Training Report

Rapid urbanization worldwide has been the hallmark of the last two centuries with 55.3% of the

global population residing in urban settlements. While urban areas have been at the forefront of

global development, unplanned growth and urban sprawl have led to complex risk scenarios

developing in cities. India as a country is grappling with the growing urban population and urban

density. With more than one-third of its population residing in urban areas, the last decade

witnessed an increase of 31.8 percent in the urban population of India leading to several

environmental and governance issues like water scarcity, sanitation, waste disposal issues,

increasing fire outbreaks, urban flooding, air quality deterioration, insufficient health facilities,

etc. among others.

The world currently is in the throes of a pandemic currently affecting millions of people. With

the link to global supply chains and increased mobility, the cities have become centres of

transmission of the disease. The pandemic is not only challenging the urban health infrastructure

but also changed the functioning of the urban areas in terms of lifestyle, occupation, public

commuting, shopping and recreation. Municipal functions like waste collection and disposal, the

supply of electricity and water have also got affected and need to be adapted as per pandemic

norms. While cities lie at the centre of the pandemic outbreak, other disasters are also hitting the

Indian cities regularly like the recent Cyclone Nisarga and Amphan, an industrial gas leak at

Vishakhapatnam, locust attack, leading to complex emergencies. With the flood season coming

up, urban flooding will also be a reality in all probability. In this context, National Institute of

Disaster Management and Andhra Pradesh Human Resource Development Institute organized a

3-day online training programme on “Revisiting Urban Risks: Planning for Complex

Emergencies” from 6th – 8th July 2020. The training programme deliberated on the new

normal in terms of reducing urban risks and chart actions to cope with the varying dynamics of

disasters during the pandemic. Around xxyy participants attended the programme.

Programme Objectives

At the end of the programme, participants will be able to:

Explain the various facets of vulnerabilities and risks in cities of India

Describe the impact of the pandemic on Indian cities and how it is shaping urban living

Describe the issues and concerns in responding to natural disasters during pandemics,

thereby creating complex emergencies.

Explain the framework of urban risk mitigation, taking into account the complex risk

Proceedings

Inaugural Session

Dr.Chandrani Bandyopadhyay, Programme Coordinator and Assistant Professor,

NIDM, extended a warm welcome to all the participants and briefed about the training

programme. Following this, Shri D Chakrapani, IAS (Retd), Former Director-General,

APHRDI, addressed the inaugural session and introduced about the initiatives taken by the

institute for better outreach. Major General Manoj Kumar Bindal, VSM, Executive Director,

NIDM, graced the session with his opening remarks. He emphasized the need for revisiting the

risks in the context of pandemic and how the strengths of the urban setup should be tapped to

build resilience. Further, he urged the involvement of the community in decision-making and

highlighted the need for community awareness. He also recommended that a multi-stakeholder

platform should be developed for the inclusion of all stakeholders in the decision-making

process.

Session 1 - The Paradigm of Risks in an Urban Context

The first session by Dr.Chandrani Bandyopadhyay focused on the overview of the urban risks.

The session presented with a distinct understanding of the definition of risks and the associated

factors of hazard, exposure, vulnerability and capacity. The diverse issues and challenges that are

prevalent in the Indian towns and cities creating potential risks were also addressed. Further, the

urban complexities emerging during the pandemic outbreak were discussed.

Session 2 -How should cities be planned to ensure Urban Resilience?

The second session was a panel discussion by the distinguished speakers Prof. S.K Saha,

Former Director, School of Planning and Architecture-Vijayawada and Shri R Srinivas, Town

and Country Planning Organisation, Government of India. The discussion initiated with the

evolution of the modern town planning in India over the past decades reshaping the dynamics of

urban areas. The lacunae in urban infrastructure and systems were highlighted. The session

majorly focused on various strategies and actions of building and ensuring urban resilience

primarily in the context of the pandemic and complex emergencies. The experts also addressed

the several aspects of resilience and the indices for scaling resilience. Building community

resilience, strengthening resilience in infrastructure and formulation of pandemic resilient

guidelines are some of the major recommendations that emerged from the discussion.

Session 3 -Public Health Impact of Pandemics in Cities

Dr Saurabh Dalal, World Health Organisation, highlighted the consequences of the pandemic

on urban public health during his session. He highlighted the principal factors responsible for

worsening public health condition are community cleanliness and hygiene, poverty, climate

change and prevalent urban vulnerabilities and risks. He recommended the preparation of

biological disaster management plans at every level to combat with pandemic and other

biological outbreaks.

need for

incorporation of public health aspects in spatial planning.

Day 1 of Training Programme

Session 4 - Disaster Response in Complex Emergencies

Shri Shekhar Chaturvedi, Assistant Professor, NIDM, initiated the discussions with the

characteristics of the complex disasters and the requirements of such complexities in various

scenarios. He shared the several challenges that are faced during the response process in terms of

resources, communication and coordination, preparedness and anticipation. He highlighted the

need for cooperation between multiple agencies in case of complex disasters. The session

primarily focused on Incident Response System (IRS), its principles, features, organisational

structure and command systems. He recommended expanding the planning and strengthening of

operations and logistics capabilities of response teams as the way forward.

Session 5 -New Normal in Urban Response Standards

Shri Balaji S. Chowhan, in his session, discussed the emerging complexities of urban areas due

to the pandemic. He highlighted the existing strengths and challenges of urban areas and how

these can be reshaped to build resilience. He pointed out that the several needs of the response

process in case of complex emergencies. Numerous actions were also recommended for the

emerging requirements of response in complex emergencies.

Session 6 - Natural Disasters and Pandemics as Complex Emergencies: Issues & Concerns

Shri Mihir Bhat, Founder and Director of All India Disaster Mitigation Institute

(AIDMI), accentuated the issues and concerns in urban communities due to complex emergencies

of natural disasters and pandemics. The principal four issues classified by him were diversity and

dynamics of urban centres, inadequate basic urban infrastructure, local governance challenges

and influences on informal sectors. To address the concerns of the top-down approach of DRM

and social security of workers, he recommended evaluation of Disaster Management Plans,

scoping of universal urban basic income and relief coverage and universal social protection and

preparedness measures.

Session 7 - Revisiting Urban Planning Practices for tackling Complex Disaster Situations

Prof.Saswat Bandyopadhyay, CEPT University, initiated the session on discussing the

relationship between urban planning and biological outbreaks. He addressed the lack of public

spaces in proportion to the urban population due to the urban sprawl. He also highlighted the

lack of developmental plans and master plans in most of the Indian towns and cities augmenting

the complexities. He also shared the global best practices like that of Singapore and

recommended the incorporation of risk-sensitive land use planning of urban areas.

Session 8 - Role of Stakeholders in Preparedness & Response in Complex disaster situations

Prof. V.K. Sharma, Vice-Chairman of Sikkim State Disaster Management Authority, addressed

the role of various stakeholders in preparedness and response of complex disasters. He reiterated

that the community is the first stakeholder and awareness needs to be generated among them. He

further pointed out the local administrative bodies such as Ward Councils, Municipal

Corporation, etc. needs to have pro-active participation in disaster risk reduction along with the

District Disaster Management Authorities and the State Disaster Management Authorities.

Further, he also pointed out the need for collaboration with civic societies, NGOs, academic

institutions and private stakeholders need to be strengthened for building resilience. He

recommended on the incorporation of vulnerability and risk assessment in urban planning and

establishment of precise linkage between the national, state and local level DRM plans.

Valedictory

The three-day training programme was concluded with remarks of Shri D Chakrapani, IAS

(Retd), followed by the valedictory address of Prof. V.K. Sharma. In his concluding remarks,

Shri D Chakrapani applauded the efforts of both NIDM and APHRDI. He further emphasized the

need for documentation, sensitization and information dissemination at the grassroots. He also

recommended for the mainstreaming of urban risk reduction and developing spatial databases.

Prof V.K. Sharma in his valedictory appreciated the precise planning of training programme and

enthusiastic involvement of all the participants.

Key takeaways

The training programme concludedthat the existing planning guidelines need to be revisited and

incorporated with disaster risk management. Besides, pandemic resilient guidelines and

biological disaster plans also need to be prepared at every level. The following are some of the

key takeaways that have been recommended during the programme by the eminent speakers and

panellists for dealing with the complexities of urban risks in the pandemic situation:

Building community resilience though awareness programmes and pro-active

participation in decision-making.

Incorporation of Minimum Space requirements as per social distancing norms in urban

design

Strengthening and benchmarking Health infrastructure for maintaining access and equity

to all

Digitization and geotagging through development of spatial database keeping records of

all socio-economic data at local levels.

Mainstreaming Regional Planning and Development of Hinterlands to control rururban

migration

Strengthening basic urban infrastructure like water and sanitation, solid waste disposal,

etc.

Expanding planning capabilities and strengthening Operations and Logistics of Response

Teams

Scoping of universal urbane basic income, relief coverage, social protection and

preparedness measures.

Active collaboration of communities, local and state governments along with academic

institutions, civic societies, NGOs and private organization for building resilience.

Background

Rapid urbanization worldwide has been the hallmark of the last two centuries. 55.3% of the

global population call urban settlements their home. While urban areas have been at the

forefront of global development, unplanned growth and urban sprawl has led to complex risk

scenarios developing in cities. Urban risks are many-layered, powered by unsafe

constructions, informal housing, unsafe livelihoods, lack of access to information and other

factors.

India as a country is grappling with the growing urban population and urban density. With

more than one-third of its population residing in urban areas, the last decade witnessed an

increase of 31.8 percent in urban population of India leading to several environmental and

governance issues like water scarcity, sanitation, waste disposal issues, increasing fire

outbreaks, urban flooding, air quality deterioration, insufficient health facilities, etc. among

others.

The world is in the throes of a pandemic currently, which has swept through the world,

affecting millions of people. With the link to global supply chains and increased mobility, the

cities have become centres of transmission of the disease. As per a study of NITI Aayog,

around 50 percent of the cases in India as on 18th May 2020 was reported in Mumbai, Delhi,

Ahmedabad, Chennai and Pune. While the high density of settlement and overcrowding in

urban areas is considered to be at the root of the whirlwind spreading of coronavirus, various

other aspects of urban governance and administration needs to be revisited. High density

urban living and working, commuting longer distances by public transport, retail shopping

and recreation have undergone widespread changes in the way cities function. Municipal

functions like waste collection, waste collection, electricity and water supply also needs to be

adapted to follow the norms set by the pandemic.

While cities lie at the centre of pandemic outbreak, other disasters are also hitting Indian

cities on a regular basis. While natural disasters like Cyclone Amphan had brought Kolkata to

a standstill for days, the gas leak in a factory at Vishakhapatnam led to a complex emergency.

With the flood season coming up, urban flooding will be a reality in all probability.

NIDM and APHRDI are collaborating to organize a 3 day online training programme on

revisiting Urban Risks: Planning for Complex Emergencies from 6-8 July 2020. The training

programme will aim to deliberate on the new normal in terms of reducing urban risks and

chart actions to cope with the varying dynamics of disasters during the pandemic.

About the Programme

The online training programme will be organized from 6-8 July 2020, for a duration of 2

hours each day from 2-4 PM. The training will be conducted on a WebEx platform,

facilitated by APHRDI.

Programme Objectives

At the end of the programme participants will be able to:

Explain the various facets of vulnerabilities and risks in cities of India

Describe the impact of the pandemic on Indian cities and how it is shaping urban

living

Describe the issues and concerns in responding to natural disasters during pandemics,

thereby creating complex emergencies.

Explain the framework of urban risk mitigation, taking into account the complex risk

scenario.
