle instructor training program certified by the Illinois Law Enforcement Training and Standards Board.

He has studied firearms use and design and developed and patented rifle and pistol safety devices. He developed and instructs the basic patrol rifle, patrol rifle instructor, advanced patrol rifle, Firearms Instructor Update, and rifle-pistol armorer courses for MTU’s state wide. Combining his experience as an attorney, prosecutor, and career peace officer, he writes for several law enforcement publications and lectures nationwide regarding police use of force, firearms training, patrol functions, and tactical operations.

Drug Overdose Prevention Program Naloxone Training Train the Trainer

Purpose: First Responders Naloxone training funded by Will County’s Executive Office, Program is 1.5 hours.

Who: First Responders – police officers chosen to serve as training officers for their departments. An agreement is signed by each department to uphold DASA standards, reporting requirements, and care of the Naloxone. The Will County Executive’s Office oversees the program and collect the data to report to DASA

What: IDHS/DASA guidelines inform programs about how to become enrolled as a Drug Overdose Prevention Program. Will County is approved and considered an authorized program. Naloxone is a prescription medicine that reverses an overdose by blocking heroin (or other opioids) in the brain for 30 to 90 minutes. Naloxone comes in multi-dose vials, pre-filled syringes, nasal atomizer, and for purposes of this program will be administered in the newest nasal spray form developed by ADAPT Pharma. ADAPT Pharma produces a new FDA approved 4mg Narcan Nasal Spray. A kit contains 2 individual doses at a cost of $75. Link for more information on kit: narcannasalspray.com

Why: Drug overdose is recognized as a significant problem in Illinois. Harm Reduction to combat increasing overdose deaths brought on by opiates - prescription pain pills and heroin. First Responder training mandated by State of Illinois as of January 1, 2016.

The Public Act 096-0361 (20 ILCS 301/5-23 new) is a life-saving law that took effect on January 1, 2010, and makes it legal in Illinois for non-medical persons to administer Naloxone to another individual in order to prevent an opioid/heroin overdose from becoming fatal. This Public Act allows the Illinois Department of Human Services (IDHS), Division of Alcoholism and Substance Abuse (DASA) to establish and authorize programs to distribute Naloxone.

Tactical Analysis Program “Tactical Awareness and Threat Recognition”

Course Description: This course will be conducted by Patrick Van Horne (co-author of the acclaimed book Left of Bang), Co-founder and CEO of The CP Journal out of Boulder, Colorado. The CP Journal provides training and professional consultation to the military, law enforcement, and private security industry in behavioral analysis and threat recognition. The course is based on the principals of the Marine Corps' Combat Hunter Program that was developed during the Iraq and Afghanistan wars. Training Elements: Developing the ability to observe, classify, assess and communicate nonverbal behavior empowers our nation’s protectors to proactively recognize potential threats before an attack occurs. The observation process taught in this course improves both intuitive decision-making and the deliberate analysis of situations, persons, and environments. The "Tactical Awareness and Threat Recognition" portion of the course provides instruction in the foundational behavioral observations used to make assessments about individual people. The course is focused on ensuring that students can accurately assign people to each of the four mutually exclusive primary clusters of behavior. Once officers have proven that they can make these observations, articulate the reason for objectively assigning a person to each cluster, and understand the "why" behind the assessments, these behaviors are then put into the context of the "officer ambush" to determine the significance of each behavior in relation to the risks that police officers face.

The "Tactical Sense-making" portion of the course expands on the behaviors taught on the first day to include all four pillars of observable behaviors. Officers learn how to establish an all-encompassing baseline for operational areas using a deliberate, systematic and repeatable process. Topics include:

Instructor: Patrick Van Horne is Co-founder and CEO of The CP Journal and co-author of the book, "Left of Bang: How the Marine Corps' Combat Hunter Program Can Save Your Life." The CP Journal is a Veteran Owned Small Business (VOSB) that provides training to the military, law enforcement, and private security industry in behavioral analysis and threat recognition.

Patrick served for seven years in the United States Marine Corps, progressing to the rank of Captain. While on active duty, he served as a Platoon Commander and Company Executive Officer with Weapons Company, 1st Battalion, Fourth Marines, as well as serving as a Company Commander with 1st Marine Regiment. Through his two deployments to Iraq, he saw first-hand the importance of strong leadership and effective training for the members of our military as they prepare for deployment.

Following his time as a Company Commander, he became the Officer-in-Charge of a Mobile Training Team at the School of Infantry at Camp Pendleton, providing training to deploying Infantry battalions and regiments in the Combat Hunter Program. It was in this command that he was first exposed to Combat Profiling and human behavioral analysis. During his time in this job, he helped recreate the Combat Profiling instruction, and designed and led the Combat Hunter Trainer Course, a pilot course designed to make Marines into Combat Hunter Instructors.

Patrick led 350 Marines through a yearlong combat training and preparation program prior to their deployment. Designed long-term training plan for cross-functional teams from 9 diverse technical areas. He also led 40 Marines and served as Second-in-Command for 200 Marines through two deployments to Iraq. Coordinated all intelligence, operational, logistics, communication and training requirements across units. While teaching behavioral profiling to Marines he decided to create The CP Journal in order to provide students with the resources needed to continue learning about all that behavioral analysis had to offer.

Patrick graduated from Fordham University in 2014 with an M.B.A., with a marketing concentration. He graduated from Marist College in 2005 with a B.S. in Business Administration and a Minor in Accounting. He was selected to serve as a team captain on the Division 1 Lacrosse team, winning a conference championship and earning a spot in the 2005 NCAA Tournament in his senior year.

Patrick currently lives in Boulder, Colorado and actively supports the Injured Marine Semper Fi Fund and Team Rubicon. Course Description: The 2-day Wicklander-Zulawski (WZ) Seminar on Tactical Field Interviewing is designed to teach and reinforce the sound fundamentals of the field interviewing process for the patrol officer, field investigator, detective, police officer, special agent, or other law enforcement professional. Course participants learn a broad range of cutting-edge methods and proprietary tools to conduct more effective interviews and interrogations in their terrorism-related investigations that will result in more actionable intelligence, quicker admissions and better statements.

Instruction includes a comprehensive overview of non-confrontational interviewing methods to overcome the resistance of a traditional criminal or terrorist operative. Attendees will learn to assess verbal and non-verbal behavior, offer rationalizations, handle denials, detect deception and evaluate truthfulness. This course will enhance communication, interview and interrogation skills for a more focused and successful investigation of terrorist activities.

The non-confrontational approach to field interviewing has been recognized for the way it produces faster and more accurate results. In many cases, admissions are achieved without the suspect ever making a denial or protesting his innocence. Additionally, suspects often reveal more about their activities than during a traditional confrontational interrogation approach. The multiple strategies taught in this class provide flexibility to alter interviewing strategies depending on the reaction of the suspect. Simply said, if one method is not working, the investigator has additional techniques to utilize.

COURSE OBJECTIVES: After completing this course of instruction the participant will be able to: • Understand the law on criminal interviews and interrogations and the development of the admission

into legally acceptable confessions. • Interpret and evaluate the suspect’s verbal and physical behavior as they relate to truth and

deception during field interviews. • Apply factual analysis to the interviewing process. • Assist subjects in recalling events and details of past activity. • Employ non-accusatory interview techniques to obtain information and detect subject’s truthfulness. • Enhance their skills to effectively investigate ongoing, organized drug trafficking, money laundering,

Lead Instructor: Jeff Chudwin served 38 years and retired as Chief of Police for the Village of Olympia Fields, Illinois. Jeff is a founding member and president of the Illinois Tactical Officers Association. As a competitive shooter of over 35 years he has won numerous competitions including the 2010 National Patrol Rifle Championship. He designed the first patrol rifle instructor training program certified by the Illinois Law Enforcement Training and Standards Board. He has studied firearms use and design and developed and patented rifle and pistol safety devices. He developed and instructs the basic patrol rifle, patrol rifle instructor, advanced patrol rifle, Firearms Instructor Update, and rifle-pistol armorer courses for MTU’s state wide. Combining his experience as an attorney, prosecutor, and career peace officer, he writes for several law enforcement publications and lectures nationwide regarding police use of force, firearms training, patrol functions, and tactical operations.

Co-Instructor: Kim Heath is a Will County Sheriff's Deputy and Range Master. Kim is the President of the Women's Tactical Association, has been a firearms instructor for 11 years. Crisis Intervention Team Training (CIT) 40-Hour State Certified Course

Purpose: Law enforcement officers are generally the first responders to crisis events. This course is also open to local and county sworn corrections officers. It is important to have individuals in law enforcement who can utilize effective strategies, insuring public and personal safety. The Crisis Intervention Team (CIT) training provides officers with education about mental illness and other behavioral disabilities as well as providing skills and tools for effectively and safely interacting with someone who is experiencing a crisis.

Course Description: Crisis Intervention Team training is an in-depth 40-hour specialized course of study for uniformed patrol law enforcement officers and sworn corrections officers who, in addition to their regular service calls, will be required to respond to crisis calls involving people who have behavioral disabilities. CIT officers will use their acquired knowledge and skill to effectively handle crisis situations and make the most appropriate disposition, which will best serve the individual and the community.

The key components of this course cover the following: Officers are exposed to the dynamics of mental illness, developmental disabilities, child and adolescent

disorders, elderly individuals with behavioral issues, returning combat veterans, people who have excited

delirium, and people with substance abuse/co-occurring disorders. This training will allow officers to make

quick and effective decisions utilizing options they have to resolve the crisis.

Officers are exposed to the experiences, viewpoints and concerns of persons with mental illnesses

(consumers). Officers will meet with consumers in order to gain their perspective and learn from them.

Officers receive instruction and demonstrations in basic listening and responding skills along with crisis

interventions strategies. Real life crisis scenarios provided by trained professional actors with the

Course Description: Vehicle stops are one of the most hazardous duties performed by police officers; no two traffic stops are ever the same. These hazards compound themselves at night, when unknown threats and risks can be present within reach, but hidden by darkness. This eight hour, scenario-based seminar is designed to teach officers the unique tactical considerations and tactics for making traffic stops from positions of advantage and safety at night. COURSE GOALS:

• Proper application and use of flashlights Multiple lights, Team techniques

• Learn and practice the “wall of light” theory • Learn to use different lighting to their advantage

Street lights, ambient lights, moving traffic headlights, spot lights, flashlights • Learn how to use darkness as a cover officer advantage • Identify the special hazards officers face at night on traffic stops • Learn techniques for removing and controlling multiple vehicle occupants • Learn the proper commands for removing occupants from vehicles. • Recognize Improvised Explosive Devices (IED) and rolling terrorist vehicles and use • Review techniques for vehicle stop locations and suspect-officer interaction • Learn how to secure an IED and scene for responder and public safety • Learn how to contact STIC, JTTF, and DHS for terrorist involved stops • Recognize physical tells of subjects who may be carrying IEDs This class is a soft air, weapons training course. Officers need to bring their duty belts and should (not required) have their department vehicles for scenarios. Officers are encouraged to have either sweatshirts or long sleeve shirts available to wear. Face protection and Air Soft© type weapons will be issued at the training site.

The instructors: The lead instructor is Michael Drumm. All instructors are certified, full-time police officers, and are members of the Illinois Tactical Officers Association and the International Law Enforcement Educators and Trainers Association. Drumm is also a DHS contract instructor.

A.R.I.D.E. Advanced Roadside Impaired Driving Enforcement

Course Description: The Advanced Roadside Impaired Driving Enforcement (ARIDE) program was developed by the National Highway Traffic Safety Administration (NHTSA) with input from the International Association of Chiefs of Police (IACP) Technical Advisory Panel (TAP) and the Virginia Association of Chiefs of Police. ARIDE was created to address the gap in training between the Standardized Field Sobriety Testing (SFST) and the Drug Evaluation and Classification (DEC) Program.

This course will offer additional information to law enforcement officers on detecting impairment caused by more than just alcohol. Often law enforcement officers that have not received advanced or in-service training regarding drug impairment tend to not be able to identify these characteristics; therefore they will release an impaired driver. Once an officer completes the training he/she will be more proficient with the 3 battery of tests (HGN, WAT, OLS), as well as a broader knowledge of drug impairment indicators. The law enforcement officer will also be more familiar with the DRE program and its function. This will facilitate better communication and transfer of critical roadside indicators of impairment to the evaluating DRE officer for a more complete and accurate assessment of the impairment.

ARIDE is a 16-hour training course taught by DRE instructors or SFST instructors who are also DREs. The training will be conducted under the control and approval of the DEC Program state coordinator. This course encompasses information and techniques for addressing the drug and alcohol impaired driving problem. The following topics are discussed and/or delivered in detail throughout the entire curriculum:

Update of Standardized Field Sobriety Testing Battery How drug impaired driving affects our community SFST Proficiency Examination Drugs in the human body and the impairing effects they may have Seven categories of drugs identified by the DEC Program

Additional sobriety tests that will provide an expanded knowledge of detection to law enforcement

Provide an expanded knowledge of prosecuting drug impaired drivers to prosecutors and courts

Much of the classroom training is devoted to hands-on practice.

Course Description: This course covers the concepts and practical application of Tactical

Emergency Casualty Care and Officer-Citizen High Threat Casualty Extraction in the patrol environment. Officers will learn to identify and treat the most commonly encountered wound patterns and plan/execute an Officer-Citizen Extraction, then demonstrate the concepts and techniques learned during scenario-based exercises.

Students are required to bring their duty belt/gear and wear clothing appropriate for physically demanding scenario training. Course exercises will allow each student to apply critical lifesaving skills in a dynamic patrol-based setting.

On completion of the course, each participant will receive a North American Rescue Products Individual Patrol Officer Kit (IPOK) for duty use. Each sealed kit contains: One C-A-T Combat Application Tourniquet, an ETD Emergency Trauma Dressing, a packet of Z-Fold Gauze, and a pair of trauma gloves.

For 16 years Sergeant Gordon has served on Tactical Response Teams for both the Alton Police Department and the Illinois Law Enforcement Alarm System (ILEAS). He has served as Team Commander for both teams. Sergeant Gordon is also a paramedic with ten years of experience conducting Advanced Life Support in civilian emergency services and tactical medical operations. Course Description: This eight hour course explores changes that have occurred in federal and Illinois law regarding the use of deadly force. Participants will be reintroduced to the Illinois Revised Statutes and the U.S. Supreme Court case of Tennessee v Garner from a supervisory perspective. Situations to be studied include forcible felonies, threat of life, and arrestee/prisoner escapes. Instructor: Jeff Chudwin served 38 years and retired as Chief of Police for the Village of Olympia Fields, Illinois. Jeff is a founding member and president of the Illinois Tactical Officers Association. As a competitive shooter of over 35 years he has won numerous competitions including the 2010 National Patrol Rifle Championship. He designed the first patrol rifle instructor training program certified by the Illinois Law Enforcement Training and Standards Board.

He has studied firearms use and design and developed and patented rifle and pistol safety devices. He developed and instructs the basic patrol rifle, patrol rifle instructor, advanced patrol rifle, Firearms Instructor Update, and rifle-pistol armorer courses for MTU’s state wide. Combining his experience as an attorney, prosecutor, and career peace officer, he writes for several law enforcement

Course Description: This is a twenty-one hour program on the Reid Technique of Interviewing and Interrogation®. The course includes; interview and interrogation preparation, behavior symptoms, the Reid® Behavior Analysis Interview (B.A.I.) and “The Reid Nine Steps of Interrogation” which include:

Interview and Interrogation Preparation The style, appearance and approach of the successful interviewer and interrogator will be covered, as will the room settings conducive to these activities.

Behavior Symptoms Differences in verbal and nonverbal behavior between innocent and deceptive persons often can be observed, and are thus indicative of whether or not a suspect is telling the truth. A guilty suspect makes a conscious decision to resist your effort to get at the truth. In trying to maintain a structure of verbal lies, however, that suspect most often develops internal conflicts and tensions which manifest themselves in nonverbal behavior. Thus, body movements, facial expressions, eye contact, attitudes, posture and grooming gestures can indicate whether the subject is telling the truth or lying. Nonverbal indicators can also be used to determine whether the suspect under interrogation is listening, maintaining a defiant attitude or is ready to confess. You will learn how to observe and assess critical behavior symptoms and use those assessments to determine whether to move on to the next step of the interrogation.

Reid®” Behavioral Analysis Interview “(B.A.I.) The information developed through use of the standard investigative questions of “who,” “what,” “when” and “how” is often not adequate — even in combination with physical evidence — to identify the wrongdoer. The Reid Behavioral Analysis Interview is a technique that uses a structured set of non-accusatory behavior-provoking questions developed as a result of many thousands of interviews. The B.A.I. makes it easier to determine whether the suspect is telling the truth about involvement in the matter under investigation, and is flexible enough to be used in cases ranging from employee theft to homicide. The Reid Nine Steps of Interrogation® The nine step approach to a successful interrogation has been developed by John E. Reid and Associates through extensive research and practical experience over a period of 60 years. Because of the subject’s importance, approximately half the classroom time in the seminar is devoted to the interrogation process and detailed examination of each of the nine steps.

Course Description: This course is for individuals who have completed the 3-day seminar on The Reid Technique of Interviewing and Interrogation, and builds upon their knowledge of the Reid Technique.

Most unsuccessful interrogations are a result of the investigator’s inability to move the guilty suspect from one stage of the interrogation to the other. Reid has defined three distinct stages of the interrogation that may give the investigator problems:

1. Defiant stage: seven proven tactics to move suspects out of this stage 2. Neutral stage: four proven techniques to get the suspect to listen to the

interrogator’s themes 3. Acceptance stage: three specific techniques that will dramatically increase

admissions of guilt
